The Gateway Corridor Commission convened at 3:40 p.m. by Chair Weik. Agenda Item #1. Introductions Introductions were made by those present. Agenda Item #2. Consent Items Item 2a. Summary of May 14, 2015 Meeting: Motion made by Council Member Nelson to approve the Summary of May 14, 2015 Meeting. Seconded by Council Member Reinke. All in favor, Approved. Motion carried. Item 2b. Checks and Claims: Motion was made by Commissioner Ortega to approve the checks and claims. Seconded by Mayor Slawik. All in favor, Approved. Motion carried. Agenda Item #3. State and Federal Legislative Update Jan Lucke gave an overview of the previous legislative session and summarized two letters written by Betty McCollum and Adam Dunninick. Ms. Lucke also provided a synopsis of the support shown by officials and representatives in the previous legislative session. Commissioner Weik noted that any delays to the project will result in $17 million and stressed the need for continued communication to state law makers. JoAnn Ward spoke briefly about the bonding bill and commended the Gateway Corridor Commission on excellent communication, collaboration, and effort. Josh Straka made a statement that the issues faced at the state level are echoed at the federal level on transit and transportation funding. Commission Weik said that the special session does not include the Kellogg Bridge as an item. Kevin Roggenbuck gave an overview of the federal legislative updates and noted that MAP-21 was extended in May for two months and will expire in July. Agenda Item #4. Communications Update Item 4a. Mr. Gitzlaff reviewed the list of outreach activities to date and highlighted the St. Paul City Council update that took place on June 10 and featured a presentation on Gateway. Upcoming events include the Community Advisory Committee meeting on June 24, the Farmers Market event in Lake Elmo, and an Ice Cream Social event in Landfall. In addition, BOMA will host an event on the topic of return on investment for transit projects on June 15. Item 4b. Public Relations Activities Mr. Gitzlaff gave a summary of website activity for the previous month and reported that web site updates are in progress. The website update process is being discussed with the communications consultant to allow County Staff to make more website updates at the front end without relying on the web designer. The Twitter account is in development, as is the public opinion survey. Agenda Item #5. Gateway Fly-in Itinerary Mr. Gitzlaff gave a brief overview of the details for the trip. The trip itinerary remains consistent with previous drafts. Information about direct flight options was provided. Hotel accommodations are in the process of being booked and are dependent on group rate information. Mr. Gitzlaff added that a representative from the North Central Carpenters Union will join the event and will round out the contingent. Mayor Mary Giuliani Stephens said staff should reach out to more businesses within the Chambers of Commerce.

Mr. Gitzlaff said that he is recently reached out to the Woodbury Area Chamber of Commerce to see if they would be interested in sending someone. Agenda Item #6. EIS Update Mr. Gitzlaff gave an overview of the PAC meeting and the main points of discussion. The D and E alignment options were explained and Mr. Gitzlaff stated that the PAC concluded that the loop alignment should not proceed due to rider confusion about routing. The Highway 61 interchange was discussed and the Minimum Build option presented. Further meetings about the interchange will be held with MnDOT and the City of Saint Paul. A Health Impact Assessment update was provided by Hally Turner. The HIA document is to be published in December. Agenda Item #7 Other The PAC and Gateway Corridor Commission will not meet in July. In terms of Social Media, the Gateway Corridor Facebook page now has 500 likes. The Gateway website received 600 visits in the last month. The increased site traffic is likely due to the Bonding Bill and community outreach. An overview of the media articles about Gateway from last month was also provided. No comments were made. The strategic communication plan was provided at the meeting. This document was published at the last Gateway Corridor Commission meeting. Copies were provided. The meeting adjourned at 4:15PM

