Although Thailand’s latest Covid-19 data showed that yesterday (June 29th

) saw the

worst fatalities (a total of 53 people died yesterday), the big news for the country at the

moment is the fact that ‘Phuket Sandbox’ is now officially ready to move forward.

The Royal Gazette was announced late last night to put in place the details needed

to open the island to foreign tourists.

There are at least 4-5 airlines that are ready to provide the services and as of latest

data available there are about 1,100 people expected to arrive in the days ahead.

Airlines have said that their bookings have been receiving good response

from tourists from European countries although the lack of details (until

the Royal Gazette was issued) prompted some cancellations.

As part of the move to be able to get the ‘Certificate of Entry (COE)’ tourists have

to provide the following

Upon entry, all travellers will have to undergo at least 2 COVID-19 tests

and must report to health authorities every day during their 14-days stay in

Phuket.

They must not shift their accommodation and are not allowed to travel

outside the pilot province unless their visit is beyond 14 days.

All travellers must have a Certificate of Entry (COE) to enter the

Kingdom.

All travellers must present a COVID-free certificate through an RT-PCR

test obtained no more than 72 hours before their departure.

They must have insurance coverage of at least US$100,000 (three million

baht) against Covid-19.

Prime Minister Prayut Chan-o-cha will fly to Phuket tomorrow to preside over the

opening ceremony of the Phuket Sandbox tourism scheme.

Gen Prayut and his entourage will arrive at Phuket International Airport at

09:30 hrs tomorrow.

TTB Analytics, the research house of TMB-Thanachart Bank (TTB), has come out to

warn of escalation of infections ahead of the opening of the Phuket Sandbox scheme

scheduled for tomorrow, citing the case of Maldives and Seychelles after the reopening of

their countries to foreign visitors.

TTB Analytics said several countries such as Maldives and Seychelles have

pushed their vaccination program to create herd immunity for their population to a

certain extent to facilitate the reopening. However, the reopening has led the

countries to face a new wave of infections. TTB said the 2 countries bear some

geographic similarities with the Phuket island which will kick off its tourism

sandbox scheme tomorrow.

The cabinet yesterday approved an 8.5-billion-baht relief package to help ease the impact

of the government's latest Covid-19 control measures, including a ban on dining in at

restaurants and closures of construction sites in the capital and five surrounding

provinces.

The cabinet also approved the expansion of relief packages to cover entrepreneurs

in other sectors, including spas, hotels, entertainment, repair shops, laundry shops,

beauty shops and pet care clinics, in addition to eateries and construction firms.

Danucha Pichayanan, secretary-general of the National Economic and Social

Development Council, said of the 8.5 billion baht, 5 billion will be drawn from

the 1-trillion-baht emergency loan decree, with the rest allocated from the Social

Security Fund. Those eligible for the new relief package are required to register

through the Social Security Fund or Thung Ngern mobile application in July.

According to Danucha, at the meeting yesterday the prime minister ordered his

economic team to study additional measures to assist freelancers and small and

medium-sized enterprises affected by the economic impact of the pandemic.

Kla Party leader and former finance minister Korn Chatikavanij has come out to propose

the government to extend financial aid to construction workers and restaurant workers to

support their living costs for 3 months due to the government’s closure order to curb

infections.

On his Facebook, Korn said the hope of the opening up of borders within 120

days as declared by Prime Minister Gen Prayut Chan-o-cha is dim due to the slow

pace of the government’s vaccination plan. There is no way that the government

can create herd immunity for 70% of the population within the coming 4 months

if as little as 250,000 jabs are administered per day.

Korn urged the government to assess the situation based on reality. He then

proposed the government to increase COVID-19 income relief payment to 5,000

baht and compensation payment capped at 7,500 baht, totalling 12,500 baht, for 3

months.

According to Korn’s formula, the government will have to find 5 billion baht per

month to subsidise this scheme, costing the government 15 billion baht in total

from 500 billion baht. Korn believes that the government has the ability to find

this funding.

Thailand has lost 550,000 tourism jobs in the 2nd

quarter this year, according to latest data

from the Tourism Council of Thailand (TCT).

The outbreak has shut 36% of tourism businesses temporarily and 4%

permanently, the Tourism Council of Thailand said in a statement, citing a survey

that also showed tourism confidence hit a record low in the current quarter.

