I. INTRODUCTION

In accordance with the Michigan Department of Environment, Great Lakes, and Energy (EGLE), the

City of Ithaca has prepared an Asset Management Plan (AMP) for its storm sewer system. The purpose

of the AMP is to define a method of cataloging, evaluating, and maintaining the system.

As part of this plan, the City of Ithaca has begun to have its storm sewer collection system analyzed

through the National Association of Sewer Service Companies (NASSCO) Assessment Programs.

Additional input on other aspects of the city’s collection system has been analyzed by the city’s

Department of Public Works (DPW) and independent engineers.

A. Mission Statement

The City of Ithaca is committed to providing its residents and customers with quality infrastructure

system that meet regulatory requirements and to providing excellent customer service in a timely

and cost-efficient manner.

B. Storm Sewer System

The city’s storm sewer system is a collection of pipes used to collect and transport water runoff.

All the water collected is then discharged to county drains. To maintain efficient flow, the city

plans to carry out a new storm system cleaning plan that would allow the pipe segments and catch

basins to be cleaned on a 4-year rotation. Maps (Exhibits 1A-1D and 2A-2D) depicting the assets

of the storm system can be found in Appendix A.

II. ASSET INVENTORY

The city’s storm system was independently investigated through a Closed Circuit Televised (CCTV)

survey in general accordance with the NASSCO pipe rating system (storm sewer) and Manhole

Assessment and Certification Program (MACP) Level 1 standards for the identification of features,

defects, and observations (manholes). The reports generated during these investigations were used

to develop an inventory of the city’s storm sewer assets.

A. Collection

The city’s storm sewer collection system totals 83,633 feet, with 977 drainage structures and is

composed of the following list of storm sewer pipe.

1. Sewer The primary focus of this portion of the AMP was to develop a storm sewer system map. The

goal of the project was to televise 100 percent of the storm collection system, however sewer

4 inches and less in diameter and some sections of failed pipes in the storm collection system

could not be fully surveyed. The independent survey videoed 83,633 feet of storm collection

system piping. An examination was performed on each gravity pipe televised with each defect

being rated and the condition of the pipe being assigned an overall rating.

Reviewing the storm sewer reports from the video survey shows the system is mostly in

working order with some areas requiring replacement. Issues can be seen ranging from debris

in the pipe to crushed pipe segments. The system shall be continually upgraded and

maintained with proper maintenance and planned improvements to work towards a properly

working system for the city.

2. Manholes

During televising procedures of the storm collection system, 919 (94 percent) of the city’s

storm manholes were evaluated in general accordance with the NASSCO’s MACP Level 1

inspection standards. As part of the evaluation, all storm manholes were Global Positioning

System (GPS) located and assigned structure numbers based on which quadrant of the city

they were located in. The remaining balance of manholes not inspected were inaccessible or

have been replaced in the last 20 years, and therefore a Level 1 inspection was not critical for

preparation of this report.

Most of the storm manholes throughout the city were found to be in relatively sound

condition. The primary maintenance needed for the manholes include repairs around pipe

penetrations. Other minor issues discovered were minor root intrusion, weeping, and

cleanup of some debris that has entered the structures.

III. LEVEL OF SERVICE

A robust storm system exists throughout the city and the best way to keep costs low and customers

satisfied is to maintain the existing system. Through periodic inspections and proactive repairs,

minimal interruption can be achieved, and costly system failures can be avoided.

The Ithaca DPW realizes that to maintain a positive relationship with residents and regulators, it must

maintain a knowledgeable staff. Keeping aware of the conditions of the storm system and up to date

with best management practices allows for problems that arise to be handled in a quick and effective

manner.

IV. CRITICAL ASSETS

Ideally, through regular maintenance and inspection, the storm system would continuously function

as designed. However, this is not always the case as unforeseen events can cause components of a

system to fail unexpectedly. The best way to help deter this from happening, while working within

budgetary means, is prioritizing maintenance and inspections on the areas of the system that would

have the most devastating effect upon failure.

Prioritization is based on the asset rating in probability of failure and criticality of the asset. These

two categories consider, asset condition, size of asset, and streets that the asset services. To develop

a comprehensive list of prioritized assets, a spreadsheet is maintained rating the condition, probability

of failure, and criticality of asset on a scale of 1 to 5. Multiplying these factors gives an individual

score for each asset’s consequence of failure; the higher the score, the more important it is to address

the issue.

A. Probability of Failure

Determining the probability of failure begins with determining the condition of the asset.

NASSCO’s Pipeline Assessment and Certification Program (PACP) and Manhole Assessment and

Certification Program (MACP) ratings are the primary focus for the ratings as they relate to the

pipe and manhole assets. These ratings are shown below in Table 2.

