    WESTERN TECHNICAL COLLEGE DISTRICT BOARD Minutes to Regular Meeting

    November 21, 2017

    Ms. Angie Lawrence, District Board Chair, called the regular meeting of the Board of Western Technical College District to order at 4:12pm on Tuesday, November 21, 2017 at the Western Technical College Lunda Center, 319 7th Street N, Kwik Trip Room, La Crosse, WI. Board members present were: Andrew Bosshard, Carrie Buss, Michelle Greendeer-Rave, Dave Laehn, Angie Lawrence, Ed Lukasek, Ken Peterson, Dennis Treu and Roger Stanford, President. Board member Dan Hanson was excused.

    Notice of the meeting was posted publicly on Friday, November 17, 2017 at 12:48pm with the agenda being distributed to interested persons, sent to the Districts official newspaper (The La Crosse Tribune), and distributed to other news media throughout the District in compliance with Wisconsin Statutes, Sections 19.81 through 19.98.

    Patti Balacek and Angie Martin provided a Business & Industry Services update and introduced staff from that

    office.

    APPROVAL OF MINUTES

    Motion Buss, second Laehn, that the Western Technical College District Board approve the minutes to the

    October 17, 2017 regular meeting as presented. Votes: Ayes, 8; Opposed, 0. Motion carried.

    APPROVAL OF FINANCIAL REPORTS

    Motion Buss, second Bosshard that the Western Technical College District Board approve financial reports for October 2017 which include: A) Schedule of Payments; B) Vendors Over $2500; C) General Revenue/Expense Report. Votes: Ayes, 7; Opposed, 0; Abstention, 1. Motion carried.

    RESOLUTION OF COMMENDATION Motion Lukasek, second Laehn, that the Western Technical College District Board adopt resolution of commendation honoring Ann Peterson on retirement from Western. Votes: Ayes, 8; Opposed, 0. Motion carried. A copy of the resolution in its entirety is attached to and incorporated into these minutes as Attachment A.

    PRESIDENTS REPORT Dr. Stanford highlighted the recently held meetings, tours and news/media coverage, reported on the DECA state leadership session, Veterans Day celebration and the Higher Learning Commission multi-site visit. A brief review of the Plus Delta occurred.

    DISTRICT BOARD CHAIRPERSON REPORT Ms. Lawrence briefly reviewed the October 30 District Board Advance and District Boards Association Legal Issues Conference. A reminder of the ACCT National Legislation summit in February was provided. District Board commitments and acronyms were discussed. The Lybert family discussion was highlighted as well as LADCO events and todays New Directions session. Ms. Lawrence advised the consent agenda will be moved to the beginning of the meeting agenda. A copy of Our School, A History of People and Events, was shared for reading.

    2016-17 FINANCIAL AUDIT REPORT Motion Greendeer-Rave, second Bosshard, that the Western Technical College District Board accept and place on file the 2016-2017 financial audit report prepared by Wipfli, LLP. Votes: Ayes, 8; Opposed 0. Motion carried.

    USE OF GENERAL FUND FOR CAPACITY BUILDNG PROFESSIONAL DEVELOPMENT FOR REVISED ENROLLMENT JOURNEY-EXPERIENCE 2025 Motion Laehn, second Buss, that the Western Technical College District Board approve the use of general fund balance, $125,000 FY 2018 and $125,000 FY 2019 for capacity building to provide professional development for mid-level managers and frontline staff to implement coaching and change management for the new student enrollment journey Experience 2025.     DISTRICT BOARD BUDGET AND FACILITIES COMMITTEE REPORT The Budget & Facilities committee was provided an audit report and subcommittee update, as well as discussed Vision 2020 facilities and financial reports 2017-18.

    During the Youthbuild grant audit, it was suggested that the College have a formal policy that describes

    our segregation of duties philosophy. This philosophy has been incorporated into Policy BO101. Changes

    are highlighted in red.

    B0101 ACCOUNTING SYSTEM/SEGREGATION OF DUTIES

    Accounting System The College shall organize and operate its accounting system in accordance with Wisconsin Administrative Code, Chapter TCS 7. The College shall use the Uniform Financial Fund Accounting System established by the Wisconsin Technical College System Board.

