The Sue Baer Runway Run at Newark Airport was held in conjunction with An-gel Flights whose mission is to arrange free air transpor-tation so children and adults may access life-saving medi-cal care.

According to Barbara Sica , Angel Flight NE is a nonprofit organization that coordinates flights through-out the Northeast for chil-dren and adults who need to access life-saving medical care outside of their region.

We provide our services for free and for as long and as of-ten as a patient needs our as-sistance. Since our founding, we have arranged over 74,000 children and adults on more than 65,000 flights and flown over 14 million miles. Nearly 35% of our flights are coor-dinated for patients from the New York/ New Jersey area. We have over 135 pilots for this area as well that do-nate their time, private gen-eral aviation planes, fuel and compassion to assist patients

in need of air transportation. We also have partnerships with commercial airlines such as JetBlue and Cape Air who provide us free seats on their aircraft.

This is the 2nd year that the NIAMCO and the New York/New Jersey Port Au-thority has held this event to benefit Angel Flight NE. Last year alone the funds raise from the Run the Run-way assisted us to coordinate more than 80 flights of heal-ing and hope.”

opment Community Advisory Council met for the first time behind closed doors Monday October 16th to hold its first council meeting. Comprised of community leaders and elected leaders who represent Queens,

the promised JFK Rede-velopment Council was cre-ated by the Port Authority to include the community in the redevelopment plan. This community council will act as a conduit of information between the Queens area and Port Authority in planning for the JFK Vision plan proposed by the Governor in 2017. Gov-ernor Cuomo’s support of this construction development will be evident in the Council business as it provides ways and means for interested mi-nority contractors to partici-pate in minimum of 30% set aside for minority participa-tion in the construction of the planned redevelopment.

The council is comprised of 40 or so members who met with top people from Port Au-thority including Executive Director Rick Cotton, Aviation Director Huntley Lawrence, Government and council meeting facilitator Justin Ber-nbach, Congressman Gregory Meeks and others who were on hand to set up guidelines and a working framework for the council. One person at the meeting said “ the whole thing was exciting”, referring to the first steps in outlining the purpose, direction and orga-nizational procedures of the council. Going forward these Council meetings will be open to the public.

According the Port Author-ity there is no specific date now for these upcoming public meetings nor is there an an-nounced physical address for the community center and nor is there another date for the community forums that have been held to receive input from the communities most

affected by the redevelopment plan. The past three commu-nity meetings had the pur-pose of announcing the time line of the redevelopment, gen-eral financing, minority con-tractor participation and the announcement of many jobs. Future Council meetings and planned community forums will drill down more into the specifics as well as strive for a community benefits agree-ment.

The real first step of the re-development started with on-going construction of the TWA Hotel which will be completed by the Spring of 2019. The sec-ond step was the announce-ment by the Port Authority that t1 and T5 are the as initial foundation of redevelopment partners and who will likely be awarded contracts for the airport redevelopment in the coming months.

The Vision plan initially announced in January 2017 has recently gained traction by the Governor’s and Execu-

tive Director Rick Cotton an-nouncement recently which unveiled major airport invest-ments and creation of two ter-minal anchors by JetBlue and Terminal One Group. These two terminals groups have proposed a combined $10 bil-lion investment in the JFK

Airport redevelopment which now stands at a total of $13 bil-lion.

This council is one of the many community outreach ef-forts by the Port to bring the surrounding communities in the development process early and to keep them involved.

Sixty three years ago the Our lady of the Skies Chapel opened at JFK Airport, then called Idelwild. This October the Chapel celebrated the 2018 Annual Luncheon sponsored by the Catholic Guild of JFK Airport. As in recent years, this was an occasion both to recognize men and women who exemplify achievement in our aviation community, as well as to present young people the Yolan DePhillips scholarship co-sponsored by Terminal 4 JFKIAT, for con-tinuing education.

This years recipients of the special recognition were Tyler Morse CEO of the new TWA Hotel, Terminal One Landside Manager Klaudia Fitzgerald and Bishop Chappetto, Vicar General Diocese of Brooklyn.

All honorees shared the same sentiments of personal appreciation from the Chapel, Church, friends and co-work-ers. Fitzgerald thanked her mother for their emigration to the USA when she was young.

She also gave profuse thanks to her co-workers at Terminal One. Morse took the opportu-nity to share interesting his-toric tidbits about JFK Air-port, its iconic TWA terminal and the soon-to-be TWA Hotel.

This gathering is symbolic of the spirit of camaraderie, professional bonding and be-lief in the good that does and can exist in the world as evi-

denced through its generous donation of two $4,000 schol-arship to two deserving young people; Alexis Groark and Genesis Milleni Azor.

Father Chris Piasta of the Chapel said, ” We are grateful for all the support from all our friends at the airport...it is be-cause of your support that we proudly serve JFK and LGA for over six decades”.

