It gives me immense pleasure to inform you that ICAR, New Delhi has entrusted Sri
Venkateswara Veterinary University, Tirupati, Chittoor District to organize All India
Inter Agricultural Universities Youth Festival, AGRI UNIFEST-2017-18 from 12th to
16th , February, 2018. About 73 Agricultural, Veterinary, Horticultural, Deemed and
Central Universities from all over the country have witnessed as well as participated
in All India Inter Agricultural Universities Youth Festival (AGRI UNIFEST) since last
20 years. The Youth festival aims at the objective that every student should come
out with latent talent behind him/her and for overall development of student. The
students not only perform best in academics, but also take keen interest in co-
curricular activities and represent their Institute at state as well as at the National
level.
AGRI UNIFEST-2017-18, a five day celebration amalgamated with culture, nationality
and unabated pleasure with a promise to dazzle everyone with brilliance and
extending the entire galaxy of events and plethora of fun along with combination
and permutation of music, dance and drama. It gives a platform to many to make
their unique identity in different dimensions. We invite you to and offer a world of
fantasy where the known ceases to exist and everything is a figment of your and
our imaginations. We call upon the artist in you to come and repossess those wishes
of heavenly, unfulfilled dreams, crushed aspirations and also, ebullience of
childhood. We invite you to lose yourself into the unknown and accompany us on
this journey of memorable experiences. With a plethora of events ranging from
Music and Dramatics to Quizzes and Debates, AGRI UNIFEST 2017-18 is a perfect
recipe for all to imbibe the plethora of culture, dance, fine arts and literary activities.
Exploration of youth potentiality is of immense importance in shaping future of the
nation and they are the backbone of the main stream. To tap the potential, the All-
India Inter-Agricultural Universities Youth Festival is promoted by Indian Council of
Agricultural Research (ICAR) as a platform to display the cultural pursuit of the
youth of Agricultural, Veterinary, Horticultural, Deemed and Central Universities.
The glorious Agri-Unifest, 2017-18 a five day cultural mega event would bring
together over 2000 endowed youth from 73 State Agricultural Universities/ Deemed
Universities / Central Universities of the country to display the skills of their
intellectual, theatrical performance and fine arts skill. The characteristics of the
Agri-Unifest are a unique blend of unity & rich cultural diversity of the nation. The
17th Agri-Unifest is being hosted by the Sri Venkateswara Veterinary University,
Tirupati during February 12-16, 2018. The city of Tirupati is also popularly known
as the holy city of Lord Balaji.
The State of Andhra Pradesh: a South Indian state, lies between 12°41' and 22°N
latitude and 77° and 84°40’E longitude . It is bounded
by Maharashtra, Chhattisgarh and Orissa in the north, the Bay of Bengal in the
east, Tamil Nadu to the south and Karnataka to the west. Andhra Pradesh is the
fifth largest state in India and it forms the major link between the north and the
south of India. It is the biggest and most populous state in the south of India. It is
considered the rice bowl of India. The state is crisscrossed by two major rivers, the
Godavari and Krishna.
Telugu is the state’s official language. Among the many tribal languages, Banjara,
Koyi, and Gondi have the greatest number of speakers. The state has a rich cultural
heritage. The great composers of carnatic music Annamacharya, Tyagaraja and
many others chose Telugu as their language of composition, thus enriching the
language. Nannayya, Tikkana, and Yerrapragada form the trinity who translated
the great epic Mahabharatha into Telugu. Modern writers include Jnanpeeth award
winners Sri Viswanatha Satyanarayana and Dr. C. Narayana Reddy. Kuchipudi is
the state’s classical dance form. Andhras have been film maniacs for the past 40
years. The state produces about 200 films per year. Thus Telugu film is a big industry
in terms of money, but has hardly gained any notice in the rest of India.Bahubali is
one among the mega movie from Andhra Pradesh. The state has seen some notable
artists in the form of NT Rama Rao (former chief minister), Akkineni Nageswara
Rao (a.k.a. “ANR”, Dadasaheb phalke winner), S.V.Ranga Rao, Ghantasala, Dr. K.
Viswanath, S P Balasubrahmanyam, Savithri, Jamuna, Sarada, Sowcar Janaki, and
Jayaprada.