DATE: August 6, 2015 TO: Gateway Corridor Commission FROM: Jeff Dehler Public Relations RE: Gateway Corridor Communications and Public Relations Update Media and Community Relations – An e-newsletter was sent on June 17. The topics included a legislative session wrap-up and a preview of environmental review work to be completed over the summer. It was sent to 1,142 subscribers and opened by 342, a 34 percent open rate. It had a 9 percent click-through rate. Each is about average compared to industry rates. One news release was sent on legislative session wrap-up. Articles were printed in Finance & Commerce, Stillwater Gazette, Woodbury Bulletin, Lillie News. East Metro Strong worked with Commissioner Weik on an opinion-editorial for Pioneer Press that appeared June 23. Minor updates to the e-newsletter and media databases were completed. Strategic Counsel – Preparation and strategy assistance for a June meeting with Met Council Chair Adam Duininck. Coordination of a legislative strategy staff meeting to discuss summer and fall activities leading toward the 2016 legislative session. Video – The first video of three was produced for review by the commission. Production has begun on the second two videos with a goal of commission review in September. A publicity plan for distribution of the videos is being drafted. Website – Research on similar websites to get ideas on layout and content was completed. A new website content map was drafted. Research on appropriate web design templates is underway. The website redesign will allow staff to make updates more easily and more frequently, will revise and add content, and will make the site mobile and tablet friendly. Community Engagement – The first draft of a business and community engagement plan for 2015 was completed. Next Steps – A news release and e-newsletter about the proposed eastern alignment of the Gold Line route are being prepared. Website design work will continue with new content to be drafted and visuals identified and secured. The next two videos will be produced.

DATE: August 7, 2015 TO: Gateway Corridor Commission FROM: Staff RE: Draft Environmental Impact Statement (DEIS) Update 3a. Committee Updates The Technical Advisory Committee (TAC) met on June 17, 2015 and discussed the approach to Segment E (Lake Elmo and Woodbury), the different alignment and station location options under consideration to resolve the bubble area and how they will be evaluated. The TAC met again on July 15, 2015 and reviewed the results of the evaluation and recommended advancing Option A (Begin and End in Lake Elmo) to be included as part of the Locally Preferred Alternative (LPA) due to its faster travel time, higher ridership, lower capital cost and operational considerations. The Community Advisory Committee (CAC) met on June 24th. Their primary agenda topics were the D and E alignments and environmental justice outreach. The CAC provided input on the center vs. south side running guideway concepts in the D segment and the alignment concepts in the E segment. The CAC was not asked to put forth a recommendation on either issue. Generally, the CAC agreed that the center and side-running guideway should still be analyzed and the start/end in Lake Elmo E concept was more favorable due to travel time and cost. Action on E Alignment for Public Comment The PAC, as well as the Commission, will be asked to make an initial recommendation on the E segment based on TAC and CAC input. The initial recommendation will be released for public comment and a public hearing will be held in early September to gather further input. A final recommendation will be made in October followed by official action from the Cities of Lake Elmo and Woodbury and Washington County to support the decision. Next Steps Engagement Activities There are multiple ongoing engagement activities taking place that revolve around the following three subjects: environmental justice, E segment LPA refinement, and preparing groups to comment on the DEIS once it is published. Schedule / Upcoming Milestones DEIS document preparation is underway, chapters are being reviewed by cooperating agencies and submitted to the Federal Transit Administration (FTA) from now through September. The project anticipates FTA approval to publish the DEIS in December 2015 provided that the review process stays on schedule. The Gateway Committee’s will be meeting over the next few months to work on the following tasks:

Key Work Activities/Progress during June through early August 2015

Meetings • Project management team (PMT) - Held meetings on June 24, July 8 and 29, 2015.

Meetings focused on past and upcoming stakeholder coordination meetings, right of way analysis, managed lane technical analysis, design options and stations in D and E segments, and E alignment refinement as part of the LPA process.

• Technical Advisory Committee (TAC) – Held meeting on June 17 and July 15, 2015. Meeting focused on HIA updates, refinements to the D2 alignment along 4th Street in Oakdale, and D/E alignments from Inwood to Manning Avenue, including the LPA alignment refinement from Settlers Ridge Parkway to Manning Avenue. TAC provided preliminary recommendation on LPA refinement at July 15 meeting.

• Community Advisory Committee (CAC) – The CAC will meet on June 24, 2015. Meeting focused on design options and alignment refinement in the D and E segments of the Gateway Corridor.

• Meeting with MnDOT CRU – Met with MnDOT CRU on July 1 to review Section 106 work activities/status and schedule to complete.

• Meetings with Woodbury – Meetings were held with the city to discuss in more detail proposed development plans in Woodbury between Settler’s Ridge Parkway and Manning Avenue.

• FTA Coordination – Monthly coordination call with FTA took place on June 18. Call focused on project updates with FTA. July meeting was cancelled at the request of FTA.

