VSCA 2018: “Grow a Generation to Lead the Nation”

Welcome to the 92nd

Annual Virginia Student Councils Association State Convention! On behalf of

the VSCA Advisory Committee, we would personally like to extend our excitement for having you

and your SCA join us this year.

As you can tell, not every school is from the same area of the Commonwealth. VSCA is split up into

different areas or regions that are overseen by a regional representative who is responsible for distributing

information throughout their own region. At our state Convention, we break into different regional

meetings to discuss our state service project, and other items such as VSCA Resolutions, the Forum with

the Virginia Board of Education, etc. Please look at the map below to see which region your school is in.

This guide will help you and your school prepare for VSCA Convention. Included below are

Convention at a Glance

The link below connects to the official schedule of Convention. At the beginning of Convention

during registration, your school will be given a booklet highlighting the schedule and the events

of Convention in more detail.

Registration

One chaperone from the school’s delegation should pick up the registration paperwork in the

lobby of the hotel between 12:30 and 3:00 p.m.

Students who have not submitted their medical forms and the Code of Conduct forms to

the VSCA State Office prior to the Convention are prohibited from participating in any

Convention activities. No forms will be accepted on-site!

Completed and appropriately signed forms may be faxed to the VSCA State Office at

804.355.4262.

VSCA liability insurance coverage requires appropriate adult supervision of students at

VSCA activities as a condition of coverage, and that student delegates to this Convention

will NOT be accepted unless accompanied by an advisor who has been approved by the

school principal.

ALL advisors are expected to furnish transportation for their students and be present at

each of the Convention activities, giving full supervision to their students and ensuring

that students abide by Convention regulations, including the VSCA Code of Conduct.

Nametags

Students will receive nametags in their school registration packets.

These nametags must be worn, and be visible, at all VSCA activities and at every event,

including the banquet and the dance.

Nametags should be worn around the neck only.

Service Project

Like all school SCAs, VSCA facilitates service projects to help our community, as well as the

state. The VSCA Advisory Committee (our governing body) has chosen to run a Pack-A-

Backpack Drive. Delegations should collect school supplies (such as notebooks, packs of loose

leaf paper, pencils, pens, folders, binders, crayons, and colored pencils) at their own schools and

bring them to the 2nd Regional Meeting to be assembled into backpacks at the 3rd Regional

Meeting.

Fringies and Swag Swap

Fringies are a fun way for students to meet new students. They are yarn necklaces that have

pieces of yarn balled up at the end that can be taken off. Students usually trade these pieces of

yarn with one another and tie the pieces traded to their necklace.

● We encourage schools to bring extra yarn in case other schools have not made or brought

fringie necklaces.

● Schools are encouraged to bring yarn that represents their school colors.

This year, we also ask that each delegation bring spirit wear and other items from their school to

trade after the Friday General Session as another way to meet other students from across the state

as part of our Swag Swap! Check out the attached flyer for more information.

Pep Rally

During the Friday night VSCA Pep Rally, we ask all delegates to get decked out in their region’s

color. The regional colors are:

Region 1 – Yellow

Region 2 – Pink

Region 3 – Blue

Region 4 – Orange

Regions 5, 6, 7, 8 – Green

What to Wear

What you wear says a lot. As a student council, we dress to impress always.

Friday-

Show your school spirit! Wear your school colors or any school apparel. Most schools

normally wear their SCA or SGA shirts, but anything school related will do!

Saturday-

● We get our official VSCA t-shirts on Friday during registration. We wear them the whole

day on Saturday during our general sessions and learning labs.

● In the evening is our banquet, which is one of the highlights of the Convention. For this

part of the day, dress for success! We ask that gentlemen wear a collared shirt or button

up with a tie (jacket optional). Ladies dress business casual or dressy (dresses, skirts, and

dress slacks are allowed). No jeans!

● Later on in the evening is our VSCA “Shamrock” dance. This is a fun way for schools to

get to know each other. The attire for the dance will be green to celebrate St. Patrick’s

Day! Don’t forget, we also will offer a movie in the Thomas Jefferson Amphitheater at

the same time.

