AEA- 500 Briefing Subject: Revised (relaxed) Temporary Flight Restrictions (TFR) Over New York City and Washington DC Background: The FAA has announced the next step toward returning the National Airspace System to normal. Some Temporary Flight Restrictions will be cancelled, some new TFR's will be introduced. The following is a breakdown of the status of the NAS once those new directives are implemented. First things first: FDC NOTAMS 1/0613, 1/0617 and 1/0628 have been RE- issued as 1/3355, 1/3356, and 1/3359. The new wording removes any references to Enhanced Class B (ECB). Therefore. Background: The FAA has announced the next step toward returning the National Airspace System to normal. Some Temporary Flight Restrictions will be cancelled, some new TFR's will be introduced. The following is a breakdown of the status of the NAS once those new directives are implemented.

Secretary Mineta Announces Further Restoration of Flights Reagan National Airport

U.S. Transportation Secretary Norman Y. Mineta today announced a further restoration of flight operations at Washington's Ronald Reagan National Airport (DCA). The expansion, or Phase III, will begin on Wednesday, Jan. 2, pending the implementation of further enhanced security measures at all airports that will again be serving DCA.

"With Phase III we continue to restore services at Reagan National Airport, an important symbol of the enduring strength of our nation," said Secretary Mineta.

"The Bush Administration will continue to work with aviation and law enforcement officials to ensure the safety of flight operations at DCA as we move toward returning service to its pre-Sept. 11 level."

Phase III will be carried out in three stages, with a second stage of additional flights to be permitted Feb. 1 and a third stage on March 1. Service to a

total of 43 additional cities will be restored during this phase. At the completion of Phase III, approximately 620 daily flights will be operated at Reagan National, 77 percent of its pre-Sept. 11 total.

Service to Reagan National was suspended between Sept. 11 and Oct. 4. During the first phase of restored flights, service was allowed to eight cities. Phase II, which began Oct. 26, permitted service to an additional 18 cities. Today's announcement will return authorization to serve all airports that had non­stop flights to DCA prior to September 11 ..

The following is a list of cities eligible for service by each airline at DCA under Phase III, and the date service may resume:

Questions and Answers

The airport will open this Thursday, October 4, for commercial operations. On Thursday shutUe seJVice to New York and Boston will resume, and flights to the other six cities will begin as soon as the new security measures are in place -which could be as early as Thursday.

Q: How were the carriers and cities chosen for Phase I? How will they be chosen for Phase II?

Phase I operations were aimed at restoring at least some service to the carriers with the largest number of flights at DCA prior to September 11. Phase II will seek to restore some service to virtually all carriers operating in DCA prior to September 11.

Q: What are the increased security measures?

Security will be strengthened in a number of ways -- many of the security measures will be visible and many will not. New security measures will include:

~ Implementing the Federal Air Marshals program for DCA air traffic. ~ Limiting passengers carry-on baggage to one bag plus one personal item (a purse or briefcase). ~ Random hand-wanding of passengers at the gate.

Identification check and boarding pass match as passengers board aircraft Departures to DCA from approved cities allowed only from pre-designated, specially secured gates Expanded police and canine patrols of the secure areas.

~ Enhanced scrutiny of vehicles and employees that enter the air operations area. ~ Flight crews dedicated to DCA only, with mandatory pre-flight screening of crews. ~ Requiring straight-line flight approaches and departures, temporarily discontinuing the "river visual approach" used

to mitigate noise. ~ DCA will implement a public security awareness program.

Q: Will there be a Federal Air Marshal on every flight into and out of Reagan Aimort?

For purposes of security we will not discuss the numbers and deployment for the Air Marshal program. However, we recognize the importance and significance of their presence and we are committed to implementing a highly effective security program at Reagan National Airport

Q: What about security at the destination and originating cities, will the security measures be the same?

The same heightened security measures will be the same at both the destination and originating cities.

Q: How long will Phase I last?

I will be in place for about three weeks. This time will give the FAA, DOD, Secret Service, other law enforcement :~~1\.II:A), the airports, and airlines an opportunity to evaluate operations before moving forward.

