    CONFERENCE REPORT

    This years Blackpool Advisers Conference took place on Tuesday 18th Novem-ber at the Solaris,South Promenade.There was a mix of speakers and work-shops and thechance to networkand chat to otherservice providers inthe area.

    The event was a great success and was well at-

    tended by over 60 delegates. During themorning there were speakers from Job CentrePlus, Trading Standards, Housing Enforcement,Gateshead Community Legal Advice Centreand Advice Link giving information regardingfuture changes and developments.

    After refreshments, lunchtime was spentnetworking and viewing displays.Workshops held in the afternoon included Dis-ability Living Allowance, the Financial Service

    Authority, Employment Support Allowance,

    Save Xmas debt development and CLACs andCLANs for those who hold LSC contracts or aredirectly involved in the delivery of Legal

    Advice. There were relaxed exchanges of viewsand information in the speaker slots and the

    workshops. The feedback from delegates was very positive and this was one of the mostsuccessful conferences in the 6 years since theybegan.A big thank you to the speakers for theircontribution.

    enjoyable day all parts very informativeexcellent contents and organisation veryuseful for gaining knowledge and networkingoverall positive experience worthwhileevent.

    Carers Support Groups - these groups are led by carersand facilitated by a member of the Blackpool CarersCentre Team. We meet on a monthly basis at varioustimes (e.g. day and evening groups). Carers sharecommon experiences, make new friends and receiveuseful advice and information.

    Leisure and Learning Courses - free or subsidised

    courses are arranged throughout the year in suchthings as Basic I.T, First Aid, Yoga and crafts. We alsoorganise talks and workshops for information, personaldevelopment and a break for carers.

    Breaks & Holidays - can be organised for groups andindividuals to provide respite to those in need of abreak from their caring role.

    One to one Emotional Support - provided to carers whoare finding the role of being a carer emotionally

    challenging and need the opportunity to talk abouttheir situation on a one to one basis.

    Advice and information - We can offer confidentialadvice and information to carers and signpost torelevant services that can provide further help.

    Carers Mailing list - a free quarterly newsletter containing information about events held by the centreand information on whats happening in thecommunity to help carers.

    Carers Forum - an opportunity to help shape the futureof carers services in Blackpool.

    Thanks to those who collaborated to put together the bid - Blackpool CAB, Advice Link,Fylde CAB, Wyre CAB, SURF , Shelter Lancashire , Age Concern Blackpool, Age Concern Lancashire, Disability Information & Support, Blackpool Wyre & Fylde CVS - BLF funding should be finalised from April 2009 onwards : to maintain and develop the existing Advice Link Network to extend the service and benefits to Fylde and Wyre advice agencies so that people in greatest need receive timely, accurate and effective legal advice

    that is quality assured and joined up with other services, making individuals better equipped to deal with their problems and improve their lives.

    Over the 5 years, the 495,551 Big Lottery funding contributes to the continuation of Network activities:

    Training For Alcohol Problems

    One day training is available to those likely tocome into contact, through their work, with peoplewho may have a problem with alcohol. At the endof the training participants will have:

    Knowledge and understanding of alcohol,calculation of units and the effects of alcoholon the community as well as individuals andfamilies.

    Knowledge of how a problem can evolve anduse of diagnostic tools to recognise theseverity of the problem.

    A full manual to take away and useimmediately including: motivationalinterviewing, fast audit, scaling questions,recognising patterns, drink diaries and manymore.

    An awareness of how and when to referclients to other agencies.

    The Family Fund gives grants to lower incomefamilies with severely disabled children for thingsthat make life easier and more enjoyable. It is thelargest charitable sector grant-maker to families,giving around 29 million to about 48,000 familieseach year for things such as holidays, washingmachines, driving lessons, computers and hospitalvisiting costs. All funding comes from thegovernments of England, Northern Ireland,

    Scotland and Wales.

    Parents or carers of severely disabled childrencan apply if:

    Their child is 16yrs or under in England,

    Scotland and Northern Ireland or 17 orunder in Wales; and

    Their households annual earned incomebefore tax, excluding overtime, is less than23,000 in England, Scotland andNorthern Ireland or 25,000 in Wales; and

    They have less than 18,000 in savings;and

    They have lived in the UK for six monthsand have permanent residency here.

    The Family Fund cannot help children and youngpeople in local authority care, includingthose living with relatives or foster carers.

    Blackpool Tiggers started in 2004 as a trampolining group for 8 children on the autisticspectrum. It has expanded to offer services for more than 100 local families affected byAutism and has inspired groups in Rossendale, Preston, Lancaster, Fleetwood and Bolton.

    Tigger groups are self managed with support from the committee and volunteers. InBlackpool there is now Trampolining, Martial Arts, Music Tiggers and an extensive holidayactivity programme, including weekends away.

    The group is managed by a parent led committee and staffed by volunteers; all of who arevetted and given training using our own custom designed courses and sponsored to gainexternally recognised qualifications.

    V prepared to volunteer Blackpools youngsters are being invited to try their hand at graffiti art,massage, a fashion challenge and lots more at a free fun event on Saturday 10 th January at theWinter Gardens Horseshoe Arena, Church Street, from 3pm 8pm.

