Finance

The Finance division is in the process of completing the 2015-16 Comprehensive Annual Financial Report and will be presenting the report to the City Council in February. Budget worksheets for mid-year analysis have been provided to all departments, and the Finance division will be working to complete the analysis based on activities through December 2016. The final result and budget update will be presented at the February 28, 2017, City Council meeting. The Finance Division completed the Communities Facilities District 2006-1 (Elm Park) refinancing on December 22, 2016. This will provide a reduction to the impacted citizen’s property tax bills of approximately $121 annually.

Tree Lighting Ceremony 2016

The City of Rialto Community Services Department hosted a Tree Lighting Ceremony, which was held on Friday, December 2, 2016 from 6:00 – 8:00 p.m., at the Rialto Civic Center. Festivities commenced at 6:00 p.m., with exciting holiday performances by Grace Lutheran Church Choir, Eisenhower High School Ikettes and Ike Singers, and a solo performance by Eisenhower student, Klarissa Ortega. Though Rialto’s strong winds blew through the Civic Center, over 300 people attended to see the Tree Lighting Ceremony at 7:00 p.m. This was Rialto’s most attended Tree Lighting Ceremony ever and the entire Community Services Department thanks the community for coming out and spreading good cheer. Rialto Holiday Parade and Vendor Fair

On Saturday, December 10th event staff, parade participants, and spectators were enthusiastic and anxious to finally see the City Rialto Holiday Parade come to life. The parade included over 50 participants, including high school marching bands, local sport leagues, dance troupes, and community organizations. The parade included 3 performance categories: Dance/Cheer, Band, and Float. Every competing group arrived at their best, but only one winner was announced for each category. The Rialto High

School Marching Band, also known as the Royal Knight Regiment, won the grand prize for Best Band performance. This group of talented students took home a first place trophy and pride in representing their school. Best Dance/Cheer performance was won by the Rialto Middle School cheer group. These energetic “Tigers” had a great cheer routine and claimed their first place trophy for Best Dance/Cheer. The Westward Sisters and Company won first place for Best Float as they creatively included their organization’s theme throughout their float. They also took home a first place trophy. Our Preston site planned a day full of holiday baking activities and the children and staff had a great time with the planned activities. Children were able to scoop a spoon full of chocolate cookie chip dough, roll it into a ball and place it on a cookie sheet for baking. The children really enjoyed eating their warm cookies with milk. Fit4Kids

The City of Rialto’s Community Services Department Fit4Kids fall/winter session ended on December 15, 2016. Our new session began on January 3, 2017. There was a great opportunity to contract with an experienced tennis instructor who came in for two weeks to teach beginning tennis skills and drills to our participants. In addition, our staff is planning our winter/spring session that will include multiple activities in a variety of sports, fitness routines, and hands on nutrition lessons. We have a great new session that will motivate, encourage and track each participant's progress. Fit4Kids is a FREE program for Rialto residents who are 6 to 15 years qualify under low-moderate income households. Youth Basketball

The Fall Basketball season ended on December 17th, 2016. The season was an exciting time as new champions were crowned. The bleachers were packed as the teams from Division 4, 3, and 2 squared off in their respective championship games. In division 4, the rivals’, Rebels and the Sonics, gave the parents and spectators a nail biting finish. The Rebels were victorious with the score15 – 14. In our 10 year old division, Division 3, the St. Catherine’s Cougars prevailed over the Runners, last season’s champions, with a score of 31 - 30. A last minute free throw could have tied and won the game. In our oldest division, Division 2, there was a “David vs. Goliath, scenario. The number 3 seed Showstoppers, with a record of 4 wins and 2 losses, versus the number 1 seed juggernaut Lakers 2.0 whose record consisted of 6 wins against 1 loss. Against all expectations and odds, the showstoppers, with Coach David, were victorious 52 – 48. Another exciting season in the books for the best youth basketball program in the Inland Empire.

As a side note, the traditional, Staff vs. Coaches game occurred on championship Saturday. The Community Service Staff were victorious with a score of 50 – 38. The series between us is now tied, 2 wins each. Girls Volleyball

The Fall season of Girls Volleyball ended on December 16th, 2016. The youngest division, division 2, had 3 very competitive teams. Although this is the learning division, the excitement of these games equally matches the older division. The older division, Division 1, had 6 competitive teams, 4 of which made the Playoffs. This season came down to the Number 2 seed, Serves U Right, versus the number 4 seed Lady Spikers. The Lady Spikers had previously shocked the number one seed in straight set victory. The championship, best of 5 sets, went to the fourth set where the team Serves U Right pulled out the win, Championship. As always, all participants were treated to pizza to end the season on a positive and team oriented note!

