A. ACCEPTANCE OF HIRING JAKE DELISLE TO THE MAPLE PLAIN FIRE DEPARTMENT

ACTION TO BE CONSIDERED To approve an offer of employment to and the appointment of Jake DeLisle as a firefighter for the Maple Plain Fire Department.

FACTS

Fire Chief Justin McCoy has recommended Jake DeLisle for employment with the Fire Department.

DeLisle have successfully completed all of the required testing and background checks.

An offer of employment shall include a one-year probationary period.

DeLisle has completed the application process.

He has been interviewed by the interview Committee.

He passed his physical agility test.

He passed his background checks from West Hennepin Public Safety.

He passed his pre-employment medical physical.

2040 Comprehensive Plan - Joint CC/PC Meeting ACTION TO BE CONSIDERED Meeting to discuss the 2040 Comprehensive Land Use Plan and Community Survey results. REQUEST

The City completed a community wide survey in September of this year. The City received 250 survey responses. The survey results are attached to this memorandum. The results highlight the majority responses to the questions asked of the residences. The City will review the results of the survey and seek discussion from the group pertaining to the results. Based on the discussion, it is anticipated that the City will prepare a key issues analysis of the comprehensive plan focusing on those areas identified by the survey. The analysis will look at the existing comprehensive plan and how it currently addresses issues identified in the survey. The City will then be able to decipher missing or weak concepts in the plan that could be developed with the 2040 Comprehensive Plan. DISCUSSION: This meeting will focus on the following objectives:

1. Review the results of the community survey.

2. Have meaningful dialogue relating to the results and how they should be integrated into the base of the 2040 comprehensive plan.

3. Review the adopted 2030 comprehensive plan and compare and contrast those to the 2040 demographic projections.

Introduction

In accordance with the Land Use Planning Act, a City’s Comprehensive Plan is required to be updated

every ten years. A Comprehensive Plan sets the 20‐year vision to guide future land use, economic

development, and investments in City services such as parks, transportation, and sewer and water

systems. The City of Maple Plain understands that community stakeholders are a tremendous source or

information and that their input aids in the production of better planning decisions. Accordingly, a

community survey was sent out to capture information and input.

A total of 632 surveys were sent out to all utility billing customers including residents and businesses

through a direct mailing. The survey was also made available online so stakeholders who do not receive

a utility bill could also have the opportunity to participate. 250 responses were collected in total. Not

every question was answered by every participant.

In all age groups, the top answer is strongly disagree. For the majority of age groups, the

second highest response is either somewhat agree (all age groups besides 65 and older) or

somewhat disagree (50‐64 and 65 and over). This demonstrates although there are a variety of

responses in all age groups, those 64 and younger tend to be more open to urban development

in downtown Maple Plain.

Appearance:

I think a major way to improve the aesthetics of our city would be to have/enforce rules around outdoor storage (junk) allowed to sit in homeowners lawns. Old vehicles (with no licensing) and other junk is an eye sore for all and does not lead to a positive city image.

Should have an ordinance on how much junk you can have in your yard. Some yards are pitiful.

The appearance of this town is atrocious.

I wish the City had a better way to have residents maintain their properties, not allowing junk in yards and portable toilets‐ too many poorly maintained properties.

Only if needed (in regards to City Hall and Fire Station) When you drive into Maple Plain from the west, the house south on 12 is a mess!!! That's what people see coming into our city. The KMH which isn't much better.

Many homes are not maintained. Cost of water is too higher. Many times the plow clips the corner lots. Bryant park needs repair

Taxes too high for what we get. Highway 12 west of town is a big mess.

Get rid of Mediacom and open alternative internet option to citizens. Stuffed toys on poles near bridge‐ eye sore.

Bryant wood Park‐ graffiti on slide, pea rock filled with weeds. MPFC needs updating or new ownership. Lack of local pharmacy is frustrating. Collision Corner makes City look poor. Welding business on Budd on a regular consistency has "free‐items" (aka trash) sitting on curb. Looks dumpy.

Stay renting in Discovery Center? Is Fire Station Expand/Renovate needed and how? (in regards to new City Hall and Fire Station Expand/Renovate question) Streets‐ very disappointing too many potholes. Parks‐ work in progress. Appearance of city‐ empty business. We moved to MP nearly 40 years ago ‐ chose to stay for the schools and strong sense of community here with the churches as a big focal point.

