    CHAIRMAN’S REPORT

    At the conclusion of the AGM last year, several people suggested to me that 2007 would be a ‘holding’ year for AFL Canberra. They were better informed than me about the challenges that the incoming Board would face and were not optimistic about our chances of doing much more than hold our ground. I am happy to report that 2007 was much more than a ‘holding’ year. With the support of an enthusiastic and talented Board, General Manager and all clubs, I think we took great strides this year towards building a strong and viable competition. The Taskforce report, which has been circulated to all clubs, forms a solid basis for a vision for the mid-term future (3 to 5 years hence) in which we have seven local clubs playing in the Premier Division and the Sydney Swans making an eighth club. In relation to the Taskforce report, the Board has agreed in principle to the major recommendations around

    • Seven local teams • The Swans • Commitment of development resources to Tuggeranong, Weston Creek/Molonglo and Gungahlin

    districts • Adoption of development zones and closer ties with AFL NSW/ACT on development and • A 30 player list with 5 additional ‘protected’ under 18 players.

    Work has already commenced on implementing these recommendations and I hope to see positive results in 2008. In addition to these recommendations, work has already commenced on improving junior administration, formulating the budget and draws, appointment of representative coaches and staff for the Country Championships and the myriad of tasks that are needed to make the competition happen. I thank all Board members, our volunteers, David Wark and his staff, and all club officials and managers for the great deal of assistance that has been given to me this year.     Mulrooney Medallist The Mulrooney Medal for 2007 was won by Jarrod Moore of Sydney Swans. David polled 23 votes in a close and tense vote count. Swans Ryan Brabazon was second with 18 votes. Mitch Daniher Queanbeyan who finished third on 15 votes The Mulrooney Medal was instituted in 1936 to recognise the contribution made to Australian Football by John L. Mulrooney, a League past-President and Life Member. Field umpires confer after each home-and-away game to produce a combined vote on a 3-2-1 basis.

    2007 REPRESENTATIVE FOOTBALL

    2007 Representative Football saw success over a much improved and gallant Sydney AFL team this year. It was our only hit out this year in the lead up to the 2008 Country Championships scheduled to take place in Victoria. The selection process and training gave a solid grounding for the young team as players were picked on form and arguably more importantly, enthusiasm for the program. As seems to be the case every year in the ACT, some players were keen and some players were keen to ensure they did not place themselves in a position where they might miss any club games. To the players and staff who committed themselves to this year’s program, I congratulate and commend you all on a job well done. The effort from all the players and staff involved was of the highest order and it made the job as coach a pleasure indeed. The match itself was positive overall, by virtue of the fact that we won. However, it was the blooding of some 14 players new to representative football that provided most involved with an enormous sense of satisfaction. The side itself was ably led by two champion players of this competition in Billy Neely and Ryan Quade who were both named as vice captains. For the most part we had control of the match. To Sydney’s credit though, they provided us with some scary moments late in the match before we settled to eventually run out 14 point victors. Special mention must go to Kieran Johnson and Jamie McGinley for their tremendous support. Having opposition club coaches work together was both fascinating and rewarding for a whole host of reasons. I would also like to thank Tony Wynd and Andrew Bishop for their passion and commitment throughout. The behind the scenes work of Mark Copley also deserves praise and without the total support from David Wark and Geoff Gosling, our program would not have been the success that it was and hopefully will be in the coming years. To all other staff, medical or otherwise, your work does not go unnoticed, is always appreciated and not taken for granted.

    PERMITS AND MATCH COMMITTEE

    The movement of players in and out of the AFL Canberra region and between clubs was at the usual high level during this Season. Utilisation of electronic systems facilitated the registration and transfer requirements assisting this Committee and Clubs in having matters dealt with relatively quickly. The trial rule whereby transfers could be refused due to a player owing money to a Club or having property belonging to that Club resulted in a number of transfers being refused initially. All but one transfer was satisfactorily resolved. There was only one instance where action was taken against a Club for fielding an ineligible player. This continues the trend from last season where no instances required action. It must, however, be noted that a number of District Clubs can consider themselves fortunate in this regard. The incoming Committee may need to discuss with Management whether the lenient approach taken in recent seasons to assist Clubs struggling to field teams is in the best interests of Clubs and the development of the game within the region. Once again the Committee stalwarts – Bill Leitch, Gary Harwood and Doug Droop, presented on a regular basis to keep the paper work moving and resolving any issue.     APPEALS BOARD

