A discussion of EDA meeting date/time was added as a third topic under New Business.

1. Economic Development Authority Commission - Regular Meeting - Nov 1, 2018 3:30
PM
Upon motion made by Sinn, seconded by Johnson, and unanimously approved, the
minutes from the November 1, 2018 EDA meeting were accepted as presented.
RESULT: ACCEPTED
NEW BUSINESS:
1. RFP's for Housing
Vita presented the draft RFP for multi-family housing proposals for the two parcels
located south of 400th. Blomquist questioned the inclusion of outlot C (the parcel east of
Cherokee Pass) and recommended that the parcel north of 400th be included for
proposals for affordable apartment style housing. Vita and Fry recommended that no
proposals be solicited for the parcel north of 400th until the EDA has further discussion
about the likelihood of a rail spur in the industrial park. The EDA members discussed
making a few changes to the RFP to make it clear that the request is for a variety of
housing styles, including attached and apartment style housing. The members also
recommended that the reference to the opportunity zone be bolded and that the statement
regarding PUD flexibility be emphasized as well. Upon motion by Hagen-Kennedy and
seconded by Sinn, to approve the release of the request for proposals with the three
changes noted, the motion was approved unanimously.

2. "Our Town" Art Event
Vita updated the EDA on plans for an "Our Town" art event at the Hallberg Center for
the Arts that will highlight art in and from the city of North Branch. The event will
showcase art created about North Branch and art created by North Branch artists. Space
will be devoted for historic items and the art can be presented in multiple mediums and
with a variety of subjects. The event needs sponsors. Staff is asking the EDA to partially
sponsor the event. The amount needed is $1,000, but Vita is asking the EDA to authorize
$500 from the EDA 2019 budget. Upon motion made and seconded, the EDA authorized
a $500 sponsorship for the "Our Town" event.

EDA MEETING DATE/TIME:
Vita asked if EDA members are interested in looking at a different day or time for the
meeting. By concensus, the EDA members agreed that the meeting date and time remain the
same (first Thursday of the month at 3:30 pm) for 2019.
OLD BUSINESS:
1. Chisago County HRA/EDA Meeting Agenda for November 2018
Hoffman presented a summary of actions taken by the Chisago County HRA EDA at
their last meeting. The HRA EDA looked at rental rates for 2019 and is considering
selling their housing in Rush City. The HRA EDA is looking for another commissioner
from the Wyoming/Stacy area. The housing toolkit is now on the county's webpage.
2. EDA Marketing Committee
The committee previewed the drone video and requested updates. The committee is
working on the spring education event. The Minnesota Design Team suggestions will be
the subject of an information session and reports of plans to implement the suggestions
will be brought back to the EDA from time to time. Lastly, proposals for possible
brokers to list the industrial park will be presented to the EDA at a meeting this winter.
3. Interstate Business Park AUAR - Update
Council authorized the publication of the proposed AUAR update. Having a current
AUAR on file eliminates the need for developers to undertake an project specific EAW
for subdivisions within the EDA owned industrial park.
4. Retail Trade Analysis - University of Minnesota
Liz Templin presented to the city council the results of the University of Minnesota retail
trade analysis at their November work session. The study revealed that their is capacity
to increase market share in various retail sectors, including recreation, food, and clothing.
OTHER:
1. Business & Community Development Report - December 2018
The Community Development Report was accepted without discussion, but Vita updated
the EDA on developments that had occurred after the report was prepared for the agenda
packet. Vita attached a rail conference and learned that the anticipated use of rail is
predicted to increase exponentially over the coming months and years. She also attended
an opportunity zone meeting in Duluth and learned that Duluth is promoting their
opportunity zone locations and they have one development underway that is located near
the Essentia campus that is intended to address the housing shortage for medical

professionals who work for Essentia. Lastly, she attended a regional opportunity zone
meeting held in Mille Lac's county and the key take-away from that meeting is to
promote the opportunity zone program whenever/however possible. Hoffman had also
learned that it might be a strategy to commission an industrial building on spec to entice
additional interest in the industrial park.

3. Building Permit Report
The Building Permit Report was accepted as presented without discussion.
ADJOURN:
Prior to making his motion to adjourn, Johnson reported on the recent photo event that was held
at the new salon, currently under construction. Johnson, Blomquist and other community
members joined business owners, Jerry and Tennille Lewis, at the location of their new salon to
celebrate the construction that was underway. The business hopes to be open after the first of the
new year. Upon motion made by Johnson, seconded by Larson and unanimously approved, the
meeting was adjourned.

Subject: Business & Community Development Report - December 2018
~GPS 45:93 – The January 2019 meeting will be in Mora at the Kanabec County Offices. The
agenda is not out. The December agenda you saw in your last packet.
~Neighborhood Bank Open House – Great time and lunch.
~Provide Care Open House – Very Nice.
~Renae and I met with both Realtors that you are interviewing/interviewed to answer questions
and to send information for their preparation for today.
~Central MN Housing Partnership – Willow Grove - Staff continues to work with the developer
on the project.
~Commonwealth Development - Cherokee Place – Staff continues to work with the developer on
the project.
~Housing RFP’s out.
~Attended the December County EDA meeting.
~Renae and I attended North Branch Chamber meeting.
~Flashing by Design: nearing completion
~Olson Implement project is also nearing completion.
~MN Design Team: MN Design Team group met and tops goals and subcommittees were
formed. Renae is a great resource with questions on this project.

~Innovative Career Readiness – GPS – May 3 another event will take place in North Branch as a
continuation of the Innovative Career Readiness. Additional school initiated projects will be
presented. Carla was informed that the project won an EDAM (Economic Development
Association of Minnesota) award for programs. As Carla led the group and Renae was a great
consultant, they will be accepting the award with Nancy Hoffman, Past President of GPS 45:93
and Rick Olseen, Former Congressman Nolan’s office that started the Workforce group for GPS
45:93.
~Assisting business projects. We hope to be able to officially announce another new business /
new building coming to our City. Working with a variety of other businesses inquiring and
exploring their location options.
~Worked with developers on housing projects.
~Upcoming:
January 8 – Chamber Luncheon
January 11 – Opportunity Zone meeting in Cambridge
ECRDC Quarterly Meeting for City Administrators and Economic Developers in
Cambridge
January 18 – GPS Workforce meeting
GPS Board Meeting
January 24 – EDAM Award and conference
Janaury29 - Chisago County HRA-EDA meeting
February 7 – Kanabec County International Economic Development Conference – focus is on
workforce issues.