• Ramsey County Meeting – Meeting held on July 31st to review the preliminary traffic analysis on McKnight Road and proposed improvements.

• BPO/SPO and Gateway Corridor Coordination Meeting – In effort to closely coordinated work activities and apply consistent methodologies, where appropriate, monthly coordination meetings were initiated on July 20.

• ROW Working Group Meeting – The ROW working group met on July 29. Areas of focus included approach to address ROW impacts in the Gateway Corridor Draft EIS, potential options to minimize ROW impacts, and next steps in the process.

• Landfall Open House/Ice Cream Social – Informal open house took place in Landfall on July 23. General project information was provided, along with discussion on the proposed alignment/station in the Landfall area.

Other Project Activities • Prepared update to the Purpose and Need Chapter of the Draft EIS. Submitted to FTA

for review on August 3, 2014. • Prepared DRAFT updated right of way analysis memo (update to March 2014 document

reflecting current design concept). This document is currently under review by the PMT, Met Council, Metro Transit and MnDOT.

Goals 

Gateway is a bus rapid transit (BRT) line that would run 12 miles in its own lane be‐

tween the Union Depot in downtown Saint Paul and Woodbury next to Interstate 94 

and Hudson Road. All‐day transit service would stop at 12 sta ons and include con‐

nec ons to the growing regional transit system. The system could open for service 

by 2021 and will provide a focal point for new economic development opportuni es 

as the region grows. The work is led by the Gateway Corridor Commission, which is 

comprised of local elected officials, business and community leaders.

DATE: August 7, 2015 TO: Gateway Corridor Commission FROM: Staff RE: State and Federal Legislative Update State Update A ‘lights on’ transportation bill was passed by both the House and the Senate this year and signed into law by the Governor. The bill includes enough funding for MnDOT to continue operating over the next two years. Additional funding for Gateway was not included in the transportation bill or in the bonding bill passed during the special session. Project partners continue to work with MnDOT and Metropolitan Council to identify options to fund the remainder of the State share of the next phase of Project Development scheduled to begin in early 2016. The current DEIS is fully funded and the schedule has not been impacted. The 2016 legislative will convene at noon on Tuesday, March 8, 2016. Federal Update Below is a recap of the Federal Activities prepared by LGN: Washington Update for Week of July 27 n the remaining weeks before Congress adjourns for August recess, lawmakers have worked diligently to try and pass final pieces of important legislation and to avoid what appears to be a jam-packed fall. The Senate, although voting 62-38 to approve a six-year highway and transit bill as an amendment to an underlying legislative vehicle, has also passed a short term 3 month highway fund extension before the July 31 deadline. This move indicates that a full vote on the bill will not happen until September or later. Meanwhile the House, having already passed a short term extension for highway funding, considered multiple bills before leaving for August recess on Thursday. Transportation Receives Temporary Funding On Thursday, the Senate voted 91-4 on a three month extension of highway and transit programs, sending the bill to the President to be signed before the July 31 deadline. In order to expedite the bill’s passage, the Senate voted 65-35 to limit debate on the bill; putting a 30 hour procedural hold in place that limited a final vote on passage until Thursday. The process proceeded slower than expected due to an amendment added onto the bill that would have reauthorized the Export-Import Bank which was eventually dropped. This most recent vote signaled a positive step forward for the funding bill and reflects the bipartisan nature of the work, with Senate Majority Leader Mitch McConnell indicating that “a multi-year bill is now [the Senate’s] goal.” Along with the short-term extension, the Senate voted on Thursday to approve a six-year highway and transit bill (HR 22) as an amendment to an underlying bill by

