1. INTRODUCTION This Circular provides general information on arrangements and other relevant information for the 45th SEAMEC Conference and 5th ASED Meeting. The event will be held in Mactan, Cebu, Republic of the Philippines from Tuesday, 26 January to Friday, 29 January, 2010. Information in this circular is current as of 2 December 2009. Any amendments to information contained in this document will be issued via email to all SEAMEO Members and Associates. The organizers reserve the right to make changes to this circular as the need arises. 4.2 Upon arrival in Cebu, delegates are requested to collect their name badges at the Registration Desk and Check-In Counter located at Jasmine Room of Shangri-la’ Mactan Resort and Spa, Mactan, Cebu. Name badges must be worn and be visible at all times. These badges are required for entry into all venues and meeting areas. 5. 6. INFORMATION ON AIRPORTS

Strict and rigid security check is being implemented in all airports in the Philippines particularly in international airports like Mactan-Cebu International Airport (MCIA) and Ninoy Aquino International Airport (NAIA). Each passenger will be ask to take off their shoes, slippers, jackets, belts , mobile phones and other personal belongings for x-ray purposes.

6.1 Mactan Airport The Mactan-Cebu International Airport (MCIA) is located in Mactan Island, province of Cebu in Central Philippines and connected to Cebu City, the provincial capital 20 kilometers due southwest, through the Mactan-Mandaue bridge. The airport is about 600 kilometers from the Ninoy Aquino International Airport (NAIA) and serves as the southern hub of the air transportation system of the Philippines. MCIA is strategically located with estimated travel time of only 3 to 4 hours to fourteen (14) cities in Asia Pacific. It is a vital international gateway to the country's economic prosperity.

6.2 Ninoy Aquino International Airport Ninoy Aquino International Airport, Manila’s premier airport, is located along the border between Pasay City and Parañaque City in Metro Manila. It is about 7 kilometers south of the country's capital Manila, and southwest of Makati City's Central Business District.

7. VISA INFORMATION

Pursuant to the ASEAN Framework Agreement on Visa Exemption signed last July 25, 2006 at Kuala Lumpur, Malaysia, visitors from the ASEAN Member Countries are exempted from the visa requirement for a period of stay of up to fourteen (14) days from the date of entry.

For non-ASEAN member countries participants, you may visit http://www.dfa.gov.ph/consular/visa.htm for other information about Philippine regulation and Visa application or you may contact your respective embassies/consulates for assistance.

8. TAX REGULATIONS Airport Embarkation Tax Passenger Terminal Fee is levied on all passengers embarking for: 1. International travel (including Security Fee): PHP 750.00 2. Domestic travel: PHP 200.00 Place of payment: Airport of departure. Exempt: 1. Children under 2 years of age. 2. Transit passengers remaining in the transit area and not leaving the airport. 3. Crew members. Currency rules

It is illegal for any incoming or outgoing passenger to bring in or out Philippine Pesos in excess of P10,000.00 without prior authority from the Bangko Sentral ng Pilipinas. Any violation of this rule may lead to its seizure and civil penalties and / or criminal prosecution. (BSP Circular 98-1995)

Carrying of foreign currency in excess of US$10,000.00 or its equivalent in other foreign currencies must be declared to a Customs Officer or the Bangko Sentral ng Pilipinas. Violation of this rule may lead to seizure and sanctions, fines and / or penalties.

Note: Only banknotes and coins, which are legal tender must be declared (travelers’ checks, credit cards etc. are exempted from the declaration requirement). Hotel Occupancy Tax Hotel Occupancy Tax applies to all visitors except certain representatives from foreign missions. 9. AIRPORT ARRIVAL When you arrive at Mactan-Cebu International Airport or Ninoy Aquino International Airport, you will be greeted by 45th SEAMEC and 5th ASED Meeting staff in the arrival hall/baggage claim area. Staff will be wearing the national dress of the Philippines with SEAMEC ID. Likewise, a signage with the meeting name and logo printed on it will also be displayed visibly in the arrival area. TRANSPORTATION

A. Shuttle Service B. Shuttle service shall be provided to all delegates, thus it is imperative that confirmation must be

done on or before December 20, 2009 to ensure proper transportation arrangement. Each Minister

will be provided with an official car while the rest of the delegation will also be provided with a common transport service.

