1 EXECUTIVE SUMMARY

The scope of services covers the conformity assessment of water use in compliance with the

AWS International Water Stewardship Standard (Version 1.0) for Career Electronic

(Kunshan) Co., Ltd. (hereinafter referred to as “Career” or “the site”) located at No. 18, Chin

Sha Chiang South Road, Kunshan Development Zone, Kunshan City, Jiangsu Province

P.R.China. The assessment has been completed in compliance with the AWS Certification

requirements, Version 1.0 dated July 2015.

Career started operating in 1998, and it manufactures and assembles flexible printed circuit

boards.

On Nov. 14-15, 2018, SGS-CSTC Standards Technical Services Co., Ltd. (hereinafter

referred to as “SGS”) conducted the conformity assessment for Career’s facilities and

activities with regard to certification to the AWS Standard. A total of five findings were raised

during the course of the audit process, and they were all categorized as minor non-

conformities.

Career responded the findings raised with root cause analysis and action plans, and

submitted corrected documentation as evidence to successfully closeall findings raised in the

audit.

Given the review of evidence provided and the site visit, SGS recommends that Career be

awarded AWS Core Certified status with a surveillance audit interval of annual frequency.

2 SCOPE OF ASSESSMENT

The scope of services covers the conformity assessment of water use in compliance with the

AWS International Water Stewardship Standard (Version 1.0) for Career Electronic

(Kunshan) Co., Ltd. (hereinafter referred to as “Career”) located at No. 18, Chin Sha Chiang

South Road, Kunshan Development Zone, Kunshan City, Jiangsu Province P.R.China. The

assessment has been completed in compliance with the AWS Certification requirements,

Version 1.0 dated July 2015.

A pre-assessment for Career’s facilities and activities with regard to certification to the AWS

Standard was performed by SGS-CSTC Standards Technical Services Co., Ltd. (hereinafter

referred to as “SGS”) on Sep. 25-26, 2018. During the pre-assessment, SGS carried out an

on-site audit covering water supply facilities, electroplating workshop, chemical warehouse,

hazardous waste storage, wastewater treatment facilities, online monitoring devices installed

for treated effluent, employees’ canteen and dormitories, personnel interviews and document

reviews. A total of twelve findings were raised during the course of the pre-assessment

process. Career responded that corrective actions will be taken to successfully close all

findings raised in the pre-assessment before the commencement of conformity assessment.

On Nov. 14-15, 2018, SGS conducted the conformity assessment of Career’s facilities and

activities with regard to certification to the AWS Standard. Table 2.1 presents SGS audit

team. The audit plan is attached as a separate document.

During the conformity assessment, the audit team spent 0.5 day on the stakeholder

consultation meeting, and 1.5 day on the inspection of Career’s installations and activities in

its workshops, together with personnel interviews and document reviews.

Career provided most of the requested supporting documentation as evidence whilst on site.

SGS provided initial feedback on the gaps between Career’s current management and the

level required by the standard during the closing meeting of the conformity assessment on

Nov. 15, 2018.

3 STAKEHOLDER ANNOUNCEMENT AND CONSULTATION

Following the AWS Certification Requirements, before the on-site conformity assessment,

SGS prepared a stakeholder announcement on Oct. 15, 2018, which stated Career’s

intention to pursue AWS certification. Besides submitting to AWS for publication on the AWS

website, the stakeholder announcement was also posted on the information disclosure

bulletin board respectively installed at Career’s canteen, outside of Career’s main gate and

surrounding community and displayed on Career’s website:

SGS received no feedback information since the release of the stakeholder announcement.

During the conformity assessment, we also held a stakeholder consultation meeting. Table

3.1 presents the personnel interviewed.

The stakeholder consulting meeting was held in a Career’s conference room in the morning

of 14 November 2018. All participants gave a high appraisal to Career’s efforts for its water

stewardship. According to Mr. Xu, director of Pingxiang Community, the quality of local water

bodies has been improved a lot since the implementation of more stringent regulations on

water pollution control. Managers from Career’s suppliers and neighbouring factories showed

their willingness to cooperate with Career to strengthen water stewardship, especially by

sharing water-saving technologies. As an elected representative of rural migrant workers in

Kunshan City, Ms. Jun Duan expressed a strong sense of water conservation. She often

educates her colleagues and children that if no actions are taken to save water, the last drop

of water on the earth may be the human’s tears. Ms. Ruan, chairman of Career’s trade union

mentioned that a series of measures have been taken by Career to improve employees’

sanitation and health conditions including the establishment of a dormitory committee, a

canteen committee, a factory manager’s open day and the trade union’s suggestion box.

According to Ms. Ruan, employees’ suggestions mainly focused on the canteen and relevant

improvement measures had been taken by the canteen.

In addition, the interview with 2 employees during the site visit further showed their

satisfaction with Career’s WASH conditions.