The PACP grading system is utilized to determine each pipe segment’s score. The segment score

is made up of a four-digit number. The first number is the highest severity grade observed in the

pipe segment, the second number is the number of occurrences of which the highest severity

grade is observed, the third number is the second highest severity grade observed in the pipe

segment, and the fourth number is the number of occurrences of which the second highest

severity grade is observed. The NASSCO PACP grading segment score is then related to the

probability of failure utilizing four different scenarios.

The four different scenarios allowed us to relate each pipe segments NASSCO PACP grade to a

probability of failure based on the severity and number of occurrences of the pipe’s defects. The

worse the condition, the more likely the asset is to fail. The asset’s probability of failure was rated

on a 1 to 5 scale with 1 meaning failure is improbable to 5 meaning failure is imminent (see Table

3).

Much of the City of Ithaca’s drainage structures and storm pipes have a probability of failure

performance rating of “1”, however 15 percent of the storm sewer assets have an imminent

probability of failure as can be seen from the asset inventory found in Appendix C. Of the assets

surveyed, 27,278 feet of storm garner a rating above 3. This accounts for approximately 33

percent of the storm system surveyed. All other aspects of the system have been rated with a

probability score of 3 or lower and have a relatively low probability of failure.

B. Criticality of Asset

The criticality of asset rating is most correlated to the asset’s size and location. These factors were

used to calculate the criticality of the asset with more weight being given to the asset’s size. Often

the type of sewer would also be considered (different types of trunk lines and leads) however the

City of Ithaca’s system is unique in that most of the city’s storm sewers outlet directly to county

drains. The county drains serve as the storm sewer trunk lines that convey most of the storm

water away from the city. Ratings of 1 represent an insignificant disruption to the system and

would correlate to an asset with a smaller diameter and outside of major roadways; where 5

would mean a catastrophic disruption, affecting a large diameter storm sewer that would be

within the footprint of a major roadway. Table 4 further shows the rating structure.

C. Consequence of Failure

Probability of failure and criticality of an asset determine its consequence of failure. Multiplying

the two factors together gives a numerical representation of the priority of individual assets.

Ranging from 1 to 25, importance is arranged so that ratings 1 through 8 are considered minor, 9

through 16 are important, and anything greater than 16 is critical. Appendix C shows the details

of the consequence of failure analysis for the storm sewer and drainage structures.

V. CAPITAL IMPROVEMENT PROJECT PLAN

Maintaining a municipal system means always planning for future needs. The storm sewer system is

no exception with growing and/or changing needs of the population it serves and the constant wear

and tear of the system it undergoes providing its service.

Understanding how the system functions and its condition is crucial to planning a Capital

Improvement Plan (CIP). This is then used to categorize each asset into one of the three categories

as can be seen in Table 5.

An asset falling into the consequence rating of 1 to 8 represents that the asset’s failure is unlikely

and/or insignificant to the daily operation of the system. This puts the asset in the acceptable

category as in its current state; it does not demand attention. The next tier of 9 to 16 represents an

increase in the importance of the asset to the daily functioning of the system and/or deterioration of

that asset’s condition. Assets falling in this range are put in the 20-year plan since, based on its

consequence rating, it can be assumed that over the next 20 years it will continue to deteriorate and

need repair or replacement. If an asset falls into the 17 to 25 range, it represents the most

deteriorated and is critical to the continued operation of the system. The most severe ranked assets

make up the projects identified in the 5-year CIP. Assets found to have a consequence between 9-16

were identified as potential 20-year projects that the city should start budgeting for.

As the system continues to be monitored, investigated, and maintained, these ratings will need to be

updated to reflect the most recent needs of the community with assets able to be added, dropped,

or shifted as work is done and as demands determine.

Once the consequence of failure rating was derived and the assets were sorted into its prospective

categories, the work needed to improve these assets was determined. Using professional judgement,

each asset was evaluated to determine if it needed inspection, replacement, or repair and, if in need

of repair, what repair is required.

A. 5-Year CIP

Evaluated assets with a consequence of failure rating of 17 or greater typically make up the

projects proposed for the 5-year CIP. Fortunately for the city, there were only eleven storm sewer

segments and no storm manholes that fell into this category. After reviewing the televising

reports of the sections identified, each segment was given a recommended action and a cost

opinion was developed which is shown in Table 6. The cost opinions include work to replace the

storm system only and do not include other utilities. The work includes road patches, curb and

gutter replacement as required for manhole replacement, and storm sewer items.

B. 20-Year Plan

A consequence of failure between 9 and 16 qualifies an asset as a potential 20-year project. These

assets are important to the system’s operation that have fallen out of its prime condition. These

can vary from more deteriorated assets playing less critical roles in the system to less deteriorated

assets in critical roles. As assets fall into this category, the city will have time to budget for the

improvements. It is recommended that all replaced assets less than 12-inch diameter be upgraded

to 12-inch diameter. This is a standard that other governmental agencies have adopted and

provides a certain level of service to its customers.