    Segregation of Duties State and federal policies require that accounting transactions be authorized according to sound management practices. Segregation of duties is critical because it ensures separation of different functions and defines authority and responsibility over transactions. Segregation of duties is critical to effective internal control; it reduces the risk of both erroneous and inappropriate actions.

    The fundamental premise of segregated duties is that an individual should not be in a position to initiate, approve, and review the same action. Also, the accounting/reconciling function, and the asset (e.g., money, inventory) custody function should be separated among employees. These are called incompatible duties when performed by the same individual.

    Western Technical College considers the principle of segregation of duties when designing and defining job duties. The College implements and enforces policies and procedures that, to the extent feasible, segregate duties among employees and that include effective oversight of activities and transactions, in order to safeguard the assets of the district.

    D0102 FACULTY CREDENTIALS/FACULTY QUALITY ASSURANCE (FQAS)

    Western Technical College employs competent faculty members who are qualified to accomplish support the the College mission and accomplish the goals of the institution. Western is accredited by the Higher Learning Commission (HLC) of the North Central Association and maintains standards for hiring of faculty based on the Higher Learning Commissions Handbook of Accreditation.

    All faculty must meet minimum standards set by the Wisconsin Technical College System (WTCS), the Higher Learning Commission, and the College. Faculty must meet the requirements established through Administrative Code, Chapter TCS 3 (Technical College System- Certification of Personnel). The Faculty Quality Assurance System (FQAS) identifies minimum education and occupational experience requirements, as well as ongoing professional development required of each faculty member teaching in the WTCS. Faculty are responsible for meeting the requirements of FQAS, and supervisors have the responsibility of working with faculty to ensure plans are developed and reviewed.

    Western Technical College requires all students, faculty, and staff to adhere to United States copyright

    law. Copyright is a legal protection for creators of original works and grants the copyright holder the sole

    right to allow for the reproduction, distribution, preparation, performance or display of the work. If any

    student or employee witnesses a potential copyright infringement, they are expected to report the

    violation to either their supervisor or divisional academic leadership.

    The administrator of the Library, or his/her designee, will serve as the Copyright Coordinator with authority on determining Western's compliance with copyright policies and procedures. When using print, data, or media materials for instruction that are not explicit as to copyright limitation, such materials must first be submitted to the Copyright Coordinator, unless specific instructions concerning the material can be found in the District's policies.

    Proposed Procedure:

    In order to use copyrighted material, the creator of the original work must grant written approval except

    in the following cases:

    1) The copyright holder has explicitly granted open access to the material through an organization that allows copyright holders to determine various levels of use (such as Creative Commons).

    2) Under the judicial doctrine of fair use, not-for-profit educational institutions have limited rights for classroom use of certain copyrighted material. Single copies of the following may be made for scholarly research or use in teaching or preparation to teach a class:

    D0604 OPERATION OF UNMANNED AIRCRAFT SYSTEMS OR VEHICLES (UAS/UAV)

    Western recognizes that the operation of Unmanned Aircraft Systems or Vehicles (UAS/UAV), small Unmanned Aerial Systems (UAS), and Remote Operated Aircraft (ROA), also referred to as drones, are popular for both recreational and educational usage. In the interest of maintaining an appropriate learning environment, the College limits UAS usage to educational and/or college-related activities on any college controlled or managed property. All safety and privacy procedures apply to all College property and all members of Westerns community, including but not limited to employees, students, clubs, organizations, vendors and any other individuals who are operating a UAS as part of their employment or as part of any college-related research or activity. Any person operating a UAS is personally responsible for complying with Federal Aviation Administration (FAA) regulations, federal and state laws, local ordinances, and college policies and procedures.

    Allowable Use: 1. Instructional Use - A student flying for purposes of non-aviation course learning at the college

    who is supervised by a college employee who possesses a current Remote Pilot Airman

    Certificate or other allowable airman certificate.

    2. Institutional Use Any non-instructional use by the college is not allowed, except under extraordinary circumstances, and then only with prior authorization by the college President or

    designee.

