• ALPCITY and the Social Capital:
• Social capital refers to the networks of social relations that provide access to needed resources and supports
• INTERREG Added Value can be defined as “networking production”, creation of “networks of cooperation” which have been set up to achieve a common objective
(“Study on indicators for monitoring transnational and interregional cooperation Programmes” by INTERACT)

• ALPCITY and the Social Capital:
• involvement of local actors by a concrete bottom up approach through “best practices” collection
• structured exchange of information process throughout the guidance of the Scientific Steering Committee
• setting up of a Regional Urban observatory (AlpCity RUO) aimed at monitoring the implementation of the Common Strategy
• support to the Regions for fostering technical assistance networks providing services to local Alpine Authorities in project generation (local development)

the INTERREG progression…
INTERREG IIC (1997-1999)• Networks and knowledge exchange• Strong focus on local and regional level
INTERREG IIIB (since 2000)• Spatial Planning – putting ESDP in practise • Not only local and regional impact, but necessary for developing the
whole area• Later requests were made for “strategic projects“ and a stronger
involvement of national level
Challenges towards 2007+Challenges towards 2007+
• Implementing Lisbon and Gothenburg goals• Preparing larger investment projects (Obj. 1, Obj. 2,
Cohesion Fund)• “mono-sectoral activities“ e.g. transportation
development plans• Fostering SMEs through clustering and framework
setting• Model solutions and knowledge exchange in ICT

Facilitating polycentric development shall be achieved via“soft infrastructure” investments to assist:
- neighbouring metropolitan urban regions to form integration zones;
- neighbouring cities and towns to improve their critical mass through strategic alliances;
- urban-rural territories to engage in partnerships to implement policies of mutual benefit

...the future transnational programmes should focus on the implementation of concrete actions by means of genuine cooperation projects...
...references to studies and spatial planning exercises should be made only when they contribute to preparing major concrete projects...
...targeted calls and the „two step application“ procedure can contribute to the generation of quality strategic projects...