The Yolan DePhillips scholarship award of $4,000 goes to deserving win-ner Genesis Milleni Azor, who mother works at JFK Airport, sponsored by Our Lady of the Skies and co-sponsor JFKIAT represented by President Roel Huinink. The second award went to Alexis Groark, daughter of Ca-thay Pacific Regional Director, Jim Groark.

AIRPORT VOICEA Better Way to LGA represents

community members, economic devel-opment groups, transportation advo-cates, unionized labor, civic stakehold-ers, and local business leaders who believe it is essential for New York’s future to have a fast and reliable tran-sit alternative for LaGuardia Airport travelers and workers.

More than a dozen organiza-tions joined together to announce the launch of A Better Way to LGA, a new coalition in support of Governor An-drew Cuomo’s proposed AirTrain to LaGuardia Airport (AirTrain LGA). The coalition is comprised of commu-nity members, economic development groups, transportation advocates, unionized labor, civic stakeholders, and local business leaders, and is co-chaired by the Queens Chamber of Commerce, the Association for a Bet-ter New York, and the New York Build-ing Congress.

A long list of businesses are sup-portive of the new airtrain having seen the success of the JFK Airport train. Being that LaGuardia Airport is currently undergoing an $8-billion renovation during which the airport will be completely rebuilt voices are being heard advancing the cause of one at LaGuardia. “Queens businesses are forced to pay a hidden Grand Cen-tral Parkway tax due to constant traf-fic on the roads around LaGuardia, de-

laying deliveries and hurting workers. And it’s only getting worse each year,” said Tom Grech, President and CEO of the Queens Chamber of Commerce. “The AirTrain will take millions of cars off the road and reduce traffic on our local streets, making it easier for Queens residents to get around, small businesses to make deliveries, and em-ployees and customers to get to work or shop locally. It’s a proven model that has done wonders for JFK, and we sim-ply can’t wait any longer to move for-ward on this project.”

Community Benefits Agreement plan for JFKState Senator Sander’s office has

joined the movement to include Com-munity Bebenifts Agreement pro-gram into the JFK Airport Redevel-opment Plan.

In a press statement he says that elected officials representing South-east Queens from the New York State Senate and New York State Assem-bly formed a coalition of stakehold-ers known as the Queens Connection Team to collectively draft the CBA. The goal was to ensure further de-velopment of local businesses; create job training and placement; increase educational services; meet the 30 per-cent state goal for contracting with Minority and Women-Owned Busi-ness Enterprises; and to enhance the quality of life for the Southeast Queens community.

Sander’s proposal is one of sev-eral that is being proposed that will be discussed, negotiated and finaized by the Community Advisory Coun-cil that was created by the Port to in-clude acommunity leaders involve-ment on a host of matters and issues related to the Reimagined JFK.

Sanders listed a couple of groups in his proposal which included The

the NYCAR Committee which has also weighed in on ths CBA initiative and has asked others to help them form a coalition as well for the inclu-sion of benefits in any redevelopment as put forward by the Port Authority in ints public forums held recently on the subjects of the JFK Airport growth.

The Port Authority Community Advisory Council had an initial or-ganizational meeting recently and it is expected thatits first publicmeet-ing will be in December.

American Airlines Cargo is con-tinuing to invest in its European presence with the launch of opera-tions at Worldwide Flight Services’ (WFS) new Milan Malpensa Airport (MXP) cargo terminal, which will handle the airline’s daily flights to New York (JFK) and Miami (MIA).

The northern Italian hub man-ages 54 percent of Italy’s air cargo traffic and hosts 115 all-cargo flights per week, MXP said. Last month, WFS opened the 53,000-square-foot

MXP cargo terminal, with con-tracts from China Cargo Airlines and American Airlines Cargo al-ready under its belt. The facility has the capacity to accommodate a diverse portfolio of goods, includ-ing auto parts, fashion and phar-maceuticals. WFS also renewed its contract with Thai Airlines across France extending a decades old re-latiobnship.

Kenya AirWorldwide Flight Services is han-

dling the new Kenya Ailines which began last in October. An arrival cel-ebration was held in JFKIAT to wel-come Kenya to JFK Airport and a good load of cargo was loaded for the return trip to Kenya according to a fround handler.

The Lufthansa Group reported revenues from its Logistics busi-ness segment up 11% y-o-y in 3Q18, Higher revenues were a response to a more favorable pricing en-vironment, which boosted cargo yields, and were the result of an in-crease in marketable cargo capac-ity across the Lufthansa Cargo net-

work. Air cargo capacity, measured in available cargo-tonne-kilometers (AFTKs) rose 5% year-over-year in the first nine months of 2018, in part. In May 2018, Lufthansa Cargo and United Airlines also launched their long-awaited joint venture, which has boosted trans-Atlantic traffic.