    The Appeals Board heard 3 matters involving AFL Canberra in the 2007 year. The Board on each case consisted of the writer. Neil Hendy and Andrew Muller (a new member of the Appeals Board. The matters involved were: 1. A player transferring from Ainslie to Queanbeyan where a $9,000.00 transfer fee was set. The relatively high figure was influenced by Representative Football for the ACT and the goal kicking prowess of the player in his 5 years at Ainslie. 11. A further player transferring from Ainslie to Queanbeyan where a $2,000.00 transfer fee was set. Pertinent factors included the player’s injury, the fact that he had not been a consistent first grade player and had not played any Representative Football. 111. A player transferring from Tuggeranong to Ainslie where a transfer fee in the sum of $1,500.00 was set. Argument was heard from Tuggeranong that although the player was only 18 years he had immense talent which included coming from the Tuggeranong Juniors and had received a number of awards as a Junior player including the Canberra Reserves Grade best and fairest in 2006.The Board indicated that despite the players excellent junior record and his potential at junior level, he had not shown the potential senior level at this stage and therefore it was not relevant to set a higher transfer fee.     UMPIRING ADMINISTRATION

    AFL Canberra umpiring administration for the 2007 season was carried out by Judy Mustard as Umpiring Manager, Bob Stacey as senior coach, Russell Taylor as field umpires coach, Roger Broughton as boundary umpires coach while Colin Larter was the Goal umpires coach. AFL Canberra appointed Roger Broughton as the fitness coach while Ross Norgate co-ordinate the umpiring in junior grades. Jo Healy was responsible for the umpires’ payments system Canberra had a satisfactory number of field umpires at the start of the year. This meant that Association field umpires were provided to all matches in all grades this year and initially there was little need to ask umpires to do more than one match per round. However, through the year, we lost 25% of the group through work & personal commitments, overseas travel & umpires taking a break from umpiring. We were pleased to welcome field umpires from Cootamundra who joined the Association again this year and reduced the need for Canberra umpires to travel to Cootamundra. Also, both Goulburn and Cootamundra, Cooma & Yass provided dedicated boundary and goal umpires to their home matches. However, total boundary umpiring numbers were inadequate and relied too heavily on junior AFL players who were not available for umpiring when their playing commitments conflicted. Goal umpiring numbers were down which meant Goal umpires were required to “Double up” Umpiring standards were maintained at a professional level with the recruitment this year of some experienced umpires from interstate. This year with the continuation of the Sydney Swans Reserves in the AFL Canberra competition there was the opportunity for many umpires to run on the SCG & Telstra Stadium, some for the first time. All umpires trained at Manuka Oval again this year. The improved training facilities, secured storage rooms and ready access to briefing rooms and the AFL Canberra Office. This year, we increased the number of field and goal umpires undertaking accreditation and this meant umpiring standards in the top grades were maintained at a high level. The three umpire system was used for all first grade matches and for all first, reserve & U/18 grade finals. The Umpires Association has continued its success in securing sponsorships, visiting clubs, providing umpiring essentials and promoting umpiring. The umpiring administration has again succeeded in prudently using its thin resources, and in maintaining standards and motivation.     DISPUTES TRIBUNAL

    The Disputes Tribunal dealt with 86 cases or charges during the 2007 season involving a total of 81 players which is a 102.5% increase in the number of cases (40) dealt with in 2006. This is also more than double the number of cases(39) dealt with in 2005 and this year also suffers in comparison with the levels of activity in 2004 (47) and 2003 (32). This year the Tribunal suspended 43 players for a total of 90 matches, with a further 6 players receiving suspended sentences totaling 9 weeks .A further 15 players received reprimands after having been found guilty of the charges laid against them. The remaining 16 players were acquitted. Disturbingly, 5 players appeared on more than one occasion, and 7 players were required to appear after having been cited. A summary of the actual offences coming before the Tribunal during the season is set out hereunder: Offence Number of counts Striking 55 Charging 7 Abuse 10 Racial vilification 1 Misconduct/reckless conduct 5 Threatening umpire 1 Wrestling 3 Kicking 2 Disputing Decision 1 Head Butting 1 In his Report at the conclusion of the 2006 season, the then Chairman Mr. Peter Birtles remarked that whilst the general level of Tribunal activity during the year was consistent with recent seasons, it was noteworthy that only seven reports involved first grade players. Mr. Birtles went on to say, and I quote,” The Tribunal welcomes this development and recognizes that, while such a low level of first grade activity could be anomalous, it could also represent a heightened standard of professionalism amongst senior players and coaching staff.” Unfortunately, during the 2007 season, a total of 20 first grade players appeared before the tribunal, which was an increase of 186% over the proceeding year and should be regarded as

