    2. LOCATION The Fort Lauderdale-Hollywood International Airport (hereinafter referred to as "Airport") is located approximately 3 miles SW of downtown Fort Lauderdale, in Broward County, Florida.

    3. AIRPORT OPERATOR/CLASS The airport is owned and operated by the Broward County Board of County Commissioners and operates as a Class I airport under 14 CFR Part 139.

    4. RUNWAY AND TAXIWAY IDENTIFICATION SYSTEM The runways carry the standard magnetic heading identification, which are as follows:

    Runway 1 OL-28R - 9000' x 150' Runway 1 OR-28L - 8000' x 150'

    Taxiways are identified by a single letter and/or a single letter with numeral which include the following:

    7. AIRLINE SERVICE

    Airline service is provided by a varying number of air carriers and ground handlers which fluctuates by season. Air carrier aircraft range from Saab 340 to 435 seat Boeing 747-800.

    SECTION 105 - INSPECTION AUTHORITY

    The Airport shall allow the Administrator to make any inspections, including unannounced inspections, or tests to determine compliance with 14 CFR Part 139.

    SECTION 113- DEVIATION TO PART 139 REQUIREMENTS

    A. DEVIATION

    In an emergency condition requiring immediate action for the protection of life or property, the Airport may deviate from an operations requirement of Title 14 CFR Part 139, Subpart D, or the Airport Certification Manual, to the extent required to meet that emergency.

    B. REPORTING

    In the event of a deviation, the Airport shall notify the FAA Regional Airports Division by phone or email within 14 days of the nature, extent, and duration of the deviation. If requested by FAA the Airport shall submit a report in writing to the FAA Regional Airports Division Manager.

    This shall not include routine anomalies whereas a NOTAM is used to communicate conditions to aircraft operators.

    SECTION 115- FALSIFICATION, REPRODUCTION, OR ALTERATION OF CERTIFICATES, REPORTS, OR RECORDS

    A. The Airport shall not make or cause to be made:

    1. Any fraudulent or intentionally false entry in any record or report that is required to be made, kept, or used to show compliance with any requirement under this part.

    2. Any reproduction, for a fraudulent purpose, of any certificate or approval issued under this part.

    3. Any alteration, for a fraudulent purpose, of any certificate or approval issued under this part.

    B. The Airport understands that the comm1ss1on of an act prohibited under Part 139.115 is a basis for suspending or revoking of the Airport Operating Certificate by the FAA.

    SECTION 201 - ACM MAINTENANCE/REVISIONS

    A. ACM MAINTENANCE

    The Airport will:

    1. Maintain the ACM current at all times. The Manager, Airside Operations is responsible for maintaining currency of the ACM.

    2. Maintain at least one complete and current copy of the approved ACM on the airport, which will be available for inspection by the FAA. This copy will be maintained in the Manager, Airside Operations' office.

    3. Furnish the applicable portions of the FAA approved ACM to the personnel responsible for its implementation.

    4. Ensure that the Regional Airports Division is provided a complete copy of the most current ACM including any amendments approved in 139.205.

    B. ACM REVISIONS/AMENDMENTS

    The following procedure is in effect for revisions/amendments to the ACM:

    1. Two copies of the revision will be submitted to the following address:

    2. Amendments to the ACM or significant changes to the ACM concerning method of compliance to Part 139 requirements will be submitted at least 30 days prior to the proposed effective date. Revisions will be submitted as needed to maintain currency.

    3. The ACM Page Revision Log will be completed and submitted with the revision.

    A..FURNISH RECORDS

    Upon request of the Administrator, the Airport will furnish records listed under this section.

    B. LIST OF REQUIRED RECORDS.

    The Airport will maintain the following records:

    1. Personnel Training.- 24 consecutive months for personnel training records under Sections 303 and 327.

    2. Emergency Personnel Training - 24 consecutive months for ARFF & emergency medical service personnel training records under Section 319.

    3. Airport Fueling Agent Inspection - 12 consecutive months for records of inspection of airport fueling agents under Section 321.

    4. Fueling Personnel Training. - 24 consecutive months for training records of fueling personnel under Section 321.

    5. Self-Inspection - 12 consecutive months for self-inspection records under Section 327.

    6. Movement Areas and Safetv Areas Training - 24 consecutive months for records of training given to pedestrians and ground vehicle operators with access to movement areas and safety areas under Section 329.

    7. Accident and Incident - 12 consecutive months for each accident or incident in movement areas and safety areas involving an air carrier aircraft and/or ground vehicle under Section 329.

    8. Wildlife Hazard Management (If applicable) - 24 consecutive months for training related to wildlife hazard management.

    9. Airport Condition - 12 consecutive months for records of airport condition information dissemination under Section 339.

