Deadline: April 22, 2010
Protocol Architecture - Design for the Speculative Future
On January 1st, 2040, Berlin, Germany will become the location of both the six
month Presidency of the Council of the European Union and the yearly Cultural
Capital of Europe. In order to mark this important moment for Berlin, the offi ce
of the Presidency of the Council of the European Union, in conjunction with
Monsanto Corporation, are hosting an ideas competition for the design of an
architectural system that can house the administrative programs of the Offi ce
of the Presidency while incorporating a new cultural program to address the
mission of the Cultural Capital of Europe project.
Offi cial Jury: Geoff Manaugh, Roland Snooks, Mark Collins,
Toru Hasegawa, Ed Keller.
Winning entries will be considered for publication on BLDGBLOG and will be
used in a publication from Columbia University.

quick project description: In order to reveal issues of post-empire, the work is situ-
ated in a projected future, drawing straight lines from the Berlin Wall, War on Terror,
and progress made in computation technologies and bio-engineering. These lines meet
in 2040 at a design competition for the traveling headquarters of the European Union
Presidency of the Council and Cultural Capital of Europe. In a time of fully responsive
architectural environments, designers were asked to submit entries in the form of
protocols describing the complex new relationships between architects and technology,
person to people and people to technology interface. Entries were evaluated by a jury
discussion followed by online comments. Three of the most provocative entries were
developed into a vision of their implied outcome.

quick project description: In a search for vernacular systems, this project adapts the
most efficient technology at harnessing solar energy in the desert to the context of Las
Vegas. The idea is to make responsibility spectacular. While this building is so efficient
that it even manages to spare enough grey water to maintain a golf course turf, and
generate enough energy for 2000 households and 2000 hotel rooms, it costs the same
to build as any other newly built casino resort on the strip and makes an aesthetically
convincing argument to the common developer of this architype.

quick project description: Architectural standards must adapt to new situations in so-
ciety. Just like domestic bunkers during the Cold War in America, this project proposes
an adaptation to a zombie infection. Having watched 28 Days Later and read The Tip-
ping Point, I developed a system that infects the site with security systems.

quick project description: With the economic crisis fresh in our minds, we approached
the challenge of housing with a search into self sustaining systems. Gondola Housing
is an independent spatial economy that supports a public system of exchange. Alter-
nating between transportation and inhabitation, the system evades the line between
architecture and infrastructure in an effort to reconnect the city to itself. The premise
is that for the sake of economic efficiency and the optimization of the public realm,
space is only private when it needs to be.

program: drawing center
quick project description: The program is divided into four bodies that address the
street in different ways but are then fragmented into parts that are interwoven. A
series of matrix studies produced lessons about degrees of freedom within a striated
system. The result is a centralized building that distributes into specific activities yet
shows their integral relationship with each other.

site: pier at Riverside and 129th St.
program: climatology lab
quick project description: Climatology is a new type of research, and therefore,
should not subscribe to predetermined spaces. Floating labs are variable intersections
between a path system and a material conservation system. These two meet in condi-
tions that reveal new relationships between the scientist and the object of research,
and between science and public.
