Organization

1* Prior to 1 Sep 1956 all Signals matters of a joint nature in CENTRAL EUROPE were handled "by a Joint Signals Board, consisting of the L^ief Signal Officers of LANECEKT, AIRCI2JT and NAVGENT. ubder this board numerous committees and sub-committees were active in dealing with .joint problems in specific fields of communications*

2* After 1 Sep 1956 a DCOS Joint Signals was authorized at AFCQfT level, witti two staff sections (see Table 'A1) identified as the Central European Forces Distribution Agency and the Joint Signals Coordination Branch*

(a) CEFDA has responsibility for communications security at AFCiaiT level as well as the handling of Cryptographic Equipment and Publications for NATO units in CENTRAL EUROPE.

(b) The Joint Signals. Coordination 3ranch carried out the functions and responsibilities previously shared by the conanittees and sub-coiaQiittees of the Joint Signals Board disbanded when DCOS JSIG on the staff of CINCE2JT was authorized as above.

3 Upon it becoming known that CINCfUT now had Signal staff, the daily work lead on the few officers assigned to DCOS JSIG increased to a poijat where it became impossible to cope with the day to day operations as well as e for exercises, war operations and movements* Requests were submitted for additional personnel but no relief was provided during 1956*

4. With the dissolving of the Joint Signals Board all planning of a joint nature became the direct responsibility of DCOS JSIG# Under his direction uncompleted plans began by the Joint Signals Boa*i were continued and new ones initiated. Among the important plans initiated in 1956 were the followings

(a) Plan for Maintenance of Cryptographic Eouinments

No policy of guidance for the ever^increasing nimber of NATO Ci-yptographle Equipments hu3 been published by SHAPE. A plan cutluxing responsibilitiea and procedures for the various echelons of maintenance was prepared and approved at AFCiWT level and forwarded to SHAPE, (reference; 098l/l/lSEC/0427 dated 27 Aug 1956)# It is understood that this plan has been

accepted and SHAPE has agreed to issue the necessaiy directive in order that it may be implemented*

(b) Plan for the Joint Communications Centre at AVON

With the published policy of SHAPE to have JOINT COMMAND and OPERATIONS CENTRES, DCOS JSIG recommended to CINCENT that one Joint Communications Centre be established at AVON. Upon receipt of the published directive, (reference: 6I23/3/2/JSIG/40/56 dated 4 Oct 1956), a study was initiated on the space, equipment and personnel required for this Centre* At the same time the transfer of peacetime circuits from Cour Henri IV (the LANDCENT Comcenter) to AVON was begun.

(c) Plan for Jo Lnt Mobile Communications Centre

A plan initiated under the Joint Signals Board was continued by DCOS JSIG. This plan required the pooling of AIRCHJT and LANDCiNT personnel, equipments and facilities to fabricate a Mobile Comminications Centre, AIRCENT being made responsible for all construction work*

(d) Central European Frequency Plannfofi Section

Afc wie direction of SHAPE (reference: Minutes of 23rd SCEB Meeting, paragraph 8), DCOS JSIG studied the requirements for an organization in AFCNT to handle frequency matters in CENTRAL EUROPE. A plan (reference: 3150/j. JSIG/ 131/57 dated 25 Feb 1957) was forwarded to SHAPE early in 1957.

(e) Alert Plana f Emergency Defence Plans and War Headquarters Plftis

Representatives of DCOS JSIG attended a conference on these plans and prepared the Communications portion.

Exercises

5. DCOS JSIG participated in two major exercises, WHIPSAW and HOSTAGE VERT, during 1956. During this period work was also begun on LION NOIS ana SIGilX ill scheduled for 1957.

Training

6 (a) Crypto repainqaft courses

A school was established under CEEDA to train Crypto Technicians. LANDCENT