    C. PERSONNEL REQUIREMENTS

    The Airport will comply with the following personnel requirements:

    1. Maintain sufficient qualified personnel to comply with the requirements of the ACM and the requirements ofTitle 14 CFR part 139.

    2. Equip personnel with sufficient resources needed to comply with the requirements of Title 14 CFR part 139.

    3. Train all persons who access movement areas and safety areas and perform duties in compliance with the requirements of the ACM and Part 139. This training shall be completed before the initial performance of such duties and at least once every 12 consecutive calendar months. The curriculum for initial and recurrent training shall include at least the following areas:

    a. Airport Familiarization, including airport marking, lighting, and signs system.

    b. Procedures for access to, and operation in, movement areas and safety areas, as specified under Part 139.329.

    c. Airport communications, including radio communication between the air traffic control tower and personnel, use of the common traffic advisory frequency (

    e. Any additional subject areas required under Part 139 Sections 115, 319, 321, 327, 329, 337, and 339, as appropriate.

    4. Make a record of all training completed by each individual in compliance with this section that includes, at a minimum, a description and date of training received. Such records shall be maintained for 24 consecutive calendar months after completion of training.

    5. As appropriate, comply with the following training requirements of this ACM:

    a. Section 115 - Falsification, Reproduction, or Alteration of Certificates,

    Reports, or Records

    b. Section 319- Aircraft Rescue and Firefighting: Operational requirements; c. Section 321 - Handling and storage of hazardous substances and materials; d. Section 327- Self-Inspection program; e. Section 329 - Pedestrians and Ground Vehicles; f. Section 337- Wildlife Hazard Management; and g. Section 339 - Airport condition reporting

    SECTION 305 - PAVED AREAS

    A. REQUIRED CONDITIONS OF PAVED AREAS

    Airport pavement areas, including aprons available for air carrier operations, shall

    be promptly repaired and maintained as follows:

    1. Pavement edges shall not exceed 3 inches difference in elevation between abutting pavement sections and between pavement and abutting areas.

    2. Pavement shall have no holes exceeding 3 inches in depth nor any hole the slope of which from any point in the hole to the nearest point at the lip of the hole is 45 degrees or greater as measured from the pavement surface plane, unless, in either case, the entire area of the hole can be covered by a 5" diameter circle.

    3. The pavement shall be free of cracks and surface variations that could impair directional control of air carrier aircraft. Any pavement crack or surface deterioration that produces loose aggregate or other contaminants shall be repaired.

    4. Mud, dirt, sand, loose aggregate, debris, foreign objects, rubber deposits, and other contaminants shall be removed promptly and as completely as practicable.

    5. Any chemical solvent that is used to clean any pavement area shall be removed as soon as possible, consistent with the instructions of the manufacturer of the solvent.

    6. Pavement shall be sufficiently drained and free of depressions to prevent ponding that obscures markings or impairs safe aircraft operations.

    B. MAINTENANCE OF PAVED AREAS

    Corrective action shall be initiated by the Director of Operations or designee as soon as practical when any unsatisfactory conditions are found in the paved areas.     SECTION 309 - SAFETY AREAS

    A. SAFETY AREA DIMENSIONS

    Runway width conforms to FAA Standards noted in AC 150/5300-13, Airport Design, unless otherwise authorized by the Administrator. The Runway End Safety Areas are achieved through the use of EMAS. Safety area dimensions are as follows:

    RUNWAYS

    Runway 10L-28R- The safety area for runway 10L/28R extends 500 feet in width, including the usable runway of 150 feet in width. Runway lOL safety area extends to 637 feet beyond the departure end of Runway 10L and Runway 28R safety area extends to 263 feet beyond the departure end of Runway 28R.

    EMAS - Engineered Material Arresting System (EMAS) extends 380 feet from the departure end of Runway lOL and 214 feet from the departure end of Runway 28R. Above ground delineators have been installed around all quadrants of the EMAS to protect the bed surface from damage caused by unauthorized vehicle or equipment movements. EMAS is maintained in accordance with the most current version of AC 150-5220, Engineered Materials Arresting Systems (EMAS) for Aircraft Overruns. Page 309-4- Identifies Runway 10L-28R Safety Areas

    Runway 10R-28L - The safety area for runway 10R-28L extends 500 feet in width, including the usable runway of 150 feet in width. Runway lOR safety area extends to 600 feet beyond the departure end of Runway lOR and Runway 28L safety area extends to 615 feet beyond the departure end of Runway 28L.

    The safety area for all taxiways extends no less than 214 feet in width, including the usable taxiway widths, with the exception of the following: Taxiway E safety area width is 118 feet.

    The safety area for all taxiways has no potentially hazardous ruts, depressions, or other surface variations; is well drained, and includes no objects not mounted on frangible couplings.