The City of Tirupati:
Tirupati is located at13.65°N 79.42°E in the Chittoor District of South Indian State
of Andhra Pradesh. It lies at the foot of Seshachalam Hills of Eastern Ghats which
were formed during Precambrian era. One of its suburbs Tirumala, which is the
home to Sri Venkateswara Temple, is also located within the hills. Tirupati is located

of the state. Rama Navami, Vaikunta Ekadasi, and Janmashtami are some of the
important Tirupati festivals which are celebrated with great devotion in this region.
Brahmotsavam, Rathasapthami, and Gangamma Jathra are also certain well known
Tirupati festivals. This city is also known for brass as well as copper idols along
with red wooden toys. ISKCON Temple, Alamelu Mangamma Shrine, Padmavati
Temple, Govindaraja Swamy Temple, Kodanda Rama Swamy Temple, Srinivasa
Mangapuram, and Kapila Theertham are well known places of Tirupati
excursion.This city is well connected with various modes of transportation which
make how to reach Tirupati an easy task. Tirupati airport has several flights
connecting the city with major Indian cities such as New Delhi, Hyderabad, Vizag,
Mumbai and Kolkata. There are plans of this airport to be upgraded as an

trains connecting Bhubaneswar to Tirupati, 3 weekly trains connecting H
Nizamuddin to Tirupati, and 7 weekly trains connecting Chennai Central to

The Host University, Sri Venkateswara Veterinary University, Tirupati:
The establishment of Sri Venkateswara Veterinary University was the culmination of efforts
during the period, 1955 to 2006 to strengthen education and services in the fields of
Veterinary Science, Dairy Technology and Fishery Science in the State of Andhra Pradesh.
The Government of Andhra Pradesh have issued notification for commencement of the
provisions of Sri Venkateswara Veterinary University Act, 2005 (Act No: 18 of 2005) vide
G.O. M.S. No : 29 dated: 21.06.2005 of Animal Husbandry, Dairy Development and Fisheries
(AH II) Department. The University was created by bifurcating the faculty of Veterinary Science
comprising of Veterinary Science, Fishery Science and Dairy Science from Acharya N.G. Ranga
Agricultural University, Rajendranagar, Hyderabad. The then Hon’ble Chief Minister of Andhra
Pradesh Dr.Y.S.Rajasekhara Reddy inaugurated Sri Venkateswara Veterinary University on
15-7-05 at the valedictory function of Golden Jubilee celebrations of College of Veterinary
Science, Tirupati.
This flourishing University has within its short time of formation put in place a well defined
administrative and planning machinery to build necessary infrastructure and man power,
achieve financial stability and forge relationships to realize its goals. The University has
under its fold a total land area of 3042.92 acres spread over in its main campus, constituent
colleges, research stations and polytechnics. At the time of establishment there were 23
constituent institutions comprising of 3 well established Veterinary Colleges, 1 College of
Fishery Science, 1 Dairy Technology Programme, 6 livestock research station, 1 AICRP on
Pigs, 1 AICRP on Poultry, 3 Fisheries Research Stations and 7 AH polytechnics. After the
University came into existence the following institutions were established and presently

The mission of the University is to facilitate sustainable growth and development of
livestock and allied sectors by building competent human resources for generating and
developing scientific know how, situation specific, cost effective and easily adoptable
technologies.
Mission of the University:
• Improving the quality enhancement of education in Veterinary, Dairy and Fishery
sectors in order to produce competent graduates and post graduates to increase
livestock wealth and to benefit livestock farmers, fish farmers and processing
industries.
• Enhancing the productivity and profitability of livestock and fisheries under different
farming systems of the State with emphasis on natural resource planning and
environmentally sustainable management practices.
• Intensifying basic and applied research in the areas of animal and fish production,
health and management to tackle the existing and emerging situations.
• Developing appropriate strategies to tackle the future disasters affecting livestock
welfare by forecasting based on scientific knowledge.
• Suggesting timely livestock development policy initiatives for the state of Andhra
Pradesh.
• Attaining expertise and efficiency in the application of Biotechnology and other cutting
edge technologies for improving livestock productivity.
