The initial objective of PLIK/MPLIK was actually very noble and great since the fund distribution of universal service obligation (USO) for internet service development in each disrict is certainly a significant development in terms of

internet penetration all over Indonesia.PLK/MPLIK is the translation of President SBY

Arif Pitoyo 3G migration process has started since the end of last May. Axis, which was scheduledto complete migration on July 22, however it failed to meet deadline due to the intervention with PCs signal belonging to Smart Telecom.

The failure of Axis migration certainly has an impact on other operators, since one operator is related to the other, unless in the area where there is no Axis signal, therefore operators such as Telkomsel, Indosat and XL can directly migrate.

Unfortunately, Axis migration constraints is actualy on the 3G cellular marketing main area namely Java, Bali, and Lombok in which approximately 80% cellular users are in such areas.

Two technologies, from two dfferent countries namely between PCS and WCDMA will certainly make it difficult to be adjacent. The same technology with two different vendors is difficult enough to be united, let alone from two very different technological poles, name USA and Europe.

The government will also be bothered with the return of one 3G XL frequency block as the consequence of merger with Axis, unless such block is directly allocated for Indosat since if it is not, there must be another 3G restructuring and migration.

IDC also revealed that PC market in Asia Pacific area, including Japan, experienced decrease by two digits on the first quarter this year due to the weak demand and the people are not familiar with Windows 8 new operating system.

Gartner mentioned that the emergence of inexpensive tablets hit PC sales, particularly countries with strong economical growth.

In countries with high econimical growth potential, the inexpensive tablets become choices for many people , they delay to purchase PC.

Lenovo sales decrease by 0.6 percent and HP sales dropped by around 4.8 percent. Meanwhile two companies based inTaiwan, namely Acer and Asus even experienced significant decrease. Acer experienced decrease by 35 percent, meanwhile Asus was knoked by 20.5 percent.

Afterwards, Eddy entered National Planning and Development Board which also dealt with Infromation and Communication Technology issues until 2005 and had a career as a civil servant in the Ministry of Economy which also dealt with telemathic infrastructure. “That probably caused me closer to the commnity. They went in and out and I am still here (ICT) he said.

His years of experience in bureaucracy of telemathic field causes Eddy to vies that ICT has not become the priority in the national economy, sicne it is defeated by road and electric infrastructures.

On the other hand, he added, ICT supposed to be meta infrastructure, which was the basic infrastructure that was able to empower other infrastructures or in other words ICT was the infrastructure of infrastructures.

“Awareness from leaders is indeed needed to be increased in order for them to be aware of ICT benefits daily since ICT supposed to be in front of other infrastructures”, said this father of one son and two daughters.

This man who likes jogging and golf always tries to spare time at the weekend for his family, therefore after each business trip he tries to be home on Saturday mornings . “Despite I often sleep, I feel comfortable being in the middle of my family,” he said.

Eddy admitted that he was thankful to become a civil servant since he had very large chance to help others wihtout putting them in trouble.

“if we can mek it easier, why should be difficult? Don’t let others step on us then we help them, that is not right,” he said.

When asked about his unachieved hopes, Eddy admitted that he wanted to see the government particularly in telemathic field be manned by professional bureaucrats, not academic from colleges since practice and theory often do not meet.

In such a very tight competition, interconnection – the physical and systematic connection – holds an important role. Interconnection may be said as the pillar of competition itself. Imagine if one operator cannot be connected with other operators, or if there is an operator that closes

itself from other operators what will happen is such operator will only be like a giant intercom, users can only contact other cusers wihtin the same operator.

Regulation regarding interconnection in Indonesia is developed with just, transparent, clear time and fee basis principals. This regulation is by virtue of Minister of Communication and Informatics Regulation No.8 of 2006.

Desite it has been more than 5 years (now it has been 7 years), this regulation should be re-formulated, one which is to the direction of telecommunication development with internet protocol (IP) basis. Network fee calculation, element for IP basis is certainly different from package or circuit switch basis calculation. Inter-operator phone credit transfer has actually been directed to the

whether it remains like forward looking LRIC (FL LRIC) with bottom up or pure LRIC, this has to be elaborated further considering the condition in Indonesia is slighty different.

With regard to the regulation regarding interconnection point (POI) as well as tariffing point (POC), they are also reported to be re-regulated. This is due to the fact that at the present there is inefficiency of interconnection organizing. New regulation is required to determine dominant organizing to be evaluated also by from the determination criteria and gross revenue points of view on the figure of 25% considering one operator control which reaches up to more than 50%.

The mais issue that is quite important is so that regulators will immediately regulate and issue IP based interconnection. The use of internet with IP basis is very general nowadays. With IP basis technology then interconnection should also be more inexpensive not like what happens now. The growth of smartphone equipped with camera of up to 10 mega pixel has been very significant. However, nevertheless, camera practitioners opine that cameras on smartphones or tablets have not been able to replace digital cameras.

Merry Harun, Division Director of Canon PT Datascript sole distributor of Canon in Indonesia opines that despite smartphones wih cameras are very booming, however there are still loyal digital camera fans in Indonesia,and the number is very high.

“At this time compact camera is competed by smartphones and tablets. However it does not mean that camera compact market has vanished eaten by smartphone since the usage is different,” she said.

According to her, for leisure or fun smartphones can always be used, however for documentation, cameras are still required.

Canon stil sees that potential of digital camera particularly pocket camera is stil high in indonesia despite it is undeniable that they are defeated by smartphones with cameras.

“However, due to the large potential of community towards photography, the market needs for digital cameras have not changed,” she said. (ICT/02)