    B. REQUIRED CONDITIONS OF SAFETY AREAS

    Safety area conditions are maintained as follows:

    1. Each safety area shall be cleared and graded, and shall be maintained free of

    potentially hazardous ruts, humps, depressions, or other surface variation.

    2. Each safety area shall be drained by grading and storm sewers to prevent water

    accumulation.

    3. Each safety area shall be capable under dry conditions of supporting aircraft

    rescue and firefighting equipment and the occasional passage of aircraft without

    causing major damage. Manhole or duct access covers are constructed from

    steel of sufficient thickness and strength to support equipment and aircraft.

    4. No objects shall be iocated in any safety area, except for objects that need to be located in the safety areas because of their function.     SECTION 311 - MARKING, SIGNS, AND LIGHTING

    A. MARKINGS The Airport will provide and maintain marking systems for air carrier operations in accordance with Part 139.311(a) and the most current version of AC 150/5340, Standards for Airport Markings.

    1. RunwaysQaxiways

    Runways and Taxiways are. marked as follows:

    a. Runway 10L-28R- Precision Instrument Runway b. Runway 10R-28L- Precision Instrument Runway c. Taxiways- Taxiway markings include the following: Taxiway centerlines, leadoff lines on normally used exits, continuous type edge markings along paved shoulders, and dashed type edge markings along the portion of Taxiway E which is contiguous along the Signature Flight Support FBO to Taxiway C, and along the entire length of Taxilane T. Enhanced centerline markings are at all runway 1taxiway intersections.

    2. Holding Position Markings

    Runway 10L-28R - The aircraft approach category/airplane design group for Runway 10L-28R is D-IV with all holding position markings located approximately 275 feet from runway centerline except at the runway approach on Taxiways A and B where the hold position markings are 320 feet from centerline for TERPs requirements.

    Runway 10R-28L - The aircraft approach category/airplane design group for Runway 10R-28L is D-V with all holding position markings located approximately 250 feet from runway centerline except at the Taxiways J1, J2, J3, JlO, Jl1, J12 where the hold position markings are 280 feet from centerline.

    B. SIGNS

    Signs Identifving Taxi Routes

    The Airport will provide and maintain a sign system for air carrier operations in -accordance with 14 CFR Part 139.311(b) and the Marking and Sign Plan included as Appendix D. The signs will meet standards in accordance with the most current version of AC 150/5340, Standards for Airport Sign Systems. All taxiway signs meet the requirements contained within the most current version of AC 150/5345, Specifications for Taxiway and Runway Signs.

    Holding Position Signs

    Holding position signs are installed at all holding positions in accordance with the Marking and Sign Plan included as Appendix D.     ILS Critical Area Signs

    ILS critical area signs are installed at all ILS holding positions in accordance with the Marking and Sign Plan included as Appendix D. The signs meet the standards contained within the most current version of AC 150/5340, Standards for Airport Sign Systems. All taxiway signs meet the requirements contained within the most current version of AC 150/5345-44, Specifications for Taxiway and Runway Signs.

    C. LIGHTiNG

    The Airport will provide and maintain lighting systems for air carrier operations in accordance with Part 139.311(c).     To ensure a constant source of power for airfield lighting, the Airport maintains a diesel generator as a secondary power source to commercial power for all airfield lighting, PAPis, MALSR, and REILs. In the event of emergency, portable gasoline generators are available for electronic NAVAIDs.

    4. NAVAIDS and Visual Landing Aids

    D. MAINTENANCE

    a. Each marking, sign, and lighting system installed on the airport that is owned by

    the airport will be properly maintained by cleaning, replacing, or repairing any

    faded, missing, or nonfunctional item. Items will also be maintained un

    obscured, clearly visible, and each item shall provide an accurate reference to

    airport users.

    b. Each lighting system will be maintained at least to the minimum operational -- criterlidisted in the iTiost currenfversion of AC 150/5340, Maififenaiice ofAirport -. . -

    Visual Aid Facilities. The operating limits for lighting systems before a system is considered inoperable are as follows:

    Runway edge lights 85% operable for runways

    Runway end lights 75% operable (No more than two lights inoperable at any runway end)

    Taxiway edge lights 85% operable

    In order to provide continuity of visual guidance, the allowable percentage of inoperable lights shall not be in such a way as to alter the basic pattern of the lighting system. In addition, an unserviceable light shall not be adjacent to another unserviceable light. Lights are considered adjacent if located either laterally or longitudinally in a lighting system.

