Regional Chairperson Report

Dear Family:

I usually don't make a regional report unless there is critical information that needs to be passed onto the regional body; however this report is extra special.

Most of you know this is my last region as your Chairperson. I must say the experience of being chairperson is humble and an iatrical piece of the puzzle to move business forward.

I have seen many of things happen over the last 17 years I have served on this body. I remember the days w hen I had long hair, tie die t-shirts and bell bottoms, no one judged me, and I belonged. I remember my f irst region where the region was held in the Poconos in 1998, we were incorporating as a region, and I knew nothing about anything let alone staying clean. I proceeded to share at that meeting thinking it was just one large meeting. Then my sponsor at the time decided to lay on me I had to read the Area report to region and had to vote for the area, something I knew nothing about, after ali i was only 17. One month after that regional meeting my grandmother had passed. I knew nothing about NA love until that point. One month after grandma passed, people from that Regional meeting came to my 1 year anniversary. Some drove from New Jersey to help us celebrate. That's NA Love.

I have seen a website go from a piece of paper, to a fascinating way to reach addicts all over the globe. was grateful to be a part of numerous literature projects from IP's to Books, and the last The living Clean book. All of this would have never been possible if there was not NA Love. There were times people probably hated me and there were times people loved me, after all we all agree on everything right? Ha-ha.

I am extremely grateful for the members of the Mid-Atlant ic Region for being the parents I never really had growing up. The people in this region showed me how to be a man, a dad, a father, a husband, a loving sponsor, a home group member, and most important a service member.

In closing ... Some folks have asked ... what's next? There have been rumors flying around saying I quit NA, I left NA, because I found God ect. I just want to let those know, I still have a home group that meets every Thursday Night, 7:30 pm - 8:30 pm, 822 Diamond Street, Williamsport, PA for those who wish to Visit, that's where I will be making the coffee and setting up chairs. I have prayed about this day over the past few months. Saying to god, what do you want me to do next? What's on your agenda?. The answer was silent until a few weeks ago; the assistant pastor of the church I attend called me and asked me to meet with him, so I did. Once entering his office he began to say how every time he sees me he keeps getting reminded of my story I told him, a few years ago about how NA saved my life and brought me to God. He proceeded to ask me if my wife and I would help him and his wife with the 200 teenagers they get on Wednesday nights at the 180 Youth Ministry he does. He said to pray about it and let him know. Finally after praying for the last week it dawned on me, maybe this was the answer to my prayers all along, helping bring young people to NA so they can find the god of their understanding who saved their life ... So I guess it will become the beginning of the end. So the close of one chapter of my life to open another chapter.

I personally want to thank each and every person in this room and those who are not here anymore, we know who they are, who guided me and believed in me. Thank you. Regards,

RD Report September 2014

Hello Family,

Kathleen and I attended the North East Zonal Forum in June. I will be reporting on that and Kathleen will be reporting on NA WS News.

We opened zone with introductions and went right into regional reports. There weren't any major concerns voiced by the participating regions in their reports. It seems li ke regional insurance is working well in most regions and those who have not yet obtained regional insurance are interested in the information shared.

Western New York Region has an online meeting that can be attended by anyone by going to their website www.nawny.org.

Aller regional reports we went into the di scussion that the zonal forum has been havi ng for the past 10 or so years. Why arc we meeting and the future of the NEZF. Some feel there is much value in the discussions had at zone and some feel the desire to provide services but arc not sure what services the zone can provide. We have all asked our regions and not gOHen much feedback because we are all not sure what serv ices the zone can provide us. We came to no conclusions and I am afraid we will have the same discussion at the next zone. I would like to know how thi s body feels about creating a Perulsylvania Zone with the 4 existing regions in PA: Mid-Atlantic, Tri-State, Eastern PA, and Greater Philadelphia. It' sj ust an idea that I will not move forward with unless there is support here at the region. I bel ieve a smaller state-wide zone would be more able to provide our region services. Take this back to your arens, talk to each other and I will ask about it in December. J have not discussed with the other regions in PA and two of those regions are in a different zone.