    3. Contractor Use Contractor use in the furtherance of college-related work will only be permitted if the contractor provides to the college risk management authority the following: 1)

    proof of insurance coverage for UAS operations with a minimum of $1,000,000 of liability

    coverage; 2) proof of proper Airman Certificate for UAS operations; and 3) signed

    acknowledgement that the contractor has read and understands the college UAS Procedure.

    4. Other Use No other use of UAS at or by the college is allowed except as authorized by the college President or designee.

    D0604(p) PROCEDURE FOR THE OPERATION OF UNMANNED AIRCRAFT SYSTEMS OR VEHICLES (UAS/UAV)

    The purpose of the procedure detailed here is to ensure the safe, legal, and proper use of Unmanned Aerial Systems (UAS), also known as drones on Western Technical College facilities or during UAS flights operated for college courses or activities. Procedure Detail:

    1. A college employee Pilot in Command (PIC) planning to conduct or supervise an unmanned

    aircraft system (UAS) flight used in support of teaching must be authorized by their division

    leadership, i.e. Dean or Associate Dean. Additionally, any college UAS operation over non-

    college property must have prior approval by both the property owner and their division

    leadership.

    2. The operator of any college UAS must abide by all federal, state, and city laws.

    3. The operator must avoid flying through restricted airspace or college airspace deemed off limits,

    including the entire block upon which any college RESIDENCE HALL is located.

    4. A UAS shall not be used to monitor or record areas where there is a reasonable expectation of

    privacy in accordance with accepted social norms. These areas include but are not limited to

    restrooms, locker rooms, individual residential rooms, changing or dressing rooms, campus

    daycare facilities, and health treatment rooms.

    5. A UAS shall not be used to monitor or record sensitive institutional or personal information

    which may be found, for example, on an individual's workspace, on a computer or other

    electronic displays.

    6. Overseeing departments are responsible for providing or ensuring operators are trained in the

    proper use of UAS.

    7. Operators shall always consider the safety of people, risk of property damage, and the potential

    failure modes for their UAS.

    8. Operators shall wear appropriate Personal Protective Equipment (PPE) before flying a UAS.

    9. UAS operations shall be conducted in line-of-sight and shall avoid flying over people.

    College Flight Rules

    1. Any college employee PIC conducting or supervising UAS flights must possess a Remote Pilot

    Airman Certificate, small UAS rating, or other applicable pilot license.

    2. Any college employee PIC conducting or supervising UAS flights will ensure all FAA regulations

    and recommended Safety Guidelines (Title 13 CFR Part 107) including wearing recommended

    Personal Protective Equipment (PPE), having a spotter and keeping a 10 foot Safety Zone at

    launch and landing.

    3. Any college employee PIC conducting or supervising UAS flights will follow all DMI safety

    recommendations.

    4. Any college employee PIC conducting or supervising UAS flights will ensure authorization to fly

    properly registered with the FAA.

    6. Each division will keep UAS Inventory, maintenance logs, and flight inspection logs for UAS

    under their control.

    8. Additionally, Instructional UAS must:

    a. Weigh less than 55lbs.

    b. Have controls to enable override by a college employee PIC conducting or supervising

    UAS flights.

    c. Have Home capability d. Have capability of GEO-Fencing or Geo-Spatial Parameters.

    Indoor Flight:

    1. Although not regulated by the FAA, pilot must follow all FAA safety guidelines including proper

    PPE.

    2. Additionally: Instructor and pilot should be separated from the other students/observers by at

    least netting as recommended by DMI.

    All flights must follow FAA Safety Guidelines (Title 14 CFR Part 107):

    1. Wear eye protection

    2. Wear cut resistant gloves

    3. Create a 10 foot safety zone around launch and landing location

    4. Drone must weigh less than 55 pounds

    5. Conduct preflight inspection of drone by remote pilot

    6. Fly no higher than 400 feet

    7. Fly no faster than 100 mph

    8. Keep craft in sight at all times Unaided by any device other than corrective lenses

    9. Remain clear of and avoid manned craft, must yield right of way

    10. Do not intentionally fly over unprotected people or moving vehicles

    11. Remain at least 25 feet away from people and vulnerable property

    12. Fly no closer than 2 nautical miles from a heliport

    13. Daylight only, Twilight with proper lighting

    14. Do not fly in adverse weather such as high winds or reduced visibility (At least 3 miles)

    15. Contact www.faa.gov/UAS if flying within 5 nautical miles of an airport; class B, C, D & E

    airspace. Class G airspace does not require ATC permission (La Crosse Campus is within 5 miles

    of the airport)