● If you are competing in the Public Speaking Contest or running for VSCA Office, you

must wear professional attire. Gentlemen wear shirt with tie and nice slacks (coat

optional), and ladies wear business casual attire (jacket, slacks, etc.). For more info on the

public speaking and officer elections see “Public Speaking Contest” and “Officer

Elections.”

Sunday-

Wear something comfortable, but still appropriate, for the last session and traveling

home.

School Explosions

At the Opening Session, each school will perform a “school explosion”. This is a short chant or

school cheer that will represent your school. It should be no longer than 30 seconds and will be

presented from where your school is sitting. The link below is to a video that explains these new

This is a great way for the entire delegation to get to know your school!

Pan-Virginia Video

The VSCA Advisory Committee’s Media and Communications sub-committee is putting

together a video to be shown at the beginning of Convention and will feature student council

activities this past year from schools across the state. We are asking that each school attending

Convention submit at least one photo or video to the State Secretary, Gabbi Troia, for

compilation. Her email is [email protected] and she will happily answer any questions.

Officer Elections

One of the biggest parts of the VSCA Convention is the election of our state officers for the next

VSCA governing year. We know that not every school will have a candidate running this year,

but here are some things we think you should know in the event that your school does run for

VSCA Office in the future:

● Elections will take place for: VSCA President, VSCA Vice-President, VSCA Secretary,

Regional Representatives, and Middle School Representatives.

● At your regional meetings on Friday, you will get a chance to meet your region’s

candidate(s) for office.

● If your school has registered to run for office, there will be an Elections Committee

Meeting at 1:00 p.m. on Friday. Please make sure to plan your trip accordingly to be on

time for the meeting.

● From 9:20-9:45 p.m. on Friday, there will be a chance to meet all candidates. There will

be poster boards and the candidate school campaigning. Candidates will be handing out

pamphlets, flyers, candy and more! They will be trying very hard to get your school’s

vote.

● On Saturday morning, the candidates will be giving their speeches at the Third General

Session.

● Voting will take place from 12:20 to 1:05 p.m. on Saturday.

Forum with the VBOE and Resolutions

One of the greatest things about being a student leader is having influence and the ability to

create change. At the VSCA Convention, we are given the chance to have a forum with the

Virginia Board of Education and a Resolutions session.

● Virginia Board of Education: At the forum with the Virginia Board of Education,

students are given a chance to speak about topics that relate to Virginia schools with

members of the Virginia Board of Education. We are very fortunate that the Board of

Education takes time to come to the VSCA Convention to hear directly from the students.

● Resolutions: At the Resolutions Session, students are given a chance to speak on topics

that are important to students in Virginia. We will vote on the Resolutions and depending

on the final result can send our Resolutions to the Virginia General Assembly. We will

have a Resolutions Workshop to inform delegates of the dos and don’ts of speaking

during the Resolution Session.

● The list of topics to be discussed with the Board of Education and the Resolutions are

attached.

Public Speaking Contest (optional)

A revered tradition at Convention is our Public Speaking Contest, which will be held from 5:15-

6:00 p.m. on Saturday. This event gives students at the elementary, middle, and high school

levels a chance to show their level of interaction with a crowd through speaking.

● Speeches must highlight this year’s theme “Grow a Generation to Lead the Nation.”

● Speeches cannot be longer than 3 minutes.

● Our sign-up area at Convention will include a sheet to register for the Public Speaking

Contest. Make sure to have your school’s candidate(s) sign up as soon as your school

arrives at Convention.

● The judges will pick one winner from each level. They may also pick one winner who

may be asked to present their speech at the Saturday evening banquet.

● If a student is selected as winner, they cannot change their speech before the banquet.

Learning Labs Sign-Ups

All delegates (students and adults) need to sign up for ONE Learning Lab

in EACH of the three sessions. See the attached flyer with all of the information you need!