Hotel occupancy rates have dropped to 10% in the second quarter from 20% in

the first quarter, the survey showed, says council president Chamnan Srisawat.

More than 2 million tourism workers lost their jobs, including 400,000 in the first

quarter of 2021, Chamnan told a briefing.

The industry is hoping the opening to vaccinated visitors to the resort island of

Phuket from today will bring in some foreign tourists this year.

“Most tourism operators only have cash flow for up to 6 months. If the

outbreak can't be controlled and the economy does not get better by then,

more businesses will be closed down,” Chamnan said.

Confusion reigned about the Bangkok Metropolitan Administration (BMA)’s plan to

provide financial assistance to 200 small-scale retailers who are not registered with the

Social Security Office in each district of the capital. The City Hall later came out to put

the brake on the plan.

Bangkok governor Aswin Kwanmuang is said to provide financial aid to 200

retailers in each district of the capital at 5,000 baht each, following his meeting

with the Centre for Covid-19 Situation Administration (CCSA) yesterday.

Afterwards, Jindarat Chayothin, a member of the BMA spokesperson team, sent a

a message to journalists at the City Hall via Line that the plan is a

misunderstanding of BMA public relations officers.

A stock analyst warned of market tumble amid crumbing reopening of borders.

Nattachat Mekmasin, research manager at Trinity Securities, said Trinity

Research Unit assessed that the government’s plan to open up borders within 120

days may be implausible due to high infection numbers.

Trinity already saw a correction of Thai shares in response to this negative

speculation, Nattachat said, advising investors to take this opportunity to scoop up

shares while the market undergoes a correction, especially stocks that are poised

to rebound from the COVID-19 crisis and the reopening of the country in 2022.

Thai Airways International Plc (THAI) issued an announcement allowing employees to

take part in a “leave” programme without pay for a maximum period of 1 year.

THAI acting CEO and chief of human resources Suvadhana Sibunruang has

issued an internal memo announcing this latest extension of “Leave without Pay”

(LWOP) programme yesterday. The scheme, which will be in effect for 12

months, from 1 July 2021 to 30 June 2022.

The loss-ridden national carrier said the programme is aimed at reducing

personnel expenses for the company, allowing certain groups of employees with

health problems to receive treatment, take care of their health without being a

burden to the employees, allow employees who want to take leave for further

studies and so on.

Insurance Scams on the rise

Insurance association has come out to say that the number of claims has risen 10

fold or 10x. The number of people claiming insurance has been on the rise and

about 80% of these people are in the category of getting paid as soon as they are

diagnosed with the virus as per their insurance package they purchased.

The problem with higher number of claims is not a big problem as the

number of infection is on the rise but there are people who are posting on

Tik-Tok of how happy they are that they were infected to get the money.

There are reports that some of these insured people are going to eat with

those infected to get infected to be able to get infected in order to claim

the insurance as the economic situation is so dire that they have no money

to continue their lives.

Today marks the highest number of deaths as it stands at 53 which is 24% higher month-

on-month from the month of May 2021.

The number of infection also rose close to 5,000 cases at 4,786.

The total number of infections in June stood at 99,509 a rise of 8.65% from the

94,639 cases seen in the month of May 2021.

The total number of deaths in June was at 992, a rise of 23.80% from the 828

deaths seen in the month of May 2021

The number of infections in Bangkok is continuing to increase and on an upward trend,

says the Center COVID-19 Situation Administration Center (CCSA).

Bangkok’s daily COVID case count has reached a new high for a 2nd

consecutive

day, and it has been trending upwards. Health officials reported 1,692 cases

yesterday which is a new high for the capital.

The rising infection also means that the number of beds both normal hospital beds and

intensive care unit (ICU) beds are starting to be limited.

As of yesterday the number of patients in ICU and on life support has reached the

highest it has been. As of yesterday 1,846 people were in ICU and 527 on life

support.

Fresh markets continue to be the key super spreader

Meanwhile the already stretched medical staff saw another blow after the ‘Emergency

Room’ of Vachira Hospital saw one of its staff infected and had to temporarily shut its

ER.

In response to rising infections in the capital, the Bangkok Metropolitan Administration

(BMA) said it plans to open 10 more hospitals, using hotels, to provide 4,424 beds for

Covid-19 patients in the green group or those with mild or no symptoms.

