STANDING ORDER No. Jl94/2008 AMBULANCE SERVICES IN DELHI POLICE CONTROL ROOM. A scheme called "Central Ambulance Service" has been in operation in Union Territory of Delhi since 1975. The scheme is functioning under the control of Delhi Police. There are ten ambulances under this scheme at thepresent. The funds for this scheme are being provided by the Min. of Health & Family Welfare, Govt. of India, New Delhi. (2) OBJECTS The scheme aims at providing ambulance services to the victims of road accidents. The ambulances are located in 9 districts and traffic units at strategic points in accident prone areas of Delhi and work on the wireless frequency of Delhi Control Room and District Control Rooms. Whenever any information of road accident or any distress call is received in police Control Room. The same is transmitted on wireless which then rushes to the scene of accident/ occurrence and provides on the spot first aid to the injured person/persons and immediately shift him/her /them to the nearest hospital. In addition, ambulance vans also attend all the distress calls arising out ofnatural calamities, like fire, flood, house collapse, etc. where human lives are in danger and need to be saved. 2. AMBULANCE SERVICES IN DELHI POLICE CONTROL ROOM.

3.2 The ambulance vans should at all times be fitted with the followinglife saving equipment necessary for cardio pulmonary resuscitation duringthe transportation of the injured person(s) from the places of accident/occurrence to the nearest hospitals:

3.3 The crew of the ambulance should be trained in cardio pulmonaryresuscitation and familiar with the hospital procedures and should beadequately proficient no using the above equipments.

4 REGISTERS.

The following registers shall be maintained by the stall of ambulance:

4.1 Stock Register: Shall be maintained by -l/C shift

4.2 Wireless log book: Shall be maintained by WO/AWO

4.4 Log Book of Vehicle: Logbook of vehicle shall be maintained by driverof the vehicle and the entries therein shall be attested by l/C shift. Thedriver of night shift will clean the ambulance before handing over of chargein the morning. Allthe drivers will be responsible for the over all maintenanceand cleanliness of the vehicle.

4.5 Call Register

A separate call register shall be maintained by the Sr. / Jr. AccidentService Technician. Detailed entries about the calls shall be made date wisegiving full particulars of the injured, place of accident, time of receivingcalls and name of hospital where the injured has been shifted. The recordof the belongings of the victims handed over to the local police/hospitalshould also be entered.

5. Control

The administrative and disciplinary control over the ambulance vansand the staff sanctioned and working in this scheme. Shall lie with the Dy.Commissioner of Police, Police Control Room, Delhi. The DCP/PCR shallexercise financial powers as Head of the Office for this scheme. He will beassisted by ACP/ GAand other staff members posted in this scheme to dealwith the officework of this scheme. The DCP/PCR will deploy the staff, i.e.Senior and Junior Accident Service Technicians, wireless operators anddrivers on each ambulance allotted to the various zones of PCR. The DCP/PCR may deploy the ambulance for performing duties at par with MPVs.

6.1 ASST. COMMISSIONER OF POLICE, AMBULANCE

The administrative and disciplinary control over the ambulance schemeshall be exercised by byACP/ GA/PCR under whose supervision this schemewill function. He will brief the staff from time to time for proper functioningof the scheme and also arrange short term refresher course as well ascondensed courses in consultation with various hospitals / doctors tofamiliarize the staff with the modern techniques of transporting of the victimsto the hospitals .

. 6.2 The operational control over the staff shall be exercised by the ACsP/Ranges and Insprs / Zones who will check the staff and movement of theambulance for better performance on the pattern ofPCR- MPVsin the zones.

7. AMBULANCE SECTION /STORE

There willbe an independent Ambulance Section manned by 1 S.II ASIand 2 Head Constables of ambulance scheme. The posted SJI ASIwill bedesignated as Head Asstt. IAmbulance and HC as in charge store. They willbe assisted by one Head Constables in the routine officework. The HeadAssistant willbe responsible for functioning ofthe ambulance Scheme underthe direct supervision ofACPIG.A. The proposal for the enhancement of thisscheme will also be dealt with by them in addition to other issues of thisscheme such as procurement of medicines medical equipments and othergeneral stores for use in the ambulance from the allotted budget of thescheme.

8.1 STAFF OF AMBULACE

Each ambulance shall be manned for 24 hours in 12 hours shifts bythe followingstaff in each shift at par with MPVsof PCR.

The staffshall not be detailed for any other duty except ambulance duties.

8.2 On receipt of an accident Idistress call CPCR/Distt. Control Room/direct call the ambulance van should be given full details regardingambulance location nature of accident, etc. before it is directed to attendthe call. The ambulance van will immediately rush to the scene of accident/distress callwithin minimum possible time and inform the CPCRaccordingly.These ambulance vans shall also take active part in various exercise andschemes / alerts announced by CPCR from time to time.

9. EQUIPMENTS

Wireless equipments: Each ambulance van shall be fitted with awireless set, to be provided by the DCP/ Communication having frequenciesof distt. control rooms and central PCR and any other frequency which maybe considered necessary by the DCPICommunication in the interest ofefficient communication between the ambulance van and CPCR.

10. GENERAL INSTRUCTIONS

The ambulance vans shall perform ambulance duties as assigned tothem by the PCR.The staff should also suo-motu initiate action if an accident/rnishap etc. or if any individual comes to their point of duty and givesthem direct information. In such cases, they willnot wait for direction fromthe PCR or seek permission from the PCR but shall initiate action andsimultaneously inform the PCR.

11. ARRIVAL /DEPARTURE BY AMBULANCE STAFF

l/C Shift (Senior Accident Service Technical) of ambulance van shallrecord by names the arrival/ departure of ambulance staff in the call registerafter taking over the charge from his predecessor. He shall be responsiblefor the first aid items / equipment kept in the van and its cleanliness. Theshift incharge on duty shall also be responsible for the presence of staff andcompliance of peR Manual regarding duties to be performed by the staff onduty. The departure/arrival regarding leave /rnedical rest etc. shall be madein the daily diary of respective zones.

12. DUTY ROSTER

The duty roster in respect of the ambulance staff shall be maintainedin the ambulance office under the supervision of ACPj GA.The staff shallbe rotated in six months from on range j zone to another. The staff postedon the ambulance vans ofvarious zones shall perform their 12 hours dutiesaccording to the 'Chiththa' being maintained in the office of respective Insp.Admn.Zzone as in case of other staff of peR MPVs.

13. MAINTANCE OF RECORD AND REGISTER/RETURNS

All the l/e ambulance vans shall maintain a stock register for themedical equipments, medicines and first aid items. Their consumption shallbe shown and this register shall be presented at the time of monthlyinspection before the ACP/Range or ACP/GAjPCR. He shall also sendfortnightly /monthly returns through Inspector Zones as may be prescribedby the DCPjPCR from time to time.

14. STAFF OF OFF ROAD AMBULANCE VANS.

14.1 The staff of off road vehicles shall report on ambulance van andget the vehicle repaired as soon as possible and report the day-to-dayprogress to ACPjGA/PCR for ensuring expeditious repairs.14.2 All the members of the shift shall work in unison as a team andshall obey the lawful orders ofI/C shifts and other senior officers. The I/Cambulance van shall exercise control over his staff according to the PCRManual, shall maintain proper record, ensure availability ofmedicines andmedical equipments, etc. in the ambulance.

This Standing Order supersedes the previous standing order No. 194issued vide PHQNo.38291-491/Genl.(III)/PHQ dated 01/12/1988 and otherinstruction issued from time to time.
