In the past ten years, the provision of air navigation services in the Dominican Republic has experienced a systematic
development and sustained growth, which has lead to the consolidation of our main economic activity, the tourism, recognized as leader in the region. With an increase in traffic which promises to double in the coming years, the Air Navigation Services in the Dominican Republic continues its dynamic and effective transformation.
The challenge of improving key factors of aviation business has been addressed by incorporating the latest technology and training, developing the human resources of the Dominican Republic Civil Aviation Institute, which along with other strategic functions aimed at increasing its leadership role at regional level.
With this holistic approach, IDAC has the
ability to move from obsolete systems to the latest management model that ensures the systematic and sustainable development of the Dominican Republic civil aviation.

The year 2013 will remain in civil
aviation history as the beginning of
air navigation services operational
evolution, since the new version
of the Global Air Navigation Plan
embraces the air traffic management
operational concept with the proposal
of the necessary tools to harmonize the
region through the Aviation System
Block Upgrades or ASBU.
The International Civil Aviation
Organization (ICAO) has redefined its
objectives, moving from a conceptual
services approach to a more specific
operational approach by naming
the “Capacity and Efficiency in Air
Navigation” as an objective by itself.
Using these objectives to drive the
regional and global harmonization,
facilitating the integration of the
aviation concept “seamless airspace”,
being a key factor in contributing and
developing a sustainable aviation
industry.
In this regard, the Air Navigation
Direction (DINA) lays foundations that
will allow adapting the existing systems
and infrastructure to the developing
national and international strategic
plans, as part of its contribution to
IDAC’s Mission and Vision, taking a
leading role at international forums to
consolidate the Dominican Republic’s
leadership in the region.

agency which regulates and
promotes civil aviation in the
Dominican Republic; is the
air navigation service provider,
contributing to the economic
development of the nation.

AIR NAVIGATION SERVICES IN THE DOMINICAN REPUBLIC
The Air Navigation Directorate (DINA) is the
section of IDAC in charge of the provision of air
navigation services in the airspace delegated by
the International Civil Aviation Organization (ICAO)
to the Dominican Republic, responsible for the Air
Traffic Management (ATM), Aeronautical Information
Management (AIM), and the Communication
Navigation and Surveillance (CNS).
The services offered by DINA are aimed to the air
navigation system users, such as: airports, commercial
airlines, general and military aviation, who perform
air operations, arriving, departing or overflying our
airspace, and to all those who require aeronautical
information of the Dominican Republic.
DINA establishes policies, procedures and methods to ensure compliance with national and international regulation, and manages the necessary resources for
the efficient provision of air navigation services.
It’s committed to improve established standards,
complying with current regulations in order to raise
the quality and safety levels of air navigation services,
contributing to the development of the thriving tourism
industry, the main economic activity of the Dominican
Republic.
The Air Navigation Services Directorate
To perform its duties, DINA has a staff of more
than five hundred people, distributed into four
major departments within IDAC’s organizational
structure.
These are the departments of Air Traffic Management;
Communications, Navigation and Surveillance;
Aeronautical Information management and Safety
Management System.
Each one of these departments is responsible for
managing different areas of air navigation services.

AIR NAVIGATION SERVICES IN THE DOMINICAN REPUBLIC
Dominican Republic civil aviation, as
in other regions of the globe, shows a
rapid development, both in terms of
growth in traffic volumes and in terms
of complexity. In 2014, air navigation
services were provided to 174,526
operations, carrying almost 11 million
passengers to and from our airports.
DINA continue to bring all its resources
to achieve the government’s goal of
doubling air transport operations in
our country.

The main asset of DINA is comprised by its highly
trained staff, committed with the development
of aviation activity, which ensures the proper
performance of all functions and responsibilities
under the best possible conditions.
For training and development of human resources
DINA relies on the Academy for Aeronautical Sciences
(ASCA), which was created in 2009 with the approval
of the Ministry of Higher Education, Science and
Technology (MESCyT) of the Dominican Republic as a
high level education center, to address the technical
and professional development of aviation personnel
in the State, improve the basic training activities and
update their knowledge and experiences through
the latest training programs and technologies.
ASCA is part of the ICAO Training Centers Network.
ASCA is the first training center in America certified as
Regional Training Centre of Excellence (RTCE), certified
as a full member of the TRAINAIR PLUS Programme in
2012. Certified by ISO 9001-2008 Quality Standards in
2012. Additionally, is Regional Training Partner of the
International Air Transport Association (IATA).
This training support, coupled with the ongoing
management of safety culture ensures the training of
DINA personnel, placing it at the highest
level in the region.

