in revenue to the Loudoun County

Public Schools.

This budget adjustment appropriates $201,750 in

impact aid revenue from Emergency Impact Aid for

Displaced Students for children and youth displaced

due to the devastating effects of Hurricanes Katrina

and Rita.

BA-601857 Estimates and appropriates $1,000 in

revenue to the Loudoun County Public

Schools.

This budget adjustment appropriates $1,000 in

contribution revenue for trophies for the Loudoun

County Public Schools’ Social Science fair.

BA-601862 Estimates and appropriates $19,722 in

revenue to the Loudoun County Public

Schools.

This budget adjustment appropriates $19,722 in

grant revenue from Virginia Department of

Education to the Loudoun County Public Schools.

BA-601909 Estimates and appropriates $56,730 in

State revenue to the Department of

Mental Health, Mental Retardation

and Substance Abuse Services.

This budget adjustment appropriates $56,730 in

This budget adjustment appropriates $17,537 in

additional revenues for the Nutrition Services

Support program.

BA-601923 Estimates and appropriates $32,564 in

State revenue to the Office of

Transportation Services.

This budget adjustment appropriates a $32,564 State

Capital Assistance grant for the purchase of GPS

equipment for the commuter bus fleet.

BA-601926 Estimates and appropriates $10,432 in

revenue to the Department of Parks,

Recreation and Community Services.

This budget adjustment appropriates $10,432 in

insurance proceeds and from the sale of equipment

to replace maintenance equipment at Franklin Park.

FY 2006 Summary Fiscal Impact: Budget adjustments presented for the Board’s consideration

decrease the General Fund revenue budget by $270,263 from $780,261,491 to $780,531,754 and

decrease General Fund expenditures budget by $270,263 from $291,203,929 to $291,474,192.

There is no increase in General Fund balance.

Recommendation: I move that the Board of Supervisors approve the above budget adjustments

as stated.

4. CERTIFICATION OF DESIGNATED PLANS EXAMINERS

Background: The Loudoun County Land Subdivision Ordinance allows for a Designated Plans

Examiners Program that requires engineers to take a course, pass a test, and be forwarded to the

Board of Supervisors for certification by the Advisory Plans Examiner Board. Three

Designated Plans Examiners, Haisam Chikalard, John D. Cummings, and Matthew S. McComas

are being forwarded for Board of Certification as indicated in the attached letter.

Action: I move that the Board of Supervisors certify Haisam Chikalard, John D.

Cummings, and Matthew S. McComas as Designated Plans Examiners.

#5. Homeless Intervention Program Competitive Procurement versus Renewal Grant

BACKGROUND:

The Homeless Intervention Program (HIP) is a short-term, housing assistance program funded

through the Virginia Department of Housing and Community Development Partnership

(VaDHCD) funds. The goal is to prevent rental eviction or mortgage foreclosure that has resulted

from a family’s temporary loss of income, and to assist homeless persons with start up funds

(e.g., security, utility deposits or first month’s rent). Applicants who are eligible and accepted

into the program receive short-term financial assistance and case management. HIP applicants

are those who have previously been exhibited the capacity to be self-sufficient, but through some

temporary difficulty have fallen behind or become homeless.

The following facts provide a brief program summary:

HIP is the only significant source of financial emergency housing assistance in Loudoun

County and has served 707 families since program inception in 1997.

HIP has loaned $1,428,541 to Loudoun County residents to prevent homelessness. Of

this amount, $1,242,149 came from the State of Virginia over the past six years, and

$499,895 is from previously repaid loans.

HIP loan averages at $2,098; with the range being $133.00 to $15,897.00.

HIP clients are required to attend a comprehensive budgeting class before financial

assistance is provided.

This state grant application is not the standard grant renewal process, which the County has done

for the past two fiscal years. The VaDHCD has elected to engage in a statewide competition for

the grant funding. The FY07 funding allocation that Loudoun County is eligible for is $236,000;

$99,000 more than the FY06 allocation. It is anticipated that Loudoun County will be very

competitive as the Department of Social Services has an excellent track record with this program

as documented by previous mandated grant audits.

RECOMMENDED ACTION:

I move that the Board of Supervisors approve the submission of the grant application, adopt the

attached Certifications and Assurances and Governing Body Resolution, and authorize the

County Administrator to execute the required grant documents.

BACKGROUND:

Streets being added to the State Secondary System for maintenance is a routine matter unless some

unusual problems arise. In this case, Claiborne Parkway, (from Route 625, Waxpool Rd., south .59 miles

to Ridgeway Drive), located in Broadlands are ready to be added in a routine manner.

RECOMMENDED ACTION:

Adopt the attached resolution.

WHEREAS, the streets described in the attached Additions Form SR-5 (A) for Broadlands,

Caliborne Parkway, Phase 1 and fully incorporated herein by reference are shown on plats recorded

in the Clerk's Office of the Circuit Court of Loudoun County, and

WHEREAS, the Resident Engineer for the Virginia Department of Transportation has

advised this Board the street meets the requirements established by the Subdivision Street

Requirements of the Virginia Department of Transportation, and

WHEREAS, the County and the Virginia Department of Transportation have entered into an

agreement on May 19, 1993, and was recorded in Deed Book 1233 page 804 for comprehensive

storm water detention which applies to this request for addition,

NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of

Transportation add the street(s) described in the attached Additions Form SR-5(A) to the secondary

system of state highways, pursuant to section 33.1-229 of the Code of Virginia, and the

The Board of Supervisors of Loudoun County, in a regular meeting on the

___th day of April, 2006, adopted the following:

RESOLUTION

WHEREAS, the streets described in the attached Additions Form SR-5 (A) for Belmont

Glen and fully incorporated herein by reference are shown on plats recorded in the Clerk's Office of

the Circuit Court of Loudoun County, and

WHEREAS, the Resident Engineer for the Virginia Department of Transportation has

advised this Board the street meets the requirements established by the Subdivision Street

Requirements of the Virginia Department of Transportation, and

WHEREAS, the County and the Virginia Department of Transportation have entered into an

agreement on May 19, 1993, and was recorded in Deed Book 1233 page 804 for comprehensive

storm water detention which applies to this request for addition,

NOW, THEREFORE, BE IT RESOLVED, this Board requests the Virginia Department of

Transportation add the street(s) described in the attached Additions Form SR-5(A) to the secondary

system of state highways, pursuant to section 33.1-229 of the Code of Virginia, and the

Department's Subdivision Street Requirements, and

BE IT FURTHER RESOLVED, this Board guarantees a clear and unrestricted right-of-way,

as described, and any necessary easements for cuts, fills and drainage, and

BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the

Resident Engineer for the Virginia Department of Transportation.