Our June ·zonal forum is dedicated to be a Zone Wide Workshop. What makes thi s different from a normal zone is that instead of the RD's choosing what we workshop, the hosting region requests topics. This year, the hosting region ABCD, requested the workshop be on personal perspectives of the WSC. We each look a section and presented on that. I presented on New Business and Moving Forward.

The second workshop we did at the zonal forum was a Traditions Book Project workshop.

We had open forum and during discussion we came up with a list of things we are interested in doing and conducted straw poll s and prioritized the top three items:

I had edited the NEZF history for length as it was 2 pages and is read at each zonal forum. This shortcr version was approved.

We had elections and elected Jaimie V from New England Region as chair, Khalilah S. from Northern New Jersey Region as vice chair and Jenna T. from our region as secretary.

After our discussion Saturday and Sunday I am incl ined to stick with the NEZf and see where our desire to serve and accomplish more than di scussion will lead.

The USSC will be held the first weekend in October in Greensboro, NC. They will be voting on motions. If your group or area is a member and wishes to vote on these, they are available at www.usscna.org. Rcgistercd groups arc able to vote online prior to the conference. participants seem to agree there is a need for Zonal Forums in the US which are better developed but also that t here could be a need for a US National Body. like other countries, the United States has its similarities and differences based on geography, cu lture, and politics, however, we can not deny that we have issues that affect the US specifically, such as; difficulties bringing H&I presentations into our fede ral pri sons, the absence of a National hotline, a point of reference for all sub-committees where they can find resources from Zones/Regions/Areas pulled together in one place for easy accessibility, the ideal of unity as a US fellowship, a national service learning/teaching conference, and a dedicated outreach to bring NA meetings to under served areas of the US . These are just a few ideas; of cou rse it wou ld be entirely up to the US fellowship what it would be.

Naws News June 2014 was devoted to a Summary of WSC 2014

• WSC participants unanimously approved the Information Pamphlet #29, An Introduction to NA Meetings. The pamphlet is in the production process so it can be available for member access.

• The Service System "agreement in principle" motions were passed by 2/3 majority. These motions will eventually be included in "A Guide to local Services in NAil as an option for NA communities if they desire to use group support forums, a local service conference, & a local service board. Those interested in trying a group support forum and/or local service conference can find tools at na.org. Additional tools and webina rs will become available in this cycle to assist

members in their process.

o World Services also plans on having fellowship-wide discussions on decision making and planning which represent two of the most important processes in the SSP.

The project plan also passed which paves the way for resources and tool

development. A project plan was approved on the Traditions Book which calls for development, review & input and presentation of an approval draft in this cycle. Short and simple workshop information is available and more information can be found at www.na.org/traditions . Targeted webinars and workshops wi ll be used to gather input.

• PR News: An updated version of the "Membership Survey" containing 2013 survey results and "Information about NA" pamphlets should available.

o Webinars are available every 3-4 months for PR, H&I, and Inmate Step Writing. You can sign-up for them by writing to the following:

• There are plans to create a virtual workshop to improve upon the practice of discussion-based decision making for next WSC. The fellowship will also be

encouraged to provide input and have discussions about Consensus Based Decision Making (CDBM)

• For the purpose of the WSC, the conference decoded to return to the use of regional motions for in the CAR while we explore ways to offer items for discussions worldwide. Proposals will continue to be used in the New Business

session of the WSC.

• Motions #2 and #3 of the CAR were not adopted. These motions dealt with

eliminating alternate's attending the WSC and the automatic funding of delegates by NAWS. Through diSCUSSion it was clear that we need to create

solutions for the future and that we do it together. It also made clear that funding the WSC is to remain our priority, over workgroups and other wsc~

related expenses. Webinars and virtual workgroups will continue to be developed in an effort to improve upon ways to hear from delegates and the fellowship. World Services hopes the delegates continue to use the discussion boards to share ideas and to send feedback to World as a means to improve communication.

Time had been dedicated to "Planning Our Future Sessions" , These sessions helped the delegates, along with the World Board to move forward in a shared vision of a future WSC. On Saturday April 26, 2014, after a World Board Open Forum, Unity Day began

with its intent to bring together international and local NA members.

Sunday April2i h marked the official opening of the 32nd

World Service Conference. There were 115 seated Region represented by 112 RD's and 83 ADs.

