QUESTIONS:
Q1 Do you have an estimated price range for the above project?
A1 No estimated price range will be provided. Contractor will provide cost proposal for all associated work
Q2 The Technical Specifications on the CD appear to be missing the following sections: 15700 Air-To-Air Energy
Recovery Units, 15738 Packaged Rooftop Air Conditioning Units, 15739 Variable Refrigerant Volume Air
Conditioning, 15840 Ductwork, and 15830 Fans has page 1/3 of a page and then the bottom goes to 15060. Is this
the complete fan specification?
A2 Specifications for Sections 15080, 15700, 15738, 15739, 15840, and 15850 have been submitted.
Q3 There seems to be several sections of the specifications missing, in particular sections 15080, 15700, 15738,
15739, 15840, and 15850 and possibly more.
A3 Specifications for Sections 15080, 15700, 15738, 15739, 15840, and 15850 have been submitted.
Q4 We are going to bid Bowie and want to make sure we are on the bid list. I am setting up subs that will need to
look at the job and will send out and email to coordinate.
A4 A bid walk was previously provided. No additional bid walks will be held.
Q5 I was able to download the documents from the website that was in the ad, but I wasn’t able to find any drawings.
I see that the ad mentioned the plans and specs are currently being processed, is this still the case or are they
available now?
A5 Drawings and specification are available for pick up in accordance with instructions outlined in the solicitation.
Q6 Would it be possible to get lists of contractors who attended the pre-bid meeting, and site visit for this project? Is
a current plan holder list available as well?
A6 Prebid attendee list was posted to PGCPS website.
Q7 Do you have a value “parameter” for this project already set? If so, please can you let me know what it is.
A7 No value “parameter” is set.
Q8 Please advise if a site visit is still possible on this bid.
A8 No additional site visits will be conducted.
Q9 Is there any asbestos present in any of the work locations or the school. If yes where?
A9 Yes, the “Red Book” reviewed during the walk-thru at the site will identify HAZMAT also see revised general
note #6 on sheet A-001.
Q10 Can you provide a copy of the ACM log book on site?
A10 No copies are available. Copy is available for review on site
Q11 Will the project be phased and section turned over to the contractor with students moved out of that area so work
can be completed. If yes, how many sections can/will be turned over to the contractor?
A11 See addendum #2.
Q12 Will PGCPS move furniture so work can be completed?
A12 No, Contractor will be required to move and relocate furniture.
Q13 Will the contractor be allowed to remove ceiling tile and or grid in occupied area to complete work. Ceiling tile
and grid will have to remain removed until all work is completed.
A13 Ceiling will need to be in place while building is occupied.
Q14 What type of control system exist and how is the contractor required to tie into this system.
A14 The units are provided with on-board controllers. The school needs to provide options to the contractor to tie into
the units' on-board controllers.
Q15 Will the school be occupied for summer school? If yes what sections.
A15 Summer school will not be in session.
Q16 Will phasing areas be available during the summer if so which ones.
A16 See addendum #2.
Q17 Unit description under items 1,2,&3 ask for unit prices but do not provide size or type. What size and type of pipe
and valves is to be priced under unit pricing.
A17 Not clear which units are being discussed. Contractor needs to be specific.
Q18 What hours will the contractor be allowed to work during the school year.
A18 Contractor will be allowed to work after school hours and on weekends.
Q19 What hours will the contractor be allowed to work when school is out.
A19 After school hours and weekends.
Q20 What hours will the contractor be allowed to work when school is out for the summer.
A20 After school hours and weekends.
Q21 Specifications note 2 on MD-100A- MD-101B indicates "disconnect/cap and seal outside air" no detail is
provided or specified. Please provide a spec and detailed drawing. Someone could simply cap with galvanized
sheet metal to meet current specifications.
A21 This note is referring to the outside air connection of the unit ventilators which is to be closed off/cut off/sealed so
that the unit is not pulling in outside air through that connection.
Q22 Mechanical drawings do not have a legend and there are symbols on the drawings. Need a legend to clearly
indicate what the symbols are.
A22 Mechanical drawing sheet M-001 has a Mechanical symbols list.
Q23 No specifications provided for the ductwork.
A23 Specifications for DUCTWORK has been provided.
Q24 No specifications provided for the control system.
A24 None is required. The units are packaged units equipped with on-board controllers come supplied with equipment
specifications manual.
Q25 RCP symbol legend on A-107 show existing flat ceiling to remain in the locker room. What type of ceiling is this
and how is it to remain with new ductwork required to be installed above.
A25 See revised legend sheets A-107 thru A-116. Based on field survey Locker room ceiling appeared to be plaster on
lath; only those portions deemed necessary for installation of new ductwork should be removed. If portions or
entire ceiling is removed new ceiling shall be installed to match existing height, texture and finish.
Q26 In the Invitation for Bid, Section XXXII, Paragraph B it states that the Contractor will be responsible for the
removal and abatement of all asbestos and to include the cost in the bid. The prior paragraph states that the
Contractor is not to disturb the asbestos and additionally states that the successful Contractor will be responsible
for making arrangements to review the current abatement plan to ensure that it is not disturbed. The drawings
state all asbestos will be removed by the Owner. As the Contractor will not know what asbestos conditions are
until after they have been awarded the contract there is no way that any such cost could be included in the bid.