Rehab of JFK Runway DiscussedThree community hear-

ings were held for public comment on environmental impact from the proposed con-struction on runway 13L-31R at JFK airport as part of the approval process for the run-way rehab project,

In accordance with the National Environmental Policy Act (NEPA) of 1969, a Draft Environmental Assess-ment (EA) has been prepared for the proposed Reconstruc-tion of Runway 13L-31R and Associated Taxiways project at John F. Kennedy Interna-tional Airport (JFK). The Proposed Project includes the reconstruction of Run-way 13L-31R in concrete, the construction of a new high speed taxiway, and the re-alignment of Taxiways U and V. The Port Authority of New York & New Jersey (Port) in-vited the public to submit, in writing, comments on the Draft EA prepared for the Reconstruction of Runway 13L-31R and Associated Taxi-ways project.

There are two areas of con-cerns each by a different com-munity of the airport; one is the public which feels the im-

pact from noise pollution and environmental damage while the other is the the airline community which sees the im-pediment and other issues re-lated to aircraft operations at the airport,

Port had three consecu-tive evening meetings for public comment on the pro-posed rehabiitation of run-way 13L-31R and the envi-ronmentalimpact the new concrete paving would have. At one of the meetings two environmental engineer-ing companies displayed in-foamtion about the work to be done and the impact stud-ies that were made. The larg-est objection from a couple of people familiar with the air-port was the change of the flight path due to the use of different runways. One com-pany representative pointed out the slight changes of flight patterns but insisted that the noise levels would not increase due to the con-struction. Another objection over the repaving was de-bated. It was the contention of the engineeers that the new pavement is more stable, not intrusive and since it is

meant to last for forty years that this was a benefit with-out environmental impact.

The airlines have their own point of view. 13L-31R is a major runway at JFK and there has been a lot of con-cern over the impact that the closure of this runway would have on the aircraft move-ments along with flight sched-uling. Unlike the public dis-cussion, there is no discussion as to the project going forward since it is in the best interests

of aviation safety that this re-pavement be done.

At a recent KAAMCO meeting, there was concern with the months construction frame with over the possibi-ity of delays, diversion of air-craft, and lack of availabiiity of gates when bad weather hits the area. But according to the FAA Air Traffic Control comments, they are working closely with the terminal op-erators, airlines and Port Au-thority to mitigate any disrup-

tive construction actions. In a recent meeting with the Port and the airport community a lot was discussed about the interruption of regular opera-tions, and ways in which the Port has improved many con-ditions that could negatively affect the airport. Based on recommendations from the LaHood and IATA report amd cpmments, Port has intensi-fied its focus on improving all aspects of airport operations which could help during the runway closure.

JFKIAT announced a partner-ship with CrowdVision, an indus-try-leading passenger measurement and analytics solution, to optimize operations, layouts, and processes throughout the terminal.

The technology, set to be largely deployed by the end of 2018, will con-tinue to improve the passenger expe-rience for the more than 21 million passengers who pass through Termi-nal 4 each year. It will be installed at three different locations throughout Terminal 4: curbside, so that action can be taken to manage passenger and vehicles arrival congestion; in the Departures Area, to ensure the check-in desks of airlines and other partners are staffed to provide service to pas-sengers; and at security checkpoints, to measure and expedite wait times in the general and TSA Pre-check lines and during the ticket checking and se-curity screening processes.

Carlyle acquires Apollo Aviation Group

The Carlyle Group is an investment partner in Termi-nal One Group for the JFK redevelopment plans announced recently by the Port Authority.

Now Carlyle is expandng and has agreed to acquire 100% of Apollo Aviation Group (AAG), which has grown to become a leading multi-strategy institutional investment manager currently investing SASOF IV, our fourth insti-tutional real assets fund, which focuses on mid-life, in-pro-duction commercial aircraft.

Apollo Aviation Group had assets under management of approximately $5.1 billion as of March 31, 2018, includ-ing 243 aircraft owned, managed or in its future fleet. AAG will become a new business line, operating as Carlyle Avia-tion Partners Ltd., within Carlyle’s Global Credit Segment. Closing for the acquisition is expected no later than Janu-ary 31, 2019.

Established in 2002, AAG raises closed-end funds from limited partners to provide financing solutions to the com-mercial aviation sector. This acquisition will allow Car-lyle’s Global Credit platform to offer long-duration expo-sure to commercial aviation markets through a variety of credit, equity and structured finance instruments.

Carlyle Co-CEO Kewsong Lee said, “This corporate ac-quisition expands Carlyle’s Global Credit capabilities, par-ticularly in the growing asset-based credit market. AAG is a scalable platform with strong growth prospects given its 16-year history and track record of performance.”

AAG has ties with Irelandia through leasing aircraft to VivaAerobus which began its US entry into the U.S. in Oc-tober at Terminal One, JFK Airport.

