Calculation of State Indicators

Suspension Rate Indicator {Priority 6)

Orange Yellow Yellow

Red Or.:inge Yellow

Multiple data simulations revealed that suspension data varies widely among LEA and school

type. For example, suspension rates \vere higher at the middle schoo' level than the elementaiy school level. As a fesult the Suspension Rate Indicator has a distribution for each LEA type

(elemenlary, high, and unified) and each sctioor type (elementary, mtddte, and high). Therefo1e,

multipie suspel"l$ion cut scores were set fOf both l EAs and schools, based on their type. This

resulted in six drtferent .set5 of cul scores for Status arKI Change:

Three sets based on LEA type di.stributions

• Three sets based on school type dlstributions

Another diffe1ence bef\veen the Suspensjon Rate lnd"teator and other siate indicators is thal the

goal is reversed. For all other state indicator5, the desired outcome and goal is to achieve a high

percent in Status and Change. However, for the Suspension Rate Ind icator, the desired outcome

and goal is to have a low suspension rate and, thus, a tow percent for Status and Chang&.

The Suspension Rate Indicator calculations are based on the unduplicated number of students

suspended in an academic year. The formulas below are used to calculate the 5vspension rate for Status and Change:

Suspension Rato Status Fonnula :

N umber of Students Suspended divided by Cumulative Enrol ment MultlpUed by 100.

Suspension Rate Change Formula:

Status (2014- 15 suspension rate) m inus 2013-14 suspension rate.

Find out more about the six different five-by-five coJor tables for Suspension rates by LEA and school in the Resources section.

Graduation Rate Indicator (Priority 5)

This lndlcatOf Is based on the four 4 year cohort graduation rates. It applies to LEAs and schools

that have 30 or more students in the four-year cohort A graduation cohort is a group of hjgh

school students vlho coukt potentially graduate with a regular high school diploma within four

years of entering grade nine. Students who eam a Special Education Certificate of Co~letion or

a California High Sch~ Equivalency Certificate are not coun1ed as receMng a regular high

College/Car~r Indicator (Priority 7 and 8)

The College/Career lndlcator (CCI) measures the percentage of students in the four-year graduation cohort wtio are "Prepared·. "Approaching Prepared", and ''Not Prepared" for postsecondary education.

The data used In the Initial released ts from the 2013-14 school year. prior to the administration of the Smarter Balanced Summatlve Assessment As a result for the initial release of the

Dashboard, the CCI will be reported as a local Indicator and only the Status level will be reported. The Dashboard will report data on the percentage of students wtio are "Prepared·. "Approaching Prepared". and "Not Prepared" for postsecondary education.

Vv'ht*l the updated Dashboard is released in fall 2017, the CCI will be teported as a stale indicator using the rirst year of Smarter Balanced Summative Assessment da1a ancJ only the Status ~el will be reponed. The firS1 lime both Status and Change w!U be reponed rs In the fall of 2018 .

The CCI is calculated using the following measures:

• The Early Assessment Program results for the initial release and the Smarter Balanced Summative Assessment results for the fall 2017 release

• Test resul'ls from the Advanced Placement (AP) exams • Test resuls from the International Baccalaureate {IB) exams • Completion of courses that meet the University of California admissions requirements (e.g.,

• Complerion of dual entollment courses

At the January 2017 SSE meeting. the SSE approved the "'Distance from Level 3 (OF3)"

methodology which measures how far (or the distance) each student is ftom the Level 3 (i.e., Standard Met) Smartes Balanced performance level. All !he "dr:stanees• are then used lO calculate the average distance for each LEA, school, ot student g.roup. Ot1ce aU students' scores are compared to Level 3 , the dista.nce results are averaged to produce a school4evef average scale score and an ave<age scaJe score for each student group. The results \viii show, on average. the needed lmpro\fement to brf.ng the average student score to level 3 or the extent to \vhich the

average student score exoeeds Level 3.

Using scale scores, rather than a percentage of students perfotmlng at or above Standard Met, provides a more precise measure on how far students are from Level 3 on the Smarter Balanced