    16. Do not fly under the influence of alcohol or drugs.

    b. Other Flights will be recorded by the Security authority approving the flight

    1. Credit Bearing: Any class where successful completion will result in a college credit.

    2. Instructional Use: The purpose of teaching students.

    3. Student: An individual flying for the purpose of learning during a credit bearing course.

    4. Dual Controls: Two separate controls enabling another to take control of flight.

    5. Home Capability: A drone programmed to return to its launch site if radio control by the pilot is

    lost.

    6. Geo-Fencing or Geo-Spatial Parameters; A drone capable of being electronically limited to a

    specific area of flight

    Topic: Learning Commons Remodel

    Issue: Essentially the same as when constructed in 1995, the current space is not conducive to providing innovative and institutionally aligned approaches for academic support. The new Learning Commons remodel, as part of the library remodel, will create a one-stop location for academic support. This will consolidate tutoring and library support into one location on campus as opposed to the four current locations. The vision of the project is to remove the stigma of receiving academic support by creating a warm and welcoming location where students can receive just-in-time support; faculty can voluntarily offer their office hours; integrate academic support structures within the course objectives and competencies, and provide academic coaching; and all Western Technical College stakeholders can be provided a location for quiet or semi-quiet work, contemplation, or gathering with colleagues and friends.

    Combined, all three current tutoring areas provide approximately 130 hours of tutoring support and 66.5 hours of library services per week. Currently, staff do not keep track of the amount of visitors to the library in an easily accessible format. With the new login software in place for the Learning Commons, staff can provide visit data. The largest number of visits have been for mathematics support (44.5%), followed by health science support (32.1%), and communication skills support (22.5%).

    Construction is currently scheduled to start May 2018 and will be completed by September 2018. The projected cost for remodel is $1,300,000.

    Recommendation: Approve the Learning Commons Remodel as outlined and submit the same to the WTCS Board for approval at its January 23, 2018 meeting.

    WESTERN TECHNICAL COLLEGE DISTRICT

    Topic: Veterans Center Remodel

    Issue: The current 767 SF location does not adequately address both the present and

    future needs of the 1,000+ military connected students Western serves. A

    renovated Veteran Military Center will provide a one-stop resource center and a

    new 920 SF lounge for all military connected students. The new center model

    will enable Western to offer programing and support services to assist veterans

    in life after service and will greatly ease the transition as they step into

    academic life.

    Through years of gathering student feedback and research on how to design

    the space to meet the needs of student veterans, this center will fulfill Westerns promise to be the model service-provider for veteran students in the region. The

    separate but adjacent lounge and resource center will provide a safe gathering

    place designed to accommodate the special needs of veteran students. The

    lounge will offer the opportunity for comradery and interaction with fellow

    veterans who share the same ethos and value system. Furthermore, the size of

    the center can host employers and community service providers who can bring

    those services directly to the students as well.

    Since 2009, Western has served over 5,300 military connected students. With

    over 7,000 veterans currently living in La Crosse county, the number of military

    connected students in the future will continue to grow. Without the help from a

    generous donor, who shares the same mission of supporting veterans and their

    families, it would be difficult if not impossible to design a quality center that

    meets the needs of the veteran students. Westerns dedicated staff, in the spirit

    of service and dedication, honor the legacy of service the donor represents and

    will assure continued quality programing and services to all military connected

    students. Construction is currently scheduled to start May 2018 and will be

    completed by December 2018.

    The projected cost for the project includes $580,000 of new construction and

    $160,000 of remodeling existing facilities. Donor funds will cover the full

    $580,000 of new construction costs and $120,000 of the remodeling costs.

    Thus, Westerns share will be $40,000 of remodeling costs.

    Recommendation: Approve the Veterans Center Remodel as outlined and submit the same to the WTCS Board for approval at its January 23, 2018 meeting.