Le Nordet, France, and Nepal were not ab le to attend. o There after Community Building sessions began which allowed

conference participants to become familiar with working in a small group

setting. The spiritual principles of Tradition 1; surrender, acceptance, commitment, selflessness, love, and anonymity were shared about.

o There was a session on how business is conducted at WSC 2014 and for conference participants to come to agreement on procedures.

o A short history was given to delegates to bring them up to speed on how we arrived at the WSC's current business process. This process began in 1993 with the World Services inventory through WSC approved changes and motions. The 2014 conference indicated continuing support for the proposal process with a return to regional motions on ly for the CAR.

o Decisions were made at the conference utilizing the same process used at WSC 2012 with an important amendment requiring the same level of support of an idea regardless of it being presented as a proposal and motion.

A Guide to World Service In NA (GWSNA): GWSNA changes every conference cycle and reflects the decisions made at the WSC.

Changes were divided into two categories. 1. Changes for the 2014·2016 version

2. Changes that will be made in the future are as follows.

Changes for this cycle are as follows: 1. Decisions at the WSC are binding, whether made by motion or proposal,

& require the same majority for support as if they were a motion. 2. To clarify in GWSNA & the WSC Rules the terms used for straw polls and

deCisions and what majority they represent.

3. That only motions from seated Regions or the World Board appear in the Conference Agenda Report, and those motions are what will be considered in the formal old business session.

4. Proposals will continue to be used for ideas to change CAR motions in the old business discussion sessions. All ideas to change or modify old business should be considered in the discussion sessions.

5. New business will continue to use proposals for all ideas with the exception of the NAWS Budget and project plans.

6. When the draft of GWSNA for the conference cycle is finalized, it will be sent to conference participants for a gO-day review. We treat a lack of response as no objection.

Ideals to be developed for the future include: 1. A process & mechanism for forwarding, considering, and evolving ideas

for discussions. 2. To continue to develop ideas about utilizing CSDM at the WSC. The

World Board will be responsible for this, but will be asking delegates for ideas and input and may create virtual workgroups that includes current or recent conference participants to assist in the upcoming cycle.

Planning Our Future: 5 sessions were devoted to this topic and they were focused on what the delegates felt were important. Sessions 2, 3, and 4 were done in small groups and Session 5 was held in a large group in a small group table setting. Prioritized topics were :

o Service System o Future of the conference o And seating

Planninl Our Future Session 1 A limited of time was spent on Historical Highlights to provide background for this WSC session with a focus on:

• The Ad-Hoc NA Service project ofthe late 80s and early 90s • The Inventory, Composite Group (CG), Resolution (RG) and Transition

(TG) in the mid to late 90s • The Service System Project of this decade

Strategic Planning was incorporated into the "Planning Our Future Sessions because many delegates expressed a desire to be involved.

NA Today meets 63,000 times a week in 77 languages. Some things we need to ask ourselves is "How can we better carry the message of recovery to the addict who sti ll suffers, where does NA not exist, and what population of addicts are not represented in NA today. We also need to consider our Public Relations efforts to professionals because there is a large group speciali st who do not suggest NA to their addict clients for va rious reasons.

Challenges presented in regional reports was provided. Some of the re-accruing topics were :

Planning Our Future Session 3 focused on the Reasons We Come Together The small group discussions were based on the purpose of a worldwide service body that wou ld best serve the needs of NA. The following reasons were developed:

• Oversight • Legal Responsibilities • Vision and Purpose • Global coordination/sharing best practices

• Community building

Planning Our Future Session 4 focused on Options for the Future and 2 options for a worldwide body were developed. There was strong support for some sort of Zonal Representation and the scheduling of a worldwide body meeting every 2-3 years.

Planning Our Future Session 5 focused on Where Do We Go from Here? No decisions were made in session 5. Discussion was based upon courage, open­mindedness, the need for a strategic plan, the formation of a workgroup to ca rry these ideas forward, the use of technology, communication in regions through workshops about the process, and the need to involve groups to garner trust and support in the moving forward process. Some groups discussed zonal makeup and the need to be sure that all zones are functioning relatively the same.