    Corrective action shall be initiated by Director of Operations or designee through the daily self-inspection when any unsatisfactory conditions are found in the marking or lighting systems. If the above operating limits cannot be maintained, and airport management determines that the outage may not provide an accurate reference to airport users, information concerning the outage shall be disseminated locally to the ATCT and airlines. If an entire lighting system is inoperable or out of service, an airport condition report NOTAM shall be issued in accordance with Section 339. --------------,

    SECTION 319 --AIRCRAFT RESCUE & FIREFIGHTING OPERATIONS

    A. ARFF HOURS OF OPERATIONS

    ARFF operations meeting Index D requirements are provided during all air carrier operations, twenty-four hours per day.

    REDUCTION OF SERVICE

    Maintenance mechanics are on duty for eight (8) hours and on call twenty-four (24) hours. Each vehicle shall be maintained in an operable condition. If a required firefighting vehicle becomes inoperable, the supplemental vehicle will be activated. In the event more than one vehicle becomes unserviceable, each air carrier and the FAA Regional Division Manager shall be notified in accordance with 14 CFR Part 139.339. If the affected equipment cannot be replaced within 48 hours, air carrier service will be reduced until the appropriate level of service is restored and a NOTAM is issued.

    B. COMMAND

    A Unified Command Post is established by the Incident Commander, which is usually the ARFF Battalion Chief or BSO Sergeant. The Unified Command Post will have (at a minimum), a representative from ARFF, BSO, and BCAD.

    Unified Command is a fluid operation. Location shall be determined by the Incident Commander. The Incident Commander will have final authority on all decisions.

    C. VEHICLE COMMUNICATION

    The ARFF Vehicles are equipped with two-way voice radio communications with each other, the Broward County Sheriff's Office Department of Fire Rescue (BSODFR), Broward County Aviation Department (BCAD), and Air Traffic Control Tower (ATCT).

    A Discrete Emergency Frequency (DEF) has been implemented at the airport, frequency 132.9 MHz. The backup for (DEF) will be Ground Control frequency 121.7 MHz available if needed.

    E. VEHICLE READINESS

    1. ARFF vehicles are housed in the centerfield fire station adjacent to the Terminal ramp between Taxiway TS and T6.

    2. ARFF vehicles are maintained so as to be operationally capable of performing their intended functions. Operational checks of the ARFF vehicles and their firefighting systems are conducted daily by the Fire Department. Scheduled

    service inspections and routine maintenance is performed by the Maintenance mechanic on duty and maintenance or repairs which cannot be accomplished at the airport, are completed by the Broward County Fleet Services Department. Major repairs or refurbishment is conducted by the vehicle manufacturer.

    F. RESPONSE REQUIREMENTS

    At least one ARFF vehicle is capable of responding from the Airport Fire Station to the mid-point of Runway 10R-28L within 3 minutes from the time of the alarm, and initiate discharge of extinguishing agent.

    All other required ARFF vehicles are capable of responding from the Airport Fire Station to the mid-point of Runway 10R-28L within 4 minutes from the time of the alarm and initiate discharge of extinguishing agent.

    G. RESPONSE LOCATIONS

    Refer to Appendix F, Letters of Agreement, and Airport Emergency Procedures for drawings depicting response setup locations.

    H. PERSONNEL

    ARFF operations are provided by the BSODFR. All assigned firefighting and rescue personnel are equipped with acceptable clothing and equipment needed to perform their duties. Sufficient firefighting and rescue personnel shall be available to operate the vehicles, meet response times and meet minimum agent discharge rates required by Index D.

    aircraft rescue and firefighting. j. Aircraft cargo hazards, including hazardous materials/dangerous goods

    incidents.

    k. Familiarization with firefighter's duties under the Airport Emergency Plan.

    ARFF personnel are trained in the above subject areas following a site specific training curriculum. The training program includes the use of lecture, audio visual aids, practical application, practical demonstration, references to IFSTA and NFPA requirements, and airport specific training materials.

    2. Live-Fire Drill

    All ARFF personnel shall participate in a live-fire drill prior to initial performance of ARFF duties and participate in a live-fire drill at least once every 12 months. Currently, live fire training is conducted at an FAA approved firefighter training center.

    3. Basic Emergency Medical Training

    All firefighters are trained and current in basic emergency medical care and are EMT qualified. The First Responder training includes 40 hours of training covering the following areas:

    Classes are conducted annually in accordance with the Florida Department of Health, Bureau of Medical Services. ARFF personnel attend the First Responder Recurrent Training Course annually to maintain State currency requirements.

    4. Records

    Airside Operations is responsible for maintaining records of all training given to each individual. ARFF training records will be maintained for 24 consecutive calendar months. Such records include a description and date of training received.

    5. Sufficient Personnel

    At least one ARFF Crash Truck Driver for each required vehicle is available during all air carrier operations to operate the ARFF vehicles, meet the 3 minute response time and the minimum discharge rates required.

