CALL TO ORDER, LAND ACKNOWLEDGEMENT AND WELCOMING REMARKS Trudy Sachowski, Chair, alPHa Boards of Health Section and member, Northwestern Board of Health Chaired the meeting. The Chair welcomed attendees and called the meeting to order at 8:30 AM. The Treaty lands on which the meeting was being held were acknowledged. The Chair expressed thanks to alPHa staff and to members for their high attendance. UPDATE FROM DR. DAVID WILLIAMS, CHIEF MEDICAL OFFICER OF HEALTH Dr. David Williams, Chief Medical Officer of Health (CMOH), provided an update on Ministry of Health programmatic priorities, including the Novel Corona Virus, Public Health Modernization, influenza, Opioids, low-income seniors dental, and vaping, among others. The CMOH was thanked by the Chair. PANEL: alPHa AFFILIATES – ON THE FRONT LINE – PART II Affiliate representatives on the alPHa Board introduced themselves and presented on the challenges currently facing their respective public health disciplines. This is the second in a two-part series. The session was moderated by Carmen McGregor, President, alPHa and member, Chatham-Kent Board of Health. David Groulx, Manager Professional Practice and Development, Knowledge and Strategic Services, Public Health Sudbury & Districts, represented Ontario Association of Public Health Nursing Leaders. Steven Rebellato, Director, Environmental Health Department, Simcoe Muskoka District Health Unit, gave an update on behalf of the Association of Supervisors of Public Health Inspectors of Ontario. The Association of Ontario Public Health Business Administrators representative, Cynthia St. John, Chief Executive Officer, Southwestern Public Health gave an overview of key issues on behalf business administrators. Carmen McGregor thanked all of the Affiliate representatives who spoke at this event and in November. The important role of the Affiliates in alPHa was noted. SECTION BUSINESS The Minutes from November 2019 BOH Section Meeting were approved. Trudy Sachowski gave an overview of the BOH Section and highlighted that the BOH Executive is a key part of alPHa’s Board and leadership team. The Chair noted that on January 29, 2020, the alPHa Board of Health (BOH) Section Executive participated in a conference call consultation and webinar with the Public Health Modernization Team lead by the Minister’s Special Advisor, Jim Pine. This provided an opportunity to offer advice towards Ontario’s public health modernization initiative. Since the last section meeting, the BOH Executive has worked with their Board colleagues and staff on alPHa’s Discussion Paper on Public Health Modernization along with the companion alPHa’s Statement of Principles and alPHa’s submission to the Standing Committee on Finance. These documents were submitted in January 2020. All health units were promptly notified and information posted on the website.

The Chair noted the ongoing communication of BOH activities and the importance of alPHa’s Information Break. All members were encouraged to read it for the latest updates. The importance of this newsletter being distributed via the board’s key contact person was highlighted as this is the most efficient and effective means of distributing information to members. The Chair also noted that alPHa is providing regular Ministry of Health Situation Reports via the ‘All Health Units’ listserv to all Boards of Health. This allows alPHa members to have accurate and timely information. Members were reminded that these communications, similar to Information Break, are through their key contact person. Executive Director, Loretta Ryan, gave an update and spoke about alPHa’s key activities in public health modernization, ongoing communications with members and ongoing stakeholder relations including Public Health Ontario (PHO), the Association of Municipalities of Ontario (AMO), Dalla Lana School of Public Health, Ontario Chronic Disease Alliance (OCDPA), and Ontario Public Health Association (OPHA). Executive Director is participating in daily COVID-19 briefings including those for public health stakeholders and briefings for MOHs/AMOHs. BOH website resources were noted and members were encouraged to use these and encouraged to contribute: Orientation Manual for Board of Health, Governance Toolkit, Risk Management for Health Units, Healthy Rural Communities Toolkit, and the Ontario Public Health Standards. In addition, the Public Health Modernization and Climate Change resource pages were also noted. PRESENTATIONS The following topics were presented to the members followed by a Q&A: Strengthening Continuous Quality Improvement (CQI) in Ontario’s Public Health Units (PHUs) was presented Anita Brisson, Manager, Quality Assurance and Special Projects, Public Health Sudbury & Districts and Alex Berry, Manager, Communications & Foundations Services, Northwestern Health Unit. Social Prescribing was presented by Kate Mulligan, Director of Policy and Communications at the Alliance for Healthier Communities. Vaping/E-Cigarettes – Key Issues and What You Need to Know as a Member of a Board of Health was presented by Michael Perley, Director, Ontario Campaign for Action on Tobacco. ADJOURNMENT Trudy Sachowski gave closing remarks and prior to adjourning, the Chair recognized alPHa staff, speakers and members of the alPHa Board. The meeting adjourned at 12:00 PM.

