Brief information on disability & Victims in Afghanistan

• National Disability Survey of Afghanistan NDSA says 2.7% of overall population of Afghanistan live with disabilities or about 800,000, including around 60000 thousand are landmine survivors

• 59% men and 41% women with disabilities • 196000 children of school age• Physical Disability is the highest (36%)

Victim Assistance

• Afghanistan is state party to the Mine Ban Treaty (2003)

• Article 6.3 of the AP Mine Ban Convention obliges that each State Party “in a position to do so shall provide assistance for the care and rehabilitation, and social and economic reintegration of mine victims…”

• Disability under Social protection of ANDS

First Victim Assistance Workshop

• 1st VA Workshop conducted by the Ministry of Foreign Affairs by Support of UNMACA in August 2006 and support of disability actors

• The workshop aimed to elaborate a plan of Action for the period of 2006 – 2009 called Kabul Report covered the six elements of VA

• The First Step towards meeting Afghanistan’s obligation under MBT to assist the victims

2nd National Victim Assistance and Disability Workshop

• 2nd National VA & Disability Workshop conducted under the MoLSAMD auspices in October 2007 by: Financial support of UNMACA and WRA (CPI) 220 participants: 9 ministries, provincial officials, parliamentarians,

embassies, donors, People with Disabilities Organizations National and International NGOs, UN Agencies

GICHD technical support

• The 2nd Workshop revised the Kabul Report to Afghanistan National Disability Action Plan ANDAP for period of 2008 – 2011

• ANDAP in absence of national legislation undertakes activities to address Afghanistan obligation to all persons with disabilities