• Post harvest handling and value addition to livestock, dairy and fishery products.
• Developing cost effective livestock farm machinery, equipment, renewable energy
sources etc.

ALLOTMENT OF THE YOUTH FESTIVAL
The Youth Festival for a particular year shall be allotted to the University by the
Cultural Committee. The University hosting the Youth Festival shall be called the Organizing
University and the headquarters of the Organizing University shall be the venue of the
Youth Festival. The Cultural Committee before selecting the Organizing University for Youth
Festival shall satisfy itself of the availability of necessary infrastructure to conduct the Youth
Festival without any hindrance in the University concerned.
CHAPTER-III
ELIGIBILITY RULES
1. Only bonafide, full time student who is enrolled for a degree or post-graduate
degree or a diploma course which is of a minimum duration of one academic
year and whose examination is conducted by the university, subsequent by
passing 12th class examinations (qualifying exam) under 10+2 pattern
conducted by the recognized board or any equivalent examinations shall be
eligible to participate in the Inter Agricultural Youth Festival.
2. Students enrolled in Open Universities, Correspondence Course, students
pursuing bridge courses or doing part-time courses are not be eligible.
3. All students for participating in the Inter-Agricultural University Youth Festival
shall fulfill the following conditions.
a. Not more than 6 years should have elapsed since the date of first admission
to a degree or diploma programme in the Agricultural University.
i. For the purpose of completing year of eligibility, one year will cover the
academic year in which the youth festival is held irrespective of whether the
students result is declared or not.
ii. The restriction of participation in Inter Agricultural Universities Youth Festival
to a period of one year more than the duration of academic course, means
that the student pursuing a four year degree programme (B.Sc.(Agri.) Home
Science, Horticulture, Ag. Engg., Ag. Marketing, Fisheries, Forestry, etc.) can
participate for five years while students pursuing five year degree programme
such as B.V.Sc. can participate for six years.
b. Only students who are less than 25 years of age as on 1st the date of Youth
Festival is held, can participate.
4. A student employed on full time basis shall not be eligible to participate.
5. A student shall not be allowed to represent more than one university during a
single academic year.
6. Provisional admission to a course of an University or College shall not make a
student eligible to represent the University in the Inter Agricultural Universities
Youth Festival.
a. In case of migration of a student from one university to another, the case will
be considered as eligible only after the admission to the new university is
regularized and is admitted as a bonafide student by new university
DISQUALIFICATION FOR VIOLATION OF ELIGIBILITY RULES
1. Any disqualification of a participant on the grounds of ineligibility will result in the
automatic disqualification of the contingent for the academic year. The contingent
will also be debarred from participating in the Inter Agricultural Universities Youth
Festival for a period of three ensuing years.
2. Under normal circumstances, the Organizing University shall not prepone or postpone
the Youth Festival allotted to them. If, due to unforeseen reasons, the Organizing
University is not in a position to conduct the Youth Festival allotted to it, prior
approval of the ICAR must be taken for the cancellation of Youth Festival. The
Organizing Secretary shall give at least two months notice to all Agricultural
Universities/ Institutions concerned regarding the schedule of the Youth Festival.
ACCREDITTED REPRESENTATIVE
All participating Universities shall nominate a whole time employed, responsible
staff (teaching/nonteaching) to be the Team Manager. A female Team Manager is preferred
for a female contingent.
DOCUMENTS
All participating universities shall need the documents duly signed by Deans /
Directors of students’ Welfare to the Organizing Secretary before the stipulated time. If
the participating team contains more number of participants than the maximum number
permissible under the rule, such a team shall not be allowed to participate in Youth Festival.
TROPHIES AND CERTIFICATES
All the trophies of the Inter Agricultural Universities Youth Festival shall be Rolling
Trophies. Details of existing trophies shall be maintained by the Cultural Committee of
the Directorate of Education, ICAR. The trophies shall be the property of the ICAR, as such
any trophy not in actual use, shall be kept in the custody of Cultural Committee, Directorate
of Education, ICAR. Universities to which the trophies are awarded in a particular year
shall be responsible for the safety and care of trophies. Any damage or loss to the trophies
shall be immediately reported to the Cultural Committee, Directorate of Education, ICAR.