Irelandia Aviation is the world’s premier low cost car-rier (LCC) developer with Declan Ryan having been in-volved with establishing or managing six low-cost carriers over the past 30 years, including Ryanair, VivaAerobus, Ti-ger Airways of Singapore, and Allegiant Air in the US.

According to anIrelandia statement they shape the LCC opportunity, invest behind it and work intensively with management, partners and investors to make it a success. Through the Ryan family, they pioneered the LCC model in Europe and are now replicating that model around the world. with VivaAerobus in Mexico and VivaColombia in Colombia. Grupo IAMSA has acquired the total of Ire-landia Aviation’s stake in Grupo Viva Aerobus, and wholly owns VivaAerobus.

NEW DISRUPTOR FOR AIR CARGO

dated Aviation Services (CAS) founder Simon Caviezel are set to disrupt the ground han-dling market with their new company, Trans-border Aviation Holdings (TAH). Bijaoui said at TIACA’s Air Cargo Forum in Toronto, “The big new challenge for air cargo is e-commerce. It will revolutionize the cargo environment and we will need to be able to cope with those changes; we are going to have to be creative and start a new style of handling” which will incorporate e-commerce.

Bijaoui recently bought a stake in Paris CDG-based France Cargo Holdings, which has 12 domestic locations, as well as Belgium Air-port Services in Liege, both of which will form part of the network and are part of their whole strategy of acquisitions and forming alliances.

Bijaoui commented that “People always try to be smart in creating complex answers to sim-ple questions, but it’s not complex. The most se-rious challenge will be how to organise it – and how to price e-commerce handling. The price will also be a real challenge. You can’t just get 8 cents a kg for this, it doesn’t work. Before, life was simple: general and express. Now, for the same money as general cargo you have to make it fast too.”

Pricing is indeed an issue especially here in NY and specifically at JFK Airport. Recent minimum wage increases, shortage of work-ers, port fees, real estate and compliance costs add to the operational overhead and already have ground handlers here concerned about profitability.

However as with any start-up, there is a re-liance on financial partners institutions and personal investment as well as excitement with new ventures that starting this venture may be easier but may not be a long term suc-cess. Couple that with the investment by the Cerberus Group with deep pockets in purchas-ing WFS, one of the partners old companies

and you have a big competitor to contend with.

Despite that, Bijaoui said “The opportuni-

ties are there. We know enough people to do cargo handling, and people will join us and that

by the end of 2019, we will have a respect-able network,” said Bijaoui.

“We want to cover the major gateways – but if you look at what’s happening in Europe, freighters are moving away from the big hubs over things like congestion.

Does this mean his network will focus on secondary cities ripe for freighter growth?

When asked about his old company WFS he said, “a bit funny to go head to head with WFS, but it’s part of life”.

“You can’t reinvent the wheel,” said Bijaoui. “But you have to be good at what you do.”

The ground handling world looks forward to the next generation of ground handling by two veteran industry leaders.

NY City to Boston in 36 minutes? How is this possible?AIRPORT VOICE

Well, Transcend Air wants to get business travellers di-rectly to and from major cit-ies with a new flying taxi service. The Boston-based aviation company has fifteen prototypes for a six-seater aircraft that will get commut-ers from New York to Boston (US$280) one-way in 36 min-utes using its Vertical Take Off and Landing (VTOL) air-craft. The company boasts on its website “Vertical Take Off and Landing. Stroll to your flight from your office.”, how-ever this leaves a lot of ques-tions as to where one’s office

actually is. How many build-ings in Manhattan have a suitable pad on their rooftop or near by midtown. Notwith-standing, the company is al-ready taking reservations on its website for the future ser-vice.

The company states sus-tainability, meeting expand-ing travel demands without building airports, enhanced Safety. each aircraft with its own whole-aircraft parachute and aircraft will be FAA-cer-tified.

Their six-seater vertical takeoff and landing (VTOL) aircraft flies like a jet but

takes off and lands like a he-licopter, meaning it can de-part from almost anywhere. The aircraft features a tilt-wing, fly-by-wire design sim-ilar to the CL-84, created by Canadair in the 1960s. Seats will be comparable in size to most commercial airlines but there’ll be no restrooms to save on space. They’ll have a range of 450 miles, with speeds up to 405 miles per hour – three times faster than a helicopter.

Service is anticipated to begin 2024. Transcend is sell-ing these aircraft to endusers as well.

resents the Terminal One Group (TOGA) at JFK Airport, for the se-lection of TOGA and its investors for the redevelopment of Terminals 1, 2 and part of 3. This approval for TOGA, which is comprised of air-lines Lufthansa, JAL, Korean Air and Air France, is a $7 billion dollar investment by the TOGA group and a consortium of investors in the ter-minal rebuild. Also selected for the south end terminal develoment was JetBlue, represented by CEO Robin Hayes and CFO Steve Priest, for a $3 billion terminal rebuild and ex-pansion investment. “Excitement” was the word used by both terminal executives after the announcement by Cotton and Governor Cuomo. According to one executive, this is a major step in the Governor’s Vi-sion Plan for the future of JFK. Ac-cording to Port, more is to come. An additional $3 billion will come from private investors and the Port all currently totaling $13 billion for the JFK transformation.

