The University of the Philippines is mandated to provide free access to

education for indigent and deserving Filipinos. Finding alternative means

to allocate sufficient funds for research and development fosters sustainability without the need to

sacrifice government subsidy. This is one of the assigned duty and responsibility of a National

University to help the country’s economic growth. As for the UP

Manila, a Health Science Center, it ought to provide health research

and services that would benefit both the institution and the community.

Let the Filipino people redeem rights to these basic service that elevates