    6. Emergency Alerting System

    a. ARFF personnel are alerted of existing or impending aircraft emergencies by the following alerting system:

    1. Alarm System: A direct emergency telephone (Crash Phone) connects the ATCT to the Airport Fire Station, Airport Ramp Control, and the Department's Airport Operations Communications Center. Whenever ATCT personnel activate the "Crash Phone" an audible alert will sound in the ARFF Building and the phone will ring. This system is tested daily at 0800 and 1600. A back up system is available that connects the Tower and ARFF station.

    2. Mutual Aid is alerted through the Broward County Emergency Communications Center (911).

    I. HAZARDOUS MATERIALS GUIDANCE

    Each ARFF vehicle is equipped with the "North American Emergency Response Guidebook".

    l. EMERGENCY ACCESS ROADS

    All access roads designated for use as Emergency Access Roads (SW 34th Street, and Perimeter Road) for aircraft rescue and firefighting vehicles are maintained in good condition by the County and are more than adequate to support those vehicles during all weather conditions.

    K. OFF AIRPORT OR OTHER EMERGENCY RESPONSE OF ARFF EQUIPMENT

    Index D requirements are maintained in the event of an off-airport or other emergency response. In the event of an off-airport response, or other type emergency response where the 3-minute ARFF response cannot be maintained during air carrier operations, the Director of Operations or designee shall immediately notify the airlines and issue a NOTAM stating that ARFF equipment is temporarily not available due to off-airport or other emergency response. During any off-airport or other emergency response, ARFF equipment shall return to service as soon as practical.

    SECTION 321 -- HAZARDOUS MATERIALS

    A. FUELING AGENTS

    The following Fueling Agents operate at the airport:

    B. AIRPORT FUEL HANDLING SAFETY STANDARDS

    FLL complies with NFPA 407. Fuel handling safety standards have been established at the airport and a copy of these standards has been provided to all fueling agents. All fueling agents are required by the Airport to comply. Compliance inspections of fueling activities on the airport are conducted by the Airport Operations staff. The fuel handling standards are as follows:

    Fuel Storage Areas and Unloading/Loading Stations

    a. Fuel storage areas shall be fenced, locked when unattended, and posted with signs to reduce chance of unauthorized entry and/or tampering.

    b. Fuel storage areas and loading/unloading stations shall be posted with "No Smoking", "Flammable", Product Identification, and Hazmat Identification signs.

    c. Fuel storage areas and loading/unloading stations shall be free of materials, equipment, functions, and activities that could be ignition sources.

    d. Piping shall be underground or reasonably protected from damage by surface vehicles.

    g. Piping, filters, tanks, and electrical components shall be electrically bonded together and interconnected to an adequate ground.

    h. Loading/unloading stations shall be equipped with bond wire with appropriate clip for bonding tankers and mobile fuelers.

    i. Loading stations shall be equipped with a Dead man control feature.

    j. Loading stations shall be equipped with a marked emergency cutoff capable of stopping all fuel flow with one physical movement. The emergency cutoff is located outside the probable areas and near the route that normally is used to leave the probable spill areas or to reach the fire extinguishers provided for protection of the area. Emergency Fuel Shut Off Signs shall have letters at least 2" in height and shall be 7 feet above grade or visible within 25 feet.

    Mobile Fuelers

    a. All mobile fuel tankers, hydrant trucks and carts shall be marked with letters at least 3 inches high on all sides to show flammability, and product identification, along with HAZMAT PLACARDS of what type of fuel the vehicle dispenses.

    b. A "NO SMOKING" sign shall be posted in the cab of a tanker and hydrant truck, and on each side of the exterior of the vehicle. Smoking equipment such as cigarette lighters and ashtrays shall not be provided.

    c. Mobile aviation fuel equipment shall be equipped with the appropriate size and rated fire extinguishers required under NFPA 407. ABC rated multipurpose dry chemical extinguishers are not acceptable for use on mobile aviation fueling equipment as they are highly corrosive to aircraft components.

    d. Mobile fuelers shall be equipped with a dead man control system capable of overriding all other controls and stopping all fuel flow with one physical movement. Emergency fuel cutoffs should be boldly marked with letters at least 2" in height.

    g. Electrical equipment, switches and wiring in mobile fuelers shall be explosion proof where applicable, and be reasonably protected from heat, abrasion, or impact, which could be an ignition source.

    h. Vehicles shall be maintained in good operating order. Tires shall not be worn, headlights and brake lights shall be functioning. Windshield wipers, directional signals, and warning horn shall be fully operational.

    i. Mobile fuelers shall be equipped with bonding wires/clamps to facilitate prompt, definite electrical connection to the aircraft being fueled.

    j. Fuel system piping on mobile fuelers and cabinets shall be reasonably protected from impact/stress that could cause fuel spillage.

    k. Mobile fuel tankers and hydrant trucks shall be equipped with a spark arrestor and leak-free exhaust system terminating in a standard baffled muffler. Mobile fuelers shall contain no feature that would allow fuel or concentrated fumes to contact the exhaust system if overfilled.