Passengers have shown great patience during the aftermath following the September 11 tragedy and we ask for their continued patience as we put in place additional measures to make their airports, airlines and aircraft safer. Passengers will be limited to one carry-on bag and one personal item for DCA flights. Additional identification checks will be required before passengers board the aircraft Passengers will want to get to the airport a litUe earlier than usual but passengers can also rest assured that they will be safer than ever before.

Q: Will airlines use the same flight approaches they have in the past? What about noise restrictions for local residents?

Different flight approaches will be used which may increase aircraft noise for some residents. Operations at DCA are temporarily being limited to between 7 a.m. and 10 p.m. to help reduce the impacts on residents.

Q: How have the circumstances changed to allow you to open Reagan aimort?

The Administration wanted to take every step possible to ensure safety for passengers who use Reagan Airport. The Administration studied Reagan's special circumstances and location, worked government-wide to craft a new security plan and tough new security procedures, and now is ready to re-open the airport. Reagan Airport has many great economic benefits and is significant to the region. The Administration is excited to see people flying again in and out of

General aviation flights will not be allowed in the initial two phases.

Q: Why not open the aimort entirely?

The Administration brought America's air traffic system up in phases to ensure that every possible safety and security precaution was considered and implemented. The Administration thinks it is important to move forward in a deliberative, careful manner. We are taking the same approach here.

Opening Ronald Reagan National Airport Reagan National Airport (DCA) will reopen on Thursday, October 4th for commercial operations. On

hnr1lr1Situ shuttle service to New York and Boston will resume, and flights to the other six cities will begin as soon as the new security measures are in place- which could be as early as Thursday. Resumption of flights at DCA will take place in phases over an initial two-month period and extraordinary security measures Will be in place for all approved flights. The President has identified the initial two phases that will lead to a resumption of nonnal commercial operations, with details of subsequent stages to be announced after review of initial flight operations.

Phase I. Initial Shuttle and Hub Connections (Duration: approximately 3 weeks}

> Extraordinary security measures - the most exacting in the nation -- in place at DCA and all connecting terminals at connecting airports (see below).

> Commercial airlines only. > Flights to eight hub airports served by six airlines, with slot restrictions determined by the Department of Transportation. The

service will include: ./ New York LaGuardia- Delta Shuttle and US Nrways Shuttle ./ Boston - Delta Shuttle, US Nrways Shuttle and American .,/ Atlanta - Delta and US Nrways ./ Pittsburgh - US Nrways ./ Chicago- American and United ./ Dallas- American and Delta ./ Minneapolis -Northwest ./ Newark - Continental Aircraft size is limited to 156 seats or less. Operations at DCA only between 7a.m. and 10p.m.

Phase I will allow approximately 190 flights-per-day (24 percent of the 792 scheduled commercial flights prior to 9111).

Phase II. Expanded Hub Connection (Duration: 30-45 days following Phase IJ

> All Phase I operations and operational requirements remain in effect, with the exception that the number of flights to each location may increase to previously scheduled levels.

> Direct flights to an additional10 cities (18 total), with locations to be determined. If preexisting schedules were resumed, Phase II would allow approximately 450 flights-per-day (57 percent of the 792 scheduled commercial flights prior to 9111).

This guidance supplements applicable emergency, interceptor, hijack, and other special operations procedures as specified Orders 7110.65, Air Traffic Control,-7610.4, Special Military Operations, and 7210.3, Facility Operation and Administratio:1.

2. DISTRIBUTION. This directive is distributed to select offices in Washington headquaners, regional offices, Mike Monroney Aeronautical Center, and all air traffic field facilities.

3. CANCELLATION. This notice cancels Notices 7110.263, 711 0.263A, and 7110.263B; Reporting of Suspicious Aircraft/Pilot Activities.

4. ACTION. Facility managers shall ensure that all air traffic contn>l personnel are briefed on this notice prior to working an operational position.

