INVITATION FOR PROPOSAL SUPPLY AND DELIVER OF DISASTER MANAGEMENT VEHICLES WITH MAINTENANCE PLAN

BID NO: NKA/COM001/2020/21 Proposals are hereby invited from registered car dealers to supply and deliver disaster management vehicles.

All the above vehicle must have the following: Must be fitted with smash and grab and Vehicle must be the latest model in the market. Must be fitted with First Aid Kits and 1.5kg dry Chemical powder, Fire extinguisher. All terrain tyres and spare wheel. Must come with full maintenance plan

SUBMISSION OF PROPOSALS All priced bids and supporting/retainable documents must be submitted in a sealed envelope, clearly marked BID NO COM001/2020/21 and deposited in the municipal tender box situated at the reception area of the Nkandla Municipality Lot 292 Maree Road, Nkandla by Monday 14 September 2020 before 12h00. SUPPORTING DOCUMENTS AND CONDITIONS of the above bid: proof of registration to the National treasury central database, valid Tax Clearance Certificate & SARS Tax Compliance Status Pin Issue Certificate, valid affidavit/certified BBBEE Certificate, company founding documents & Directors copies of IDs and Company Profile must be submitted with the proposal.

The Nkandla Local Municipality Supply Chain Management Policy will apply. The council reserves the right to negotiate further conditions and requirements with the successful bidder

and reserve the right not to appoint. Tender documents that are late, incomplete, unsigned, faxed or emailed will not be accepted or

considered. The municipality will accept no responsibility for the late delivery of proposals by courier services or any

other forms of mailing. The Nkandla Local Municipality does not bind itself to accept the lowest or any bid and reserves the right

to accept the whole or part of the bid. Bids proposals shall remain valid for 60 – 90 days from the closing date 14 September 2020). All prices should be inclusive of Value Added Tax (VAT).

The above proposal will be evaluated and adjudicated according to the following criteria: Nkandla Local Municipality subscribes to the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) read with The Revised Preferential Procurement Regulations – Gazette No. 27636, 30 May 2005. The 80/20 preference point system shall be applicable during the evaluation and adjudication of bids. First Stage – Returnable & Completeness then functionality; 100 % (minimum threshold of 70%) being 50% for experience and 50% for capacity.

EVALUATION CRITERIA

The point scoring system will be as follows: First Stage: Functionality/quality: tender must achieve at least 70 % in order to qualify for the second stage. The 80/20 scoring will apply.