Service System: The motions about the Service System in the CAR had been passed and we are moving forward. The World Board would like to hear from members who are trying the options of the Service System. As members begin to use these options you can write [email protected]

The Project Plan that was approved in the Conference Approval Track (CAT) list a number of tasks to help members in their efforts to implement the options of the Service System. These tasks include:

1. Feedback from communities adapting ideas from the Service System Project will be used to help draft some general ideas to help communities with a transition to a new system.

2. World Board will continue to develop tools and resources for local implementation of the service system ideas, along with creating focus groups to review these resources.

3. The board may consider using members who have experience field testing ideas of the service system to help communities who are trying to implement these new ideas.

4. Webinars will be used and later the WB hopes for more face-to-face interaction.

NAWS Report: was given by Anthony Edmund, the executive director of the World Board. He informed conference participants about eLit sales, mobile apps, Fellowship Intellectual Property Trust issues, literature distribution and financial sustain ability of NA World Services.

eLit and Electronic Communications: 1. Distributing literature electronically has not had the positive financial impact

that was expected. Apparently, members continue to prefer paper books. 2. The meeting locator app continues to grow in popularity so PLEASE REGIONS,

make sure your meeting lists are up-to-date. 3. NAWS facilitates the following Webinars: PR, H&I, Inmate Step Writing, and

Regional Service Offices. This technology has also been used for other projects such as for the Service System and the Traditions Project. NAWS will increase its use for projects in this cycle.

4. NAWS is updating their accounting system, which includes updating the shopping cart to make this experience more user-friendly.

Fellowship Intellectual Property Trust: Self published versions of the baSic text including "baby blues, PDFs, and other versions, are being printed and distributed in some communities which is causing a growing level of conflict in these communities. Legal action is typically the last resort however NAWS has a responsibility to protect the fellowships intellectual property. NAWS stated that we would not pursue legal action without giving conference participants notice at WSC 2014 about this type of illicit distribution. In the coming months, we will report our next steps with trying to resolve these issues.

Regional Service Offices: NAWS has worked with RSOs who have had financial challenges by way of credit. Some RSOs have closed owing NAWS money for literature. Keeping in mind the 71h tradition, it is important to have the expectation of repayment of the incurred debt. RDs and other regional trusted servants are being included in the communication loop ofthese RSOs who have financial challenges so their financial obligations to NAWS are addressed.

Literature Distribution System: The current system has been used for many years

even though the needs of literature have changed. We will evaluate the current system of distribution in this cycle and make recommendations to the fellowship about the future of our system.

WCNA Newcomer Policy: This policy, which is currently limited to newcomers with 30 days or less, is being evaluated because of its abuse at the last World Convention. The abuse prevented deserving newcomers the opportunity to experience the World Convention.

Service System will be focused on establishing tools and resources to help support

communities implementing aspects of the service system with ideas previously discussed in this report.

Traditions Book wi ll come to life in this cycle with the following plans of drafting the book, sending it out for review and input, and publish on approva l piece of literature

with the 1st review and input expected in October of 2014. Bob G. is the point

World encourages everyone to participate by joining the discussion on the discussion board (http://disc.na.org! trads), workshopping the materials from the project webpage (www.na.org!traditions). and holding review and input

Public Relations

The board hopes to encourage collaboration w ith each other and NAWS in this cycle via PR learning days and various PR efforts. Depending on time and resources, the board anticipates bringing professionals in related fields together to better engage them in discussions about Narcotics Anonymous. Additionally, we hope to create a PR pamphlet for professionals that address t he medicalization of addiction treatment and NA's Third Tradition.

Our members are invaluable in helping us complete conference-related projects. If you are interested in participating or you know someone who may have a desire to help, please let us know. We are also interested in hearing from delegates why you t hink someone might be a good candidate for a project. We also plan to assign new members to the ongoing editorial work- group for Reaching Out, and The NA Way

Magazine workgroup.

Additional WSC Business included proposals for seating new Regions, proposals pertained to the top ics of CBDM, PR Project Plan items, CAR and CAT matters, GWSNA, and clearly defined form for WSC procedures. During the conference cycle, as each of the mentioned items are discussed by the World Board, the input from the conference will be considered.

