He is a proud Aggie graduate of NMSU and received his law degree from the University of Texas at Austin. He has been practicing law since 2000. He previously served as the Intercultural Development Research Association’s National Director of Policy and Director of the Equity Assistance Center-South. As center director, he created equity tools and provided technical assistance for schools across the American South to help break down civil rights barriers. David also served twelve years at the Mexican American Legal Defense and Education- al Fund (MALDEF), serving the last four years as Southwest Regional Counsel. His litigation and policy work resulted in desegregating several schools, improving state school finance systems, cultivating quality programs for English learners, and preserving access to higher education for immigrants, students of color and military veterans. David also was the chief architect for the Martinez plantiffs in Martinez/Yazzie v. New Mexico, the state’s most comprehensive educational opportunity case. In 2014, he successfully argued in the district court that education is a fundamental right secured under the state constitution. He has also litigated other cases in New Mexico in education, employment and immigrant rights. “Education can be the great equalizer but it must be provided equitably so that all schools and children can succeed.