Outstanding Student Council Project

Schools interested in displaying an outstanding project must register with the state office no later

than March 9, 2018 in order to allow time for display assignments. Schools should register by

sending the completed form to the VSCA office via fax (804) 355-4262, online at

VSCA Dance Party

We will hold our annual VSCA Dance Party on Saturday night. This year, we are having a

shamrock/green theme since Saturday is St. Patrick’s Day. Chaperone schedules will be e-mailed

to all advisors closer to Convention. We ask each advisor to chaperone one 30 minute session.

Please let all delegates know that they will not be permitted to leave the dance without a

chaperone. This is necessary to ensure the safety of all participants.

We offer a movie option for delegates that would prefer an alternative to the dance.

Saturday Night Pizza

There is an order form for pizza delivery on Saturday night after the dance. Please submit one

order form per school and have exact change. All order forms must be turned into the VSCA

Office at Convention by 10:00 a.m. on March 17, 2018.

Curfew All students are to be in their rooms by 11:00 p.m. on Friday night. Curfew is 11:15 p.m. on

Saturday.

Advisors are expected to do room checks for their students and help maintain quiet on

their floors.

Student Behavior Students are reminded that they represent their schools.

All Convention registrants are expected to follow the VSCA Code of Conduct.

Suggestive dancing at the dance party is inappropriate.

Hotel Behavior Advisors must check rooms used by their delegations before checking out of the hotel.

Hotel property is not to be taken home.

Smoking and alcoholic beverages are prohibited at all times and in all areas of the hotel.

VSCA students are not allowed in the hotel bar lounge under any circumstances.

Additional towels, etc., can be obtained by calling Housekeeping.

Soda machines and ice machines are available throughout the hotel. Students may bring

their own snacks, if desired.

VSCA and the Founders Inn assume no responsibility for students using the pool.

Advisors must arrange in advance and in writing with your school to allow students to

swim and are required to accompany students to the pool.

There will be no lifeguard on duty.

Convention Participation Students are expected to attend all activities: general sessions, seminars, meals, banquet, dance,

closing, etc.

Cell phones must remain off/muted during all Convention workshops and general

sessions.

Students are prohibited from texting on their phones during workshops and general

sessions.

SPECIAL NOTE: It is essential that each student keep up with his/her Convention program for

the entire weekend as it contains all schedules, agendas, and seminar information bound together

in one convenient document. There will not be extras! Please impress upon your students the

importance of keeping up with their own Convention programs.

Additional Advisor Information

Any special dietary needs not specified on registration forms must be submitted in

writing to the VSCA Office no later than March 9, 2018.

Advisors are responsible for their students for the entire weekend. Should you need to

leave the hotel, please arrange for another advisor to take responsibility for your students.

The VSCA Code of Conduct will be strictly adhered to.

Any problems with the hotel should be brought to the attention of the Founders Inn

Management, not the VSCA State Office.

Please notify the VSCA State Office if there are any changes in your delegation.

The Fashion Feud is a competitive fashion show that promotes school spirit and community service. Teams

comprised of students and teachers “walk the runway” in a variety of entertaining categories. Participants and

audience members collect and donate new or gently used clothes for those in need. This is a unique event that

works well for any school. Visit this session to learn more and show us your runway skills in a live demonstration.

Going Paperless Battlefield High School

Review of “old school” voting methods, options for transitioning to e-voting with the pros, cons, and challenges of

making the transitions.

A good homecoming theme should serve as a unifying element that ties all the elements of the week together and

allows for creativity in all aspects of the week: dress-up days, lunchtime activities, hall decorations, pep rally,

parade floats, and the dance. Take your HoCo to the next level with this plan for developing themes that engage

more students and turn homecoming into a memorable week of over the top spirit.

Event planning may seem like a daunting task, but learn the fundamentals in this session. Go from a novice event

A hands on workshop where you will learn how to include all groups in your school and make for a welcoming

You will be able to examine and find your own self-image. You will determine what defines a good leader and reflect on

if you have those attributes within your respective organization. Lastly, you will compare the social dynamics of you

school with other schools.

