Scallop Festival 2011 Alcohol Management plan The Scallop Festival is now into it’s 7 th year as an event in Whitianga, and it is essential that all measures pertaining to the sale and Supply of liquor are undertaken. Below are the steps the event organisers will be taking to ensure that the rules set out by the Sale of Liquor Act 1989 and stringently adhered to. As an event that contains the sale of liquor, it is vital to ensure that patrons are not encouraged to consume alcohol to excess. It is the intention of the Scallop festival committee and organisers to implement strategies designed to decrease the experience of alcohol-related harm associated with the supply and sale alcohol. Planning Partners The event manager The event licensee The Scallop festival committee The Police The District Licensing Officer Security providers The public health Liquor Licensing Officer Media and Communication partners Strategies for the Management of Alcohol Sales Communication As a committee we understand that a patrons expectations before the event will influence their behaviour at the event. Clear guidelines about the event will be a priority, with the focus of all advertising and notifications being centred on the food and festival aspects. Alcohol management The Alcohol Management Plan will focus around the following core tools: Imposing Alcohol restrictions upon entry Controlled sales of all alcohol Promotion and provision of low-alcohol options, non-alcoholic options, food and water Controlling the number of serves per person The restriction of alcohol types to include Beer and Wine only Restricting alcohol sales The restriction of off-licence sales Supply control The appointment of an experienced licensee to control alcohol sales will be once again be included this year. This will help reduce the risk of irresponsible alcohol service, and provide better communication between the event’s planning partners during the festival. Every stall supplying alcohol will be required to have a Manager on Duty with a current license. The license must be included in their application as well as displayed in a prominent place throughout the duration of the festival. Intoxication minimalisation The following steps will be implemented: Security and Bar staff will be equipped with both the ability and impetus to monitor patrons for intoxication. Areas designated to the sale of liquor will have designated security to monitor people at point of sale. Signage appertaining to on-premise will be required at every stall who has the provision to sell alcohol All venue alcohol management proceedures will aim to prevent intoxication, prevent any intoxicated patrons being allowed to be served or to stay at the festival. Harm minimalisation Despite the best measures, people can still become intoxicated and may need help. As a result, the festival will provide a safe area where they can be helped by trained and experience members of St. John.

We will also provide alcohol free areas which will enable families and young people an environment that they may desire. The Crowd and the Environment Due to the event having Alcohol sales between 10am and 4pm, every measure will be undertaken to ensure there is always something happening. Planning has been made at all stages to engage patrons to relieve patrons from boredom, which is often a catalyst for excessive alcohol consumption. Visibly and active security providers It is imperative that communication between the licensee, security and Police is at it’s optimum during the festival. Respective responsibilities will be outlined prior to the event so that security of the event runs smoothly. There will also be clear lines of communication between security and those with the responsibility of selling alcohol. Security will be placed on all entrances / exits to the event and at all alcohol point of sale areas. The security providers, not the Police, will be responsible for policing the grounds of the festival. They will be appropriately located and will work with the police. We believe that the role of the police is simply to support the security providers, rather than to police the event and our planning and implantation will reflect this. Security staff will make themselves known to stallholders at the commencement of the festival and will remain in constant contact with them throughout. The security staff will be multi-skilled and familiar with the environment as well as being able to react Provision of alternative transport Alternative transport will be provided at each exit and signage will be displayed to show easy contact details. Areas outside the exits will be designated to Taxis only. A clear message in pre-event advertising as well as the festival program notifying people of alternative transport options will be implemented. Security staff will also be briefed to monitor patrons as they leave to help as much as humanly possible to prevent a person who has been drinking from driving. Signage: On every entrance, signage containing the following information will be displayed: Liquor Licensing All persons entering the Scallop Festival are advised that: • They are entering licensed premises • Intoxicated persons will not be permitted entry • Intoxicated persons will NOT be served and will be removed • Persons in possession of liquor will not be permitted to enter • It is an offence to minors to purchase and consume alcohol • It is PROHIBITED to purchase liquor or supply liquor to minors • Unauthorised supply of liquor to minors will be reported to the Police and penalties will be applied under

The Sale of Liquor Act 1989 • Evidence of Age will be required for persons under 25 years of age Special Licence Applications Each stall holder approved for selling alcohol must obtain their own special license for the duration of the festival. This is to be applied for by the local liquor licensing officer. The festival has a strict and tight alcohol management plan which will be policed and enforced by the festival management team, security contractors and local police. As license holder, you need to ensure that the staff selling alcohol on your stall follow these guidelines (or you face the risk of prosecution).

Serving to intoxicated persons and minors will not be tolerated All bottle tops to be removed before serving to customer Alcohol will not be served in glass jugs or glass handles (only is official festival vessels) Stalls selling alcohol must have their own special liquor license specific to the

Whitianga Scallop Festival. All stalls selling alcohol must also have a Manager with a current license present at all

times Your special license and managers license must be in a prominent place throughout

Wine purchase by the glass only (limit 2 per person) Limit 2 drinks per person until 2pm One drink per person from 2pm till 4pm All alcohol sales commence at 10am and cease at 4.00PM

THERE IS NO Off License OPTIONS THIS YEAR Wineries are permitted to provide vouchers, which can be presented to the local wholesaler for a Scallop Festival discount.