Development Services Department

The Development Services Department recognizes the close of one year and the start of a new one by reflecting back on the major accomplishments during 2016 and forecasting significant activities during 2017.

Noteworthy Events and Accomplishments in 2016

Renaissance Rialto Project. The Airport Redevelopment Project advanced with the demolition and remediation of contaminated soils in accordance with a State approved plan. Major infrastructure projects completed included the construction of Miro Way, Alder Avenue, Walnut Avenue, Laurel Avenue, and Locust Avenue. Medline and Niagara completed construction of new industrial plants, and Monster acquired land and commenced construction on its new facility. The City closed escrow on two parcels totaling 51 acres and received gross sales proceeds of $9 million.

Renaissance Specific Plan. The City Council approved various amendments and entitlement applications related to the Renaissance Rialto Specific Plan. The City Council actions entitle Lewis-Hillwood Rialto to develop an expanded shopping center (Renaissance Marketplace), additional industrial development, and a new 20 acre community park. The Development Agreement will also fund improvements to an additional 20 acres of off-site parks, including Cactus & Randall and Frisbie Park.

Industrial Development. This sector remained extremely active in 2016 with approximately 3.3 million square feet of new space completed. The City welcomed Amazon, Under Armour (expansion), Drive Medical, Guitar Center, Keeco Products, Englewood Marketing Group, Hillman Group, and Kuehne/Nagel to the business community. These businesses produced 1,800 new jobs and approximately $900,000 in new revenues for the City General Fund. The City continues to improve its jobs/housing ratio, which enhances the City’s long-term ability to fund services for its residents.

products, Englewood Marketing Group, Hillman Group, and Kuehne/Nagel to the business community. Lytle Creek Ranch Annexation. The City annexed Neighborhoods 2 and 3 of the Lytle Creek Ranch Specific Plan. The Lytle Creek Ranch Specific Plan proposes approximately 6,260 housing units and 850,000 square feet of commercial development. Lytle Creek Development Company continues to pursue

the permits from the Army Corps of Engineers that would allow development to commence. The developer initiated preliminary parcel mapping for approximately 600 homes adjacent to the former Rancho Verde Golf Course.

Rialto Bioenergy Facility Approved. The City Council approved a lease agreement and a Facility Operation Agreement with Rialto Bioenergy Facility to assume the land and facilities developed by EnerTech Environmental. The RBF facility will accept biosolids from various waste disposal operations and produce energy and fertilizer for resale. The City expects to reap approximately $500,000 per year when the Facility becomes operational in 2018.

Home Values and New Residential Development. The median sales price of a home in Rialto continued its long recovery from the effect of the Great Recession. The median home price hit $283,000 in 2016. While the positive trend continues, the median home price remains 27% below its 2006 peak.

The City completed annexation of the Lytle Creek Ranch Specific Plan and the developer now seeks final permit approvals from state and federal regulatory agencies.

Because of increasing prices, the long dormant residential construction sector awakened and two new projects advanced through the entitlement process. RC Hobbs Company secured approvals to develop a 33 lot single-family subdivision on Bloomington Avenue and Willow Avenue called Serrano Place. Crestwood Communities entitled a 75 single-family community on Cactus Avenue, just south of Merrill Avenue called Cadiz. Both projects expect to commence model construction and production units in 2017. To ensure that these new residential projects pay for the cost of public services, the City formed a Community Facilities District and will levy a supplemental tax on each unit.

Property Values. Because of the strong industrial market and recovering residential market, Rialto property values increased by 5.8% for 2016. This was the third highest growth rate in the County of San Bernardino behind Redlands (6%) and Colton (5.9%). Higher property values produce higher property taxes – the $400 million increase produces $560,000 per year in new General Fund Revenues.

New Building Code Adopted. The City Council adopted the 2016 California Building Standard Code, which becomes effective on January 1, 2017. The State updates the Codes every 3 years to improve safety, sustainability, reliability, and recognize new construction technologies. As in years past, the new Code emphasizes energy-efficient design and construction.

Marijuana Dispensaries. With the expectation that the State would legalize the recreational use of marijuana, several entrepreneurs tried to get a head start on the sale of this illegal drug. The Code Enforcement Division assisted the police department with the closing of five illegal dispensaries.

Building Permit Activity. The Building Division experienced a substantial increase in new building plan check and permit activity. The Division completed the following tasks in 2016:

Received 1,000 plan check submittals, approving 613 for permits with an average turnaround time of 7 days; and

New industrial construction continues to dominate local construction activity, although commercial and residential development should pick up the pace in 2017.

