The Academy on Age-Friendly Environments in Europe B.V., herein after referred to as

AFEdemy, is pleased to announce its first Study tour to Age Friendly Ireland, in particular

Meath, Cavan and Louth County. Our mission is to support and increase the capacity of

regional, local and community stakeholders to design, implement and monitor age-

friendly environments (AfE) policies, practices, places and programmes. AFEdemy will

draw together, organise and deliver a programme of courses, study tours, exchange

programmes and workshops tailored to the needs of their participants. The programme of

the Irish study tour has been developed in close cooperation with Age Friendly Ireland, and

they support the study tour in many ways.

Background: In 2007 WHO launched the concept of age-friendly cities, and since then

many cities and communities have joined the Global Network on Age Friendly Cities and

Communities (GNAFCC). As a member of the global network, cities and communities

pledge to improve the age-friendliness of their locality, committing to put in place policy

and implementation measures to secure development towards age-friendly environments.

In Europe the concept of age-friendly environments is very well received. European

mayors signed the Dublin Declaration on Age-friendly Cities and Communities in Europe in

2013. One of the action groups of the European Innovation Partnership on Active and

Healthy Ageing (2012-2018), is dedicated to fostering age-friendly environments. The

‘Covenant on Demographic Change, Towards an Age-friendly Europe’ was launched in

December 2015. The Covenant strongly connects with the Dublin Declaration and the

supports of GNAFCC. In this context the study tour to Age Friendly Ireland takes place.

In order to get the most profit out of the study tour, we highly recommend the participants

to be as open as possible and share their visions, their current situation (challenges and

needs), knowledge, expectations, etc. with the other participants and the guides of the

study tour. In preparation of the study tour we will compose an introduction leaflet with the

background, expectations and contact details of the participants. Let’s share and benefit

from each other!

National Age Friendly Programme

The ageing of our population will represent one of the most significant

demographic and societal developments that Ireland has encountered.

The number over the age of 65 is expected to increase substantially,

reaching 1.4 million by 2040 or about 23% of the total population. Across

this same period the number over the age of 80 is set to quadruple. The implications for

public policy areas as diverse housing, health, urban and rural planning, transport, policing,

the workplace and the business environment are considerable.

A now nation-wide network of Age Friendly City and County multi-agency, multi-sectorial

Programmes is now in place. The national Age Friendly Ireland programme, hosted by

Meath County Council, coordinates this nation-wide network and in doing so brings

together, supports and provides technical guidance to the 31 local authority-led,

multiagency Age Friendly City and County Programmes. Under the leadership of the local

authority, local governance is anchored in the multi-agency Age-Friendly Alliances,

supported by broadly representative Older Peoples’ Councils actively engaged as co-

design partners. The Age Friendly City and County Alliances provide the collaborative

framework to involve senior leaders from key stakeholders such as the local authority,

HSE, An Garda Síochána, Chambers of Commerce, third-level institutions, and others, who

have sufficient influence and resources to develop and deliver ambitious and collaborative

Age Friendly City and County Programmes. The National Age Friendly Ireland Programme

entered a transition period at the end of December 2016 with the objective of creating a

national centralised service, embedded in local government, to support the on-going

development, implementation and sustaining of the programmes strategy. The focus for

the new centralised support service will be to lead the national programme, continue to

connect the existing 31 local programmes and to support scaling and mainstreaming of

age friendly practices with a focus on demonstrating how best practice can influence

national policy.

Under the leadership of Jackie Maguire, Chief Executive, Meath County

Council, the National Age Friendly Ireland programme is being hosted

by Meath County Council to continue the on-going development and

effective & efficient management of the programme.

Over the last eight years significant progress has been made across

Ireland in adopting the global World Health Organisations Age Friendly

Programme framework. To date 31 City & County programmes across

26 counties have established and are committed to embedding age

friendliness through improved sustainable built environments, lifetime housing, improved

public spaces, accessible public & private services, timely and accessible transport,

sustained rural development and improved economic development. Internationally Ireland

is considered as a front runner country in terms of the achievements it has made. Without

the leadership of local government and the collaboration of key agencies at both local and

national level, this would not have been possible.