It shall be the responsibility of the University holding any of the trophies to send it, at its
own cost to the organizing university of the succeeding Youth Festival through a personal
messenger well in advance. If, in a particular year, a Youth Festival is not held the university
holding the trophy shall continue to hold it till the Youth Festival is organized and then
send it to the Organizing University as per aforesaid procedure. Participation Certificate &
Medals will be issued by the ICAR for all participants at Zonal/National Level Youth Festival.
The First, Second, and Third position holders only will get Merit Certificates & Medals at
the Zonal/National Youth Festivals. Fourth position holders are entitled for merit certificates
only.
Medals, whenever awarded in the Inter Agricultural Universities Youth Festival
shall bear the ICAR emblem embossed on one side of the medals and the host university
may engrave its name on the other side.
SCORING
The position for different events shall be awarded on the basis of average marks
awarded by the three judges. Generally, the variation of marks awarded by different
judges shall not be greater than 20%. If the difference between highest and lowest
marks awarded exceeds 20% then, the average of the two marks, whose difference
does not exceed 20% shall be taken. However, in case the difference between the marks
awarded by the three different judges is greater than 20% the two marks with minimum
difference though more than 20% shall be taken as the basis and the average of these
two marks is taken. Overall Championship, Runners - Up and event-wise position shall
be decided on the basis of the total points scored by the team.

Whenever a tie arises for any position in individual events, both the teams will be
awarded full points in respective position. If tie arises for Overall Championship or
Runners-Up positions, both the teams shall be declared as joint winners’ and a provision
shall be made to separate trophies.
GENERAL RULES
1. Maximum strength of contingent shall be 27 including participants, accompanists
and Team Manager/s.
2. Every member of the team participating in Inter Agricultural Universities Youth
Festival shall carry identity card which shall bear the following:
a. Photograph of participant and his/her signature
b. Attestation of the photograph by the Head of the Institution / Dean / Director of
Student Welfare. The attestation must be on the photograph.
c. A separate Festival Identity card shall be issued with chest number on one side
and particulars of the participant along with a stamp size photo on the other side,
duly signed by the Organizing Secretary as given in the Appendix VIII.
d. A student not possessing the identity card as defined above shall not be allowed
to participate in the Youth Festival.
e. Any identity card bearing unauthorized overwriting / tampered shall not be
accepted as valid by the Organizing University. Holder of such identity card shall
not be permitted to participate.
3. For Fine Arts events, a participant is permitted to participate in maximum of 3
events.
4. Accompanists would preferably be students who will be given participation
certificates. However, hired accompanists are not eligible for any certificates/ medals.
5. Same participants can take part in the Inter Agricultural Universities Youth Festival
for a maximum of two times.
6. Item presented by a participating University shall not be repeated in the Youth
Festivals for consecutive subsequent two years.
ORGANISING UNIVERSITY
Every University undertaking to conduct a Youth Festival on behalf of the ICAR
shall be responsible for its organization, supervision and conduct of all events. The Vice-
Chancellor of the host University shall appoint an Organizing Committee. One of the
members of the Organizing Committee shall be designated as the Organizing Secretary.
The Organizing Committee shall function under his supervision. The responsibility of
organizing the Youth Festival according to the rules shall be that of the Vice Chancellor
of the host University. He shall set up various sub-committees to look after the various
affairs of the Youth Festival. He shall constitute a Steering Committee comprising of
Officers of the University to oversee all the arrangements being made for conducting the
Youth Festival. It shall be the duty of the Organizing Committee to ensure that the rules
and regulation laid-down by the ICAR for the Inter Agricultural Universities Youth Festival
are complied with. In case of any infringement of the rules, the Organizing Committee
shall have the powers to take appropriate action. If any team includes an ineligible
participant/s (as defined by the rules), after due verification, such team shall be scratched
from Youth Festival and shall be debarred from participation in next year’s Youth Festival.