Issued 3,800 building permits; and

Completed 7,129 inspections, averaging 35 inspections per day; and

Collected approximately $2.6 in building permit/plancheck fees and $7.6 million in development impact fees.

Renaissance Village Apartments. National Community Renaissance rehabilitated the Renaissance Village Apartments, an affordable housing rental community located in the 200 North block of Glenwood Avenue. Renaissance Village consists of 144 units.

Public Properties Sold. The Successor Agency sold nine parcels totaling 11 acres within the Renaissance Rialto Specific Plan. The SA distributed the $3.6 million in land sales proceeds to the various taxing entities as required by the redevelopment dissolution statutes.

The City Council approved the sale of a City owned parcel at Santa Ana Avenue and Lilac Avenue, which the City originally acquired to build Fire Station 205 and provide fire safety services to South Rialto. The $2 million sale will help fund Fire Station 205 at a new location north of the I-10 Freeway. Escrow should close early in 2017.

Measure U. On November 4, 2014, the voters of Rialto approved Measure U, the liquid fuel storage business license tax. Measure U provides that any person engaged in the business of owning, operating, leasing, supplying or providing a wholesale liquid fuel storage facility shall pay an annual business license tax. The City Council set the amount of the business license tax at one dollar ($1.00) per year per cubic foot of liquid fuel storage capacity. The Business Licensing Division sent Assessment Notices to the owners of record and to the physical address for each liquid storage facility. The City estimates the tax due to be approximately $12 million each year. The Liquid Fuel Storage Facility owners immediately filed suit against the City. Consequently, the City has been unable to budget the tax proceeds pending resolution.

Opportunities and Challenges in 2017

The Renaissance Marketplace expects to commence construction in January 2017. The shopping center is expected to open for business later in the year.

TRAKiT. Early in the year, the City will go live with this new software program to help manage the development services process and improve customer service to the community. TRAKiT will integrate all of the data related to a parcel of land in Rialto thereby improving decision-making, management reporting, and employee productivity. TRAKiT will replace antiquated Eden and InCode software packages, and provide internet based customer access to City records. TRAKiT will go-live in two phases: Phase I will implement building/engineering permit issuance, business license issuance, and building and code enforcement inspection scheduling; Phase II will allow public internet access to obtain a permit/license, review progress, schedule inspections, and pay fees.

Renaissance Marketplace. Lewis-Hillwood Rialto expects to break ground on a 505,400 square foot shopping center early in 2017 at the intersection of Ayala Drive and Renaissance Parkway. The project will commence with grading and infrastructure work and proceed to store construction later in the year. The shopping center includes Cinemark Theaters, 24 Hour Fitness, and Burlington Coat as anchors, with a variety of restaurants, personal service, and convenience goods.

Coffee Bean and Tea Leaf. During 2016, the City approved plans for a new Coffee Bean & Tea Leaf restaurant at the intersection of Riverside Avenue and Easton Avenue. The restaurant expects to acquire the property and commence construction in May 2017, opening for business by year-end.

Rialto Marketplace. This 240,000 square foot shopping center, anchored by Super Wal-Mart, will open for business in April 2017. The roster of tenants that will join Wal-Mart include Carl’s Junior, Pieology, Juice It Up, Wing Stop, Chipotle, Jersey Mikes, and Starbucks. The shopping center is a joint venture of Wal-Mart, Newmark Merrill Companies, and Pacific Retail Partners.

The Rialto Marketplace commenced construction in January 2016 and will open in April 2017, with a new Super Wal-Mart and a broad mix of retail and restaurant tenants.

Aldi and Warehouse Shoe Store. After years of planning, Aldi and WSS expect to commence construction on a new grocery store and shoe store and the northeast corner of Foothill Boulevard and Cactus Avenue.

Medline Industries Sales Tax. In 2016, the City entered into an agreement with Medline Industries to relocate a portion of its taxable sales activity to its new retail warehouse. Commencing January 1, 2017, Medline Industries will pay sales taxes to the City of Rialto. The City expects that total sales taxes from this otherwise non-descript warehouse in the Renaissance Specific Plan will be $1.5-$2.0 million per year, comparable to a regional shopping center.

Industrial Development. The City should continue to see substantial new industrial development. Panattoni Development expects to commence development on its I-210 III, I-210 IV, and I-210 V Projects along Alder Avenue, north of Baseline Road. Monster will complete its 1 million square foot facility later in the year, and Shaw Properties should follow with its 176,000 square foot facility on Baseline Road and Laurel Avenue. Lewis-Hillwood Rialto also expects to start construction on approximately 1 million square feet of new industrial.

