    PREFACE GENFORCE MOBILEFORCES

    GENFORCE

    1. ThepurposeoftheGenericEnemyForce(GENFORCE)istoprovideabasisforthegenerationofenemyforcesforallexceptthemostspecialisedtrainingneeds.Itisdesignedtobeusedflexibly,inamodularfashion,tocraftenemyrequirementsfortraining.

    2. GENFORCEofferstwotypesofartificial,yetchallengingandrealistic,opposingforceoptions. Ithasbeenissuedinaseriesoftwopackages:

    MobileForces:ThisenemyhasheavyandlightarmouredforcesequippedonthelinesoftheFormerSovietUnionbutdevelopedandprojectedforwardtoaround

    2005. Ittakesintoaccounttheimpactoftheearlystagesofthecurrentrevolutioninmilitaryaffairsandtheeffectsofmajorforcereductions. Thebattlefield,andconsequentlytheoperationalartandtacticsportrayed,aredominatedbyadvancedweaponryandamanoeuvristapproachtowarfighting.However,thisGENFORCE

    isanarmyintransitionandthemajorityofitsformationsandunitsarestillofBasicForces'type(albeitmodifiedtocopewithchangingconditionsonthebattlefield).

    RestoftheWorldEnemy(ROWEN):Thiscompositeenemyhasabroadrangeofequipmentsofmixedorigin.ItsTacticalDoctrineandOperationalArtaredesignedtosupportspecificoperationalenvironments:normal,desert,mountain,OBUAand jungle.

    INTRODUCTION

    1. GENFORCE BasicForces “Tactics”and “Operational Art” described the

    GENFORCE approach towar in thenineteen eighties andearly nineties.Essentially,thisapproachwasarefinedandupdatedversionof thatwhichhadservedGENFORCEwellinWorldWarII,butwhichtookaccountofthelessonsof

    subsequentlocalwars,particularlythoseintheMiddleEastin1973and1982.

    However,GENFORCEtheoristswereincreasinglyawarethatboththeiroperationaland tactical concepts needed considerable revision in the light of three

    developments. Thesewere:

    a. Thereductioninthesizeoftheirown,andmostoftheirpotentialenemies’,

    armedforces.Theinitialimpetusforthiscontractioncamefromtherequirements

    oftheParisTreatyof1990whichlimitedthesizeofarmiesandairforcesinEurope. Itwassubsequentlydriven(inallcountries)bythespirallingcostof

    thenewweaponssystemswhichwereindispensabletoanystatewhichaspired

    tobeagreatmilitarypower. Theeconomysimplycouldnotmaintainamass

    armyandatthesametimeequipitplentifullywithmoderninstrumentsofwar.

    b. Therevolutioninmilitaryaffairs. Thissubject,addressedmorefullyinChapter

    1,concernstheimpactwhichradicallynewtechnologiesarehavingonthenatureoffuturewar. Qualitativelynewweapons,whendeployedinrelative

    quantity, render formermethodsofwarfightingobsoleteandrequirenew

    approachestobedeveloped. GENFORCEhadbeenawarefromtheearly

    eightiesthattechnologicalwarfarewouldbecomethedominantforceincombatinthefuture.ThisperceptionwasgivengreatimpetusbytheGulfWarof1991,

    whenanumericallysuperior Iraqi force (basedon1970sweaponry)was

    defeatedatsmallcostincasualtiesbyacoalitionwhosecuttingedgewasthe

    weaponryoffuturewar.

    c. Thedowngradingofoperationalandtacticalnuclearweaponsandchemical

    warfare. GENFORCEhascometotheconclusionthatNBCweaponshave

    onlylimitedutilityonthebattlefieldofthefuture,atleastaftertheinitialperiodofwar(theperiodofmobilization,concentrationanddeployment). Weapons

    ofmass destruction arenowseen as insufficientlydiscriminatingandresponsivetobeemployedroutinelyinthesortoffragmented,nonlinearcombat

    whichisdescribedinChapter1.Situationswillchangetoorapidlyandradically

    andopposingforceswillbetoointermingledoverhugeareasfortheeffective

    useofsuchblunt instruments. Moreover, theyarenow unnecessaryasprecisionandotheradvancedconventionalmunitions(eg,fuelairexplosive

    andremotelydeliveredmines)canaccomplishbattlefieldmissionshitherto

    performedbyNBCweaponsbothmoresuccessfullyandrapidlyandwithno

    attendantcollateraldamageandcontaminationordangerofescalationtoa

    strategicnuclearexchange. Ifnuclearandchemicalweaponsareemployed

    atall(andGENFORCE’Sfearofescalationseemstomakethisunlikely)their

    usewill belargely restricted toattacking targets in the operationalandoperationalstrategicdepth. Ofcourse,abreakthroughinNBCtechnology,

    particularlyintheBWarea,whichGENFORCEperceivesasgivingitadecisive

    advantageoverapotentialadversary,mightwellchangethissituation.

    2. GENFORCEIIMobileForcesdescribesinoutlinethechangesthatarebeing

    effectedinGENFORCEoperationalartandtacticsasthecenturyturns. Asyet,onlytheoutlineisclear,forGENFORCEisstillponderingtheimplicationsoffarreachingchange. Forthisreasonalone,GENFORCEIIissomewhatlessdetailed

    andprescriptivethanthepreviouspamphlets,whichsetoutconceptsthathad

    beenrefinedandelaboratedovermanyyears.Moreover,GENFORCEisatatransitionalstageinitsdevelopment. Foratleastthreereasons,itcanconfidently

    beassertedthatfurther,probablyradicalchangescanbeanticipatedinthemedium

    andevenintheshortterm.

    a. Theadvancedweaponssystemsthatarerevolutionizingthenatureoffuture

    warhavenotreachedtheirfulldevelopmentpotentialandare,asyet,deployedinonlylimitednumbers(ifonlyongroundsofcost). Theyexistalongsidemore

    traditionalequipmentsandare,ineffect,addonsradicallyimprovingbutnot

    transformingcapabilities.

    b. Therevolutioninmilitaryaffairsisstillinitsearlystages. Thenewweaponry

    currentlybeingintegratedintoGENFORCEisbasedoncurrentlyavailable

    technology.Underdevelopment,however,areothersystemsbasedonbothemergingtechnologiesandnewphysicalprinciples(egrobotization,directed

    energy, plasmaandmembrane technology,electronic, laser damageand

    infrasoundweapons). Whenavailableinquantity, thesewillrequirefurther

    changesofanevenmoreradicalnature.

    c. GENFORCEisstilltestingitsnewconceptsandforcestructures. Doubtless,

    trialsandfurthertheoreticalworkwillcombinetorevealproblemareasand

    errorswhichwillnecessitatefurtherdevelopment.
