iA meeting was held' under the Chairmanship of Sh A.R. Talwar, IAS Principal

Secretary Information Technology, Punjab on 27/03/2014 at 11:00 AM in his office

room. The list of officers who participated in the meeting is placed at Annexure-A."

The clarifications received from Government of India on the issues raised in the last

meeting, appended herewith as Annexure B, were informed to all officers present in the

meeting. The actionable points in the minutes of previous meeting on the subject held on

18.3.2014 were discussed in detail and following decisions were taken:

1. As decided in the last meeting, constitution of Implementation Committee for this

project is being notified shortly by Department of Information Technology Punjab.

2. It was decided that the Training Partners viz. C-DAC Mohali and NIELIT

Chandigarh will examine the STAR scheme implemented in the Department of

Technical Education & Industrial Training, Punjab from the point of view of

courses to be run under ESDM scheme and breakup of fees in various

components for preparing the drat MOU to be signed with the implementing

agency for this scheme. They will also refer to the copy of MoU signed between

DeitY and Govt. of Andhra Pradesh for this purpose.

3. The Training Partners will also consult Additional Director (Technical Education

Wing) and Additional Director (Industrial Training Wing) of Technical Education

& Industrial Training Department regarding the courses being shortlisted under

the STAR Scheme of Govt. of India and may decide to choose suitable courses

from the scheme for ESDM Scheme.

4. The training partners will fine-tune the courses already suggested by them as

per syllabus, contents, duration and training process as per the scheme of Govt.

of India and forward the same to Department of IT, Punjab for referring to the

Expert Committee formed by the of Govt. of India for the finalization of various

courses under the scheme.

S. The Department of Technical Education & Industrial Training will finalize the

Training Institutes, Equipment and Infrastructure to be used for training in

consultation with the Training Partners and send the same to the Department of

Information Technology as soon as possible. Immediate necessary instructions

will also be issued to the shortlisted institutes for the conduct of courses through.the training partners.

6. The Department of School Education will identify the schools that are well

equipped with labs for Electronics courses provided under Vocational Education

stream for deciding about the suitability of conducting various courses by the

training partners.

7. It was decided that Department of Employment Generation & Training will

recommend the list unemployed youth registered with various Employment

Exchanges in the state for enrollment for imparting tralning in the courses being

finalized under the scheme.

The meeting ended with a vote of thanks to the Chair.

Annexure-B

Point wise clarification to "important points for discussiqns on GO! scheme on skilldevelopment in ESDMsector": '.

Point No 1:

Copy of draft MoV:- The MoU is being prepared by DeitY. It will be dispatched to you assoon as it is ready by DeitY.

Point No 2:

MoV between Implementing Agency and Training partners:-We are enclosingherewith a sample copy of MoU which is signed between NEILIT and Andhra PradeshGovernment Implementing Agency.

Point No 3:

Finalization of training courses: - The DeitY is setting up an Expert Committee to lookinto various aspects like syllabus, contents, course fee, course duration, training processetc. For the courses proposed by the Punjab Govt, above details to be put up to theExpert Committee for approval. On approval of the Expert Committee the courses canbe taken up.

Point No 4:

Outline of courses:-

I1l Minimum qualifications for the courses:

i) 8th +ITI will not be eligible for L41evel.

ii) The non-science graduates are not eligible for all the courses ofL4 (where technical content is very high). The pre-requisitewill be given in the course Performa.

[z] Equivalence: the equivalence shown in the document is only for theknowledge skill gained and not the exact certificate/diploma/degree that thecandidate will be awarded. However it is stressed that the scheme does notallow multiple level training to the same candidate.

Point No 5:

Tar~ets for different levels:- The Notification of the ESDM scheme clearly fixes theceiling of financial assistance to be provided to the participating states. The totalmanpower to be trained in the 4 year period is 90,000, and also manpower to be trainedin each level is fixed. It is not permitted to interchange or increase/decrease in thenumber of candidates in different levels. The DeitY is very sure about not allowing anyfinancial escalation and reduction in number of students trained also.

Point No 6:

Subsidizing the 25% component of fees for general category candidates -Thesubsidy that any state wishes to offer to its trainees is entirely their prerogative. DeitYwill not include this component in its part of the scheme or will not be a party to thefinancial burden envisaged if such allowances are given.

Point No 7:

Workshops:-The Workshops for creating awareness about the scheme are beingplanned in all the participating states. The respective Implementing Agencies will berequired to actively participate in the whole process in order to ensure success of theseworkshops.

Point No 8:

Service Tax.- The DeitY will not be allowing any financial escalation in the schemearising due to the issue of Service Tax to be paid by training partners. They have veryclearly stated that the same may be taken care of by the implementing agency as well asits training partners either by including the ST component in the fees or by any othermeans.