In case of any misconduct by any individual participant or by a team, the Organizing
University shall have powers to scratch the team/disqualify the individual participant/s
from participation in the Youth Festival. The Organizing Committee shall hoist the flags
of ICAR, the host University and the participating Universities for the entire duration of
the Youth Festival. To facilitate this, all participating Universities should submit two of
their University flags to the Organizing University at the time of their registration. It shall
be the duty of the Organizing Secretary to keep the ICAR fully informed of the entries
received, the dates of the events and their respective venues. The Organizing University
shall provide free and clean lodging facilities, adequately equipped with light, drinking
water, toilets etc. to the participating teams. Hostels/class rooms available in the nearby
colleges can also be utilized for lodging purposes. Separate lodging facilities with adequate
security shall be provided to the lady participants. Separate lodging facilities shall be
provided for the team managers. The lodging arrangements in general shall be as per the
convenience to the satisfaction of the participants. Separate practicing rooms may be
provided for participating teams, in the day time.
The auditorium, halls, lighting, sound system and other equipments used for the
Inter Agricultural Universities Youth Festival must conform to the national standards.
For theatre and dance events, a minimum of 30 feet x 20 feet of free space shall be
provided with sound system and lighting facilities. A minimum of 6 flood lights, 2 spot
lights, 4 Ray light, 01 light in front of the curtain, 2 dimmer stats, 2 multicolored disc
lights and 3 high catch mikes shall be provided. Only basic infrastructure facilities shall
be provided by the Organizing University. The participating Universities shall make their
own arrangements for stage props, musical instruments; makeup materials, special
light/sound effect as required by them. The Organizing University of Inter Agricultural
Universities Youth Festival shall intimate well in advance about the date, venue and
details of the programs to all the universities. If the Organizing University fails to conduct
the Youth Festival allotted to it to the full satisfaction of ICAR, such University shall not
be assigned any Youth Festival for a period of two years or until their infrastructural
facilities are improved. No participant or an official of a participating team shall interfere
with the conduct of Youth Festival or any event of the Youth Festival. They shall not
enter in to argument with the supervising or organizing officials, nor shall they question
the decision of the judge/s. However, the team manager of the participating team has
the right to lodge a written protest on any point on which it feels aggrieved. No protest
is admitted against judgment for this purpose. The Organizing University shall constitute
a protest committee and a jury of appeals. No official/participant of any team shall go
to the press or court of law on any controversial issues. Violation of this clause shall be
liable for disciplinary action, which may be to the extent of debarring the official/
participant of the university concerned from participation in the Youth Festivals for a
period of two to three years as may be determined by the ICAR committee of Youth
Festivals. Any official not complying with the rules laid down for the Inter Agricultural
Universities Youth Festival shall render himself/herself liable to disciplinary action. Such
misbehavior shall be brought to the notice of the authorities of the University concerned
for necessary disciplinary action as they deem fit to take against him/her. Such an
official shall be debarred from participating in the Inter Agricultural Universities Youth
Festival by the ICAR for a period ranging from 2-3 years depending upon the magnitude
of offence committed. When a team holding any of the positions is scratched after
Youth Festival is over, the position of the scratched shall remain unfilled and the position
of remaining team shall remain as such. The merit certificates and medals shall not be
issued to the scratched team and same shall be reported to the University concerned.
EXPENSES
The participating University shall bear the travelling and incidental expenses of
its own team. The Host University shall bear the expenses pertaining to boarding and
lodging of the participating teams, local transport, hospitality, local infra-structural
facilities for Youth Festival events etc., under normal conditions.

REGULATION FOR YOUTH FESTIVAL EVENTS
1. PATRIOTIC SONG:
· Only one team per University is allowed. Maximum number of singers in a group
shall be six.
· Maximum numbers of accompanists per group shall be three.
· Patriotic songs should be of Indian origin and can be of any regional language.
No film songs shall be presented as patriotic songs.
· Maximum time allowed per team is six minutes which does not include setting
time. The setting time per team shall not exceed four minutes.
· Judging of this item shall be on the basis of quality of singing only and not on
the costumes, make up and actions of the team.
· No pre-recorded music is allowed.
· Separate time of 1 minute shall be allotted for reading the synopsis, if presented
in regional language, outside the specified time.
2. LIGHT VOCAL (INDIAN):
· Only one participant per University is allowed. The number of accompanists
shall not be more than two.