City Hall should be downtown and not located in a neighborhood. Need to update website with meeting minutes sooner. Keep pass through traffic on Hwy 12. Turn Independence Street into a cul‐de‐sac and return our neighborhood to the people and kids that live here‐ not for the convenience of those that use the Discovery Center. Hwy 12 access is fine for them.

We have Baker Park and plenty of trails‐ but no shopping. Likes text or email for communication. We moved back to MN after 36 years and found MP very disappointing compared to change in Long Lake and Delano. Could not believe we have to drive to Delano or Plymouth to get to a drug store! And a grocery store.

Need more detailed information as to why and for what purpose. Nice or necessary? (in regards to new City Hall and Fire Station Expand/Renovate question) Not rentals‐ police will tell you they get the most calls from rental apartments, we have enough. Email a newsletter‐ people could opt in or out. Links to events‐ sign ‐ups etc. A place for business to advertise specials, services, etc. You could charge them for that.

Parks build community and we have seen this with the use now of Rainbow Park. Maintaining and keeping the area looking nice goes a long way, including the ice rink. I have tried to email comments and there is no direct line of communication to board members – poor for this day and age. Permits are not cost friendly.

Design Team:

Whatever happened to the Design Team's recommendations? So many people involved in city mgmt. are newcomers that may not be aware of previous studies etc. that have been studied (to death) but never realized.

What happened to all the work we did as a City with the design team several years ago? They addressed all these questions and presented some great plans‐ a few are apparently done by the post office ‐ but‐ it seems a lot of work was done with little implementation! We get tired of doing our part and city officials disregard it.

Development/Business:

Maple Plain is the closed business grave yard, stuck in the 1960's.

Love the City‐ but we need more restaurants, retail, and to bring in more business, jobs, and tax base.

Support in the use tax dollars to develop a new library

It would be great to have a large grocery store such as Cub or Byerlys in Maple Plain!

We love living in MP but would love to see more commercial business that would bring in tax revenue. It’s a fine line between growing community and keeping the small town feel.

Maple Plain is a small, safe community. Don't let the developers try to turn it into a mini Maple Grove. Leave it the way it is, that is why people love this town.

Be more open to convenient shopping: ‐Good grocery store ‐Family dining

We need to see gas station in town and someone with vision down the road or future to stimulate business growth‐ we are lacking in this area.

The Park & Ride is a joke. The City should not build a new city hall or fire station. Use what we have.

We would love to see a community pool or splash pad located here ‐ plenty of kids. Also, HyVee would be a perfect addition here ‐ it takes care of food, retail and grocery in one place.

I am a small retail business owner in Maple Plain, and am thoroughly frustrated with the demise of the retail draw to our city. We have and will continue to be a drive by city without destination locations. This City will not thrive and grow unless more is done to improve our retail opportunities. Maple Plain continues to focus on large business, commercial development ‐ which does bring in jobs ‐ but also has the potential to support more retail. I have seen numerous retail businesses come and go over the last few years ‐ one recently lasting less than 6 months! The only couple of things I would guess would draw a family to MP is lower housing costs and Orono Schools. Otherwise, there is nothing in this town to offer.

Please improve that awful grocery store‐ it's overpriced and under‐stocked.

Need shelter for homeless people that are trying to put their life back together and have a free community flower and veg garden where people can volunteer to take care of the garden. Family events: movies in the park, music in the park, community picnics, ice cream social, fish fry. Have events during spring, summer & fall.

Where? Not $400,000 homes like behind the bank. There was a viable business (Olson's) bringing in taxes‐ now the City has open space! What ever happened to the comprehensive plan that was devised several years ago?

Need more restaurants, better pedestrian routes along Hwy 12, police officers that know the area and don't take two hours to find a house within city limits.

Plan Hwy 12 as Freeway around Maple Plain (Use Cty Rd 6). Long Lake didn't disappear, neither will Maple Plain. Start now! Also Kwik Trips bring competition for groceries and gas, which is much needed in our community!!

Strongly agrees with urban development and strongly disagrees with taller buildings (in regards to question on supporting urban development in downtown areas of Maple Plain)

Too many strip malls especially ones not being used. Do not build more buildings that will be empty. Trashy!

We need more restaurants like other surrounding cities.

