The America21 Project connects with stakeholders in the region, identifies a lead organization with which to partner, assembles the UIR and manages the initial process through the kickoff conference.

The UIR consists of two primary parts: Governing Board: Approves budget and provides resources necessary to implement and sustain the strategies developed by the working groups to ensure multi-generational outcomes and the overall success of the UIR. 3 Working Groups: Representing the 3 core foundations of the Innovation Economy, these Working Groups are comprised of collaborative leadership working together to develop strategies, milestones and outcomes that connect economically disconnected sectors to the regional innovation ecosystem.

The America21 Project connects with stakeholders in the region, identifies a lead organization with which to partner, assembles the UIR and manages the initial process through the kickoff conference:

National Urban Innovation Conference and STEM Expo (2013)

Assembly Process:

• Identify lead organization; establish seed funding to cover assembly process • Identify and engage regional stakeholders; establish commitment to process • Establish and convene Governing Board • Establish and convene Working Groups • Provide UIR with Asset Mapping Report and Framework for Outcomes • Transition UIR to permanent structure established by stakeholders • America21 begins work of producing National Urban Innovation Conference

STEM Working Group:

Identifies Best Practices nationwide and extends invitation to participate in 2013 STEM Expo.

Establishes measurable goals for improved educational achievement and implementation of select STEM programs in participating schools.

Entrepreneur Working Group:

Establishes resource-rich programs to promote entrepreneurship, networking, education, mentoring and bridging disconnected sectors to the innovation ecosystem.

Establishes measurable goals for producing funded startups and expansion of existing businesses.*

Capital Working Group:

Identifies and structures local capital resources to support the outcomes of the Entrepreneur Working Group.

Establishes an Urban Angels Group with an Urban Innovation Fund. Recruits and educates high net worth individuals to growth the Urban Angels group.*

*Example Goal: 3 funded startups and 2 expanded local businesses in Y1. Successful model will reap exponential results in subsequent years.

INNOVATION NATION CHALLENGE:

America21 develops online national Startup Contest. Entries are vetted by the UIR Working Groups.

10 startups are chosen to come to Portland and work in a co-working facility (branded accelerator) with access to resources offered by the UIR for a specified time to launch or leave.

ACCELERATING INNOVATION:

UIR Working Groups choose 5 additional in-state startups to join the UIR accelerator.

Working Group members offer mentoring and wraparound resources to ensure the best possible opportunity for all of the companies to succeed.

Company founders (teams of 2-5 max) launch within six months or must leave the accelerator. Successful companies can extend up to an additional six months.

INNOVATION ECOSYSTEM:

UIR provides funding for the operation of the accelerator and an Urban Innovation Fund to invest in companies that pass the due diligence phase.

Companies agree to remain in the region and hire local talent and collaborate with local businesses in their supply chain as much as is reasonable.

National Urban Innovation Conference & STEM Education Expo

Portland will be the epicenter for Inclusive Competitiveness Strategies, attracting best practices leaders from around the nation. The White House will participate in support of its Urban Entrepreneurship Summit that has traveled the nation.

Official conference will kickoff the UIR with a nationwide spotlight