· Duration of the song shall not be less than 3 minutes and not more than 6
minutes.
· Only non-film songs /Geet / Gazal / Bhajan / Shabad / Abhangs can be presented.
· Judgment will be made on the qualities like melody, tal, composition and general
impression etc.
3. GROUP SONG (INDIAN):
· Only one team per University is allowed. Maximum number of singers in a
group shall be six. The team may consist of all boys, all girls, or a mixture of
both. The maximum number of accompanists in a group playing instruments
shall be three.
· Group songs shall be other than Patriotic Songs. Any song sung under Patriotic
Pong item shall not be repeated in Group Songs Two group songs shall be
presented by the same team out of which one will compulsorily be a folk song.
The group songs should be of Indian origin which can be any regional language.
· Film songs shall not be presented as group songs.
· Maximum time allowed for the group song is 10 minutes which does not include
setting time. The setting time for a group shall not exceed four minutes.
Separate time of 1 minute shall be allotted for reading the synopsis, if presented
in regionalv language, outside the specified time.
· Judgments shall be based on the quality of singing only not on the makeup
costumes and action of the team.
4. GROUP DANCE (FOLK):
· Maximum number of participants per team is 10. The team may consist of all
boys, all girls or a mixture of both. Maximum number of accompanists is 5.
Maximum number of participants + accompanists shall be 13.
· Duration of Group Dance shall not be more than 10 minutes.
· Participating team shall be responsible for removal of their sets, stage props
and properties, etc. immediately after the completion of their performance.
· Separate time of 2 minutes shall be allotted for reading the synopsis outside the
specified time. No pre-recorded music shall be allowed.
5. QUIZ:
· Only one team per University is allowed. Each team shall consist of two
participants.
· There shall be a written preliminary round and teams will be selected for the
final round.
· Finals shall consist of both oral and audio-visual questions.
· Specific rules regarding time to reply to a question, type of rounds, evaluation
procedure shall be framed by the Quiz Master/Organizing University and be
announced well before the actual start of the quiz competition.
6. ELOCUTION:
· Each University shall be represented by one participant.
· Medium of expression shall be English.
· Each speaker shall be allowed to speak for a maximum of 5 minutes.
· The topic shall be announced 24 hrs before the competition.
· Any form of written mater as aid shall not be allowed. Violation shall be liable
for disqualification.
· Judgment will be based on qualities like subject coverage, language, diction and
general impression.
7. DEBATE:
· Each University shall have two participants; one will speak “for”, while another
will speak “against” the proposition.
· Medium of expression shall be English or Hindi.
· Topic of the debate shall be announced 24 hours in advance.
· Each debater shall be allowed to speak for a maximum of 5 minutes.
· Any form of written matter as aid shall not be allowed. Violation shall be liable
forv disqualification.
· Judgment will be based on qualities like coverage, language, diction and general
impression. Best debater shall be identified based on the individual score.
However, no points are awarded.
8. EXTEMPORE SPEECH:
· Each University shall be represented by one participant.
· Topic for extempore shall be put in a “fish pond” from which the participant shall
pick.
· Each participant shall be given two minutes for preparation after picking up the
topic and maximum of five minutes for presentation.
· Medium of expression shall be English or Hindi.
· Judgment will be based on qualities like coverage, diction and general impression.
9. ONE ACT PLAY:
· Only one entry per University will be allowed.
· Plays with themes related to rural/agricultural backgrounds only are admitted.
· The duration of the play shall not exceed 30 minutes. Time shall be counted as
soon as the “Start” signal is given.
· For stage setting up to 10 minutes and removal of set and properties etc. up to 5
minutes shall be given after taking charge of the stage. Empty stage to empty
stage shall be strictly followed.
· Maximum number of participants shall be 9 and accompanists shall not exceed 5.
· The play may be in English, Hindi or any regional language of India.
· Separate time shall be provided for reading the synopsis which is maximum of 3
minutes outside the time specified.
· The synopsis shall be read by the Organizing University.
· Maximum of 3 persons can be utilized as non-participants and non-accompanists
to operate light, mike, etc.
· Participating team shall bring their own sets, stage props, makeup materials, etc.