a vote of 65-34. The six-year deal includes $45 billion in offsets in order to cover roughly three years of the Highway Trust Fund from various sources including a sell-off of some crude oil from the Strategic Petroleum Reserve. The bill also reauthorizes the Export-Import Bank through September 30, 2019—a provision that some in House Leadership oppose. Although the House had already passed a short term transportation funding extension (HR 3038) to December 18, Representatives compromised with the wishes of the Senate and approved a shorter three month funding extension. The measure (HR 3236), transfers $8 billion to the Highway Trust Fund from the General Fund to keep the program functioning through October 29. Although the House was willing to compromise with the Senate on the three month extension, Lawmakers are already expecting a showdown in the fall over the Senate’s proposed six-year plan. Waters of the United States Attorneys General and other officials from 31 different states (Alabama, Alaska, Arkansas, Arizona, Colorado, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin, Wyoming), sent a letter to the heads of both the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers asking for the agencies to delay the implementation of the new Waters of the United States (WOTUS) rule. The new definitions for “navigable waterways” are set to go into effect on August 28 and will increase the EPA’s regulatory jurisdiction over bodies of water in the U.S. According to these officials, delaying the implementation would give the courts enough time to properly and thoroughly review and consider the legal challenges to the rule. Asking for a 9 month stay, the officials’ opinions are reflected by the Attorney General from North Dakota, that “a federal rule of this scope and significance needs thorough judicial review” in order to ensure its constitutionality. This request is in response to the legal case 14 states brought against the government regarding the new WOTUS rule and the fear that the ruling could go into effect before the courts have time to make any judgments. Although Minnesota is not one of the 14 states that have filed suit against the government, there have been vocal opponents to the EPA’s new ruling, notably the Minnesota Farm Bureau Federation. Echoing concerns by other groups throughout the country, the Bureau stated that the rule will grant the EPA excessive regulatory oversight and will harm farmers and ranchers. Conversely, supporters of the rule applaud the EPA for protecting Minnesota’s wildlife and fish, helping to mitigate flash flooding, and ensuring clean and safe drinking water. Healthcare Excise Tax Fight Intensifies National organizations such as the U.S. Chamber of Commerce and the AFL-CIO have begun to rally against the implementation of the excise tax on employer-sponsored healthcare plans that is set to go into effect in 2018. Commonly referred to as the “Cadillac tax,” the stipulation of the 2010 healthcare law equates to “40% of the annual difference between an employer plan and the government rate, which is set at $10,200 for individuals and $27,500 for families.” Although the tax does not go into effect until 2018, Lawmakers and special interest groups have already begun to garner support for its repeal from members on both sides of the aisle. There are currently multiple bills that repeal the tax that have received bipartisan support in both Chambers of Congress. On Tuesday, July 28, the formation of the “Alliance to Fight the 40” was announced—a group of employers and employee groups that are

dedicated to repealing the tax and who will surely intensify debate on the Hill regarding the proposed legislation. 50th Anniversary of Medicare On Thursday, July 30, Medicare and Medicaid celebrated its 50th anniversary since being signed into law by President Lyndon Johnson in 1965. The programs now insure roughly one third of all Americans and have been vastly altered from what the original legislation instituted. The Administration used this week’s anniversary in an effort to stress the importance of the Affordable Care Act’s (ACA) continued rollout and noted that the controversial legislation targets bridging some of the gaps within the older programs that have caused economic concerns for the country. Under the ACA, more than half of US states have expanded eligibility for Medicaid and in the wake of the recent King v. Burwell Supreme Court Decision, more states are expected to follow suit. Energy Bills Passed Through Committee After weeks of prolonged discussions regarding the status of America’s current energy agenda, the Senate Energy and Natural Resources Committee approved a broad energy bill by a vote of 18-4 on Thursday. The bipartisan legislation covers a wide-range of energy issues including renewable energy sources, drilling regulations, and energy efficiency. Along with the energy bill, the Committee also approved legislation that would lift the 1975 ban on exporting crude oil by American companies and would open areas in the Artic, Atlantic, and Gulf of Mexico to offshore drilling. The measure was approved strictly by party lines 12-10 due to some members claiming that the legislation only advances fossil fuels as opposed to investing in clean-energy sources. The Committee also offered broad support by a vote of 20-2 for Senator Rob Portman’s (R-OH) proposed legislation that would increase energy efficiency in buildings and throughout many manufacturing processes. A vote on the Senate floor has yet to be announced on any of the passed pieces of legislation. House Activity Before Recess In the final week before the House adjourned for August recess, representatives passed multiple pieces of legislation that will potentially have significant and far-reaching impacts. These bills included: H.R. 3236 – Surface Transportation and Veterans Health Care Choice Improvement Act

• Aside from the transportation elements, the bill consolidates all non-VA programs • Allows funds to be transferred from the Veterans Choice Fund to pay for eligible

