Work program summary
Phase 2 Policy Framework considerations
• Refinements to Parts 42 and 145 to accommodate air
transport operators not involved in CAR 206(1)(c)
• Directions of other NAAs • Options for outstanding policy matters • Relationships between operational and airworthiness rules
• Discussion Paper feedback
Some specific issues requiring consultation and finalisation before the maintenance regulations could be applied to Aerial Work and General Aviation include:
• the need and role of the Continuing Airworthiness Management Organisation (CAM, contracted CAMO, Part 145, Registered Operator)
• maintenance programs • requirement for an Annual Airworthiness Review • approved maintenance organisation requirements - Part 145 • Small Aircraft Engineer Licences
Phase 2 Considerations for Airworthiness and Maintenance for non-RPT aircraft
26
Part 145
Part 119 AOC -121 -133 -135 Includes CAMO
- 138
Large Aircraft & Components Small Aircraft in Passenger Transport & Components
- 91 - 137
Other operations with an AOC May include or contract a CAMO Small Aircraft not in Passenger
Transport & Components
Small Aircraft with no AOC
Proposed operational and airworthiness relationships
23
• NPRM 1415SS -airworthiness of rotorcraft being operated in CAR
206 (1) (b) ‘charter operations’
• NPRM formulated after CASA and representative helicopter operator consultation of the proposals contained in the document.
• NPRM anticipated to be released for public consultation in June.
• Formulation of industry/CASA working group for Part 135 operators and maintainers - nominations to be called soon
Part 42 and 145 for prospective Part 133 operators
Arrangements
Australia has recently entered two airworthiness arrangements with Singapore covering both certification and maintenance Other discussions are ongoing to establish further arrangements and expand the scope of some current arrangements. The current work on certification arrangements is focused on activities with: • EASA • FAA • HK CAD • NZ CAA
