Abstract
SISPRO is a system of integral information of the principal farming products, which
has "outcomes" related to: Production, Marketing, Suppliers, Industrialization, Final
Consumption, Programs of Support, and Innovation and Technology. It offers, in a
single site, all the information that the different participants of the food-processing
chains need, adding value to the information, since it allows users to elaborate tables
and thematic maps.
Introduction
The Mexican farming sector is characterized for possessing a producers' minority
sector highly technified and with international levels of competitiveness, which
production is orientated towards the domestic and international market, and with
another set of medium and small producers, who in some cases generate surpluses for
the domestic market and in others, only produce to cover their own family needs.
In this context, the use of information of production and trade of farming products is
common in the producers' sector highly competitive, but slightly frequently or
practically non-existent in the group of producers with few surpluses or of self-
consumption. What characterizes the Mexican farmers and, even, many authorities
and companies of services related to the sector, is the lack of a culture of use of the
information to support the making of decisions.
This lack of culture of use of the information did not involve many risks in conditions
of a closed economy and highly controlled by governmental agencies, as it was the
case of Mexico until middle of the decade of the 80's. Nevertheless, Mexico is
nowadays one of the countries with major number of commercial agreements in the
world, it’s agricultural markets are subject to international competition (for example,
in the North America Free Trade Agreement, there were eliminated from the
beginning, in 1994, the duties of practically all the agricultural products, with
exception of maize, bean, sugar and milk, which process of tax relief concludes this
year). In this new reality and with the domestic and international markets connected
not only by the elimination of the tariff restrictions to trade, but also for the world
coverage of technologies of information, the consultation of the information turns out
to be imperious for producers and authorities, in order to improve the design of
strategies devoted to sector’s development.
In the previous paragraphs one has sought to raise the conditions that have imposed
the need to rely on a farming system of information orientated towards the market,

which should be designed attending to the needs of the users and that facilitate the
consultation of the producers, especially those of medium and small scales of
production
In the Agricultural and Fisheries Information Service (SIAP) we are penetrating into
what we can call the second stage in the integration and diffusion of information,
which consists of more than the mere compilation and publication of a set of statistics
without a general scheme that arranges and interrelates them, to an integral system of
information, designed from the needs of the users, whose consultation provides the
client, apart from the advantage of having in a single source all the information that
requires, an added value contained in the own information, since it can be possible to
do tables, elaborate thematic maps, etc. The elaboration of thematic maps is an
innovation that has a particular significance, since contributes to a better
understanding of the information by users. It is always easier to understand a map
than a table or a specialized report.
1. Aims of the Project
1.1 General:
To rely on a flexible system of information to train and enable all members who
participate in each agrifood chain, carry out the planning of their activities, support
them in communication and permanent conciliation with the economic and
institutional actors of the productive chains in which they take part.
1.2 Specific:
To integrate the infrastructure of hardware, development tools, tools of information
operation, software of databases, as well as the equipment, systems and necessary
implements to guarantee the availability and accessibility to the systems of
information, and those who facilitate the integration to the technological
infrastructure and of systems of the SAGARPA.
Availability of servers with enough capacity for processing and storage, as well as
the environment of operating systems, databases managers and tools of development,
incorporating schemes of safety, of analysis of the services that integrate the systems
of information.
2 . Work done
2.1 Development of Content of the Modules
With base in the Plan of Work, the development of the Modules of Information of the
following System-Products is concluded:

In a first stage, the general scheme was defined, as well as the content of the
Information system page of these seventeen developed agrifood chains, which
includes subjects as: Input, Production, Trade, Industrialization, Final Consumption,
Present Situation and Perspective, Support Programs, Innovation and Technology, in
addition to specific sites of each one of the information systems.
In a second stage, works were carried out to compile, integrate and analyze
information that is not available in databases; and therefore, it requires research,
selection and analysis, for each chain.
Likewise, works of specific information about the following subjects were

The previous thing allows the system to satisfy the demand of information and the
statistics of a specific product and in addition, enables the user to interact with the
tools that SISPRO offers, as they are, for example: Production Historical Series,
Warehouse Data and the Opportune Follow-up System of Commerce, among others.
We present now the information matrix, which shows the desegregation by subject in
variables, sources of production and observations, as well as several papers of
compilation, integration and analysis of the statistical data and information
corresponding to each product system.

