An excerpt from the keynote address of Prof. Jörg Baberowski, Historian

The dream of the communist salvation was drowned in the blood of millions because violence was uncoupled from motives and because for Stalin violence was subject only to the dictates of maintaining power. Ultimately it was solely about the recognition of his decisionmaking power; the dictator’s power to be master of life or death. Only in an atmosphere of paranoia and mistrust could the despot succeed in forcing his will on others and making his world everyone’s world.

I attempted to imagine what made up the world of Stalin and his associates and the more I read, the clearer it became that ideas do not kill. Violence is contagious. It cannot be ignored by someone who experiences it, irrespective of the motive with which someone enters a violent situation. It is impossible to understand violence via its beginning, only through its dynamics. For violence changes people; it turns the world upside down and destroys the trust needed to live with others in a society. But it is also the elixir of life for those amoral people who authorise themselves to carry out acts others only dare to imagine. You only have to try to see the world with the eyes of Stalin and things which we could never imagine doing become normality.

There has been no country where class differences were worse, where the privileges of the ruling caste were greater, no country where people were forced to live in such in such fear, as the Soviet Union. I, on the other hand, had never had to experience what its victims had to experience. “The lesson taught by this type of experience,” Arthur Koestler wrote, looking back, “when put into words, always appears under the dowdy guise of perennial commonplaces: that man is a reality, mankind an abstraction; that men cannot be treated as units in operations of political arithmetic because they behave like the symbols for zero and the infinite, which dislocate all mathematical operations; that the end justifies the means only within very narrow limits; that ethics is not a function of social utility, and charity not a petty-bourgeois sentiment but the gravitational force which keeps civilisation in its orbit.”

And it could be added that we are fortunate to live within a legal system in which people are treated as equal regardless of differences between them, where the freedom of one person is reconciled with the freedom of another. Anyone who has lived, even for a short time, in a society consumed by distrust and violence will immediately grasp that these achievements of civilisation protect us from one another. We should be grateful for this, every day.

She became the first ichthyologist in Albania and spent a decade documenting the fish of her country from a scientific and economic point of view, believing that fish were an underused resource. But her growing opposition to the regime cost her her life. The Konrad-Adenauer - Stiftung initiated and supported in cooperation with ISKK the publication of the comic book “Against the stream”, which is mainly addressed to children and young adults. Biologist and Ichthyologist Sabiha Kasimati’s life is told in pictures through the perspective of the fishes. This book has an intention to help a young audience to understand the terror of the communist regime in Albania, to be aware that creativity in science and life can only flourish under freedom.

DAY 5

TUESDAY, 18 FEBRUARY Venue: Tirana International Hotel, Teuta Room

PERSECUTION OF CHAM POPULATION DURING COMMUNIST REGIME

The state violence during the communist regime was a constant indication of this inhumane regime being installed in our country. Painful events, executions, persecutions of anyone considered an opponent of the regime accompanied Albania from 1944-1991. The word “Enemy of the Government” divided the Albanians from South to North, East to West. Former State Security files, now accessible to the public, provide evidence of the tragedy that the state caused to its citizens. In this panel we will dwell on one of the most terrible tragedies during the communist regime: the so-called cham group. Over 30 figures from the cham community would be executed with and without trial, over 150 families would suffer the consequences of 1500 years in prison and many other internally displaced families. In this group of victims of the regime, there were patriots, warriors and intellectuals, families devoted to the struggle for freedom against the occupier.

KAS – The Konrad Adenauer Foundation is a political foundation of the Christian Democratic Union of Germany. Konrad Adenauer (1876- 1967), the co-founder of the Christian Democratic Union and the first Chancellor of the Federal Republic of Germany, brought together Christian, social, and conservative traditions with liberal traditions. His name is a symbol of the democratic reconstruction of Germany, the deployment of its foreign policy in a transatlantic community of values, the vision of a united Europe, and an orientation towards the social market economy. His spiritual heritage is, at the same time, our duty and commitment.