Community responseAirline executives and commu-

nity leaders lauded the announce-ment. Arthur Molins, Managing Director of TOGA, said, “We are ex-tremely grateful for the support of the Governor and Port Authority as we partner with them to return JFK Airport to world-class status. We look forward to bringing this vi-sion to reality.”

Robin Hayes, JetBlue Chief Ex-ecutive Officer said, “As New York’s Hometown Airline (TM), JetBlue has been doing its part to trans-form JFK Airport since our first flight 18 years ago. Building on the success of JetBlue’s award-winning JFK Terminal 5, we look forward to creating a more unified world-class airport experience across Termi-nals 5, 6 and 7 and achieving Gov-ernor Cuomo’s vision for a trans-formed experience at JFK.”

Congressman Gregory W. Meeks said, “Today’s announce-ment by Governor Cuomo is a wel-come development that speaks to his administration’s leadership. The transformation of JFK into a state-of-the-art international air-port for the 21st century is closer than we can imagine, and will be inclusive in ways that are crucial to the success of the project and the advancement of the community. This massive project will create regional job growth, especially in Southeast Queens and surround-ing communities, as well as new business ventures for qualified MWBEs.”

Queens Borough President Me-linda Katz said, “The $13 billion overhaul of John F. Kennedy will be instrumental in assuring con-tinued economic growth and devel-opment across Queens. A project of this magnitude will bring many opportunities to the community of Southeast Queens, as well as en-couraging additional investment from the state.”

These committed investments advance the Governor’s vision for a unified and interconnected airport system with best-in-class passen-ger amenities, centralized ground transportation options and vastly improved roadways that collec-tively will increase the airport’s capacity by at least 15 million pas-sengers a year. The overall plan in-cludes a central terminal for JFK with an RFI to go out asking for pro-posals on design and developments costs.

However, this is an initial an-nouncement of intention. Pub-lic details are scant as to the ex-act proposals and why the other contenders,from JFKIAT and Delta, were not considered as part of the scope of the proposal pack-age. According to Roel Huinink, JFKIAT’s chief executive, “the company looks forward to a contin-ued partnership” with the Port Au-thority.

However the loss of this business must be a difficult but hopefully the notification that a new centralized terminal that was unveiled at the announcement would be another opportunity for the JFKIAT, a Schi-pol company, and Delta to become more involved with the overall JFK redevelopment.

Delta goes AirbusDelta revealed it latest

aircraft. It chose the Airbus A220-100, originally branded as the “Bombardier C Se-ries”, the smallest jetliner in Airbus’ in-production prod-uct line to begin flights from LaGuardia inthenear future. The A220-100 was built from the ground up to serve the 100-135 seat market with un-beatable efficiency and com-fort. With broad seats, plenty of overhead storage space and large windows, it’s a single-aisle aircraft that feels like a widebody jet. It is set to fly the aircraft on its route between New York LaGuardia and Boston, January 2019. Delta will become the first U.S. car-rier to operate the A220.

Norwegian tops BANorwegian became the

largest non-US based airline operating trans Atlantic ser-vices to the New York area, based on passenger numbers and beating out British Air-ways. The airline handled 1,670,000 international pas-sengers to/from three of New York region airports, accord-ing to the Port Authority of New York and New Jersey’s most recent traffic report. The next largest carrier, British Airways, handled 1,630,000 passengers.

At the same time Norwe-gian announced the intention of cutting service to Belfast in face of increased taxes to NY. According to one spokesper-son, the additional tax would have made the flight too ex-pensive compared to the low cost now. But on a similar tax note, Norway’s government plans to increase the tax on flights to destinations out-side Europe and cut them for

flights within the region as part of broader plans to use taxation to combat climate change. This all seems quite vexing.

Lion AirlinesThe search for the fuse-

lage and recovery of bod-ies from the Lion Air crash in the ocean has caused grief and inquiry into what went wrong. The aircraft, the brand new, advanced 737Max , unexpectedly went off course after just thirteen minutes after take-off appar-ently having some erratic be-havior before crashing. Lion air spent 22 billion on a very age 737 order from Boeing in 2011, and this mishap follows an earlier recall. Concerns about an engine manufac-turing issue last year tempo-rarily grounded the 737Max fleet. But Boeing resolved the issue. Now Boeing is provid-ing assistance with authori-ties in determining the cause of the crash.