The city hall said it would join hands with small private hospitals, hotels and a

training centre in setting up the hospitals in vacant rooms for infected patients.

The 10 hotels are:

The Green Hotel and Kasemrad Hospital (1,000 beds, June 29)

The government has come out to say that all people above the age of 75 years can walk in

to the Bangsue Station to get vaccinated as they are the most vulnerable segment of the

population.

Today is also the day that another 1.3 million doses are set to be delivered by Siam

BioScience, the local maker of AstraZeneca vaccine as per the 6 million doses that was in

the contract.

So far 4.7 million doses has been delivered in the month of June 2021 and another

1.3 million doses are set to be delivered as per the purchase agreement.

Meanwhile Japan is set to donate 1.05 doses of AstraZeneca but has set a precondition

that these doses not to be used on military and Thailand would need to pay for the

transportation.

This allocation of donation will come on July 9th

There are about 4 million people who have registered to get vaccinated in Moh Promp

and would pull people registered in August and September to get vaccinated in July if

and when the vaccines arrive from both Japan and Siam BioScience.

Thailand’s Food and Drug Administration (FDA) has come out to downplay concerns of

the Sinovac vaccines that gelled up that they were simply stored too cold. The FDA

insisted that they do not pose any public health concern.

The FDA’s Medicines Regulation Division on Monday urged hospitals and

vaccination centres to be careful when storing the vaccines to prevent any further

spoiling.

Dr Surachoke Tangwiwat, deputy secretary-general of the FDA, reported that 110

Sinovac doses were found apparently spoiled at one vaccination venue.

He did not indicate which one.

“For the vaccines to gel up, it could either be because it was kept too cold

or it was defective. We have analysed some of the spoiled vaccines and

found out that they were kept too cold,” he said.

“No other vaccination sites that received this lot have found the same

problem,” Dr Surachoke added.

Moderna’s vaccine registration is already nearly full and new orders will only come

sometimes in 2022. Zuelling Pharma, the local distributor of Moderna, has come out to

say that it will come only next year but could possibly be able to get some by year-end.

The GPO had said that it would only negotiate by end August, so the answer is

known now.

While Thailand still struggles (or shows that it is struggling) to procure vaccines such as

Pfizer, there are countries such as Israel that is looking to ‘throw away’ as much as 1

million doses of Pfizer as it has no takers for the vaccine that is about to expire soon.

The Moderna vaccine will cost 3,400 baht for two doses when private hospitals in

Thailand begin receiving supplies from the American pharmaceutical giant, it was

announced on Tuesday.

Demand for the vaccine is thought to be high after promising signs of its efficacy

and a two million swell in pre-orders reported by Thonburi Healthcare Group,

which is now negotiating to increase its initial order from five to 15 million doses.

Dr Chalerm Harnpanich, president of the Private Hospital Association, said the

figure was finalised at a meeting between the Government Pharmaceutical

Organization and Zuellig Pharma Ltd, and would be the standard charge at all

private hospitals. The price covers the vaccine, a service charge and insurance.

The first batch is scheduled to be delivered to Thailand in early October.

Vaccination Updates

Thailand’s vaccination rates continues to remain dismal as a mere 269,459 doses

were administered on Monday (Tuesday’s data would be known later today).

The rate of vaccination picked up after having mere 74,075 doses and 93,577 doses

administered on Saturday and Sunday respectively.

At the current rate the country would need to inoculate 487,006 doses per day for

the remining 186 days of 2021 to achieve the target of 100 million doses or 50

million people inoculated.

To give a perspective the highest ever inoculated in Thailand was on June

8th

with 472,128 doses.

The appointment of drug convict Deputy Agriculture Minister Capt. Thamanat Prompow

to the Phalang Pracharat Party (PPRP)’s secretary-general post continues to pose

challenges for the government of Prime Minister Gen Prayut Chan-o-cha.

In the latest development, the “Prachachon Khon Thai” Group led by activist and

lawyer Nitithorn Lamluea lodged a petition with the Election Commission (EC),

asking it to dissolve the Phalang Pracharat Party (PPRP) following the party’s

appointment of the drug convict Deputy Agriculture Minister as its secretary-

general.

Nitithorn claimed that Capt Thamanat had violated the code of ethics for

politicians under Section 219 of the constitution and Sections 21 and 45 of the

organic law on political parties due to his conviction on a drug-related charge in

Australia.