H.R. 427 – Regulations for the Executive in Need of Scrutiny Act of 2015 • Requires federal agencies, when drafting rules, to include in its report to Congress • Mandates that major rules must be approved by a joint-resolution • Provides additional measures to expedite the process of drafting rule-specific joint • Allows courts to confirm that an agency followed out all the necessary requirements into one

singular Veterans Choice Program to help provide medical care to Veterans at non-VA healthcare facilities veterans at non-VA medical centers and to the Comptroller General whether the rules are “major or non-major” resolutions to properly administer a rule

August Recess The House of Representatives adjourned on Wednesday and now is officially on August recess. Senators still have one more week of work before their Chamber adjourns for the summer. DATE: August 7, 2015 TO: Gateway Corridor Commission FROM: Staff RE: Gateway DC Fly-in October 7th through 8th Update Background The Commission’s 2015 Work Plan and Budget identifies going to Washington DC to meet with our congressional delegation and the US-DOT administration about the Gateway Corridor project as a priority for this year. The purpose of the trip is to increase awareness of the project, share recent milestones and show local support for the project. The Gateway DEIS will also be under active review by USDOT, giving the contingent an opportunity to connect with senior department staff on any policy items related to their review. The attached memo from LGN provides more details. Itinerary The trip would be for two days / one night. Attendees arrive the night before and have an initial strategy meeting upon arrival. Hill and Administration meetings would take place on the second day and attendees could fly back that evening. Contingent The County’s lobbyist, LGN, recommends that a board group of stakeholders (elected officials, chamber and business reps, labor and other local and regional partners) attend. A doodle poll was sent out to gauge interest of Commission members and to review prospective dates. At the April meeting, the Commission set the dates for the trip from Wednesday October 7th through Thursday October 8th. Other partners including MnDOT and Met Council representatives have been invited to help round out the contingent but have not confirmed attendance yet. Travel Logistics Attendees have been advised to arrive by early afternoon if possible on Wednesday to attend an early evening event with Representative McCollum. The contingent has been sent some suggested flight options along with lodging information. Estimated costs per person would be approximately $1,200 at the high end or less depending on which flight times are booked. For additional details attendees are advised to contact staff. Budget At the May meeting, the Commission approved offering a $500 stipend for trip participants to cover approximately half of the trip costs. Under current legislative rules, State Legislators are not eligible for the stipend. It is estimated that ales than half of the participant will request stipends. The following has been prepared to provide you with additional information and recommendations related to the upcoming Gateway Corridor Commission Washington, D.C. fly-in which is currently scheduled for Wednesday October 7 – Thursday October 8, 2015. In an effort to ensure that we are well-prepared for possible visits on Capitol Hill and with Administration officials, the following memorandum briefly highlights some additional logistical considerations that we recommend the Commission consider in advance of the visits. This includes information related to flight schedules and the potential meeting schedule. We greatly look forward to your potential visits and believe that the gathering of influential East Metro leaders in various sectors would help ensure that your message is heard and fully understood. LODGING AND FLIGHTS: We are working with Gateway Corridor Commission staff to identify lodging and flight options that will be able to accommodate the group and also the budget needs set out by the Commission. As viable options become available that we are made aware of, we will alert staff. PURPOSE OF FLY-IN: Throughout the last several years the Commission has reached and surpassed significant milestones as it pertains to the development of the Gateway Corridor. Of importance and as you know, the federal government has already begun recognizing the merits of the project through the addition of the project to the “Federal Permitting Dashboard”. Further, it is nearing the point that the US-DOT will be reviewing the DEIS before signing off on its publication. Given the size and scope of this project and the significant current and future federal involvement that will be needed to complete it, it is important to keep the your federal Congressional Delegation and key Department of Transportation officials aware of your progress, challenges, and successes so that when the time comes for major funding decisions to be made, they will be fully aware of the project and able to confidently put their support behind it. Having public officials, chamber representatives, business representatives, labor representatives, and other local stakeholders, will underscore the local support and importance of this project.

Well, the Gateway Corridor did not get the $3 million it requested during the state Legislature’sspecial session in June.

But nonetheless, supporters and organizers of the proposed 12-mile-long bus rapid transitproject are planning to push for the hopeful 2022 opening date.

The route would connect St. Paul’s Union Depot to Woodbury and continue on to the St. CroixRiver bridge, while passing along Interstate 94 and Hudson Road through St. Paul’s East Side.