Viva Mexico CityVivaAerobus began ser-

vice from Mexico City to JFK Airport, Terminal One. This low cost airline expands to JFK from currently serving Newark.

Nigeria Air grounded

The previously an-nounced service from Lagos, Nigeria to the USA has been suspended.

The new airline and ser-vice was announced at Farn-sworkth Show In July, but later the Nigerian Federal Government announced sus-pension of the planned na-tional carrier. The Minister of State for Aviation, Hadi Siriki, stated that the suspen-sion was a tough decision.

In a major improvement from past practice, Port Authority air-ports will now provide passengers with free, unlimited access to high-speed Wi-Fi. The airports newly providing access to free high speed Wi-Fi are John F. Kennedy Interna-tional (JFK), Newark Liberty Inter-national (EWR), LaGuardia (LGA) and New York Stewart International (SWF) airports. “The Port Authority has a goal to develop world-class air-ports and operate them at the high-est level of service and quality,” said Port Authority Chairman Kevin O’Toole. “With trending passenger growth across our airports, connect-ing to a free Wi-Fi network is not just an enhancement in customer ser-vice, but also an improvement in ef-ficiency for our business and leisure travelers.”

”Whether you’re looking to stream Netflix, conduct an impor-tant video conference call, or sim-ply download a large file before you board your flight, our testing consis-tently showed speeds that will com-fortably allow for that,” said Robert Galvin, the Port Authority’s Chief Technology Officer.

“As we enter the peak holiday travel season, in which we antici-pate 7.5 million passengers to pass

through our airports, it’s imperative that they have easy access to fast, high-speed Wi-Fi that will elevate their airport experience,” said Port Authority Aviation Director Huntley Lawrence.

Passengers will see signage at the airports, throughout the terminals and in the parking garages, describ-ing an easy two-step process to access the airport’s Wi-Fi quickly and seam-lessly. Customers select the wireless network at their respective airport, such as “_Free LGA Wi-Fi,” and then hit “Select Free Unlimited Wi-Fi.” A short ad may play before the four-hour browsing session begins.

Port Authority customer surveys have continually put free high-speed Wi-Fi high on the lists of what pas-sengers seek in terms of improved airport amenities, and it comes at a time of record-setting passenger numbers. In the first six months of 2018, more than 66.5 million flyers passed through Port Authority air-ports, the highest six-month period on record and a 4.3 percent increase over the same period in 2017

Geraghty was not able to state definitively this would hap-pen and again referred to good “disruption”. Geraghty spoke at this luncheon just days be-fore The Port Authority an-nounced its acceptance of in-vestment by JetBlue as part of a major redevelopment at JFK

Airport. now in it’s infant stages of planning. JetBlue will develop the Southern end of the airport encompassing terminals areas, 5, 6 & 7, while Terminal One Group will de-velop Terminals 1,2 and 3.

TWA vintage “Connie” is home at JFKBY JEFF YAPALATER

The TWA Hotel that is being built at JFK Airport finally received the large fuselage, the final branding components, completing the vintage Lockheed Constellation, nick-named “Connie” whose tail section had ar-rived 8 days earlier. The two large pieces had been trucked from Maine and crowds along the way waved and cheered as the vintage pieces rolled by enroute to JFK Airport.

The “Connie” was in two major sections, the fuselage and tail assem-bly. They were both getting closer to their final destination at JFK Air-port but not without a little drama first. The two “wide load” flatbed trucks carrying the two large pieces of fuselage and tail wing section made an unscheduled stop twice; once by a flat tire and another by the Throggs Neck Bridge where they re-mained for days until the tail assem-

bly was moved to JFK Airport while the fuselage remained in the Bronx until complicated transportation ap-provals had been issued. Now the two large pieces of the restored plane are enjoying the view of the Jamaica Bay as the TWA Hotel continues to-wards completion.

The TWA Hotel is using this res-toration of an actual Constellation, serial number N8083H, as the cen-terpiece of the new TWA Hotel cur-rently under construction at JFK Airport next to the JetBlue terminal. The transported aircraft parts will be reassembled on site at the TWA Hotel as a vintage, unique lounge for the TWA Hotel. Forecasted to be open during the second quarter of 2019, the hotel will bring back the look and feel of the early glory days of flying at JFK. 500 rooms will be opened with easy access to all termi-nals on the JFK Airtrain.

The October Kaamco Cargo Com-mittee meeting was lead by Chairman Brian Cooley who wel-comed the TSA to the group for an unclassi-fied report. Topics of the meeting included reports from JFK Se-curity, status of the USPS for holiday mail, new guard post pro-cedures, upcoming cargo forum, discus-sion on new fees for security companies, PAPD update and general announcements.

