CITY OF GLEN COVE LOCAL LAW 02 - 2016
AMENDING SECTION 109-7 OF THE CITY CODE:
Section 1: Legislative Intent and Purpose.
Section 109-7 of the Glen Cove City Code authorizes the Harbormaster to issue
permits for maintaining mooring equipment within the anchorage areas. The City desires
to be reasonably compensated for the costs associated with the maintenance and use of
mooring equipment based on a permit fee schedule to be set by the City Council.
Section 2: Authority.
This local law is enacted pursuant to the authority of Section 46a of the
Navigation Law of the State of New York authorizing municipalities to adopt a local law
which may restrict and regulate the anchoring or mooring of vessels in any waters within
or bounding the appropriate city.
Section 3: Legislation:
BE IT ENACTED, that the City Council hereby amends the Glen Cove City
Code §109-7 to read as follows:
§109-7. Mooring permit required; duration; transferability.
The Harbormaster shall be authorized to issue mooring permits for residents, non-
residents and commercial vessels for a fee to be set from time to time by the City Council
for maintaining mooring equipment within the anchorage areas. No mooring shall be
placed or mooring boats anchored without such permit and payment of the fee. Such
permits shall expire on the first day of January on the year succeeding the year in which it
was issued, and shall not be transferable.
Section 4: Separability.
If any part or provision of this Local Law or the application thereof to any person
or circumstance be adjudged invalid by any court of competent jurisdiction, such
judgment shall be confined in its operation to the part or provision or application directly
involved in the controversy in which such judgment shall have been rendered and shall
not affect or impair the validity of the remainder of this Local Law or the application
thereof to other persons or circumstances, and the City of Glen Cove hereby declares that
it would have passed this Local Law or the remainder thereof had such invalid
application or invalid provision been apparent.
Section 5: Repealer.
The section of the City Code known as Ҥ109-7 Mooring permit required;
duration; transferability,” is hereby repealed and replaced with the above enacted
legislation.
Section 6: Effective Date.
This Local Law shall take effect immediately upon filing in the office of the New
York State Secretary of State in accordance with Section 27 of the Municipal Home Rule
Law.

BE IT ORDAINED, that Sec. 259-36 (Impound towing and storage charges.) of
the Code of Ordinances is hereby amended, as follows:
Remove:
A. Towing Charges.
(1) First mile or part thereof: $75.
(2) Each additional mile or part thereof: $5.
B. Storage Charges.
(1) Outside.
(a) For first seven days, each 24 hours or part thereof: $10 per day.
(b) For next 23 days: $15 per day.
(c) Thereafter: $20 per day.
C. Labor charges. It shall be lawful and proper to charge the following additional labor
charges:
(1) A charge not exceeding $20 for the use of dollies or flat-bed truck only when
the same are required due to the condition of the vehicle to be towed.
(2) A charge not exceeding $35 per half hour or part thereof when the use of
special skills is required to right an overturned vehicle to remove it from an off-the-road
location.
(3) A charge not to exceed $35 to clean up and remove excessive debris, whether
solid or liquid, from the scene of an accident.
Add:

(1) Initial hook-up and first mile or part thereof: $150.00.
(2) Each additional mile or part thereof: $10.00.
B. Towing Storage Charges.
(1) Outside or Inside.
(a) $30.00 per day to include day of towing.
C. Labor charges. It shall be lawful and proper to charge the following additional labor
charges:
(1) A charge not exceeding $100.00 for the use of dollies or a flat-bed truck
when either is required due to the condition of the vehicle to be towed. (2) A charge not exceeding $100.00 for the first half-hour or part thereof and
$75.00 for each additional half-hour or part thereof when the use of special skills is
required to right an overturned vehicle or to remove a vehicle from an off-the-road
location.
(3) A charge not to exceed $75.00 to clean up and remove excessive debris,
whether solid or liquid, from the scene of an accident.

Code of Ordinances is hereby amended, as follows:

A. Designated. The following fees shall be paid by the applicant at the time that the
application for a license is submitted to the Glen Cove Police Department:
1) For each person or company proposing to peddle or solicit, whether on foot or
from a licensed vehicle, $50 per annum.
(3) For each vehicle from which a licensed party proposes to peddle or solicit,
$75 per annum.
Add:
A. Designated. The following fees shall be paid by the applicant at the time that the
application for a license is submitted to the Glen Cove Police Department:
1) For each person or company proposing to peddle or solicit, whether on foot or
from a licensed vehicle, $75 per annum.
(3) For each vehicle from which a licensed party proposes to peddle or solicit,
$100 per annum.

WHEREAS, it is the purview of the City Council of the City of Glen Cove to
set fees in accordance with sections 91-4, 208-8, 256-12, 259-7, and 259-36 of the
Glen Cove City Code, and pursuant to the Laws of the State of New York;

WHEREAS, the City of Glen Cove of New York State (the “City”) wishes to
participate in a Cooperative Bidding Program conducted by The Board of Cooperative
Educational Services of Nassau County (“Nassau BOCES”) for the purchase of
Automobiles – Passenger Cars/Vans/Trucks as authorized by and in accordance with
the General Municipal Law, Section 119-o; and
WHEREAS, the City, wishes to participate in the joint cooperative bid for
Automobiles – Passenger Cars/Vans/Trucks.
NOW THEREFORE, BE IT RESOLVED that the City hereby appoints
Nassau BOCES as its representative and agent in all matters related to the Cooperative
Bidding Program, including but not limited to responsibility for drafting of specifications,
advertising for bids, accepting and opening bids, tabulating bids, reporting the results to
the City and making recommendations thereon, and
BE IT FURTHER RESOLVED that Nassau BOCES is hereby authorized to
award cooperative bids on behalf of the City to the bidder deemed to be the lowest
responsible bidder meeting the bid specifications and otherwise complying with Article
5-A of the General Municipal Law of the State of New York relating to public bids and
contracts and to enter into contracts for the purchase of the commodities and/or
services as authorized herein, and
BE IT FURTHER RESOLVED, that the City hereby authorizes its City
Attorney or his designee on behalf of the City to participate in cooperative bidding
conducted by Nassau BOCES and if requested to furnish Nassau BOCES an estimated
minimum number of units that will be purchased and such other documents and
information which may be reasonably necessary or useful in conducting the
Cooperative Bidding Program, and
BE IT FURTHER RESOLVED, that the City agrees to assume its equitable
share of the administrative costs of the cooperative bidding program and all of its
obligations and responsibilities pursuant to any contract that may be awarded by
Nassau BOCES on behalf of the City.

Award Program list for the year 2015, as presented by the Glen Cove Volunteer

BE IT FURTHER RESOLVED, that said list and this Resolution be posted in
the Glen Cove EMS Headquarters for a period of thirty days, as required by General

New York, submitted the highest bid; and
WHEREAS, it is in the best interest of the City to accept such a high bid; and