B. Taxi Service Metered Taxis at Mactan Cebu International Airport are available outside the arrival area. If you choose to take a taxi to your hotel, it is recommended that you keep a printout with your hotel’s address with you. You can show this printout to the taxi driver, if there are any communication difficulties. Directions to the Hotels/Venue: Shangri-la Mactan Resorts and Spa is 15-20 minutes travel from Mactan International Airport and relatively no traffic disturbance. Flags of member countries are displayed along the way which will practically lead the driver to the venue. 11. DOCUMENT REPRODUCTION AND DISTRIBUTION 11.1 Pre‐Meeting Document Submission All documents, opening statement of each minister and presentations should be submitted to the SEAMEO Secretariat not later than 15 days before the event in electronic form. 12. LUNCH AND TEA Morning and afternoon tea will be provided during the duration of the meetings. Hosted lunch and dinners will likewise be extended to delegates. 13. GENERAL INFORMATION 14.1 Currency, Banking, and Taxes The monetary unit of the Philippines is the Peso. Daily Exchange rate information is available in all broadsheets and television programs. You can exchange foreign currencies at front desks, most large banks, tourist centers, malls and at agencies in the terminals of major airports. You will receive the best rate using an automated teller machine (ATM). Major credit cards are widely accepted across the Philippines. Most hotels require a credit card to confirm a reservation. The Philippines has a value‐added tax (VAT) on goods and Services. The current sales tax in is 12 percent. 14.2 Climate The Climate of the Philippines is a tropical wet maritime climate dominated by rainy, dry and cool season that dominates on November to February. The summer monsoon brings heavy rains to most of the archipelago from May to October, whereas the winter monsoon brings cooler and drier air from December to February. Monsoon rains, although hard and drenching, are not normally associated with high winds and waves. But the Philippines sit astride the typhoon belt, and the country suffers an annual onslaught of dangerous storms from July through October. 14.3 Electricity The Philippines uses 220 volts and electrical plugs with two flat parallel blades. The conference hotels do not supply plug adapters.

14.4 Communication Facilities Mactan, Cebu has international and national direct dial phone and facsimile services, mobile phone sites, internet and e‐mail facilities, and worldwide express delivery service. Internet‐Broadband and wireless internet services are available in all of the conference hotels and at the workshop venue. Most national daily newspapers are in English. The Philippines has seven (7) major television networks (ABS-CBN, GMA, ABC, PTV4, QTV, IBC13, RPN 9) which broadcast mainly in English. Cable TV is available in almost all hotels in Cebu. There are 3 major mobile phones networks in the Philippines; Smart Communications, Globe Telecoms and Sun Cellular which provide wireless mobile phone services. If you wish to buy local SIM card from any of the three providers, it is recommended that you buy the provider that gives the strongest signal. Based on marathon survey, Globe Telecoms provides the strongest signal of wireless telephone services in Cebu City. Protocol officers assigned in each country can provide vital information on this. 14.5 Time Difference Philippines, Indonesia, Brunei, Malaysia and Singapore share the same time zone at GMT +8.00; one hour ahead of Cambodia, Lao PDR, Thailand and Vietnam, one hour behind of Timor Leste and 2 hours ahead of Myanmar. 14.6 Drinking Water Cebu’s water supply meets all health code requirements for drinking and bathing. It is fluoridated and slightly chlorinated as well. However, bottled water is available in all hotels, restaurants, supermarkets, and convenience stores. 14.7 Tipping Tipping is customary for service industry professionals: Waiters, bartenders, taxi drivers, hairdressers, hotel porters and chamber maids, coatroom attendants, parking valets and airport skycaps.