TSAThe TSA presentation focused on

the insider threats to the airport with unclassified material at this meeting. According to Jim Fitzgerald, compli-ance for TSA, this presentation was an example of working more closely with the airlines. Fitzgerald said as part of an enforcement policy TSA “wants a buy-in from airlines to go out with us to see how we test and what we do. It goes a long way, “ he said. There was conversation about TSA looking more closely at mail. The newly passed FAA Reauthorization bill has a provision for third party canine companies. Ac-cording to TSA, they will regulate but other companies will do the actual certifying of canine companies that will be allowed to sell their services to airport companies such as inspecting cargo.

Holiday mailIt was reported that the United

States postal service is ready for the holiday mail rush and that Building 197 of 20,000sf of operating space will be open as of November 1 to handle the overflows which is expected to triple normal loads. Wally Luber said there will be an additional 150-175 work-ers to support the holiday influx of all types of mail.

JFK securityJFK Security informed the com-

mittee that the new “ Info Cop” sys-tem would begin deployment at guard posts throughout JFK Airport. Used in Newark and LaGuardia, this sys-tem is a simple way to identify persons entering the guard posts that may have a warrant outstanding or on a se-curity risk list. Persons under escort will need to scan their drivers license and within seconds will either see a green or red light displayed. If red, do not pass go; The PAPD will be called for a secondary vetting.

Cargo Congestion ForumPeter Debenigno of Mobile Air men-

tioned that the Air Forwarders Asso-ciation is sponsoring a town hall meet-ing with a panel on Nov. 13, 7:30pm in Building 14, in the cafeteria. Topics will include congestion and a building

site proposal. He said it will be an informal meeting about dealing with congestion in the cargo areas and hoped for workable solutions after the forum.

Rising airport fees

The topic of rising fees and taxes on se-curity companies was discussed. It was felt that the 5% fee to the Port Authority, the ad-ditional sales tax, the

looming minimum hourly salary in-creases, costs associated with the sex-ual harassment law going into effect in December along with an advance security payment to be placed in a holding account was deemed exces-sive by security companies at the air-port. According to one security execu-tive these additional fees are going to make it make it very difficult to pass along to the companies seeking secu-rity. He said that the airlines would face similar pressures and possibly re-duce the number of security staffing and thereby reducing the safety at the airport. It was said that the Port Au-thority has not listened to the needs and concerns of the security supply companies which is having a negative impact on the ability to do business at the airport.

Police UpdatesThe PAPD representative reported

that the upcoming holiday season is vulnerable to a higher level of thefts during the Thanksgiving and Christ-mas holiday weeks. Traditionally a higher theft of high end merchandise, weapons detection and other insider irregularities occur during these two weeks. He said that a higher number than normal of employees working at the airport take off these days and thieves wait for this time to strike.

Rescue dogsThe Ark animal center reported

jobs, empower minorities and get a better deal for Queen’s residents as a result.

Most recently he has been involved with the JFK Airport Redevelopment since the Gov-ernor introduced this Vision plan in 2017.

Over the past couple of months the process of rede-velopment has moved forward with the Port Authority (Port) holding three community fo-rums sharing their overall plans concerning the infra-structure and construction to come. Port made it very clear that whatever construction takes place that there will be a significant increase in minor-ity women and minority busi-ness participation to the tune of 30% of the awarded monies.

As part of the roll-out of the plan, Port established the Com-munity Advisory (Council) as well as a community center where representatives of the governor’s plan can meet with members of the community for the exchange of ideas and con-siderations of which a commu-nity benefit agreement is part.

Congressman Meeks and Borough President Melinda Katz are co-chairs of this Coun-cil which is made up of 44 mem-bers representing a large num-ber of constituents, community leaders and elected officials.

Here are responses from the Congressman on the JFK Air-port redevelopment, the Coun-cil, Community Benefit Agree-ment, rising operating costs and community involvement.

Q-What is your thought on the JFK Redevelopment plan?

A-I think it is important for the state, city and Queens to have an airport that can com-pete with the other airports in the world. It can benefit the community with opportunities. This is great for infrastructure, road improvement employment opportunity and careers.

Q- What is your position of the Governor’s mandate for a 30% set-aside in minority

A- It is a 30% goal for minor-ity. That’s the floor. There may be a need for individual busi-nesses that are deserving of more and this should not be a ceiling. It is good to go beyond that for minority women and local owned businesses.

Q- Why was the first Com-munity Advisory Council meet-ing closed to the public?

A-It was an organizational meeting. The only reason it was not open to the public and media is that we were meeting to set ground rule since it was the first time everyone ( all 44 members) were meeting collec-tively. Every subsequent meet-ing will be public open to the press. Want to make sure The Community Advisory Coun-cil meetings will be open and transparent to the public and both are invited to attend and participate.

Q-When is the first public meeting scheduled?

A-There is no exact date but somewhere in the month of De-cember.

Q-What specific discussions were held during the meeting?