Table 7 below shows the cost to replace storm sewer and manholes with a consequence of failure

between 9 and 16. The costs represent the price to replace the storm sewer assets with a

minimum diameter of 12 inch, or at its current size, and include budgets for engineering, legal,

and contingency costs. All storm sewer assets should be sized before they are constructed to

ensure their current size is adequate to provide the level of service intended. The costs assume

that the existing storm sewer will be replaced with new infrastructure and will be paired with road

improvement projects or are currently located outside the roadway, so road restoration is not

included. The costs are provided for planning purposes only and are in 2019 dollars. Actual costs

will be affected by a variety of factors, including prices at the time of construction, whether the

work is completed as a large project or several smaller ones, etc.

Any important issues that are discovered while maintaining the system should be added to this

plan. In addition, upgrades to the existing storm system should be considered an integral part of

any road improvement project. Ultimately the 20-year CIP needs to plan and budget for the

replacement of all storm sewers within a road improvement project.

C. Intersection Drainage Assessment

As part of the storm sewer analysis, we analyzed the roadway intersections without existing storm

sewer infrastructure to determine if storm sewer improvements were warranted. The analysis

utilized storm sewer inventory maps, contour data, client input, and images to determine if storm

sewer assets should be added. Table 8 below shows the intersections found to need storm sewer

assets.

VI. REVENUE STRUCTURE

It is important to the City of Ithaca to maintain and improve its assets. The city’s storm system is no

exception. However, storm sewer systems do not have a funding mechanism or rate structure that

fund its improvements, contrary to sanitary sewer and water systems that allow for a rate structure

to be calculated based on operating costs and usage. Most often funds for storm sewer improvements

are taken from the city’s road or general funds. The city was presented other funding options that it

could utilize to upgrade its storm system and a letter discussing their prioritization of funding options

is in Appendix E.

VII. CONCLUSION

Investigation and inventory of the City of Ithaca’s storm system assets lay the groundwork for the

successful management of the city’s storm system assets. Assessment of these assets has allowed

the city to understand the criticality of their assets and helped develop options for capital funding and

financing options to put forth a plan to generate funds for expenses related to the investigation,

maintenance, and replacement of the storm system in the future. This framework allows the City of

Ithaca to cost-effectively provide its services to the residents.

Extensive investigation and analysis show the city’s system to be in satisfactory condition overall.

However, deficiencies throughout the storm system were evident. These deficiencies have been

identified by showing the criticality of the assets to prioritize short and long-term needs.

The city has always strived to provide the best service for its community. This plan puts forth a

framework to allow the DPW to continue its work and provide the citizens of the city with the services

they expect in the most cost-effective manner.

Dear Mr. Clark:

At its special Committee of the Whole meeting on Thursday, June 18th, the City Council further discussed

its capital funding and financing options for future implementation of the SAW Stormwater Asset Manage-

ment Plan. The Council considered the following options and prioritized them in the order noted below.

• Citywide Special Dedicated Voted Millage

o A Citywide Millage that the city would tax property owners based on their property’s taxable

value. The collected tax would go toward the implementation of the identified projects.

o The city would need to request that voters approve a special millage as a special ballot

proposal at a public election.

• Citywide Special Assessment District (SAD)

o A SAD is an annual assessment that the city could charge parcels or in this case the entire

city for public projects because projects are thought to increase property values throughout

the city. Assessments could be based on the amount of impervious surface on each parcel.

o The city would need to create a SAD over the entire city with the intention that the entire city

is benefiting from each capital project being completed. Such a special assessment could be

subject to a citizen referendum petition to place it on a public ballot for approval.

• Creation of a Stormwater Enterprise Fund

o An enterprise fund is a self-supporting government fund that sells goods or services (projects)

following the accounting framework of public and private sector utilities. The fund identifies

the total direct and indirect costs to complete the projects and a fee is charged to the residents

for the service in relation to the benefit to their properties.

o The city would need to set up a utility enterprise fund and charge residents for the planned

and completed projects. Creation of the fund would depend on state authorizing legislation

allowing for such enterprise funds.

• Project-Specific SAD

o A project-specific SAD is an annual assessment that the city could charge to only those

specific parcels directly benefiting (increasing property value) from a specific project.

o The city would need to determine a SAD for each project as they are planned with each

district having different assessments based on the construction cost of the project and the

amount of benefits received. This may be difficult to implement due in part to the oversizing

of stormwater lines that benefit properties upstream from a specific parcel.

None of the above options were totally ruled out, and the City may use a combination of the options

depending on the specifics of a project and/or changes in State statutes that might authorize creation of a

true stormwater utility enterprise fund.