5. EFFECTIVE DATE. This notice is effective September 27,2001.

. 6. BACKGROUI\'D. The Federal Aviation Administration (FAA), DepartmentofDefense, and other national security agencies are coordinating activities to ensure timely and appropriate response to activities that may potentially pose a threat to national security. Order 7110.65. Paragraph 9-3-8, Interceptor Operations, provides for maximum assistance in support of national air defense missions.

7. GUIDELINES.

a. Because of the infinite variety of possible suspicious situations, a complete and comprehensive list of suspicious aircraft/pilot activities cannot be prescribed. However, the following constitutes situations that may indicate a suspicious aircraft/pilot activity:

(1) Communications are lost or not established and the aircraft deviates from its assigned route of flight, and the aircraft does not adjust the transponder to code 7600 to indicate radio failure.

(2) Aircraft is in hijack status, perF AA Order 7110.65, Paragraph 10.2-6. Hijacked Aircraft, and applicable procedures have been followed.

(4) Aircraft deviates from its approved route of flight and refuses to return to it when so requested. (Exercise sound judgment when the pilot is deviating; e.g., weather, emergency, or other circumstance.)

b. Notify your supervisor when you believe a suspicious activity exists or is imminent.

(1) TERMINAL: The air traffic control tower supervisor/controller in charge (CIC) shall notify the operations supervisor/CIC of the overlying terminal radar approach control (TRACON) facility, air route traffic control center (ARTCC), or combined center radar approach control (CERAP) facility. The TRACON supervisor/CIC shall notify the operations supervisor/CIC of the overlying ARTCC/CERAP.

(2) EN ROUTE: The ARTCC/CER.AP supervisor/CIC shall notify the appropriate air defense sector, air defense control facility, or North American Aerospace Defense Command (NORAD) region using established communications hotlines, or in accordance with the following contact numbers:

Certain Part 91 flight operations have received waivers to operate within enhanced Class 8 airspace and the 25NM arc of JFK. Aircraft operating with waivers will verbally provide ATC this information under VFR flight and through flight plan annotation under IFR flight as follows:

VFR Part 91 Operators:

• Pilot shall request and receive ATC approval prior to entering the JFK 25NM TFR/Enhanced Class B airspace.

• Pilot shall include with their aircraft call sign during radio communications with ATC, 'Whiskey'' before "November''. Example. "New York Approach, Whiskey November one two three four ........... ".

• Aircraft will operate VFR and be provided Class B separation.

IFR Part 91 Operators:

• Pilot will include their waiver number in the remark section of their IFR Flight Plan.

A list of aircraft that have received a waiver is located at the TMU desk.

Control personnel shall receive a mandatory briefing on the subject matter.

For the past two months, I've asked you to interupt your personal schedules and life to cover 'Bunker Duty.' I truly appreciate your efforts. At most times, Bunker Duty is rediculously boring and tedious. On some occasions, it's busy. At all times, it's a big help to the Watch Desk and a tremendous asset to me. This Monday, it paid for itself during the AAL587 accident. The Bunker Specialist, Bob Ocon, picked up on the missing aircraft thru the TELCON. lmmediatly, Bob called me at home while providing communication and coordination assistance to the Watch Desk.

Due to it's success in rapid communication, the National and Regional TELCON's will continue. '"'n'"·"''"""'r, this Sunday Evening, ZDC will take over AEA coverage when the RO is off-line. This rovides us with scheduling flexibility.

We'll continue Bunker Coverage from 8 AM to 8 PM on administrative work days. The Watch Desk

The attached document reflects some changes to the bunker duty and telcon coverage. Briefly the schedule coverage will remain the same until this Sunday at 8 pm on November 18. At that point Washington Center will assume the Eastern Region responsibilities and our watch desk will monitor the national telcon from 8 pm to 8 am and on holidays and weekends. The bunker will still cover the Eastern Region and national telcons from 8 am to 8 pm. Monday through Friday. The attached schedule reflects that change. If you show a day shift- your coverage is from 8 am to 2 pm. If your office has the night shift you should relieve in the bunker at 2 pm and stay until 8 pm and at that point turn the national telcon coverage over to the watch desk.