Governance is anchored in a National Advisory Group made up of senior stakeholders who

will provide the oversight for the National Age Friendly Programme and include Local

Authority Chief Executives, Department Assistant Secretaries, HSE National Director, An

Garda Siochana Assistant Commissioner and Chambers Ireland. The strategic objectives of

the programme going forward will be to:

• Provide the national catalyst for the provision of technical guidance to support each

Age Friendly City and County Programme in moving through strategy development to

advanced implementation

• Inform and influence policy and service development at both national and local level

• Optimise programme quality and impact by supporting wide-scale application of

innovative, effective and sustainable age-friendly practices

• Support the national structures including the National Network of Older Peoples

Councils to ensure that the collective voice of older people representing the diversity

of older people in Ireland is reflected.

The National Network of Older Peoples Council is a representative body

of Chairpersons from Older Peoples Councils across Ireland and

convenes nationally to surface national issues, share learning & best

practice, network, forge relationships and support the communication

of the programmes work. The National network is chaired by Bob

Gilbert, Chairperson, Cavan Older Peoples Council.

Over the past 8 years we have consulted with over 20,000 older people which has led to

the implementation of a huge volume of good practice at local level. Through our

partnership approach with the Department of Health & HSE the Healthy & Positive Ageing

Initiative (HaPAI) has conducted a baseline with 11,500 older people across Ireland and

produced a set of Positive Ageing indicators. The opportunity is to use this data from the

baseline to support the scaling up local models of good practice into the consistent

application of proven age friendly initiatives across the wider network of Age Friendly

Counties. The contribution of older people in this collaborative approach has facilitated this

unprecedented success. The programme looks forward to continuing this growth in

partnership with older people to ensure Ireland is truly age friendly for our current

population & future generations.

Smaointe (Memory Walk) and Lavey Lake

Conn Smith Memorial Park is a multi-generational shared play

space, ‘A great place for all the family to get involved’.

The ‘memory walk’, Boithrin na Smaointe, was installed by the

Cavan Alzheimer’s Association. We will also visit Lavey Lake

where the area has been upgraded with flowers and benches,

wheelchair accessible areas and a walkway along the shore front

of the lake. Lavey community have also been successful in their

campaign, which has been spearheaded by the older people to

introduce the new bus shelters that are in place.

We will visit a number of businesses to see the changes they

have made and chat to both customers and businesses owners to

see how the training has improved the footfall of older people to

their shops / services and how these customers feel that it has

made a difference to their shopping experience.

10:45-12:00 Visit Newgrange is a Stone Age monument in the Boyne

Valley, County Meath, Ireland.

It is the best know Irish passage tomb and dates to c. 3200 BC during

the Neolithic period, which makes it older than Stonehenge and the

Egyptian pyramids. Newgrange is a large circular mound with a stone

passageway and chambers inside. The mound is ringed by

'kerbstones' engraved with artwork.

BOOKING TERMS AND CONDITIONS OF AFEdemy

By booking or participating in a tour and any related products or services (herein after

referred as “service”) with AFEdemy you agree to these Terms & Conditions

The study tour to Age Friendly Ireland includes 2 nights at Bellinter House (Navan),

breakfasts, lunches and dinners, transport within Ireland, transfer to and from Dublin

Airport, site visits and entrance fees. Costs 650,00€ per person, VAT excluded.

General payment terms

50% of the total sum is due 14 days after reservation and in case of the Age Friendly Ireland

study tour before January 10, 2018. The final sum must be paid before January 31, 2018. If

the reservation is done less than 21 days before the beginning of the study tour, the whole

amount of reservation has to be paid immediately. In any case, all due amounts are to be

paid before the beginning of the study tour.

In case of cancellation, we use the cancellation policy as mentioned below. There are no

extra charges if the participant will be replaced by a colleague of the same company,

unless, change fees from 3rd parties apply, which shall then be paid by the company itself.