ELECTION TO THE alPHa BOARD OF DIRECTORS

2021-2023

ACCLAIMED:

For the North East Region:

• Lapierre, René (BOH, Sudbury)

Born and raised in Northern Ontario, René has been a full-time faculty member at College Boréal in Sudbury since 2002 and has over 25 years of healthcare background. He has been the Chair for Public Health Sudbury and Districts since 2014. Over the past 5 years, the Board of Health has participated and approved a new 5 years strategic plan as well as the first ever Indigenous Engagement strategy. As a leader René has provided sound judgement and ideas to assist with mitigating the impacts of the various changes Public Health has been legislated to adopt in the last few years. Just recently he introduced the first ever North East Boards of Health, Chairs teleconference to discuss the impacts and how important working together is to maximize the excellent Public Health has accomplished and continues to do across all our regions. René is always looking to improve his knowledge and capacities with governance. Just recently he successfully completed the Director Certificate Program from Governance Solutions, as well as various courses on the roles of a good Chair, and the impacts of social media in governance.

For the North West Region:

• Trudy Sachowski (BOH, NWHU)

Trudy Sachowski is a member of the Northwestern Board of Health as the municipal appointee for the Township of Ear Falls and the Municipality of Red Lake. Since her appointment to the Northwestern Board of Health in 2013, she has served as the Vice-Chair, Chair of Executive Committee, Chair of the Constitution Review Group and various ad hoc committees of the board. In 2016 Trudy became the North West Region Representative on the alPHa Board. First as Vice-Chair of the Board of Health (BOH) Section and then since 2017, she has been the Chair of the BOH Section. Trudy is an active participant of the alPHa Executive Committee and has participated in various committees of the board including the Election Readiness Task Force, planning committees for alPHa’s annual conference, symposiums and annual general meeting, as well as other key alPHa committees. Trudy’s extensive volunteer work includes having served as Chair of the Ontario Parent Council, Chair of the Northwestern Healthy Living Partnership, Chair of the Dryden Public Library Board, Vice-Chair of the Northwestern Early Years Steering Committee, Board of the Points North Family Health Team as well as numerous community and regionally based committees.

CANDIDATES FOR THE CENTRAL EAST REGION (2 IN TOTAL):

• Robert (Bob) Chapman

Regional Councillor Bob Chapman is a lifelong resident of Oshawa, who is a retired Durham Regional Police Superintendent. Bob held many senior leadership and administrative positions during his over 30 years in policing including responsibility for Police provided Nuclear Security and a secondment to the Ministry of Community Safety (now Solicitor General) auditing Ontario Police Services. In addition to his police service, he was a member of the Canadian Army for over 37 years retiring in 2007 with the rank of Colonel. He is a critical thinker who has a great deal of experience in strategic planning. Councillor Chapman was first elected as an Oshawa Regional and City Councillor during the at large election of 2010 and re-elected in 2014 and served as Oshawa’s Community Services Chair and Chair of Durham Region’s Finance and Administration Committee. He was elected as the Oshawa Ward 3 Councillor in 2018 and serves as Oshawa’s Deputy Mayor. Being passionate about healthy communities and the important role public health plays throughout Ontario he put himself forward to stand as Chair of the Durham Region Health and Social Services Committee and currently serves in that capacity. • Andy Mitchell

Andy Mitchell was elected Mayor of Selwyn Township and member of Peterborough County Council on October 22, 2018. In December 2018 he assumed the position of Deputy Warden of Peterborough County. Andy is a member and current chair of Peterborough Public Health. He is also chair of Conservation Ontario and the Otonabee Regional Conservation Authority. He has served as a member of the boards of the Peterborough Regional Health Centre, the Canadian Association of Former Parliamentarians, the Canadian Canoe Museum and the area Workforce Development Board. Andy holds a Bachelor of Political Science earned at Carleton University. Building on his academic and job experience he became an adjunct professor at Trent University where he taught courses in political science. He also served as the University’s director of government and community relations. Andy previously served as Deputy Mayor of Selwyn Township from 2010 to 2014. He was elected as a Member of Parliament from 1993 to 2006 and served eight years in the Federal cabinet where he held several portfolios including Minister of Agriculture and Minister of Indian Affairs and Northern Development. From 2014 to 2018, Andy was a senior advisor in the Ontario provincial government. Further details can be found here.
