The Regular Meeting of the Board of Education of the Alvord Unified School

District was called to order at 5:00 p.m. by President Kraft, in the Board Room

of the District Office.

A quorum was established with the following Board Members in attendance:

Hearing Session: President Kraft extended an invitation to the audience to

present matters of concern related to Closed Session items. No one came

forward.

The Board adjourned to Closed Session at 5:02 p.m. and reconvened to Open

Session at 7:00 p.m. in the Board Room of the District Office.

The Pledge of Allegiance to the Flag of the United States of America was

recited by those in attendance.

3. Approve Minutes: The Board approved the Minutes of the Regular

Board Meeting of February 27, 2014, upon a motion made by Ben

Johnson and seconded by Art Kaspereen, Jr.

The vote was: Ayes – 5 (Pérez, Wilson, Kraft, Kaspereen, Johnson)

Noes – 0

4. Ward 6 Update: Councilman Jim Perry was unable to attend the meeting

due to a prior commitment.

5. Special Recognitions:

a. Student of the Month: Johari Jauregui was selected to represent La

Granada Elementary School as the Alvord Unified School District

Student of the Month for March 2014.

b. Certificated Employee of the Month: Rosa Gonzalez was selected to

d. Volunteer of the Month: Irma Cobian was selected to represent

Foothill Elementary School as the Alvord Unified School District

Volunteer of the Month for March 2014.

Student Representatives: Johari Jauregui, La Granada Elementary School;

Nayeli Gomez, Alternative Education Center; Juan Marquez, Alvord High

School; Tommy Robinson, Hillcrest High School; Danielle Terrell, La Sierra

High School; and Elizabeth Ngo, Norte Vista High School, reported on current

activities at their respective school sites.

Hearing Session: President Kraft extended an invitation to the audience to

present matters of concern to the Board. The following individual came forward:

Brian Gernertt, President of CSEA Chapter 339, extended an invitation

to the Board of Education to come and meet CSEA’s new Board on

April 8th at McAuliffe Elementary School in the Multipurpose Room

from 5:00 p.m. to 6:00 p.m. Mr. Gernertt stated that discussion in CSEA

Problem Solving meetings included the need for seven full-time

custodians, the addition of campus supervisors and the need for a

Webmaster position and he is confident that CSEA will get the positions

needed. Mr. Gernertt is pleased that a timeline has been established for

the Information Technology and Special Projects Building.

Leigh Hawkinson, President of AEA, thanked the Board and Dr. Salazar

for the recent settlement with AEA and stated she has already detected

the positive change in morale. Ms. Hawkinson thanked Dr. Salazar for

being a great leader and visionary. Ms. Hawkinson stated that it feels like

a whole new day in Alvord and is pleased to see the addition of assistant

principals on the agenda. Ms. Hawkinson looks forward to next school

year with renewed faith and energy.

Guy Harrell, Alternative Education Center Teacher, thanked the Board

for the AEA settlement and stated that he is happy to be the AEA

representative for the Alternative Education Center.

Linda Buchanan, Campus Supervisor III, Norte Vista High School,

stated that she was addressing the Board as a concerned parent and

wanted to inform the District about an ill coyote spotted in the area of

RMK, Loma Vista Middle School, Twinhill and La Granada elementary

schools. Ms. Buchanan stated that unfortunately, Animal Control was

unable to catch the coyote.

President Kraft requested that a warning be sent out to parents on the

District’s automated system.

Chris Jones, Community Member, stated that he has invited a family that

is experiencing hardships to stay with him until they are able to get back

on their feet. The family has two students currently attending Arizona

Middle School and they have been told by Charles Cummins in Student

Services that they will have to leave Arizona Middle School next Friday.

Mr. Jones requested assistance so that the students do not have to

experience yet another hardship.

Mr. Pérez and President Kraft requested that staff take Mr. Jones

telephone number and assist him and the family by allowing the students

to remain at Arizona Middle School.

Complaints Concerning Discrimination in Employment and AR 4032

Reasonable Accommodation upon a motion made by Art Kaspereen, Jr.

and seconded by Carolyn Wilson.

Discussion/Information Items:

11. Summary of Conferences and Trainings: The Summary of Conferences

and Trainings was received.

Mr. Pérez referred to page 6 an out-of-state training in Kansas City for

one person at $360.00.

Leigh Hawkinson, AEA President, clarified the information since Ms.

Eves was not in the District when this trip occurred. The amount

reflected was to cover substitute coverage, this conference was co-

funded.

Mr. Pérez requested that future paperwork reflect when conferences

are co-funded.

President Kraft announced that this week is the “Week of the School

Administrator.” President Kraft on behalf of the Board of Education recognized

the District’s school administrators and thanked them for all they do on behalf of

students.

The Board of Education adjourned to Closed Session at 8:25 p.m. with action

expected following Closed Session.

The meeting reconvened at 8:45 p.m.

José Luis Pérez ~ “No comment.”

Carolyn M. Wilson ~ Mrs. Wilson congratulated Leigh Hawkinson and the

negotiations teams and stated that this agreement is precedent setting. Mrs.

Wilson wished everyone well in their new positions and congratulated Josh

Moss on his appointment and thanked him for coming to the Board Meeting.

Greg Kraft ~ Mr. Kraft was notified by a parent that the lights at Hillcrest High

School are staying on all night and requested that someone check into it. Mr.

Kraft stated that getting negotiations finished this quickly is a record and the

Board is pleased to finally be in a position to give back to staff. Mr. Kraft

assured classified staff and management that the Board cares about them too and

they are aware of the positions that need to be restored.

Ben Johnson ~ Mr. Johnson congratulated everyone on their appointments and

the AEA membership for their agreement. Mr. Johnson believes that we need to

have more creative pathways for our staff and he believes that will happen with

our new Superintendent. Mr. Johnson enjoyed participating in Read Across

America and stated it was a joy to see the students light up.

Art Kaspereen, Jr. ~ Mr. Kaspereen expressed concerns about holding

recognitions at La Granada due to limited space and feels that the recognitions

should be held at other sites across the District as well. Mr. Kaspereen stated that

he hopes he does not need to restate this same concern again next year. Mr.

Kaspereen stated that it was a pleasure to read to students during Read Across

America and he enjoyed hearing the kindergarten kids laugh.

Dr. Salazar ~ Dr. Salazar stated that with students being at the core of what we

are and should be doing, it was a pleasure to visit with La Sierra High School

students recently and he was refreshed by his dialogue with them on what they

believe a quality teacher is. Dr. Salazar will be working with Leigh Hawkinson

to define teacher quality. Dr. Salazar is also working with Lanelle Gordon, from

Riverside County Office of Education, on developing teacher and administrator

programs. Dr. Salazar echoed all the positive comments related to negotiations

and stated that he is impressed with Leigh Hawkinson’s willingness to approach

negotiations in a different manner and being open to suggestions. Dr. Salazar

stated that we still have a lot of hard work ahead of us, but he believes we are in

a positive era. Dr. Salazar congratulated all of those that received promotions

tonight and wished them well in their new positions.