Surviving Freshman Year – SENIORS ONLY Presenter: Ryan Thomas, 2016 VSCA President

Ryan Thomas returns with his first year of college complete. He will tell all about his adventures, tips for survival, and

best of all, jokes about Virginia Tech! You don't want to miss it!! HIGH SCHOOL SENIORS ONLY (unless you’re a child

prodigy who got into college early)!

Themed events are a guaranteed way to revamp your typical high school functions and increase participation. Join

us to brainstorm creative ways to increase school spirit through “theming it up” for success.

Students will engage in a hands-on activity to accomplish personal goals and have an overall impact on their SCA.

VSCA 92nd Annual State Convention – March 16-18, 2018 Resolutions

Resolution 1 – American Sign Language Funding (related to HB 84)

WHEREAS the Commonwealth in July 2011 recognized American Sign Language as a course that can fulfill the

foreign language requirement for high school graduation, and

WHEREAS the last three decades have seen a continued growth in the need for the course across the country, and

WHEREAS not every public high school in Virginia offers the course – due in part to limited funding, be it

RESOLVED that the Virginia Student Councils Association encourages the Virginia General Assembly to provide funds to each school division to implement and continue the course of American Sign Language as a foreign language high school credit, and to direct funds be made available for the hiring and retention of qualified, full-time educators for this course.

Resolution 2 – Mental Health Counselors Funding

WHEREAS research shows school-based mental-health care improves students’ grades and attendance and reduces discipline, and

WHEREAS the increased volume of work in the mental-health area is being conducted by traditional guidance counselors in the majority of high schools in the Commonwealth, and

WHEREAS the Virginia Department of Education supports providing training and professional development for such professionals, be it

RESOLVED that the Virginia Student Councils Association encourages the Virginia General Assembly to provide funds to each school division to hire licensed specialists to work within each public school building for the sole purpose of providing mental health support, reflective of the needs of the student population.

Resolution 3 – Non-Discrimination Based on Sexual Orientation and Gender Identity

WHEREAS all Virginia students and school employees should have the right to feel safe in their educational

environment or workplace, regardless of sexual orientation or gender identity and expression, and

WHEREAS national statistics show that both verbal and physical harassment are diminished in schools with strong anti-discrimination policies and proactive inclusive initiatives, and

WHEREAS just slightly more than 25% of Virginia’s public schools and employees are protected in these areas, be it

RESOLVED that the Virginia Student Councils Association encourages the Virginia General Assembly to update the Code of Virginia to include sexual orientation and gender identity in all education-related policies across the Commonwealth.

VSCA 92nd Annual State Convention – March 16-18, 2018 Discussion Topics with the Virginia State Board of Education

Implementing a system/program that assists juniors and seniors find opportunities that are available in the community and beyond (vocational education, for example). Encouraging middle schools to help students find a healthy balance between courses, especially those that are pre-requisites for future courses so that they are not set-ups for challenges ahead. Emphasis on critical thinking, creative thinking, collaboration, communication, and citizenship (the five Cs) over memorization and traditional testing assessments. Emphasis on mastery learning (using Khan Academy software, for example) and focusing less on standardized testing (SOLs). The Board’s thoughts on how to work towards equality in courses offered and opportunities available, across Virginia. What can the Board do to impact this? How can students and school divisions help?

Rules of Procedure for Open Forum with the Virginia State Board of Education

1. Discussion on any particular topic is limited to ten minutes.

2. Anyone who wishes to speak must sign up in the VSCA Convention Office prior to the Forum.

3. Only one student may speak per school. The speaker must be recognized by the Chair, state his/her name

and school and stand and speak from a microphone.

4. No student may speak more than one minute on any particular topic.

5. There will be no yielding of time.

How the Swap Shop Works

The Swap Shop runs concurrently with the Resolutions Session Saturday afternoon. All delegates not

attending the Resolutions Session are expected to participate in the Swap Shop.

Tables will be marked with the topics listed above. Delegates should sit a table that interests them and

be ready to share their own insights into the topic, as well as get great input from others. Be sure to bring

something to write with!

Sessions will last about ten minutes, after which delegates move to another topic.

Discussions will be led by members of the Advisory Committee, who each have their own experiences to

share.
