IV. CAMPO’s Scenario
Analysis
ODOT staff advised that CAMPO is on the second phase of its
Strategic Assessment; Scenario Analysis. During this phase specific
scenarios will be tested.
The four different types of scenarios are; Land Use Changes,
Alternative Modes, Parking Fee Changes and Transportation Options.
The scenarios will be evaluated in terms of the following criteria; a)
Public Health; b) GHG Emission Reduction; c) Livability and
Sustainability, and; d) Equity.

Representatives of CAMPO, ODOT and DLCD met with land use
planning officials of the majority of jurisdictions within the CAMPO
Area and received input into the allocation of projected growth to the
various parts of their community. ODOT and DLCD sketched the
projected growth based on the input received. ODOT and DLCD staff
presented the sketch to members and their staff.
Below are updates discussed with the TAC for the Scenario Inputs:
Land Use:
A- Allocate growth to Adair and Philomath:
Expand boundary of Adair Village to represent new expansion;
~2,500 new dwelling units projected, ~600 of those units
contained in newly annexed area.
Allocate new units between Adair Village and Philomath based
on relative capacity of areas indicated for growth
B- Corvallis Targeted Growth:
Relocate on-campus TOD site to adjacent TAZ to west (move
TOD from Veterinarian School area and wetlands but stay in
same general area)
Relocate growth from core area to southern TOD site along
99W near Airport
Only scenario to include new OSU group quarters growth
C- Climate Refuge (increase all planned growth areas)
Double projected growth
Direct growth to greenfield areas; West Hills to Philomath Blvd
and minimal infill in developed areas
Kevin Young (City of Corvallis) to follow up with project team
to provide locations (greenfields vs. developed areas)

Parking:
A.1- Expand parking fee districts surrounding OSU
Add one additional TAZ to Measure 02-88 fee area that was
excluded
Alternative Modes:
A- Increase Transit Frequency
Increase service to 15 minute headways during peak periods
A-2 Increase downtown parking fee rate to match OSU fee rate
B- Additional Service Miles
Add lines to serve Philomath growth areas, utilize 15 minute
headways during peak periods
ODOT/DLCD Project Team Next Steps:
1. Coordinate with appropriate parties to update remaining inputs
including Cascades West on TDM and Alternative Modes.
2. Share updated Scenario Inputs with TAC.
3. Present Scenarios to Policy Board for verification before
modeling; August Policy Board meeting.

Benton County’s Project Project: Chapel Drive Bikeway Improvement Project Problem: Chapel Drive is unsafe for bicyclists and pedestrians due to high speed heavy truck and vehicular traffic and lack of bike lanes or paved shoulders. Solution: The existing roadway on Chapel Drive from 19th Street to Bellfountain Road for 1.2 miles will be widened to add 5 foot bike lanes on both sides of the road. A tabletop intersection and planted median with turn pockets will be added at the intersection of 19th Street and Chapel Drive and extend to the public school entrance to provide visible road transition for traffic calming and slowing. A separated sidewalk and planter strip will be built along the school frontage to provide pedestrian connectivity to the east. Benefit: The proposed bike lanes and intersection improvements will provide safe access to the entrance off of Chapel Drive to a Middle School, a K-2 Primary School, and a High School. The project will also complete a missing link connection between South 19th Street sidewalks and bike lanes to Bellfountain Road and Plymouth Road that have a shoulder bikeways. This shoulder bikeway presently connects to the multiuse path between Philomath & Corvallis that is away from Highway 20/34 and currently used by bicyclists and pedestrians. The improvement on Chapel Drive will complete a bicycle and pedestrian facility that will extend from Corvallis and into the City of Philomath. This project will also connect Philomath with a bikeway to Bellfountain Road which is a Benton County Scenic Loop connecting to William Finley Refuge and South Fork Road. South Fork Road is a BLM Scenic Roadway that also connects to roads providing access to the Oregon Coast. This project not only has positive impacts to the local community, but it also helps improve safety for the traveling public on Chapel, which includes a high number of freight trucks. Cost: $900,000 (which would be a $816,178 grant request and $83,822 match)

City of Corvallis Projects We have identified the three projects below and assume a 10.27% match for each. New transit bus purchase $470,000.* Tunison-Avery Shared-Use Path connecting Butterfield Place with Avery Ave. $950,000 (This project is in our current 5-year CIP with funding to be determined). Transit Maintenance Facility to be constructed on City of Corvallis Public Works campus. $910,000. This project is currently in our 5-year CIP. The intent would be to use the STIP funding as match for an FTA grant. Total project cost currently estimated at $5.3 million. Note*. : This project is most likely not eligible under this category.