· Participating team shall report to the official in-charge of the competition at least
1/2 hours before the presentation of the play.
· Judgment will be based on qualities like Theme, Acting, Stage craft, design and
general impression. Decision of the judge shall be final and binding upon all.
· Background recorded music is allowed.
10. SKIT:
· Only one team per University will be allowed.
· Maximum number of participants shall be six and accompanists shall be three.
· Maximum time allotted for each team shall be 10 minutes.
· Language of presentation shall be in English, Hindi or any regional language of
India.
· Separate time shall be provided for reading the synopsis which is maximum of 1
minute outside the time specified.
· The synopsis shall be read by the Organizing University.
· Use to makeup, drapery and background recorded music is allowed.v Empty stage
to empty stage shall be strictly followed.
· Judgment will be based on qualities like time, acting, stage craft, design and general
impression.
11. MIME:
· Only one entry per University is allowed.
· Maximum number of participants shall be six and accompanists shall be two only.
· Judgment will be based on qualities like idea, creativity of presentation, use
of makeup, music and general impression.
· The costume shall be black. The gloves and socks shall be white.
· Host University shall provide white background on the stage.
· Maximum time allotted for each team shall be 5 minutes.
· No team shall announce the theme.
· No light adjustment is allowed. Only floodlights are to be used.
12. MONO ACTING:
· Each University shall be represented by one participant.
· The theme for mono-acting shall be announced 24 hours in advance.
· Duration shall not exceed 5 minutes.
· Judgment will be based on qualities like light creativity of presentation, use
of make up and general impression.
13. ON THE SPOT PAINTING:
· Each University shall be represented by one participant.
· Theme for the competition shall be announced on the spot before the
commencement of the competition.
· Duration shall not exceed 2 hours and 30 minutes.
· Painting can be done on the spot chosen by the Organizing University.
· Painting can be done in oil, water, poster or pastel colours.
· Only ivory paper shall be provided by the Organizing University. The size of
the paper shall be 2 x 1.5 feet. A 2 cm border shall be maintained on all sides.
Only paper sheet will be provided by the host University. Participants are to
bring own materials like brushes, paints, etc.
14. POSTER MAKING:
· Each University shall be represented by one participant.
· Theme for the competition shall be announced on the spot before the
commencement of thev event.
· Poster to be done on the spot chosen by the Organizing University.
· Duration shall not exceed 2 hours and 30 minutes.
· A 2 cm border shall be maintained on all sides.
· Only a drawing sheet will be provided by the host University.
· Participants are to bring their own materials like brushes, paints, etc.
15. COLLAGE:
· Each University shall be represented by one participant.
· Theme for the competition shall be announced on the spot before the
commencement of the event.
· Collage to be done on the spot chosen by the Organizing University.v
Duration shall not exceed 2 hours and 30 minutes.
· A 2 cm border shall be maintained on all sides.
· Only drawing sheet, copies of the some magazines, color paper shall be
provided by the Organizing University.
· Participants are to bring their own materials like scissors, glue etc.
16. CLAY MODELLING:
· Each University shall be represented by one participant.
· Theme for the competition shall be announced on the spot before the
commencement of the event.
· Item shall be done on the spot chosen by the Organizing University.
· Duration shall not exceed 2 hours and 30 minutes.
· Only clay will be provided by the Organizing University.
· Participants are to bring their own materials.
17. CARTOONING:
· Each University shall be represented by one participant.
· Theme for the competition shall be announced on the spot before the
commencement of thev event.
· Item shall be done on the spot chosen by the Organizing University.
· Only drawing sheet, shall be provided by the Host University.
· Participants are to bring their own materials.
· Only one cartoon per sheet is admitted. However, more than one picture
shall be allowed if it is in a sequence.
· The cartoon shall be in black and white only.
· Duration shall not exceed 2 hours and 30 minutes.
18. RANGOLI:
· This art is known differently in various regions as Mandana, Alpana, Alekhan,
Kolam, Rangoli etc. Each University shall be represented by one participant.
· Medium and form for expression can be free hand, pictorial, pictorial,
descriptive.
· Only colored powder, flower petals. Grains and seed are to be used.
