7. Discussion on drafting an RFP for 9ll fire dispatch services with Jeff Balicki GD,Spectrum Gommunications

Fire Chief Clayton outlined a flowchart of what the Mulmur-Melancthon Fire Department (MMFD) needsfor effec'tive 911 fire dispatch service. Jeff Balicki suggested an additional benchmark be included thatthe Station Chief will close the callwhen allvehicles are operational again. Dear Chair and Board Members

RE: EMERGENCY SERVICES PROTOCOLS

It has come to our attentíon that on Wednesday, January 4,2OI7 on two separate occasions, OrangevilleDispatch contacted the Mulmur-Melancthon Fire Department to request the opening of the Arena totravellers stranded on County Road 124 due to severe weather. The Arena was opened as requested inthe afternoon; however, no stranded travellers showed up. The Arena was subsquently closed. Whenthe second request came in around 6:00 pm, the Fire Department opened the Fire Hall for 18 people.

Pursuant to the Emergency Response Plan, the protocol for opening any warming and/or emergencyshelter requires the approval of Dufferin County's Director of Community Services. The primary point ofcontact for any activation of the emergency response plan is the Community Emergency ManagementCoordinator (CEMC). The CEMC will then coordinate with the municipal, County and Red Cross assetsrequired to staff and operate the required facility.

As you may be aware, the opening of these shelters is a timely and costly endeavor which entails as wellpotential liability concerns for all involved. By following the procedures outlined in the emergencyresponse plan, we can ensure a coordinated, sustainable and efficient response to these unusualoccurrences.

We appreciate that your dispatch operators are often multitasking to ensure an exceptional level of publicsafety across many jursidictions and with many agencies. To help alleviate concerns with future responses,we respectfully suggest a staff training session with the CEMC to review the details and protocols of theemergency plan.

1.0 INTRODUCTION

The Mulmur-Melancthon Fire Department is a Rural Volunteer Fire Department operating out of thehamlet of Honeywood in Mulmur, Ontario servicing approximately 800 households withapproximately 23 active volunteer fire fighters.

The Mulmur-Melancthon Fire Department currently has NO internet connectivity to its radio system;telephone tone out capabilities ONLY at this time. ln the event that the communication systemchanges; the successful proponent will be responsible for upgrading their system as required at nocost to the Mulmur-Melancthon Fire Department.

2.0 SUMMARY OF THE REQUIREMENTS

The following section outlines the minimum requirement for provision of Fire CommunicationsSeruices:

3.0 PROPOSAL REQUTREMENTS

The Proposal shall include the following:

1' Written description of the services to be provided, demonstrating a clear understanding ofthe requirements of the Contract.

2. Written breakdown of pricing, not including taxes including a year-by-year rate for theterm of the agreement.

3, Description of the Primary site and the back-up location.4. A detailed description of the communications system, complete with a breakdown of equipment

available at each site including make, model and date of installation,5. A description of back-up power source.6. General description of personnel assigned to dispatch complete with experience and training that

is to be provided.7. A minimum of 3 references complete with names

4.0 ADDITIONAL TERMS

Acceptance of Proposals: This Request for Proposal should not be construed as an agreement topurchase seruices. The Mulmur-Melancthon Fire Board is not bound to accept the lowest priced orany proposal of those submitted. The Mulmur-Melancthon Fire Board is under no obligation toreceive further information, whether written or oral, from any Proponent.

Modifrcation of Terms: The Mulmur-Melancthon Fire Board reserues the right to modify the termsof the Request for Proposal at any time at its sole discretion.

Ownership of Proposals and Freedom of Information: All documents, including proposals, submittedto the Municipalities become the propefi of the Mulmur-Melancthon Fire Board.