    Fueling Personnel & Staff Shall:

    a. Ensure that matches or cigarette lighters are not carried. This could become an ignition source if operated, bumped, hit, or dropped.

    b. Ensure that maintenance and servicing of aircraft fuel servicing vehicles and carts shall be performed outdoors or in a building approved for that purpose.

    c. Ensure that mobile fuelers are not parked closer than 10 feet from each other or closer than 50 feet from a building or aircraft.

    d. Ensure that all fuel systems and mobile fuelers are bonded between aircraft, fuel trucks, or fuel farm stations, before connecting and during all fuel transfer operations.

    e. Ensure that all fueling equipment is in good operating condition and free of fuel leaks prior to use. All fuel hoses shall be properly stowed to protect them from damage when not in use, and nozzles should be capped to protect the fuel from contamination.

    C. INSPECTIONS OF FUELING FACILITIES

    All fuel storage facilities and mobile fueling equipment are subject to periodic inspections but not less than quarterly once every three consecutive months. Follow-up inspections are conducted when unsatisfactory items are found. If necessary, equipment will be removed from service until repairs are made and it is re-inspected. Inspection records are maintained by Airport Operations for at least 12 months.

    All fueling agents engaged in handling and dispensing aviation fuel are required by 14 CFR Part 139.321 to take immediate corrective action whenever notified of noncompliance with any of the Airport's Fuel Handling Safety Standards.

    D. TRAINING

    At least one supervisor employed by each fueling agency will complete a FAA approved aviation fuel training course in fire safety. The supervisor will receive recurrent training at least once every 24 months. If a new supervisor is hired, he/she will be enrolled in a FAA approved aviation fuel training course that will be completed within 90 days of initial assignment.

    All other employees with each fueling agency, who fuel aircraft, accept fuel shipments, or handle fuel, receive at least, initial on-the-job training in fire safety and recurrent training every 24 months from the supervisor mentioned in previous paragraph.

    Documentation for all fueling agents, engaged in handling and dispensing fuel at the airport, shall be submitted to airport management once every 12 months, or when updated training has been completed to confirm the aforementioned training standards have been accomplished. The training confirmation records shall be maintained in the Airport Operations office for 12 months.

    All fueling personnel will attend the Broward County Fueling Safety Training Class to receive a 'Fueler' Decal, which is attached to the reverse side of the FLL SIDA Badge. This class is renewable annually.

    Fueling agent personnel training records will be maintained for 24 months at the fueling agent's office.

    SECTION 323 --TRAFFIC & WIND INDICATORS

    A. WIND CONES The primary wind cone is lighted and located on the south side of Taxiway C, midfield. Supplemental wind cones are lighted and located near the approach ends of Runways 10L-28R.

    B. SEGMENTED CIRCLE

    The airport does not have a segmented circle.

    C. MAINTENANCE

    The wind cones are inspected each day during the daytime daily safety inspection and nighttime lighting inspection which is conducted by Airport Operations personnel.

    The wind cones are maintained clearly visible and functional. Corrective action shall be initiated by the Director of Maintenance as soon as practical when any unsatisfactory conditions are found with the wind cones. Wind cones shall be replaced when torn, and lubricated to ensure proper display in light winds.

    SECTION 325 -- AIRPORT EMERGENCY PLAN

    A. AIRPORT EMERGENCY PLAN CAEPl

    The Airport Emergency Plan is included as Appendix C [Under separate cover]. The plan was developed and coordinated with law enforcement agencies, Aircraft Rescue and Firefighting agencies, medical personnel and organizations, the Transportation Security Administration, the principal tenants at the airport, and all other persons who have responsibilities under the plan. The application of the National Incident Management System (NIMS) methods have been incorporated to provide a systematic approach of determining all hazards that warrant emergency response and preparedness.

    B. TRAINING OF AIRPORT PERSONNEL

    All airport personnel having duties and responsibilities under the Airport Emergency Plan are properly trained and familiar with their assignments.

    C. ANNUAL REVIEW OF THE AEP

    A review of the Airport Emergency Plan (AEP) is conducted at least every 12 months to ensure that the AEP is current and all parties with whom the plan is coordinated are familiar with their responsibilities. All of the agencies involved in the AEP are invited to participate in either an annual review meeting or table-top exercise at the airport.

    D. TRIENNUAL FULL-SCALE EXERCISE OF THE AEP

    A full-scale exercise of the AEP is conducted at least once every 36 months. The full-scale exercise involves, to the extent practicable, all mutual aid participants and a reasonable amount of emergency equipment. The purpose of the exercise is to test the effectiveness of the AEP through a response of the airport and its mutual aid to an aircraft accident at the airport, and to familiarize emergency personnel with their responsibilities in the plan.