InfrastructureThe planning and development of air navigation
services in the country, has been comprised by
major operational progress and the implementation
of significant infrastructure projects and latest
equipment, which has driven the change in
organizational culture towards maximum efficiency,
ensuring continuity of services; To complement the
objectives established by IDAC has become the
basis for the consolidation of national civil aviation
system in compliance with the third axis of the
National Development Strategy, Law 1-12. In the
last 10 years, air navigation system infrastructure
has been completely updated, among which we
can highlight:
The installation and operation of a modern air-ground communications system, which links through microwave the communications system installed in the highest mountains of the Caribbean region.
Update and improve remote systems located in Alto Bandera (the highest elevation in the Caribbean), including monitoring applications, upgrading its physical infrastructure and replacing the antennas by higher-performing, expanding the coverage of radio communications, satisfying the demand for new services.
The installation of a new Area
Control Center located at IDAC’s
headquarters; the RADAR data
processing system will provide new applications and updates to
improve air traffic control, also a Radio Communications System with
range throughout the Dominican airspace and an autonomous power
system to ensure the operation of the ACC. With this new Control
Center, IDAC will improve its ability to apply advanced technology
to make even more efficient and safe air transport in the country,
becoming the regional leader in the industry.
Along with the project of implementation
of a new Area Control Center in IDAC’s Headquarters,
located in Santo Domingo, another Terminal Control
Center was installed in Punta Cana International
Airport, below the newly built Air Traffic Control. Both
systems also have the new RADAR data processing,
communications and power systems, to ensure the
continuity of air traffic services, which handle the
ever increasing amount of air traffic in the FIR. Both
facilities use the same technology, which enables the
electronic interaction between the two control centers,
maintaining the redundancy of equipment.

Mejoras por Bloques del Sistema de Aviación (ASBU)
Projects:
• RVSM implementation in 2005.
• Participation in the restructuring and separation reduction of West Atlantic Route System (WATRS) 2008.
• Web based Aeronautical Information Publication (AIP) 2008.
• Active participation in the new ICAO Flight Plan Format 2012.
• The AMHS is the new communication system that will replace the Aeronautical Fixed Telecommunication
Network (AFTN) currently used for the transmission and reception of flight plans, notices to airmen (NOTAM)
and all messaging operational services of air traffic, which will automate the processing thereof.
• In 2013, the Dominican Republic became the first State of the Region in completing this implementation through
MEVA II network, the result of hard work and coordination with FAA Technical staff; With this new system, users
will benefit from the efficiency in service automation and improved safety.
• The cooperation among States in the NAM / CAR Regions has been the key factor for successful implantation
of the AMHS System, a process that has required continuous coordination and agreements between States and
sharing exchange experiences and expertise.

Implementation and Regional Projects
In the Fourteenth Century, the poet John Donne stated “... No man is an island, Entire of
itself, every man is a piece of the continent, A
part of the main....” and we have witnessed it in
all human development process, where victory
is achieved by the formulation of ideas and
consolidation, heading in the same direction.
Aviation is not the exception. The increase
in air traffic operations comes along with
the development of new technologies
and implementation of new and different
equipment all over the world, diversifying the
ways and means through which the exchange
of data is done, but creating a critical need for
consistency and overall uniformity, to gather
all parts of the whole.
So, we go from air navigation systems based
on land, to FANS and then to CNS / ATM
systems, which then became the global ATM
system on performance. Now is the turn for
the Aviation System Block Upgrades (ASBU)
methodology, a new tool to support each
state, maintaining the regional balance and
global harmonization.
Past, present and future
Definitely one of the key points in the development of the national air navigation involves the commitment to compliance
and monitoring roadmaps and implementation plans set by ICAO, as it has been the main contributing factor for timely
and adequate investments in the right technology.