It’s included information derived of projects developed by the SIAP, such as:

2.2 Development of Systems and Computer Tools:
By a dynamic system of geographically information consulting, Mexican Republic
Maps can be obtained at a national, state and country level; where they show the
products origin.
There were developed an endless number of consultations to the database in SQL and
they are executed in Brio Data Warehousing.
For the maintenance and develop of the concept of the Information Chain,
Macromedia Suite (Flash, Dreamweaver, Fireworks) is used. It’s also used EditPlus
publisher and the software of data transfer Ipswitch WS_FTP Professional 2006.
The information consulting is designed to be used in Microsoft Internet Explorer and
Netscape Navigator.
2.3 Dynamic Maps
The services of dynamic maps are applications that allow the users to connect in a
remote way, either through a web page or by means of a software, and allows to
produce their own maps, selecting geographical specific levels and the manipulation
of layers of information from a predefined menu

Nowadays, maps in line are a solution that reduces costs and time, which guarantees
the improvement of services and implementation of measures in benefit of the
society.
The maps in line are an agile and economic concept for users, since they do not have
to buy any software for the analysis, the process, the design and the generation of
thematic maps and databases.
3 . Coordination and Dissemination
3.1 Coordination
• Meetings, communication and feedback with committees of the agrifood
chains of cotton, guava, oil seeds, potatoes and wheat, to review and analyzed

SISPRO's general scheme with it’s representatives, and to identify variables
that must be includes in the particular design of each agrifood chain.
• Participation in the project on "Quality of the crop of wheat autumn - winter
2004-2005", realized by the Group of Work of Innovation and Transfer of
Technology of the National Wheat Council. Among the aims of this group, it
stands out of determining the characteristics of the industrial quality of the
crop of wheat in the principal areas of production, by means of the analysis
physicist - chemist of the wheat and the correlation with the climate and other
factors that intervene in their production. In August 2006, they released the
results of the productive chain wheat-flour-bread analysis to the Council
members.
SIAP contribution consisted in providing the methodology for the Objective Yields
Survey, as well as the physical samples of the grain obtained in several states of the
country. Other institutions that participate in the referred work group are:
International Maize and Wheat Improvement Center (CIMMYT), National Institute
of Forestry, Agricultural and Livestock Researches (INIFAP), and National Wheat
Council (CONATRIGO).
To continue with the development of this work, the project of reference was
surrendered to contest in the National Council of Science and Technology
(CONACYT) to obtain financial resources with the intention of buying equipment
and laboratory instruments to accomplish the corresponding analyses, as well as to
conduct a survey of Objective Yields of the crop Autumn-Winter 2005/2006 and
Spring_Summer 2006. The project received the approval of CONACYT and a budget
of 1.7 million pesos granted (150 thousand US dollars, approximately).
• Participation in meetings with agents of the agrifood chains (producers,
suppliers of products and services) in order to show them the concept of
Module of Information of the agrifood products.
3.2 Dissemination
• First Fair of Product Chains that took place in the World Trade Center of
Mexico City, in order to spread the information system.
• Expo-Agrifood that annually takes place in the city of Irapuato, Guanajuato.
• II National Meeting of the State Agricultural Statistic Offices (OEIDRUS), in
the city of Veracruz, in which the 33 Ministry of Agriculture’s Delegations
participated as well as the representatives of the OEIDRUS, which
participated in a training course in order to access and use the Agrifood Chain
Concept.
• Innova 2005 recognition. SIAP submitted SISPRO before the National Office
of the Prize to the Innovation and Quality, having come to the second phase.