On September 11, we published a final rule, which addresses Temporary Flight Restrictions (TFR) Rules in Title 14 Code of Federal Regulations. The amendment, in pa t, changed the name of and clarified the intent and use of Sectio 91.137 TFR in the Vicinity of Disaster/Hazard Areas; and add d a new TFR regulation, Section 91.145 TFR in the Vici ity of Aerial Demonstrations or Major Sporting Events.

The amendment did not change the primary responsibility (O?R) for issuing a TtR in ccordance with Section 91.137. The OPR for this specific regu!ation remains with the Regional ATD Managers or their de ignee. As you review the rule, please pay close attention to t intent of this particular rule, which is for disaster or a'ard situations. This rule is not intended to address event such as weddings or parades. include all flights landing at DCA. No operator of an aircraft intending to land at DCA is exempt. : i

b. The hours of operation at DCA are 0700 to 2200 local time. l (1) No flights are pennitted to depart before 0700 local without specific authorizatlorl.

(2) No flights are permitted to land after 2200 local unless they are over/inside the Fi~ nal Approach Fix. In the event an aircraft is outside the F AF at 2200 local, advise the pilot that the air'\; port is closed, cancel the approach clearance (if issued) and request his intentions. Handle the flight as1n nonnal divert to an alternate airport.

6. PROCEDURES.

(1) Arrival Traffic-Approach Control 1

(a) All Air Carrier traffic to Washington National shall transmit an authenticatiort ' code word upon initial contact with Washington 1\ational Approach. A new code word will be issue~ by the Command Center each morning prior to the commencement of operations. The OSIC/ClC sha.J.i post the daily code word and its effective date at the sign-in desk, in the ARTS remarks tab and in the I ACE Special Activities area. The following pilot phraseology will be used:

i Phraseology- Washington Approach, (aircraft call sign), (current altitude) for (assigned alti- I tude), with information (.state ATIS code)-CODE WORD. i

Example: Washington Approach, USA222, one-five thousand for one-zero thousand with in· ~ formation alpha-Virginia. l

(b) Verify receipt of the code word by placing a check mark in Block 13 of the ±ligh~· progress strip. i

I ("C) In the event the pilot does not state, or states an incorrect code word, controllers!

immediately re-olear the flight to Washington Dulles Airport (lAD) and infonn the OSIC/CIC of! action-No exceptions and no second chances. The OSIC/CIC shall relay this information via th~:

(d) If the pilot refuses, either verbally or as indicated by the actions of his aircraft, allY\ ATC instruction issued for diverting the flight to lAD. inform the OSIC/CIC immediately. The i OSIC/CIC shall relay this information via the NORAD hat-line. ·

(e) If an initial call is not received or is blocked, the following phraseology shall be uti1 .. ized. This is the only phraseology permitted.

Phraseology- (Call sign), say again initial transmission.

Example: USA222, say again initial transmission.

1. DCAIIAD traffic filed over SWANN shall be climbed to 17,000 feet. ZDC/SW ANN sector will have control to climb this traffic upon contact.

2. DCAIIAD traffic filed over PALEO shall be climbed to 15,000 feet ZDC/SWANN sector will have control to climb this traffic upon contact.

Certain Part 91 flight operations have received waivers to operate within enhanced Class B airspace and the 25NM arc of JFK. Aircraft operating with waivers will verbally provide ATC this information under VFR flight and through flight plan annotation under IFR flight as follows:

VFR Part 91 Operators:

• Pilot shall request and receive ATC approval prior to entering the JFK 25NM TFR/Enhanced Class B airspace.

• Pilot shall include with their aircraft call sign during radio communications with ATC, 'Whiskey" before "November". Example. "New York Approach, Whiskey November one two three four ........ .,.".

• Aircraft will operate VFR and be provided Class B separation.

IFR Part 91 Operators:

• Pilot will include their waiver number in the remark section of their IFR Flight Plan.

A list of aircraft that have received a waiver is located at the TMU desk.

Control personnel shall receive a mandatory briefing on the subject matter.
