XVI. GRANTS 01. RESOLUTION - Approving the renewal of the SANE/SART (sexual

assault nurse examiner/team) program grant, with the New Jersey Department of Public Safety, Office of the Attorney General, in the amount of $115,165, (Federal-$72,000; County Match-$43,165).

02. RESOLUTION - Approving a contract with the Division of Child Protection and Permanency, in the amount of $73,742 (state funds) and a Public Donor Agreement for the County Match-$17,890.

03. RESOLUTION - Approving an amendment to the Victims of Crime Act (VOCA) application grant, as requested by the State, to increase the County’s Match. (Federal-$229,531; County Match-$60,801).

XVII. CORRESPONDENCE 01. High Bridge Police Department advising that the High Bridge Borough

Business Association, requesting permission close a portion of County Route 513 between Fairview Avenue and McDonald Street, for their annual Tree Lighting event, on Saturday, December 01, 2018, between 5:45 p.m. and 7:00 p.m.

02. Whitehouse Wind Symphony, requesting permission to hold their annual Holiday Concert (free to the public), at the historic Court House, at Sunday, December 09, 2019, from 2:00 p.m. until 6:00 p.m., and asking to have any fees waived. Also requesting use of 40 metal chairs, a PA system, and access to jail cell or a downstairs office for storage of instruments, (Insurance provided).

03. Hunterdon County Bar Association, requesting permission to use the

historic Court House for the Mock Trial finals, on Thursday, January 31, 2019 (snow date: February 04, 2019), starting at 6:00 p.m. Also requesting any fees to be waived.

04. Hunterdon Watercolor Society, requesting permission to have the insurance requirement and fee waived to use the Route 12 Assembly area, to continue to promote art education and preserve visual arts education, through workshops and demonstration meetings.

05. High Bridge Borough, requesting permission to use a LINK Bus as a shuttle during their Adventure Race – Bike, Boat and Run (HBAR), to move racers from Solitude Village to Union Forge Park, on Sunday, November 18, 2018, between 12:30 p.m. until 2:00 p.m.

Honoring Veterans on Veterans’ Day, November 11, 2018 WHEREAS, since the beginning of our history as a nation, courageous men and women, from all walks of life, have donned the uniform of our Armed Forces and built a noble tradition of faithful and dedicated service to our Nation; and WHEREAS, Veterans Day, November 11th, has been established by the U.S. Congress as a day to honor those American patriots who answered the call of duty, preserving our freedoms and often making the ultimate sacrifice; and WHEREAS, we can never fully repay our debt of gratitude to those men and women who have served; and WHEREAS, the dedication of our Soldiers, Sailors, Airmen, Marines, Coast Guardsmen, and Merchant Mariners has preserved our freedoms ,and saved millions around the world from tyranny; and WHEREAS, we continue to respect and admire those who currently serve and sacrifice to protect this nation; and WHEREAS, many Hunterdon County’s residents have served heroically in the military throughout our nation’s history to protect the freedom and liberty we all enjoy; NOW, THEREFORE, BE IT RESOLVED that the Board of Chosen Freeholders of the County of Hunterdon does hereby honor our Hunterdon County Veterans, and all Veterans in our state and nation, and thank them for their service and sacrifice on Veterans’ Day, November 11, 2018.

PROCLAMATION

Commemorating The Centennial Of The End Of World War I

WHEREAS, November 11, 2018 will mark the 100th Anniversary of the end of World War I, known at the time as the war to end all wars; and WHEREAS, history records that America’s entry into the war in 1917 proved a turning point that ended the bloody stalemate in Europe, and brought about the Armistice on November 11, 1918; and WHEREAS, the 116,516 Americans who gave their lives, the more than 200,000 who were wounded, and the 4 million Americans who served in the armed forces in the war deserve remembrance and recognition for their sacrifice; and WHEREAS, the Bells of Peace program, a tolling of bells 21 times throughout the nation and world, will take place at 11 am, on November 11, 2018, commemorating the 100th anniversary of the Armistice that occurred at the eleventh hour, of the eleventh day, of the eleventh month, in 1918; NOW, THEREFORE, BE IT PROCLAIMED, by the Board of Chosen Freeholders, County of Hunterdon, that the County will honor the patriotism, dedication, and sacrifice of those who served the nation in World War I, through participation in the Bells of Peace program, by having the bell at the Historic Courthouse in Flemington sounded 21 times, at 11 am on November 11, 2018; and BE IT FURTHER PROCLAIMED, that American ‘Doughboys’ should never be forgotten for their service and sacrifice in the war to end all wars.