4 DESCRIPTION OF CATCHMENT

Both Career’s domestic and production water comes from the municipal water supplied by

Kunshan Waterworks Group, which has three water supply plants and two water sources

including the Kuilei Lake and the Yangtze River. According to the public information of

Kunshan Waterworks Group, its water supply covers the whole Kunshan city with the total

area of 927km2, and the daily maximum water supply is 1,102,100m3. In addition, according

to Kunshan municipal plan, the control target of water consumption in 2020 will be

7.85x108m3. Since the total water consumption of Kunshan in 2017 is 4.3128x108m3, no

water scarcity will happen in Kunshan in the next two years.

Career’s domestic sewage is discharged into the municipal pipeline network, and its

industrial wastewater is discharged into the local electroplating centre, then into the

wastewater treatment plant of Guangda Water Affairs (or named Kunshan Gangdong

Wastewater Treatment Plant). The treated effluent is discharged into the Taicangtang River,

and finally flows into the Wusongjiang River. Career has built the following wastewater

treatment facilities at the site:

1 set of pre-treatment system for highly concentrated alkali wastewater with its treatment

capacity of 90 m3/d;

1 set of pre-treatment system for highly concentrated acid wastewater with its treatment

capacity of 400 m3/d;

1 set of pre-treatment system for cyanide-containing wastewater with its treatment

capacity of 100 m3/d;

1 set of pre-treatment system for nickel-containing wastewater with its treatment capacity

of 80 m3/d;

1 set of integrated wastewater treatment system with its treatment capacity of 1,000

m3/d; and

1 set of reclaimed water/gray water reuse system with its treatment capacity of 700 m3/d.

Based on the location of the water source and final destination of effluent, the external

boundary for the sustainable water stewardship of the factory is determined as the

Wusongjiang River Catchment in Kunshan City.

The Wusongjiang River catchment belongs to a sub-catchment of the Taihu Lake

Catchment. The Wusongjiang River originates from the Taihu Lake. It flows through Wujiang,

Suzhou, Kunshan and Shanghai's Qingpu, Jiading, Minhang, Putuo, Changning, Jing'an,

Hongkou and Huangpu districts, and then enters into the Huangpu River at the Waibaidu

Bridge. With the Bei Xinjing as the boundary, the upper reaches of the Wusongjiang River

are called Wusongjiang River by local people, and the lower reaches of the Wusongjiang

River is located in the east of the Bei Xinjing. After entering into the Shanghai area, it is

called the Suzhou River by Shanghainese. It is 125 km long, including 53.1 km long in the

territory of Shanghai. Wusongjiang River is 40km long from west to east in Kunshan. It enters

into Kunshan from Suzhou Industrial Park (where the Jianglizhuang monitoring section

controlled by Jiangsu province is installed) and flows into Shanghai (where the Shipu

monitoring section controlled by the state is installed) after passing through Kunshan. With

the total land area of 735.6 km2, and the total water area of 43.5 km2, the Wusongjiang

River catchment covers Bacheng Town, Zhoushi Town, High-tech Zone, Development Zone,

Lujia Town, Huaqiao Town, Zhangpu Town and Qiandeng Town. There are 1,917 rivers and

8 provincial key lakes in the catchment.

Figure 4.1, 4.2 and 4.3 respectively show the catchment of the Tai Lake, the catchment of

Wusongjiang River, and the water system in the catchment of Wusongjiang River.

demarcated the drinking water protected areas and the ecological protection red lines. Figure

8 SUMMARY

Based on the review of documents presented by Career, the interview with Career’s

managers and employees, the interview with local stakeholders, and the site

reconnaissance, Career has paid great attention to its water stewardship. A considerable

quantity of effort and work has been put into the preparation for the audit of AWS

certification.

Five minor non-conformities were raised during the audit process. They were considered

partially meeting the AWS Core criterion requirement, and some small adjustments were

requested to make to the documentation in order to be considered fully compliant. Career

provided SGS additional information and documents after the completion of site visit to

ascertain its compliance to the AWS Standard. No further action was deemed necessary.

All evidence submitted to SGS in response to the findings was reviewed and evaluated for

compliance to the AWS standard. All actions were accepted as sufficient to demonstrate

compliance and the findings were cleared and closed.

9 OPPORTUNITIES FOR IMPROVEMENT

This is the initial conformity assessment for Career against the AWS Standard, and more

attention is paid to the documented plan and implementation to date. Less focus was placed

on the evaluation of Career’s performance against the indicators as this was the first year of

operation under the intention of conformity to the AWS Standard. Therefore, it allows for

many areas for improvement going forward.

The future audits will additionally evaluate Career’s performance against the AWS Standard

indicators and how this is monitored and presented as compliance. Thus, SGS recommends

that Career develop practicable ways to monitor its performance against the AWS Standard

indicators, and keep relevant records in anticipation of future audits.