NAWS Membership Survey that was distributed at the World Convention showed a decline in female members, an increase in the average age of NA members, average clean time of 11.07 years, and opiates being the drug of choice, which seems to mirrorthe drug trend of the US. There were 16,750 respondents to the survey.

We have 19 groups, and, 6 H&I presentations.

Active sub-committees are H&I, PR, Unity, Policy, and Literature.

Regional Donation $0.00. Will have one at next region.

Our area has 6 positions that are not filled at this time. This puts a drag on

all the others.

Future events are The 'Harvest Festival Banquet', November, and 'The New Years

Eve Party'. Both of which havn't been assigned a time or place. As soon as Unity

comes up with that information, it will be posted on the regions web site.

Motions 034P1 and 034P2 were both voted on and passed. 034P1 was the printer

question, and 034P2 was the wording issue.

Our area has been batting around the idea of a Tri-Area Forum, which is

designed to trade information between Little Apple, Twin Rivers, and Pocono. All

three have voted for it, but nothing has happened yet. Purpose being not to have

duplication of activities, on the same date, and meeting lists, etc. Also assess the

need for NA in adjacient towns where there are no NA meetings at this time.

SEPTEMBER

• The Regional Policy Manual is posted to the Internet. The Policy Subcommittee will be responsible to update the manual quarterly, with the Web Chair being responsible to post the updates quarterly.

• To provide a copy of the CAT to ReM's and Alt. ReM's prior to MARLeNA. This is the responsibility of the RD and RDA.

• Remind ReM; sand Alt. RCMs who are requesting registration to be waived and lodging to be provided for MARLeNA, that they must follow the approved regional policy. "The MARLeNA committee waives the registration fee and provides lodging to ReM's and AIt.'s of the Mid·Atlantic Region upon request if needed. Requests must be made in writing (3) months prior to the event and forwarded to the Convenference Committee to allow sufficient time to arrange accommodations." The RCS must stay in touch with officers of the MARSC to see if any written requests have been received and the date that they were received. Only those requests received in written form by the date required (3 months prior to the event) will be honored.

• That the MARSCNA is to put on a GSR Assembly (Regional Assembly) as described in "A Guide to our Local Service" to discuss the Conference Agenda Report (CAR) prior to MARLeNA

• All other vice or alternate positions to be elected in September of every year. The nominations may be reopened just prior to election, only by passing of a motion to reopen the nominations.

• The RD is to order the WSC Agenda Report when available every other year, and will distribute them within the region according to policy. A copy ofthc CAR wil l be distributed to each RCM. The RD is to also order the Conference Approval Track when available every other year, and will distribute them accordingly. A copy ofthc CAR will be distributed to each RCM. In the event the area doesn't have an RCM, the RD will mail a copy to that perspective area.

• The Regional Delegate is responsible for contacting NA World Services about the number of world servants needed for the Conference Agenda Report workshop and any other related world service topics. The accepted policy for expenses associated with the world servants is as follows. World Servants

a Travel - half of total bill up to budgeted amount (in 2006, the budgeted amount was $1 ,000.00); a Lodging - as per World Travel Policy: no more than two world servants per room, do not room

smokers with non smokers, do not mix sexes, and do not force a world servant to sleep with someone they do not know. While the RD is responsible for communicating with the World Servants, they must adhere to this accepted policy when discussing lodging arrangements;

• The RD and RDA may attend the HCC meeting to discuss what they need in the MARLeNA program regarding the Conference Agenda Report workshop and any other related world service topics.

• The H&I Subcommittee provides to the ReS names and addresses of those agencies and institutions which are already aware of the fellowship and have H&l Panels currently operating.

• The PI subcommittee provides the ReS addresses of other agencies, which they have, direct contact with addicts.

• The HCC chair attends the September MARSe meeting and delivers registration flyers for distribution to each area. If the HCC chair is unable to attend the regional meeting, the ReS will deliver the flyers.

• The ReS gathers the number of home groups in each Area. These numbers are delivered to the HCC registration subcommittee to calculate the Dumber ofPPP's to go to each Area. Remind ReM's that when they list the number of home groups not to be confused with the number of meetings in their Area.