Chapter 159-2018-008 WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of the Division of Local Government Services may approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall have been made available by law and the amount thereof was not determined at the time of the adoption of the budget; and WHEREAS, said Director may also approve the insertion of an item of appropriation for an equal amount; and WHEREAS, the County of Hunterdon has received notice of an award of $44,626 from State of New Jersey, Department of Human Services and wishes to amend its 2018 Budget to include this amount as revenue. RESOLUTION

Authorization to Petition the Highlands Council for Plan Conformance

WHEREAS, the State of New Jersey adopted the Highlands Water Protection & Planning Act (N.J.S.A. 13:20-1 et seq.) on August 10, 2004; and WHEREAS, the Act created the Highlands Water Protection & Planning Council (Highlands Council) and charged it with the preparation and adoption of a regional master plan for the entirety of the Highlands Region; and WHEREAS, the Highlands Council adopted the Highlands Regional Master Plan (RMP) on July 17, 2008, which became effective on September 8, 2008; and WHEREAS, the RMP includes goals, policies, and objectives related to environmental protection, water conservation, and sustainable economic development in the Highlands Region; and WHEREAS, the County of Hunterdon shares many of the same goals, policies, and objectives, as demonstrated through years of county planning, in particular the County’s Economic Development Strategy, and the numerous planning studies, documents, resources, and effective county programs that have resulted; and WHEREAS, the Highlands Council seeks to partner with the County of Hunterdon in pursuing the common goals and objectives shared by both entities; and WHEREAS, the Highlands Council has appropriated funds to support the implementation of the RMP at both the municipal and the county level, and offers such funding to the County of Hunterdon for its RMP-related initiatives; and WHEREAS, the Highlands Council County Plan Conformance Program entails completion of the following items, the costs for each of which, as necessary components to implementation of the RMP, are eligible for Highlands Council Plan Conformance grant funding:

1. County Self-Assessment Report – meaning a report identifying areas where County planning goals and objectives generally align with those of the Highlands RMP; prioritizing areas identified in accordance with county needs, interests, and intents; and providing a brief discussion regarding each, indicating preliminary thoughts, ideas, and plans for assessment and action.

2. 3. Water Use and Conservation Management Plan – meaning a comprehensive water use and

management plan developed with professional assistance for County-wide application and use; said Plan based on analysis of watersheds within the County and intended to reduce/eliminate areas of water deficit, retain/enhance water quality, and ensure a sustainable water supply well into the future.

4. Stormwater Management Plan – meaning a comprehensive stormwater management initiative

developed with professional assistance for County-wide application and use; said Plan based on implementation of Low Impact Development techniques and best practices in stormwater management, and intended to reduce/eliminate flooding, protect water quality, and maximize groundwater recharge.

5. Implementation Agenda – meaning a planning tool, listing all items of interest to the County in

furthering the common goals and objectives identified in the County Self-Assessment Report and each of items 2, 3, and 4, above, indicating items considered by the County to be of priority need/interest, and including preliminary cost estimates associated with each priority item; said Agenda to be considered a preliminary document, subject to change as County needs and circumstances evolve.

RESOLUTION WHEREAS, the County and Freedom House, Inc., wish to amend the existing Agreement dated December 19, 2017 to reduce the allocated funds to the Men’s Halfway House program due to the provider being the recipient of state funding through the New Jersey Substance Abuse Initiative thereby resulting in a decrease in the need for funding received by the County Department of Human Services; and WHEREAS, the reduction in funding for the Men’s Halfway House program is for the funding period of January 1, 2018 through December 31, 2020. NOW THEREFORE, BE IT RESOLVED, that the Director of the Board of Chosen Freeholders of the County of Hunterdon be authorized to execute, on behalf of the County, a Contract Modification between the County of Hunterdon and Freedom House, Inc., to modify terms of the Grant Agreement dated December 19, 2017; and BE IT FURTHER RESOLVED, that the Contract Modification executed reflect a decrease in funding of $24,000 for the Men’s Halfway House program effective the period of January 1, 2018 through December 31, 2020, with the not-to-exceed figure revised from its original amount of $40,836.00 to reflect the new sum of $16,836.00 (Acct. No. 01-27-036V); and