Andy Gitzlaff, project manager for the Gateway Corridor, said the missed funding opportunitydoesn’t have any immediate effects.

Rather, the $3 million requested for the project would go towards the next phase of the project,slotted to begin in 2016.

So the hope, Gitzlaff said, is that organizers will come up with the funds prior to the next phaseof the project — they’ve got until the end of 2015 to do so.

And with $22 of $25 million bagged for the next phase, including $2 million from the state lastyear, and $20 million from the Counties Transit Improvement Board, the lion’s share of funding isaccounted for, he said.

In search of another $3 million, different project partners have been looking for other potentialsources of funding. One potential option could turn out to be an organization like theMetropolitan Council, though nothing’s lined up at this point.

Currently, staff working on the project are preparing a draft Environmental Impact Statement,which outlines the potential effect the BRT route would have on its surroundings, including trafficpatterns, development, and other such factors.

The next phase would be centered on detailed engineering of the project, and a finalEnvironmental Impact Statement. Thirty percent of the engineering work would be done duringthis phase.

Last year, the Obama administration announced the Gateway Corridor is one of 11 public worksprojects across the country that would be fast-tracked through the federal process.

To stay on that fast track, the federal funding process requires that the project show strong localsupport.

According to a statement from project staff, every year the project is delayed will produceroughly $17 million in inflationary costs. Previous estimates have put the project cost at $400million.

In other Gateway Corridor news, the St. Paul Planning Commission is holding a public hearingon the proposed Gold Line (Gateway Corridor) Station Area Plans, the Gold Line Zoning Study,associated amendments to the comprehensive plan and St. Paul Bicycle Plan, anddecertification of the Sun Ray-Suburban Small Area Plan on Friday, July 24 at 8:30 a.m. at CityHall.

Lack of state funding doesn't hinder Gateway Corridor's fate Woodbury Bulletin

When all was said and done with the 2015 Minnesota legislative and special sessions, no funds were

allocated for the Gateway bus rapid transit project in Washington County. But that doesn’t mean Gateway

has come to the end of its road.

It’s quite the opposite, according to Washington County District 5 Commissioner Lisa Weik, who also

chairs the Gateway Corridor Commission. In fact, work on the area BRT, also known as the Gold Line, is

moving right on schedule.

“It’s important to remember, we are still working on the current phase of study,” Weik said. “It’s not like

we don’t have anything to do this summer, and this current phase of study is fully funded.”

This year’s work includes conducting a draft environmental impact study to examine the proposed routes

and locations for bus stations. From that information, planners will be able to decide where the stations

will go – each station along the route will be about 1 mile from the next – and determine precise

alignment proposals, Weik said.

“In regards to the station areas, each one would be unique. We will be working with all of the

communities in Washington County to get into this exciting phase, where the station takes on its own

personality and the brand of its city,” she said. “I think that’s pretty exciting. I just can’t wait to see what

each community would like to see in their designs.”

That work has already been funded.

The Federal Transit Authority has indicated that, in order to advance the project from a local to federal

status, Minnesota must contribute $5 million to the overall $25 million cost for the project’s next phase,

project development. The $3 million local officials sought from the state legislature would have gone to

that $5 million goal. The Gateway project received a $2 million allocation from the state in 2014.

Though Gateway was not specifically named as a recipient this year, Weik thinks the project could be

financially backed through either the Minnesota Department of Transportation or the Metropolitan

Council. One or the other of those agencies would take the lead on the project when it goes into the

project development phase. At that point, provided the Federal Transit Administration approves the

project, the Gateway/Gold Line will officially be transferred from a locally headed project to a state-led

effort.

“The next phase of development is a very tightly controlled phase,” she said.

The project development phase will include a final environmental study, a municipal consent process, and

a final route for the BRT lines.

“At that point, you have tangible plans to share with the public at open houses,” Weik said.

The Gateway Corridor Commission has been working on this project for a full six years, she said. If all is

completed on schedule, and MnDOT or the Met Council agrees to fund the remaining $3 million

commitment from Minnesota, Weik hopes to transfer the project to the state in the next seven to eight

months.

“We’re in a process that would be where we want to remain eligible for federal dollars, so we are

following the federally prescribed process,” she said. “At this point, I am very optimistic.”