    Lancashire Education Business Partnerships (LEBP) Blackpool vinvolved team works in partnership

    with Blackpool Council and is calling on 16 25 year olds to come along to find out more aboutvolunteering opportunities.Pat Naylor, Blackpool s vinvolved team manager is keen for young people to come and getv involved in fun activities and speak to local volunteering organisations.

    Volunteering provides a great opportunity to play a leading role in your community, be part of ateam and improve your CV and most of all its FUN!

    v is the youth volunteering charity launched in May 2006 whose mission is to inspire a newgeneration of young volunteers in England aged 16-25. v is supported by the Office of the ThirdSector in the Cabinet Office.The charity was set up to implement the recommendations of the Russell Commission outlining a

    new national framework for youth action and engagement, following a nationwide consultationwhich included 6000 young people.

    v involved is vs 75 million national youth volunteering programme, which aims to inspire 500,000young people aged 16-25 to get positively involved in their communities over the next threeyears. It is funding 107 vinvolved teams of experts, at least 107 Youth Action Teams and 158projects run by small and large organisations across England.The v involved teams are youth experts tasked with recruiting the new YATs, signposting youngpeople to volunteering opportunities in their area and linking up with local businesses, voluntaryorganisations and local authorities to create new volunteering opportunities.

    Information to holders of the new-

    style driving licenceMotorists are at risk of being fined up to1,000 because they are unwittinglydriving without a valid licence.They risk prosecution after failing to spotthe small print on their photo card licencewhich says it automatically expires after10 years and has to be renewed - eventhough drivers are licensed to drive untilthe age of 70.A total of 25 million new-style licences

    have been issued but - motoring expertssay - drivers were never sufficientlywarned they would expire after 10 years.Motorists who fail to renew their licencesin time are allowed to continue driving.But the DVLA says they could becharged with 'failing to surrender theirlicence', an offence carrying a 1,000fine.It is not generally known that photo cardlicences expire: there appears to be alack of information that people will haveto renew these licences. It will come as asurprise to motorists and a shock thatthey have to pay an extra 17.50.

    Wheels 2 Work is the only organisation providing transport-based support to young people in the North West

    Wheels 2 Work is an exciting innovativescheme which has been developed to provideshort term transport solutions to young people

    living or working in rural or urban areas wheretimetables may not match shift patterns, norroutes link homes and workplaces.

    The scheme provides the short term loan of amoped to assist people who are experiencingdifficulty getting to work, training or education.

    Funded by the North West DevelopmentAgency, there is now a North West Region ofWheels 2 Work and Wheels 2 Learningschemes, operating throughout Cheshire,Cumbria and Lancashire.

    Aimed at 16-20 year old's, the Region aims tohelp 540 young people into work, studying orapprenticeship over the first two years ofoperation (by December 2008).

    AWARDS FOR ALL CHANGES

    Following a review of the Awards for All Englandprogramme, From 1 April 2009 each of thelottery distributors supporting the scheme willhave their own small grants programmes up andrunning. Applications can still be made under thecurrent arrangements until 31 March 2009.Overall, across all the distributors, it isanticipated that new money available for smallgrants in 2009-10 will be comparable to moneythat was available to community groups throughAwards for All in 2008-2009.

    The distributors will each run their own smallgrants programme as follows:

    Big Lottery Fund will launch a new smallgrants programme on 1 April 2009 awardinggrants of 300 to 10,000 to localcommunities in 2009-2010.

    Sport England will provide small grants forsports ranging from 300 - 10,000 from1 April 2009.

    Arts Council England will provide smallgrants through their existing Grants for thearts programme, supporting awards between1,000 and 100,000.

    Heritage Lottery Fund small grants will be providedthrough the existing 'Your Heritage' (3,000 to50,000) and 'Young Roots (3,000 to 25,000)schemes.

    costing between 100and 30,000 on acredit card and thecard company isequally liable if

    something goeswrong.

    This isnt the credit cardcompany being nice, itsa legal protection put inplace so that youre neverin the position of payingdebt for something youdidnt receive or wasntas it shouldve been.Whether its a flight,kitchen, Christmas giftsor anything else, pay ona credit card and the cardcompany's responsible

    too.The law behind this isSection 75 of theConsumer Credit Act1974, which says

    75. (1) If the debtor

    under a debtor-creditor-supplier agreement fallingwithin section 12(b) or(c) has, in relation to atransaction financed bythe agreement, any claimagainst the supplier inrespect of amisrepresentation orbreach of contract, heshall have a like claimagainst the creditor, who,with the supplier, shallaccordingly be jointly andseverally liable to thedebtor.This piece of legislation isyour protection, it meansif you order somethingand the retailer goesbust, sells you faulty

    goods or just fails todeliver your goods, youhave exactly the samerights with the credit cardcompany as with the

    retailer.

    So, if youre buying gifts,ordering goods, tickets orflights worth over 100,pay for some or all of iton a credit card to ensureyoure protected(remember to keep yourreceipts as well as yourcredit card statement).Just to clarify, thisprotection only applies tocredit and store cards,NOT debit cards orcharge cards.The golden rule as everwhen buying on a creditcard - always set up adirect debit to pay thecard off in full eachmonth, so you'll neverpay interest!