STATE OF NEW JERSEY COUNTY OF HUNTERDON RESOLUTION Contract Modification #2 WHEREAS, there exists a need for a contract modification to the professional engineering services contract, awarded to Malick & Scherer, P.C., dated January 19, 2016, for County Quote #0098-2015, for “Engineering Design Services for the Reconstruction of Hunterdon County Bridge C-32 and Approach of Payne Road over the Prescott Brook, in the Township of Clinton, in the County of Hunterdon; and WHEREAS, the Scope of Work has been modified to include additional work in accordance with the request for modification submitted by the Engineer dated May 10, 2017, the new Scope of Work. NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon as follows: 01. The Board of Chosen Freeholders of the County of Hunterdon does hereby authorize and

The Borough Of High Bridge Business Association will be hosting a tree lighting event on Saturday December 1, 2018. County Route 513 will be affected between Fairview Ave. and McDonald St. Traffic will be detoured on Route 513 Southbound to Mill St. to McDonald St. and on Route 513 Northbound to McDonald St. To Mill St. This temporary detour will be effective for approximately one (1) hour between 5:45 PM and 7:00 PM for pedestrian safety. There will be two uniformed Police Officers posted,one at the intersection of Church St. and Fairview Ave.and one at Main St. and McDonald St. to control traffic during this temporary detour.

To the Board of Chosen Freeholders: The Hunterdon County Bar Association will once again host the Hunterdon County Mock Trial Competition in which our county high school mock trial teams have the opportunity to experience our system of law and justice through the preparation of a mock case. The Bar Association's involvement with this program is philanthropic in nature, involving the volunteer hours of members in coaching teams, organizing the logistics of the competition and judging the preliminary and final rounds of the competition, always emphasizing the educational goals of the competition. Historically the finals of the competition have taken place at the Historic Courthouse. The finals of the competition are currently scheduled for the evening of Thursday,January 31st at 6:00pm, with a snow date of Monday, February 4th at 6:00pm. The event is open to the public and is free of charge. I am writing to request a waiver of any fee associated with our use of the Historic Courthouse for this purpose. In response to your request for use of a meeting room in a County-owned building, the following guidelines and request form are provided:

GUIDELINES FOR USE OF COUNTY B UILDINGS/MEETING ROOMS

County buildings/meeting rooms may be used by government entitirs for official business and non-profit organizations for educational, cultural or civic events.

Meetings by groups whose objectives are political in nature or whose objective is to lobby for/against public action are prohibited. Non-partisan political events designed for educationCJI purposes such as debates may be approved upon review and approval by the Board of Chosen Freeholders.

The scheduling of room use is on a first come, first served basis and is scheduled at the sole discretion of the County. Requests for room use should be made as far in advance as possibl e.

While regularly scheduled meetings shall not exceed 2 per month, special meetings may be permitted if space is available on a case by case basis.

A certificate of insurance, naming the County of Hunterdon as an additional insured, must accompany the request. The certificate of insurance must include General Linbility with a minimum of $1,000,000 Workmen's Compensation with $100,000/$500,000/$100,000 coverage and e xcess Liability, if available. Groups may petition the Freeholders for a waiver of this requirement in appropriate circum ;t ances.

Groups that are not organized as non-profit or government entilic:; r equire special Freeholder consideration for approval.

If the meeting/activity is scheduled on off hours/weekends/holirl ays or if there are special accommodations/set up required, there will be a $35.00 per hour fee for payable to the C o t!11ly for opening/preparing the room/closing/cleaning the facility, unless waived by the Board of Chosen Freeholders, for c;d1 County personnel required. There will a $75 per hour fee for the Historic County Court House, payable to the County for ll1e same services.

Organizations assume responsibility for any damage to room con t u1ls. No additional furniture or equipment, other than what is available, is to be used without C C' 1: :y approval.

The County is not responsible for providing storage of equipment, supplies, materials or other items owned by a group and used in the county building.

Groups are expected to pick up after themselves and make surr: ! 1 H room is returned to its original state.

Food and beverages are only permitted in designated areas. Smoking in County buildings is prohibited.

Visitors must stay in designated areas.

In the event of an emergency involving the physical plant, (fi•J , . ling, electrical problems, plumbing, etc.) contact the County Emergency Services Department at (908) 788-1202 wiHJ will contact the County Buildings and Maintenance Department.

Room capacity must be strictly enforced.

The Borough will be holding the High Bridge Adventure Race – Bike, Boat, and Run (HBAR) to encourage people from inside and outside the community to utilize the Borough’s open spaces and terrain features to compete in a three-part race.

With the number of participants expected to attend, the use of the Link bus to move racers from the historic Solitude House to Union Forge Park which will greatly assist with the success of the logistics for this event. The request would be for multiple trips between these two locations throughout the event.
