    THE AUS TRALIAN DIAS P ORA

    The Australian Diaspora refers to theapproximately 1,000,000 Australian citizens(about 5% of the population) who today liveoutside Australia. The global market for talent isbecoming borderless and many Australians willcontinue to build their careers and their livesabroad.

    Many well-educated Australians find uniqueemployment opportunities overseas,traditionally in the United Kingdom and UnitedStates of America and more recently in thenewer emerging markets of Asia and the Gulfcountries. Key factors influencing thisphenomenon are seen to include the rise of a

    global labour market, more accessible andeconomical international transport (e.g. budgetflights, Airbus A-380), and increasinglysophisticated communication technologies(email, Skype), along with a growing interest intravel and the broader global community Initialreason most go abroad).

    The term Australian Diaspora was firstofficially used in a 2003 Committee forEconomic Development of Australia(CEDA) research report titled, "Australia'sDiaspora: Its Size, Nature and PolicyImplications". This report both identified the

    phenomenon and argued for an Australiangovernment policy of maintaining activecontact with the Diaspora.

    In 2005 the Senate Legal and ConstitutionalReferences Committee reported into theissue of the Australian Diaspora and made

    recommendations that the "AustralianGovernment needs to make greater effortsto connect with and engage our expatriatecommunity".

    The Diaspora has been the focus of policyconcerns over a so-called "brain drain" fromAustralia. However the 2003 CEDA report arguedthe phenomenon was essentially positive: ratherthan experiencing a "brain drain", Australia wasin fact seeing both "brain circulation" asAustralians added to their skills and expertise,and a "brain gain", as these skilled expatriates

    returned to Australia and new skilled immigrantsarrived. Between 1999 and 2003, there wereseven highly educated migrants to Australia forevery one highly educated Australian who wasliving elsewhere in countries within theOrganisation for Economic Co-operation andDevelopment (OECD). Levels of skilledimmigration to Australia reflect Governmentpolicies to "practise a selective immigrationpolicy based on human capital criteria". In 2009it is forecast that over 190,000 people willimmigrate to Australia.

    There are thousands of Australians in the United Kingdom with a strong connection toAustralia and pride in their home country. The 2001 UK Census recorded 107,871Australian-born people, but other sources state that there are around 400,000Australians in the UK at any one time. The highest concentration of Australians in theUK is in south-west London with sizeable communities in Fulham, Putney and Clapham.

    Notable Australians living in the United Kingdom include: singers Nick Cave, DarrenHayes, Dannii Minogue, Kylie Minogue and Jason Donovan; feminist and writerGermaine Greer; television presenter and artist Rolf Harris (since 1952); writer andbroadcaster Clive James; novelist and playwright Kathy Lette; human rights lawyerGeoffrey Robertson QC; dancer, choreographer, theatre director and Strictly ComeDancing judge Craig Revel Horwood; comedian, satirist and character actor BarryHumphries aka Dame Edna Everage (since 1959); model Elle Macpherson; andfootballers Tim Cahill, (Everton) Mark Viduka (Newcastle United) and Mark Schwarzer

    (Fulham).

    In December 2001, the Department of Foreign Affairs estimated that there were106,000 Australian citizens resident in the United States of America. The major placesof residence were: 25,000 living in Los Angeles, 17,000 in San Francisco, 17,000 inWashington DC and 15,000 in New York.