    E. CONSISTENCY WITH SECURITY REGULATIONS

    SECTION 327 - SELF INSPECTION PROGRAM

    A. FREQUENCY OF INSPECTIONS

    1. Safety inspections are conducted twice daily by Airport Operations personnel. Daylight inspections of pavement, safety areas, markings, wind cones, construction, obstructions, and FOD are conducted in the morning after sunrise. Night inspections of lighting, signs, obstruction lights and marking reflectivity are conducted after dusk.

    2. Continuous surveillance of wildlife, public protection, and protection of NAVAIDS, obstructions, and hazardous materials (fueling operations) are conducted throughout each day and night.

    3. Additional safety inspections shall be conducted in those areas affected by these unusual conditions:

    a. During construction closures/reopening. b. During rapidly changing meteorological conditions. c. Immediately after any incident or accident.

    B. REPORTING SYSTEM

    Paragraph E of this section lists the unsatisfactory conditions to be noted during self inspections. Any unsatisfactory conditions noted during an inspection will be recorded on the inspection checklist. An e-mail is completed for unsatisfactory conditions listed in paragraph E of this section and routed to the Airfield Maintenance staff and copied to the Airside Operations staff. Unsatisfactory conditions that cannot be promptly corrected shall be disseminated by NOTAM in accordance with Section 339 of this ACM if determined to be potentially unsafe by the Airside Manager or his designated representative. NOTAMs will be filed through the Lockheed Martin FSS at 1-877-487-6867.

    C. TRAINING

    SECTION 329 - PEDESTRIANS & GROUND VEHICLES

    A. LIMITING ACCESS

    1. Personnel and Equipment Pedestrians and ground vehicles equipped with ATCT radio and rotating /flashing lights, authorized by the Manager, Airside Operations to operate on movement areas and safety areas at the airport are limited only to those pedestrians and vehicles necessary for airport operations and include the following type vehicles:

    a. Airport owned vehicles including ARFF and law enforcement vehicles.

    b. FAA Tech Ops vehicles authorized for maintenance of FAA NAVAIDs.

    c. Authorized construction/consultant vehicles.

    d. Aircraft Maintenance technicians required to relocate aircraft to various locations on the field

    Other individuals who need access to the movement areas are escorted by qualified personnel or required to attend the airport's ground vehicle training session prior to operating a vehicle on the aircraft movement area.

    2. Controls All vehicles entering the Airport Operations Area (AOA) through a BCAD controlled access gate or BCAD authorized construction gate will be in accordance with the following procedures:

    1. Vehicles will be stopped at the gate for positive identification of the driver and company. The driver or a passenger (escort) capable of observing the AOA and advising the driver must have BCAD issued or approved identification badges with the ramp driving decal affixed.

    2. Companies needing unescorted vehicle access to the AOA must have appropriate liability insurance, proper vehicle permits and markings, and their drivers must successfully complete the AOA Airport Driving Training Course.     3. All vehicles entering the AOA through a leasehold gate shall be controlled by the leaseholder. Leaseholders must ensure that vehicles with a requirement to go onto the movement area are escorted by airport operations personnel.

    PROCEDURES FOR GROUND VEHICLE OPERATIONS

    A Letter of Agreement with the ATCT contains procedures for air traffic control of the airport movement area and is included in Appendix F, Letters of Agreement, Broward County Aviation Department Ground Vehicles Operating in the Movement Area. Additional ground vehicle procedures are as follows:

    A. All persons permitted to drive on the ramps and movement area of Fort Lauderdale-Hollywood International Airport must successfully complete the Airport's Movement Area Driver Training Program every 12 months. The student is provided with a non-transferable decal affixed to the Airport Identification Badge.

    B. The Airport Movement Area Driver Training Program is maintained and administered by the Broward County Aviation Department (BCAD) Operations Division and ensures that operators of ground vehicles are familiar with and comply with the Airport Rules and Procedures for Ground Vehicle Operations, and includes airfield layout, markings and lighting, and radio procedures. The Airport Non-movement Area Driving Program is also delivered via computer based learning or a train the trainer program for select air carriers through an approved PowerPoint presentation and video that includes all local rules and airport familiarization.

    SERVICE VEHICLES AND CONTROL TOWER COMMUNICATIONS

    A. All BCAD Airport service vehicles permitted to operate on the movement area, and emergency/law enforcement vehicles are equipped with twoway VHF Control Tower communication radios. Any time one of these vehicles enters the aircraft movement area; they will obtain authorization and maintain contact with the Control Tower, who will have control over their movements.