· Duration shall not exceed 2 hours and 30 minutes.
· Item shall be done on the spot chosen by the Organizing University.
· Participants are to bring their own materials.
· Size of the Rangoli shall be maximum of 2.5 x 2.5 feet.
· Judgment shall be based on intricacy, colour combination, complexity and
not based on the theme.
JUDGEMENT AND APPEALS:
Participating University are requested to study the rules and regulation carefully
for the various events of the Inter Agricultural Universities Youth Festival. The decision
of the judges appointed by the Organizing University for various events shall be final.
All participating Universities are expected to honour the judgments. In case of any
dissatisfaction the matter may be referred to the jury of appeals. The written protest
if any, shall be lodged by the Team Manager/s with the Protest Committee (consisting
of Organizing Secretary, Convener/Chairman of Programme Committee) within one
hour of the end of that competition. The protest Committee shall verify the written
protest. If the protest is valid, the protest is referred to jury of Appeals. No protest
shall be entertained on matters of judgments. Protest relating to the violation of
rules or improper conduct of competition can be entertained. There shall be a protest
fee of Rs. 500/- (Rupees Two Hundred Only) which is to be paid when it is referred to
Jury of Appeals. This committee shall be constituted by the Vice-Chancellor, as
Chairman, of the Organizing University in consultation with Organizing Secretary, who
would be the convener before the commencement of festival.
SAVING CLAUSES:
Any point, not directly covered by these aforesaid rules, shall be decided on
the basis of the rules most nearly applicable and in accordance with the general spirit
of above rules. All the proformas are available on University website (www.svvu.edu.in),
they have to be filled online. For filling the proforma a link is available on University

Person / DSW of the participating university. After receiving the above proforma by

GENERAL INFORMATION FOR PARTICIPATING TEAMS
VENUE: The AGRI-UNIFEST-2017-18 will be held at Sri Venkateswara Veterinary
University,Tirupati which is 3 kms away from Main Railway Station, Tirupati & 14 km
from Renigunta Jn.
TRAVEL PLANS: All managers are requested to ensure their onward and return journey
reservations
RECEPTION AND TRANSPORT: The managers are requested to intimate the date, mode
of journey and time of arrival at Tirupati and Renigunta junction railway stations and
bus stand. Reception Counters will be placed at railway station and bus stand.
ACCOMMODATION AND FOOD: All the participants will be provided with unfurnished
accommodation. The participants are requested to bring blankets and woollen clothes,
lock & key. The teams are given accommodation one day prior to the commencement
of the Youth Festival and the teams are expected to vacate one day after the last event.
Request for over staying will not be entertained. All the team managers will be provided
shared accommodation in guest houses and hostels. All the lady participants and lady
team managers will be provided separate accommodation. The participants/ managers
coming with families shall make their own arrangements for accommodation. Vegetarian
food will be provided for participating teams from 12th morning to 16th, February, 2018
evening.
CAUTION DEPOSIT: Team managers shall arrange to pay caution deposit of Rs. 2000/-
(Rs. two thousand only) as security deposit at the place of lodging which will be refunded
on vacating the rooms subject to recovery of cost of damages, if any.
DOCUMENTS FOR VERIFICATION: The participants should posses valid ID Cards attested
by the Head of Institution / DSW of the participating University. Team managers are
requested to deposit the required documents 1-5 (as in Proforma) to the scrutiny
committee in Quadruplicate.
The team managers shall bring two University flags of their respective University, one
with hosting rope and other for march past. Team managers should bring one placard
and banner for march past. Team managers and participants are requested to comply
with the schedules of events. Participants are to report to the organizers half an hour
before the commencement of the events at the respective venues. Maximum
participants strictly limited to 22 participants, 2 Team Manager and 3 accompanists
total 27 members only from each University. The organizer reserves the right to change
the date, time and venue of the event.
MANAGERS MEETING: The meeting of the team managers will be held on 11th February
2018 at 6.00 PM at College Auditorium, CVSc, Tirupati.
FIRST AID: First aid immediate medical assistance will be provided at the venue. In case
of hospitalization assistance will be provided at nearby hospitals at the cost of the
concerned University teams.