Therefore Paragraph B., of Section XXXII should be deleted.
A26 See Q9 this document and revised general note #6 on sheet A-001. Contractor should provide an appropriate
allowance for such abatement.
Q27 Drawing M-101F shows VRF ceiling cassettes; which are scheduled; being installed, however; unlike the other
area drawings; there is no piping, or branch controllers, shown for these units.
A27 See drawings M-101F, M-103F, and M-201E for the scheduled units, branch controllers, refrigerant piping and
drain piping.
Q28 We received the CD that contains all of the contract documents, we are missing various sections of the
specification (too many to list). We would like to confirm that all spec sections are supposed to be on the CD? If
so, what will be the protocol to obtain these missing specifications?
A28 All Specification sections are on the CD that was submitted.
Q29 Please provide a safety/phasing plan of the sequence of work for this project and also the detailed placement of
students while the phased construction is going on.
A29 See addendum #2.
Q30 Is there an existing warranty on the roof, if so, who?
A30 Yes, two years remaining on John Mansfield roof warranty.
Q31 Will all of the work during the school year be done during off hours and weekends? If not, please provide a
placement plan for all of the students for each class and/or room that will be disturbed.
A31 See Addendum #2
Q32 Please provide ceiling types and locations throughout the entire school.
A32 Ceiling types and locations throughout the entire school is not available, see reflected ceiling plan drawings
provided in construction documents as they relate to ceiling types in areas defined for new work. See revised
schedule on sheets A-107 thru A-116.
Q33 Will there be a need for structural steel upgrades under the new rooftop equipment? If so, who will be responsible
for providing the engineering and also the engineered stamped drawings for this scope of work?
A33 If existing field conditions require additional structural steel upgrades, the Design Engineer will provide design
drawings for such upgrade. General Contractor shall be responsible for providing engineered stamped shop
drawing for such design.
Q34 Will we be required to provide professional cleaning after each day/night of work?
A34 A professional cleaning will be required at project turn over, the areas of work will need to be cleaned from
construction items (debris & dust, etc.) prior to student occupancy.
Q35 Will we be able to utilize the existing bathroom facilities or will we be responsible for our own facilities?
A35 Contractor to provide separate toilets.
Q36 Will there be a location(s) set aside for laydown area(s) for all of our construction materials? If so, where?
A36 To be negotiated with PM after award.
Q35 Who will be responsible for moving all classroom furniture and materials?
A37 The Contractor is responsible.
Q37 Drawing M-101F shows VRF ceiling cassettes; which are scheduled; being installed, however; unlike the other
area drawings; there is no piping, or branch controllers, shown for these units.
A38 See drawings M-101F and M-201E for the refrigerant piping and drain piping.
Q39 Drawing M-103F; area F roof plan; shows two (2) condensing units; CU-1-1 and CU-1-2 which are scheduled
though there are no piping trees for these two CU’s, unlike all the other scheduled CU’s. This seems to indicate
that there should be units in the second floor also, however there is no drawing for this second floor area.
The architectural reflected ceiling plan for this area; A-112; also does not show these cassettes.
The condensate piping drawings; M-200 series; also do not include a drawing for this area, whereas there are
drawings for areas A through D, as needed per floor.
A39 See drawings M-101F, M-103F and M201E for the scheduled condensing unit CU-1-1 and piping. CU-1-2 has
been removed from the drawings.
Q40 M101F shows 10 Indoor Air Conditioning Units (ACU F 1-1—1-10), however, no outdoor condensing units are
scheduled, no refrigerant pipe is shown, and no drain piping is shown; please advise.
A41 See drawings M-101F, M-103F, and M-201E for the scheduled condensing units, refrigerant piping and drain
piping.
Q42 The form 7419 for the MBE Program lists several attachments, but the attachments aren’t available on the
website.
A42 The MBE 7419 forms were included with the original solicitation that was posted to PGCPS Purchasing website
and eMarylandMarketplace.
Q43 The Spec Table of Contents lists a number of sections that are not in the specs; are those sections missing or were
they not used? We are missing: 05120, 05210, 05310, 15080, 15700, 15738, 15739, 15840, 15850, and EMS
Temperature Controls.
A43 All listed items on the Specifications Table of Contents have been submitted including Sections 05120, 05210,
05310, 15080, 15700, 15738, 15739, 15840, and 15850.
Q44 Will all of the work during the school year be done during off-hours and weekends? If not, please provide a
placement plan for all of the students for each class and/or room that will be disturbed.
A44 See addendum #2
Q45 There is a conflict between drawings M405 and M602. RTU's and ERU's sequence of operation call for hot gas
reheat and energy recovery wheel. Respective schedules don't show any performance data for those options.
Moreover, there is no cooling capacity for the ERU's. There is no way that an accurate cost could be included in
our bid. Please provide a review.
A43 See revised drawings M-405 and M-602.
Q44 Do you have your own Bid Bond form or can I use the standard AIA Bid Bond form? Please let me know.
A44 Standard AIA Bid Bond Form.
