1. Prevention?
Primary: action to obviate violence before it occurs
> general population
Secondary: action to detect violence in time to terminate it at the earliest possible juncture
> (at-risk) individuals
Tertiary: action to prevent a renewed outbreak of violence or to soften the impact of violence
> afflicted individuals