A-Queens Borough Presi-dent Melinda Katz and myself are co-chairs of the Council. We had discussions with folks to see what the expectations of the committee are and make sure they understood what the project is because some were not at the Governor’s an-nouncement. Everyone needed to get a grasp of what was in the announcement that the Governor made, what propos-als the Governor included so that everyone was on the same page with the information.

The fact was that there was ample opportunity to ask questions of Port, investors and other community leaders. There were no issues except how to organize ourselves, the opportunity to set up commit-tees and subcommittees and to get the work done.

Q-How will future meetings be conducted?

A-All 44 members are wel-come to attend but within the 44 ,the main group, there are subcommittees and I am sure some individuals have an in-terest in one subcommittee

more than another. We expect robust participation and atten-dance because all are very in-terested what is taking place at JFK Airport.

Q- Will you attend all the meetngs?

A-I’ll be at as many as I pos-sible can but my congressional calendar may sometimes get in the way.

Q-Yes, we need you in Wash-ington to protect our interests.

out Community Benefit Agree-ment (CBA) proposal. How does this impact the Council?

A-What’s going to take place is that various groups on the council have proposals and they all want to present. We will have an exchange of proposals from everyone, and topics for discussion. We will see what we can come up with that is agreeable by the com-munity and Port Authrority and work together. The idea is to put in writing and discuss with the committee and see if we can come up with a consen-sus. But what I want to do is not follow anything set in the past. I want to set a high stan-dard, after looking at a number of other CBA’s that looked good on paper but outcome was not as good as it should have been.

I think by having the kind of participation we are having with the Port, the two devel-opers and the community we can set a standard that can’t be matched by others. We are bringing in a professional fa-cilitator to run the meetings

and to make sure the meetings flow smoothly.

Q- Do you have a wish list for a CBA?

A-I don’t want to get into my wish list. Our goal is to bring everyone together and make sure we have that power of con-versation.

I am excited by the founda-tion that has been laid.

Q- Have there been any con-versations that you are of about adding a new runway to JFK?

A-No. There have not been conversations about new run-ways at JFK. The Port plans in-crease passengers capacity by adding gates and the airlines have bigger planes to increase flow without more runways. We will do repairs to accommodate newer planes and add safety.

Q-There are rising costs to doing business at JFK. What is your take on this?

A-That’s why we have the JFK Chamber of Commerce on the Council. I am sure these is-sues at the airport will be dis-cussed at the meetings.

Q-Are you familiar with KAAMCO at JFK airport.

A- No I am not. What is it.Q-It is the JFK airport air-

line managers association that holds monthly meetings with the airlines, Port Authority, airport agencies and business partners.

The Port Authority sub-mitted a series of analyses to the FAA, which will oversee the AirTrain’s environmen-tal review. A Better Way to LGA believes that AirTrain LGA is a critical compo-nent of the overall redevel-opment efforts taking place at LaGuardia. The next step is an Environmental Im-pact Statement (EIS) on the AirTrain. A Better Way to LGA calls on the EIS pro-cess to be completed by Q4 of 2019.

LaGuardia is the only ma-jor East Coast airport without a direct rail connection, and this has negative repercus-sions for surrounding neigh-borhoods and the City writ large. Traffic from the Grand Central Parkway and adja-

cent roads has inundated the entire community and crip-pled its ability to get around.

AirTrain LGA will con-nect with public transporta-tion at Willets Point, reliev-ing congestion at LaGuardia. Willets Point Station will be modernized, made ac-cessible to people with dis-abilities, and designed for travelers with luggage, pro-viding a seamless transition to AirTrain LGA Passengers traveling from Manhattan would reach Willets Point in 16 minutes on the Long Is-land Railroad, with direct, non-stop service from Penn Station (as well as Grand Central Station pending the completion of the East Side Access project). From Willets Point, it’s just six minutes to the airport. Alternatively,

passengers can take the 7 Line Subway and transfer at Willets Point.

“The proposed AirTrain LGA would make the dream of a 30-minute ride from Mid-town Manhattan to LaGuar-dia a reality,” said Angela Pinsky, Executive Director of the Association for a Bet-ter New York.

Actual work is expected to begin sometime in 2021 and the work at LaGuardia reaches its completion if all goes according to schedule.

This announcement came just days after the Port Authority approved a mini-mum wage increase for all airport workers. So, the tim-ing to raise wages and the

announcement of the proj-ect selection work together to bring a sense of pur-pose and initiative for both worker and investor as the beginning of development can been seen in the coming months.

Included in the Port pub-lic part of the JFK redevel-opment includes the repair and expansion of the Van Wyck Expressway from Main Street to the Airport, making infrastructure a big part of the growth. Prog-ress with the NYC DOT is al-ready in the works.

With 66 million passen-gers passing through JFK International Airport in 2018, the improvements at one of the world’s greatest airports will be welcomed by many.
