Ronald J. Weigel, MD, PhD, MBA, FACS: University of Iowa Carver College of Medicine

Dr. Weigel is the Associate Vice President for UI Health Alliance, EA Crowell Jr. Professor and Chair of Surgery, Professor of Surgery - Surgical Oncology and Endocrine Surgery, Professor of Biochemistry, Anatomy and Cell Biology at the University of Iowa Carver College of Medicine. His specialties include adrenalectomy, minimally invasive parathyroidectomy, oncology, surgery and thyroidectomy. Dr. Weigel has received a number of awards including Best Doctors in America® 2013 and U.S. News & World Report Top Doctors® 2012. He received his master’s degree in chemical engineering from the Massachusetts Institute of Technology, and his medical degree from Yale University School of Medicine. Dr. Weigel also received his doctor of philosophy in molecular biophysics and biochemistry from Yale University, and his master’s degree in business administration from the University of Pennsylvania.

Carol Scott-Conner, MD, PhD, MBA, FACS: University of Iowa Carver College of Medicine

Dr. Scott-Conner is a Professor of Surgery in the Division of Surgical Oncology and Endocrine Surgery at the University of Iowa Carver College of Medicine. After serving a term on the American College of Surgeons (ACS) Commission on Cancer, she now supports the college as ACS Governor for the state of Iowa and Vice-Chair of the Surgical Training Workgroup. Dr. Scott-Conner also serves as an advisor to NASA through the Institute of Medicine for health care issues related to long duration missions beyond Earth orbit. Dr. Scott-Conner received her bachelor’s degree in electrical engineering from the Massachusetts Institute of Technology and her medical degree from New York University School of Medicine. She later received her doctor of philosophy in anatomy and cell biology from the University of Kentucky and her master’s degree in business administration from the Else School of Management at Millsaps College.

David B. Hoyt, MD, FACS: American College of Surgeons

Dr. Hoyt is the Executive Director of the American College of Surgeons (ACS). In this role, Dr. Hoyt oversees nationally and internationally recognized educational and quality programs, including education and training for surgeons and surgery residents, and quality improvement programs including the Committee on Trauma, Commission on Cancer, National Surgical Quality Improvement Program, National Accreditation Program for Breast Centers and Bariatric Surgery Center Network. Dr. Hoyt is the former Medical Director of ACS’s Trauma Programs and served as Executive Vice-Dean of the University of California, Irvine, School of Medicine; Chairman of the Department of Surgery; and the John E. Connolly Professor of Surgery at the University of California, Irvine. An international lecturer, Dr. Hoyt is the author of over 480 book chapters, journal articles and abstracts.

Keith J. Mueller, PhD: University of Iowa College of Public Health

Dr. Mueller is the Gerhard Hartman Professor and Chair for the Department of Health Management and Policy at the University of Iowa College of Public Health. He has been recognized as a leading national expert in rural health delivery and finance by the National Rural Health Association, the U.S. Department of Agriculture and the Office of Rural Health Policy. He is also Director of the RUPRI Center for Rural Health Policy Analysis. Dr. Mueller has completed several major projects with funding from AHRQ and his research focuses on implementation of new payment systems in rural areas and analysis of national policies that affect rural health delivery and finance. He has been published in numerous books and publications throughout his 36-year career. Dr. Mueller received his master’s degree in political science from the University of Wisconsin-Milwaukee and his doctorate in political science from the University of Arizona.

Philip R. Caropreso, MD, FACS: University of Iowa Carver College of Medicine

Dr. Caropreso is a general surgeon, who has practiced surgery in the rural communities of Keokuk, IA and Carthage, IL for 38 years. He is a Clinical Professor of Surgery at the University of Iowa Carver College of Medicine and has served the Iowa Chapter of the American College of Surgeons (ACS) as Governor at Large and Iowa State Trauma Committee Chair. In his current role as Communication Chair on the newly formed ACS Advisory Council for Rural Surgery, Dr. Caropreso is committed to developing solutions to address the surgeon shortage in rural areas. His society memberships have included the Eastern Association for the Surgery of Trauma, the Midwest Surgical Association and the Central Surgical Association. Dr. Caropreso received his medical degree from the State University of New York Upstate Medical University.

Timothy A. Breon, MD, FACS: Mahaska Health Partnership

Dr. Breon is a general surgeon with the Mahaska Health Partnership, where he has been practicing since 2002. He has a particular passion for providing surgical care in a rural setting, and helped establish Iowa Rural Surgical Associates, which provides required surgical services to rural communities in the southeastern part of the state. In 2008, he received the American College of Surgeons Oweida Scholarship for young surgeons who practice in a rural setting. Dr. Breon received his medical degree from the University of Iowa Carver College of Medicine, and a master’s degree in preventive medicine and occupational health, with a specialization in agricultural health from the University of Iowa. He completed his residency at Wright State University School of Medicine in Dayton, OH.

Jennifer Vermeer, MPA: Iowa Medicaid Enterprise

Jennifer Vermeer was appointed State Medicaid Director in September 2008. Prior to being named Director, Jennifer was the Assistant Medicaid Director for three years and served on the staff of the Arizona and Iowa State Legislatures for 10 years. Vermeer is currently leading a variety of new endeavors including implementing Iowa’s new approach to Medicaid, the Iowa Health and Wellness Plan, multi-payer accountable care organizations, and health homes, including a health home targeted for persons with serious mental illness.