In the recent years, the active participation of DINA in
the main air navigation activities in the region has been
a very rewarding experience, showing the technological
advances achieved in the country and the professionalism
of our staff, which have been chosen to be rapporteurs or
lead air navigation working groups in the region.
This have served to obtain experience and knowledge, improving operational integration with neighboring air traffic control center, by signing multilateral agreements, and sponsoring meetings.

The Dominican Republic remains open and willing to participate and cooperate in
any project that reaffirms a joint effort to achieve the goals and
objectives of the Region.

The collaboration between stakeholders is a
key element to reach good management and
growth of the aviation industry. DINA conducts
its contributions through joint training and
operational integration. An example we could
mention is the search and rescue basic training
provided by ASCA to members of government
organizations that interact in search and rescue
services.
This training complies with the IAMSAR standards
supported by the International Civil Aviation
Organization (ICAO) and the International
Maritime Organization (IMO), both organizations
working towards the standardization and
harmonization of the Search and Rescue Services
at local, regional and global levels allowing
operations under the same criteria.
“At the end of this training, our national emergency
system will be strengthen, participants will
provide faster, safer and effective services, which
would save as many lives as possible, that is the
main goal of these services” said the Director of
Air Navigation to motivate participants to the
course.
Institutional Cooperation Within the current IDAC
institutional consolidation
management scheme, an
important aspect is to formalize
cooperation agreements with
related entities, both national
and international, to contribute
with the efficient management
of air navigation services.
IDAC have signed local
agreements with the Dominican
Naval Auxiliary, Airport and
Civil Aviation Security Agency
(CESAC), the Dominican Air
Force, the National Drug
Enforcement Agency (DNCD),
with the Military Cartographic
Institute, among others. While
at the international level have
signed agreements with the
Civil Air Navigation Services
Organization (CANSO), the -
Office Nationale de l’Aviation
Civile of Haiti (OFNAC), the
Federal Aviation Administration
of the United States of America
(FAA) and others.
Agreements
At the 12th Meeting of Directors of Civil Aviation of the Central Caribbean
(C/CAR), held in Punta Cana, several cooperation agreements with the
United States were signed, related to RADAR data sharing, training,
procedures design, as well as strengthening the monitoring of the
operational safety, an important field to maintain the Category I, that
allows Dominican-registered aircraft to perform commercial operations
into United States.

In the city of Montreal, Canada, took place the signing of the English version of the Memorandum of Understanding (MOU)
for Search and Rescue (SAR) between the Dominican Republic and Haiti, closing a finding that the Dominican Republic had
open with the USOAP. The Letter of Agreement where the responsibility to provide Preflight information Service between
the Department of Information Management (AIM) and the Department of Air Traffic Management (ATM) was signed.

signed.
The International Civil Aviation Organization (ICAO)
has established the UniversaI Safety Oversight
Audit Programme (USOAP), comprising regular,
mandatory, systematic and harmonized audits of
safety of all Contracting States. This involves carrying
out regular surveillance audits in all areas related to
safety as an essential part of the program.
The results reflect the level of implementation of
each audited area, ranging from 0 to 10. 0 being
“Not implemented” and 10 “Fully Implemented”. In
the graph we see the results of the level of effective
implementation of the eight critical elements of
safety oversight in the Dominican Republic, with
respect to the global average.

THE DINA, AS AIR NAVIGATION SERVICES PROVIDER,
HAS BEEN INCORPORATED TO THE CIVIL AIR
NAVIGATION SERVICE ORGANISATION (CANSO) WITH
FULL MEMBERSHIP, at regional and Global level, as part
of the roadmap to be in compliance with the Institutional
Vision to be a regional leader and management role
model In the Air Navigation Services delivery.
This affiliation will allow access to multiple committees,
reporting and deployment tools, and technology
exchange, information and training with other Air
Navigation service providers and suppliers in the industry,
key elements in the implementation of best practices and
development of continuous improvement.
Taking in consideration that Dominican Republic is a
founding members of the International Civil Aviation
Organization (ICAO), the main aviation regulatory agency
and now the integration with CANSO, an organization
that promotes best practices and industry standardization
that come along with the global air navigation service
providers, is a undoubted advantage that complement
the developing engine of safety culture and collaborative
decision making in the Dominican Aviation.
