Meeting: Annual General Meeting No. 49 Location: The South London Scout Centre, Grange Lane, SE21 7LH Date Held: Saturday 23 rd June 2013 at 5pm Officers : County President - Bill Stern County Commissioner - Paul O’Brien County Secretary - Samantha Diggins There were three guests in attendance. Mark Bennett – Mayor of Lambeth Obajimi Adefiranye – Councillor for Lewisham Angela Cornforth – Mayor of Greenwich To introduce the meeting a promotional video produced by Gilwell Scout HQ was screened. The meeting was preceded by a parade and presentation of the Union and County flags. These were received and placed by County President, Bill Stern. The colour party was made up from members of the County 1. Welcome Bill Stern welcomed the above guests by name and explained the constitution of the Scout Council. This was so that the guests and newer members could be aware of what might be expected of them when asked to vote. 2. 1. Welcome

Bill Stern welcomed the above guests by name and explained the constitution of the Scout Council. This was so that the guests and newer members could be aware of what might be expected of them when asked to vote.

3. Minutes of Previous Meeting

The County Chairman announced that the Minutes of the previous Meeting of the Greater London South County Scout Council and asked if these were a true record of the Meeting and following a show of hands, the Minutes were duly approved.

4. Nominated Members of the County Scout Council

The County President announced the following nominations for members of the County Scout Council

Royal Greenwich : Simon Emmett Lambeth : Barabar Parsons Lewisham : Joe McEvilly Southwark : Kay Francis Wandsworth : Linda Hurford

With the following Persons Recommended by the County Commissioner in consultation with the County Chairman

Mr. Matthew Butterfield: County Development Officer Mr. David Attenborough: Mr. Mike Jackson: Chairman of the Don Broome Scout Trust Ms Joanne Fuller: Member of the Don Broom Scout Trust Mr. Paul Barber: Member of the Don Broom Scout Trust Mr. Norman Woodard: Member of the Don Broom Scout Trust Mr Alan Williams: Representing the Alexander Fund

The above names were accepted without a vote.

5. To Receive and Consider the Annual Report and Annual

Statement of Accounts from the County Executive Committee

Bill Stern noted that Philippa Jones was absent due to a family emergency however the breakdown of the accounts is self-explanatory and any question to be directed to Philippa on her return should there be any. Mr Trevor Quinton, ACC (Fund Raising) will propose a VOTE OF THANKS to PJ for preparing the accounts and for her presentation which was seconded by Andy Melia.

6. Approval of the County Commissioner’s nomination of the County Chairman Bill Stern announced Jeff Tetlow had nominated by Paul O’Brien for another year as County Chairman. Approved.

7. Election of the County Treasurer The President then announced that the only nomination for County Treasurer was Philippa Jones.

Approved.

8. Election of County Secretary

The President then announced that the only nomination for County Secretary was Samantha Diggins

Approved.

9. Election of members to the County Executive Committee

The President then announced the names that have been submitted for election: Mr Russell Jones, nominated by Peter Hapgood and seconded by Jeff Tetlow Mr. Robert Crow, nominated by Gordon Carr, seconded by Sam Diggins Mr Peter Evans, nominated by Ian Piper and seconded by Robert Crow Mr. Mario Gomes, nominated by Rachel Mayes and seconded by Ian Andrews Mr. David Attenborough, nominated by Matthew Butterfield, seconded by Martyn Bain Mr. Daniel Stoddart, nominated by Sam Diggins, seconded by Trevor Quinton

The President declared that since there are no other nominations they are duly elected. 10. Approval of the County Commissioner’s nominated members to the County Executive Committee The County Commissioner’s nominated names were as follows; Mr Chris Field Mr Paul Shannon Mr William Compton Mr Robert Ludlow Mr Andrew Melia Miss Amber Cox There were no objections so the Chairman announced that the above were duly appointed to serve on the County Executive Committee. The Chairman then proposed that the quorum for meetings of the County Executive Committee be set at 6 (six) in attendance. The meeting agreed to this proposal.

11. Election of a Representative and a Youth Member of the County Scout Council to serve as nominated members of the Council of The Scout Association

The nominations of Simon Emmett as the Scout Council’s representative and Amber Cox as its Youth Member were made by the Chairman and were duly elected to serve on the Council of The Scout Association. 12. Appointment of Auditor Bill Stern announced the nomination of Latham Lambourne Ltd, Chartered Accountants to act as the County’s Auditors. This is proposed by Peter James (Vice President), and seconded by PJ, County Treasurer. Approved.

13. Presentation of Awards The County Commissioner said that he was delighted to present a number of Awards to the following people; St Georges Day Awards Silver Acorn: Robert Crow Maureen Downs Peter Eastwood Irene Ebden Barry Munden Barbara Parsons Carole Rivers-Simpson Beryl Roberts Jean Smith John Sweeney Karen White Bar to the Silver Acorn William Compton Jennifer McCullough James Newson Silver Wolf John Twidale Youth Awards Queen’s Scout Award John Chiles Daniel Almond Fiona Thomson Duke of Edinburgh’s Gold Award Daniel Hosier Cornwell Scout Badge Nicholas Baudry

POB then announced one more award for a scout. He then presented Lauren Emmett with a Chief Scout Gold Award. 14. The County Chairman’s Address Bill Stern praised the whole County for such hard work and dedication from everyone. The Development officers are all working hard and providing a great level of support over the County to increase our figures. On page 25 of the annual report you will find the County census figures for this year.

15. County Commissioner’s Address Paul O’Brien echoed the County Presidents remarks and noted he was 3 years into his term and he has had an amazing year. He was proud of all districts in the County and going forward he will continue to dedicate his time to County Commissioner as for him there was no reason for him being there if it wasn’t for the hard work and effort from everyone else. He hopes that the level of support will continue throughout the next year. POB also mentioned there was now a great administrative layer at district level and we now have it right. The County has grown again this year and he hopes to grow again this year to reach our 6000 mark. The work from the groups was amazing now let’s work together to help other Scout groups expand too. 16. Presentation and Talk Matt and Sarah (Development Officers) then presented the meeting with a new initiative for scout groups and briefly ran through 4 new badges to challenge groups to attract more scouts. Badge 1 – Friendship award Bring and invest a new friend Badge 2 – Link Badge Moving on award for example beavers to cubs etc. Badge 3 – Community Awareness

Badge 4 – High 5 Award

Grow the group by the next census by either 5 youth members or 2 adults in which the whole group will be awarded the badge

Matt announced a booklet is being sent out with more information in soon and then answered any questions had by the attendees. 17. President’s closing comments Bill Stern thanked Matt and Sarah for the presentation and everyone for attending. POB announced a Hog Roast will be offered after and thanked all the County teams and districts over the year for their dedication over the year. The afternoon was wonderfully finished off with a superb Bar-B-Q prepared by Reina O’Brien and her team from the County SAS members.