    completely unacceptable by the ACTAFL. I am unable to echo Mr. Birtles comments for the year just concluded. The remaining 61 cases, or just over 75% of tribunal business, involved other than first grade players and reporting officials. Unfortunately, several of these cases involved under age players either threatening or abusing umpires. Such incidents will not be tolerated and in future, players appearing before the Tribunal facing a similar charge, can expect a suspension if such charge is proven. As Mr. Birtles commented last year, not all players and umpires could attend before the Tribunal, and, as a result of player and umpire work related absences, some evidence in a few hearings was given by speakerphone in less than ideal circumstances. Despite these limitations, the Tribunal considers the formal hearing processes are essential in informing less experienced players and umpires in the determination of relevant fact finding and, as applicable, the relevant factors in the imposition of appropriate penalties. This does not mean however that the tribunal and its members are against change and In this context the Tribunal has viewed with interest the introduction and on going workings of the revised AFL tribunal system, which has now been in place for three seasons and despite some continuing challenges appears to be functioning reasonably well, and with growing community acceptance I note that there continues to be discussion about the need to improve the present AFL Canberra Tribunal arrangements. The Tribunal would welcome the opportunity to participate in any discussions surrounding any such proposals. As usual, I wish to record my appreciation to the members of the Tribunal, and the unselfish way they gave their time to the Tribunal which sat every Tuesday during the current season. In particular I wish to acknowledge the involvement and contribution of the former chairman, Mr. Peter Birtles, who along with his wife, relocated to Melbourne, Victoria, earlier in the year. Peter provided the Tribunal with outstanding service, firstly as a member, then as Chairman, after taking over from Mr. John Glynn The tribunal members and I miss his friendship and counsel.     Junior Operations Committee 2007

    Although there have been some challenges arising from the introduction of a new competition structure, 2007 has been another good year for the AFL Canberra junior competition. Our numbers have continued to grow although not at the rate that the Junior Operations Committee (JOC), and I’m sure clubs, would like to see. Importantly however the foundations for growth are in place. This year, following extensive consultations with junior clubs, a Double Age Progression (DAP) structure was introduced covering the 13-14 and 15-16 age groups. Such a significant change was always going to raise issues and this year was seen by the JOC as a transition year. Some of the issues were anticipated, some were not. It has been a learning process for both clubs and the Junior Operations Committee. The general feedback has been however that while there have been issues the majority of clubs believe the concept has merit. Certainly the Junior Operations Committee believes it is an important mechanism for building the numbers of players involved with junior AFL and in developing skill levels. The annual review of the season carried out with junior clubs provides an opportunity to iron out some the bugs encountered this year. The working arrangements between AFL Canberra and the AFL continue to strengthen. There is agreement on the part of both parties that our respective activities need to be well coordinated to ensure we get the best possible outcomes for AFL generally and for the players and their parents in particular. During 2007 a taskforce established by AFL Canberra has been reviewing the current situation and needs of senior and junior AFL in the region. The outcome of this review process will provide a strong vision for the development of junior, as well as senior , AFL into the future and a more strategic application of resources. The JOC looks forward to playing its part in the implementation of the taskforce outcomes. Junior football cannot survive without the many volunteers who contribute their time to do all the things that need to be done to get our young players on the field. They do a great job and, on behalf of the JOC and the AFL Canberra Board, I thank them all. I would also like to thank my fellow members of the Junior Operations Committee – James Ceely, John Love, Ron Maginness, Linda Muir and Ross Norgate. Finally a special vote of thanks needs to be made to the AFL Canberra’s Junior Operations Manager, Judy Mustard, who left AFL Canberra at the end of the season.     AFL CANBERRA UMPIRES ASSOCIATION INC. PRESIDENT’S REPORT

    Recruitment and retention of umpires – particularly younger umpires - is still a significant issue in the ACT. Hopefully the appointment of an Umpiring Development Manager responsible for this region will reap some benefits for 2008 and beyond. We have a good combination of youth and experience in the boundary and goal umpire disciplines, with some excellent prospects for future selection to AFL matches. With the field umpires, our strong list of umpires could do with some support of some new, young talent. This year we had a boundary umpire selected for AFL matches, for the first time in some years. Luke Roberts performed extremely well across the season and provides valuable experience to the boundary umpires coming through the ranks. James Savage continued his career with the AFL in the goals, officiating in 12 matches. We have a number of issues to progress that will need the support of the league and the clubs if umpiring is to continue to progress in Canberra. Despite some of the problems that we have, umpiring in the ACT is in a good position with tremendous potential for the future.
