CATEGORY A SHELTER NEEDSA reassessment of Category A flood induced shelter needs was undertaken by between 15 July and 14 August 2014 by joint teams from national and international NGOs and UN agencies.

Re-Assessment Conducted:

• In 32 district reassessment is complete.• In 16 districts assessments had sufficiently recent data

and did not require reassessment.• 9 locations were inaccessible due to security concerns

and were assumed to be unchanged from initial assessment.

We have 93 days in Sept, Oct and Nov hence5,638/93 = 61 shelters/day.

Note: We seem to have constructed 37 shelters to date and have funding for a further 904.

904/90 = 10 shelters/day.

So what do we do?

Page 14: Afghanistan Shelter & NFIs Cluster Shelter cluster.org Coordinating Humanitarian Shelter & NFIs Afghanistan Shelter & NFIs Cluster 26 -Aug-2014.

Afghanistan Shelter & NFIs ClusterShelter cluster.orgCoordinating Humanitarian Shelter & NFIs

So what do we do?

1) Inaccessible: these are at least 674 being done by ARCS/IFRC. I need to meet to discuss. With ARCS/IFRC.

2) Prioritise: Altitude and size, maybe Cat 1+3) Make what we have go further: two room to a

one room, economise on foundations, verify the heating requirements for shelter design (increased numbers by 25-30%)

4) NFI winter plan and stocks.

Page 15: Afghanistan Shelter & NFIs Cluster Shelter cluster.org Coordinating Humanitarian Shelter & NFIs Afghanistan Shelter & NFIs Cluster 26 -Aug-2014.

Afghanistan Shelter & NFIs ClusterShelter cluster.orgCoordinating Humanitarian Shelter & NFIs

So what do we do?

5. We probably want to omit latrines..... (add another 15%)

6. We need to foster host families (perhaps 10-15% of the gap number)

7. We need to focus on in field DRR (add 5%-10%)

Page 16: Afghanistan Shelter & NFIs Cluster Shelter cluster.org Coordinating Humanitarian Shelter & NFIs Afghanistan Shelter & NFIs Cluster 26 -Aug-2014.

Afghanistan Shelter & NFIs ClusterShelter cluster.orgCoordinating Humanitarian Shelter & NFIs

8. We probably need to move to a location based rather than a resource based system

9. Carefully monitor the Cat 1 (5% reduction of gap number)

So what do we do?

Page 19: Afghanistan Shelter & NFIs Cluster Shelter cluster.org Coordinating Humanitarian Shelter & NFIs Afghanistan Shelter & NFIs Cluster 26 -Aug-2014.

10. Encourage recycling and self community self reliance/resilience.

11.Carefully prioritise

Relocation Groups from field reports:1) In the case of Abi Barrak, Argo district it is understood that a site for 700 shelters and associated infrastructure has been secured with a view to project completion by 30 November 2014 but neither allocation of land nor preparation of the site has begun. 2) In the case of Aijil, Yawan district (95 Cat A) it is understood that land has been purchase by the authorities and allocation will start within a matter of days, by 17 August.3) In the case of Gawad, Balkhab (66 Cat A) district it is understood that CDCs have identified land for relocation but the process of transfer of ownership has not begun.4-6) No durable solutions are evident for 3 other groups in Ishkamish (212 Cat A), Pashtoonkot (13 Cat A) and Rostaq (118 Cat A)