Does City Hall not work where it is? That was the smartest move to go to the Discovery Center. (Regarding City Hall/Fire Station Question) Just maintain what we have (regarding roads, recreation, housing, and business type questions) Quit trying to turn this into a metropolis, it will come in time which is sad.

City Hall is fine where it is, repurposing previous school building. Why is there an urge to always throw away or change? Nothing wrong with more simple and quiet. This isn't, nor should it be, Minneapolis. We were recently assessed $15,000 for street improvements. I am good with no more City tax increases to benefit businesses, they can pay their fair share. Other streets within town are in poor shape. Need to maintain what we have and stop looking elsewhere.

We love MPFC! Support it for grocery. We moved in last year and love the city! Can't wait to raise our future kids here.

Housing:

More housing options for ownership for lower and middle income families would really be beneficial to the community of Maple Plain.

Wants patio homes

The City needs more single family homes in $200k (first time home buyer price range)

Affordable housing for young families and college grads instead of building $400‐$500 thousand dollar homes.

Our property taxes have increased over 25%, 2 out of the past 3 years (Three Oaks Ave). Hopefully some other streets can pay for these proposed projects, or at least an equal share! Absolutely no low income housing! Water is too expensive compared to surrounding cities! There are a lot of vacancies in senior living in neighboring cities. Don't waste tax $ on this!


Where? Not $400,000 homes like behind the bank. There was a viable business (Olson's) bringing in taxes‐ now the City has open space! What ever happened to the comprehensive plan that was devised several years ago?

Turn Independence Street into a cul‐de‐sac and return our neighborhood to the people and kids that live here‐ not for the convenience of those that use the Discovery Center. Playground equipment on Rainbow Park is outdated, needs repairs too.

We would love to see a community pool or splash pad located here ‐ plenty of kids. Also, HyVee would be a perfect addition here ‐ it takes care of food, retail and grocery in one place.

Streets/Traffic:

Snowplowing good besides Parkview Ave.

Fix the roads. I've seen better gravel roads.

Need to control speed on Hwy 12, perhaps with additional traffic light on Main which is part of Co Rd. 19 jct with 12. It is very difficult to cross 12 in town by vehicle.

With the amount of traffic going through Maple Plain everyday, I think it is imperative to focus our resources on controlling traffic and reducing speeds for that safety of pedestrians and the citizens of Maple Plain. One road I see habitual speeding on is Main Street East north of Hwy 12 to Baker Park Rd. It would be nice to have a second speed sign north of Boundary Ave going north towards Baker Park Rd and another right after Howard going south towards Hwy 12. Speed bumps along Main Street East would be nice too, or curb bump outs to make the road feel slower and less wide

Should stop larger vehicle traffic on Main St. E. A lot of people like to bike and walk to trails safely, too many kids play there, And also shouldn't jake brake in the town, very noisy!



As a family we have discovered that the City is not pedestrian friendly‐ need sidewalks or shoulders on main roadways and more crosswalks‐ on CSAH 83 in particular

Plan Hwy 12 as Freeway around Maple Plain (Use Cty Rd 6). Long Lake didn't disappear, neither will Maple Plain. Start now! Also Kwik Trips bring competition for groceries and gas, which is much needed in our community!!




Taxes:


Taxes too high for what we get. Highway 12 west of town is a big mess.

Quit raising the taxes, I see no benefit from increases.

We miss Olson's! Do not squander our tax dollars!

Water:

Cloud city water is despicable. Have been told since April it would be fixed in 2 weeks and 4 and a half months later it is still horrible. Please fix. Sad part is we are paying the same amount. Not right.

Wish you had envelopes to mail back your water/sewer bills.

City water‐ cost too high for what you get.

Eliminate City sales tax and storm sewer fees.


Many homes are not maintained. Cost of water is too high. Many times the plow clips the corner lots. Bryant park needs repair

Get rid of Mediacom and open alternative internet option to citizens. Stuffed toys on poles near bridge‐ eye sore.

Need shelter for homeless people that are trying to put their life back together and have a free community flower and veg garden where people can volunteer to take care of the garden. Family events: movies in the park, music in the park, community picnics, ice cream social, fish fry. Have events during spring, summer & fall.

This City has nothing to offer. We don't even have a gas station. Everyone is moving out of this town. Nothing here. It's a joke.