Community leaders in the Gateway Corridor are regrouping after the Legislature did notapprove a $3 million request, during the regular or special sessions, for a proposed busrapid transit project that would connect the East Metro to the regional transit system.

The 12-mile-long Gateway Gold Line bus rapid transit (BRT) project is proposed betweenUnion Depot in Saint Paul and Woodbury along Interstate 94 and Hudson Road. The routewould run through Lake Elmo.

Supporters of the project are moving forward, according to Washington CountyCommissioner Lisa Weik, chair of the Gateway Corridor Commission.

“We had hoped for $3 million this session, but we’ll do what we can to stay on schedule fora 2022 opening,” said Commissioner Weik. “We’re encouraged by the tremendousmomentum we’ve built through collaborative efforts with residents, businesses,educational institutions and with officials at the city, township, county, Met Council, stateand federal levels.”

Legislators supporting the project included bill authors senators Karin Housley (R-St.Mary’s Point) and Susan Kent (DFL-WOodbury), as well as representatives Kelly Fenton (R-Woodbury) and JoAnn Ward (DFL-Woodbury).

The project received $2 million from a 2014 Minnesota Legislature bonding bill. The 2015request for $3 million would have funded engineering and environmental analysis work inthe Project Development phase of the Federal Transit Administration process. A year ago,the White House announced Gateway is one of 11 public works projects across the countrythat would be fast-tracked through the federal process.

Commissioner Weik says the Gateway Corridor Commission is working with partners tosecure funding and keep the project on track for a 2022 opening. Planners estimate thatevery year the project is delayed will produce roughly $17 million in inflationary costs.

UPDATED: 06/23/2015 06:03:17 PM CDT East-metro transit advocates are wise to make the "jobs" connection when they draw attention to the Minnesota Legislature's decision against including funding for the Gateway Corridor this year.

Jobs are a compelling reason to see that the 12-mile "Gold Line" bus-rapid-transit project -- from downtown St. Paul along I-94 to Woodbury -- keeps on pace toward its target completion date of 2022.

"The timing right now is critical," Gateway Corridor Commission Chair Lisa Weik, a Washington County commissioner, told us. The borrowing bill passed during the Legislature's special session did not include $3 million to help fund the state's share of the next phase of work along the corridor.

What's at stake? Keeping the east metro competitive.

Weik is concerned about attracting new employers to the east metro, while pointing to some recent losses: The Hartford Financial Services Group is eliminating about 190 positions at its Woodbury office, according to a Pioneer Press report last month. An education nonprofit, ECMC, announced in April that it will move 500 jobs from Oakdale to downtown Minneapolis "to attract and retain workers."

Meanwhile, employers along the corridor know part of their base of workers wants the advantages of transit over driving and parking, said St. Paul Area Chamber of Commerce President Matt Kramer.

Transit is "a business enabler," he said, noting that companies large and small rely on public transit to get workers to their doors and home again.

He and Weik are co-chairs of East Metro Strong, the coalition formed to advance the transit vision in Ramsey, Dakota and Washington counties.

Weik explains that Gold Line project leaders have "calculated a 17-million-dollar-per-year inflationary construction cost hit to the project, at this point, if we have any delays to the schedule."

Alternatives, she said, include approaching the Metropolitan Council or the state's Department of Transportation for the funding state lawmakers didn't provide.

Without that commitment, the project -- which last year earned a place on the fast track for federal permitting -- risks remaining competitive with projects elsewhere in the country, Weik told us.

At the same time, "we haven't fully educated people on bus-rapid-transit," said Kramer, who acknowledges that news about cost increases on the Southwest light-rail project was among challenges for transit advocates during the Legislative session.

The Gold Line will be the first in the state to use bus-rapid-transit in a "fixed guideway," he explains, noting that drivers inching along I-94 in a snowstorm will see a bus in its own lane speed by their slow-moving vehicles.

When that "mode" was selected, it was estimated to cost about $460 million, compared with the more than $950 million it would have cost to build light rail in the corridor.

The alternatives analysis revealed that bus-rapid-transit was the most economical option. Smart people in the east metro -- both elected officials and citizens -- Kramer said, came together around "the best solution," and the one most cost-efficient for the taxpayer investment.

That should lend support as project leaders work on options to assure they keep the Gold Line seamlessly on pace.

Employers -- and jobs, jobs, jobs in the east metro -- are counting on their success.