The group also takes aim at Prime Minister Gen Prayut Chan-o-cha and his

deputy Gen Prawit Wongsuwan for appointing Capt Thamanat to a political

position. It will lodge a petition with the National Anti-Corruption Commission

(NACC) to probe the code of ethics of Gen Prayut, Gen Prawit and Capt

Thamanat.

Former senator and academic Jermsak Pinthong again warned the government that Capt

Thamanat’s resignation will benefit all sides.

In his social media page, he said that it appears that Capt Thamanat is unfazed by

growing public resistance for his role in the PPRP and the government. He

reportedly called a meeting of PPRP key members to lay out new strategy in

preparation for the next general election and hand down political and economic

policies to each key member.

Gen Prawit, as the PPRP leader, has reportedly approved the appointments of Pai

Leeke, a Kamphaeng Phet MP, and Nirote Sunthornlekha, a Nakhon Sawan MP,

as the party’s deputy secretary, and Santi Prompat, as the party’s deputy leader

and director.

Progressive Movement leader Piyabutr Saengkanokkul, Parit Wacharasindhu and

Yingcheep Atchanont, manager of the Internet Law Reform Dialogue (iLaw) group, will

lead the Re-Solution Group to submit its constitution amendment draft at 10.30 today.

The group is set to hand in its charter amendment motion with 150,921 people

who signed their names in support of the campaign seeking the removal of the

administration system under Prime Minister Gen Prayut Chan-o-cha.

Sukit Atthopakorn, an adviser to Parliament Speaker Chuan Leekpai, confirmed that a

parliamentary session scheduled for June 30 and July 1 will still go ahead despite COVID

concerns of MPs.

A number of MPs expressed interest to join today’s House debate on 6 draft bills

proposed by the government, Sukit said, adding that he would be surprised if

Phalang Pracharat Party (PPRP) MPs would not show up to support government

drafts.

Sukit dismissed concerns that the House session will collapse due to absence of

MPs. He insisted that joining a parliamentary session does not violate the CCSA’s

ban on gathering of 20 people.

The National Anti-Corruption Commission (NACC) announced that its fact-finding

committee found Kittirat Na Ranong, former deputy prime minister and commerce

minister in the Yingluck Shinawatra, guilty of abuse of authority under Section 157 of the

Criminal Code, for his role in facilitating a purchase deal for 30,000 tonnes of Thai rice

struck by Indonesia’s rice-buying agency, Bulog, NACC deputy secretary-general

Niwatchai Kasemmongkol announced.

Former prime minister Thaksin Shinawatra, under his pseudo name “Tony Woodsome”

has advised Prime Minister Gen Prayut Chan-o-cha to get his hormone level checked due

to his mood swings.

During a CARE Clubhouse session organised online by the CARE Group,

Thaksin criticised the government’s new restrictions that imposed a ban on

restaurant dine-ins as well as closure order on all construction sites and workers

camps in Bangkok and adjacent provinces. The former premier pointed that the

key problem is that vaccine shortages.

He went on to criticise Gen Prayut for his lack of knowledge about various types

of vaccines despite being surrounded by medical experts and pathologists. He

attacked the government’s jab rollout as lacking clarity.

Thaksin then advised Gen Prayut to get his hormone level check because of his

age. Hormonal changes in old men led to mood swings, Thaksin pointed, adding

he also has mood swings too but he does not have big responsibility like Gen

Prayut.

To the question of the government’s ability to secure enough vaccines to

administer to Thai people, the ex-premier said he was sadden by the fact that

Thailand has its own company producing COVID-19 vaccine. However, the

government has to rely on vaccines donated by other countries like Japan and

China, raising the question of why our country needs donated vaccines, Thaksin

said.

An agreement was signed between the Thai and Japanese governments yesterday

for the donation by Japan of 1.05 million doses of AstraZeneca COVID-19

vaccine, with the delivery to Thailand scheduled on July 9.

The cabinet meeting yesterday agreed to cancel a public holiday on July 27 this year in

fear that interprovincial travel may lead the current COVID-19 situation to escalate.

Deputy Government Spokeswoman, Dr. Ratchada Thanadirek, said today that the

cabinet meeting agreed that July 27th will not be observed as a public holiday, as

stringent public health measures are still needed to help limit the spread of

COVID-19 in the country. The CCSA has asked people to refrain from

nonessential interprovincial travel.