    COMMUNICATION FAILURES

    A. If communications should fail while a vehicle is in the aircraft movement area, the Tower will contact the Broward County Aviation Department (Operations) to obtain Ramp One's assistance, or contact another radiocontrolled vehicle in the area.

    B. The vehicle driver who has lost communication should, if on a hardsurface area:

    1. Ensure the vehicle is not blocking any moving traffic by repositioning to the side of the surface area facing the Tower.

    2. Flash headlights and look for light signals from the Control Tower.

    C. Drivers will be fully familiar with the following light signals:

    A. Appendix F, Letters of Agreement, Page F-19, Broward County Aviation Department Ground Vehicles Operating in the Movement Area contains a diagram which identifies the airport service road in which service vehicles are to follow. The speed limit is 15 mph on this road unless vehicles are within 50 feet of an aircraft or building, then the speed limit is reduced to 5 mph.

    MARKING AND LIGHTING

    A. Airport vehicles involved in routine operations in the movement areas are equipped with a yellow rotating beacon or strobe. The driver will turn on the rotating beacon or strobe prior to entering any aircraft movement area. Emergency vehicles are equipped with red rotating beacons. Law enforcement vehicles will have blue or red flashing lights.

    B. All vehicles operating inside the airport fence must display a current FLL Ramp Access Decal or be properly escorted, except on FBO ramps whereas; the company may develop a vehicle access program approved by BCAD.

    CONSTRUCTION VEHICLES

    During times when construction-related vehicles are required to enter or work within the aircraft movement area, they will be marked with an approved FLL decal or Escorted Vehicle Permit and a company sign on the side of the vehicle.

    B. CONSEQUENCES OF NON-COMPLIANCE

    All access points to the Movement Area are clearly delineated by signs and markings. In the event a report is received of unauthorized vehicles or persons on the Airport Operations Area (AOA), an Airport vehicle will be dispatched to intercept and escort the violator from the premises. Any vehicle or pedestrian that enters the Movement Area without authorization will be accessed the maximum civil penalty by the Airport in accordance with the Broward County Code.

    Any individual that fails to control access to the Aircraft Operations Area (AOA) which contributes to an unauthorized access into the Movement Area will be accessed the maximum civil penalty in accordance with the Broward County Code. Additional penalties may include suspension or revocation of airfield driving privileges and/or loss of access control privileges.

    The Airport maintains a description and date of training completed by each individual operating in movement areas and safety areas. Records are maintained for 24 months after the termination of an individual's access to movement areas and safety areas.

    2. Accidents I Incidents

    The Airport maintains records of accidents or incidents in the movement areas and safety areas, involving air carrier aircraft and/or ground vehicles. Records of each accident or incident are maintained for 12 months from the date of the accident or incident.

    B. OBSTRUCTIONS

    Obstructions within the authority of the airport that are required to be lighted are also listed in Section 311 of this ACM. Obstruction lights are inspected daily during night inspections conducted by the personnel assigned self-inspection duties. Inoperable obstruction lights owned by the Airport shall be repaired by the Airport Maintenance Department. Attachment 331-Al identifies the locations on the field.

    SECTION 333 --PROTECTION OF NAVAIDS

    A. CONSTRUCTION

    No facilities shall be constructed on the airport that, when determined by the FAA would derogate the operation of an electronic or visual NAVAID or air traffic control facilities. The Manager, Airside Operations, or designee shall notify the FAA if aware of any changes in construction plans or equipment. Utility plans for airport utilities are on file in the Airport Planning and Development office. The location of any airport utility lines in the areas of construction shall be marked by Airport Maintenance personnel or by survey personnel prior to the start of construction. Utility lines for NAVAIDS and ILS critical areas shall be marked by the contractor under the direction of the local FAA Airways Facilities personnel. Airport Operations staff are responsible for monitoring construction activity on the airport to prevent the interruption of visual and electronic signals of NAVAIDS.

    B. PROTECTION AGAINST VANDALISM

    All Electronic NAVAIDS are located on airport property within the perimeter fence and the Airport Surface Detection Equipment- Model X (ASDEX) are protected against vandalism and theft by the fence. Fences surround all approach lighting systems outside of the airport perimeter fence. The Glide Slope Antenna, Terminal DVOR, Localizer Antenna, PAP! and Runway 10L/28R approach light systems are under the surveillance of the Airport Operations Division and the Broward County Sheriffs Office.

    C. INTERRUPTION OF VISUAL AND ELECTRONIC SIGNALS OF NAVAIDS

    Interruption of visual and electronic signals of NAVAIDS is prevented, insofar as it is within the Airport's authority.

    ILS critical areas have been identified by signs provided by the local FAA Airways Facilities Office to prevent inadvertent entry into a critical area by a vehicle during IFR conditions.