The City has been preparing the Pepper Avenue Specific Plan since 2015. The Planning Commission and City Council will consider the final Specific Plan and Environmental Impact Report early in 2017.

Pepper Avenue Widening (Phase II). The City completed Phase I of the Alder Avenue Widening Project, by adding lanes from Miro Way northerly to Renaissance Parkway. Phase II of the Project will widen Alder Avenue to its four-lane standard with median island from Baseline Road to Renaissance Parkway. The City completed right-of-way purchases and construction drawings in 2016, and will proceed to bid the project early in 2017 with a spring 2017 construction start date.

Housing Element. The City will consider adoption of an updated Housing Element. The State Department of Housing and Community Development requires that the City update the Housing Element every 5 years by conducting an analysis of the supply and demand conditions affecting the production and preservation of housing for all income segments of the community.

Island Annexations. The Local Area Formation Commission required the City of Rialto to commence annexation proceedings for five North Rialto unincorporated islands in exchange for LAFCO’s approval of the Lytle Creek Annexation. The City intends to reach out to island residents to discuss the advantages and disadvantages to incorporation within the City of Rialto. The City must initiate annexation by May 2017 to satisfy the LAFCO condition.

Pepper Avenue Specific Plan. The City will consider adoption of the Pepper Avenue Specific Plan. The Pepper Avenue Specific Plan will provide land use and development standards for the 102-acre area that will soon connect to the 210 Freeway. SANBAG expects to commence construction on the interchanges during 20117. The Pepper Avenue Specific Plan emphasizes employment producing land uses, including retail, commercial, and office uses. The Plan also sets aside substantial acreage for conservation purposes.

Redevelopment of Existing Wal-Mart. Wal-Mart will sell its older store to Pacifica Development a few months after it moves into its new location. Pacifica plans to rehabilitate the existing structure to accommodate 2-3 new retail stores and possibly a few new out pads. Concurrently, the City seeks development interest for the 15-acre site between the old Wal-Mart and the new Wal-Mart that the Successor Agency currently owns. The City hopes to facilitate the development of a 65-acre retail center anchored by the Super Wal-mart and a variety of complementary retailers.

Form Enhanced Infrastructure Financing District. The City will consider whether to form an Enhanced Infrastructure Financing District (EIFD). This tool provides a form of tax increment financing for infrastructure projects within the community. The City proposes to finance improvements to the Rialto Channel Flood Control system, street improvements on Baseline Road adjacent to the Cactus Basins, park improvements to Birdsall Park, interchange improvements at Alder Avenue and the 210 Freeway, and other vital facilities.

Bonnie View Housing Project. The Rialto Housing Authority approved the development of 64-units of affordable rental units at a side on the north side of Bonnie View Drive and south of Metrolink Station in Downtown Rialto and appropriate $5.5 million of housing bonds as a loan for the project.

The Hearts to Share program had another successfully campaign with assisting families by providing presents to needy families during the holiday season. Shop with a COP

On December 21, 2016, the Rialto Police Department partnered with Target for a “Shop With a Cop” event. Target provided a grant to the police department through the Target Heroes & Helpers program. The program sponsored fifteen children who shopped with police officer and support personnel.

Rialto Welcomes New Police Officer

Welcome new Police Officer Ignacio Cuevas. Officer Cuevas graduated from the San Bernardino Valley College Extended Police Academy, Class 35, on Saturday, October 7th, 2016. Officer Cuevas was sworn in as a City of Rialto Police Officer on January 9, 2017. Prior to becoming a Police Officer, Ignacio worked for the Rialto Police Department as a Police Cadet and Law Enforcement Technician. He is a graduate of Rialto High School. Ignacio aspires to someday work as a Detective, and as a Traffic Officer. Community Outreach Program

The Rialto Police Department’s Community Outreach Program (C.O.P.) incorporates the philosophies of Community Oriented Policing and Problem Oriented Policing. The C.O.P. team collaborates with the community partners, business owners, faith based organizations, non-profits, county/state service providers, and citizens to make positive changes in the community.

The C.O.P. team holds a FREE monthly resource event open to all citizens in the county. Representatives from an assortment of county service providers, community based and faith based resources such as: County of San Bernardino Department of Workforce Development, Transitional Assistance, Child Support Services, Behavioral health service providers, Education Programs, Vocational Training Programs,

Faith-Based Counseling, Drug & Alcohol Abuse Counseling, and more are in attendance. The next Community Resource Event will be held on Monday, 8:30 a.m., January 23, 2017, at the Rialto Community Center, 214 N. Palm Avenue Rialto. On January 4, 2017, the C.O.P. team, along with SB County Probation, Rialto Code Enforcement, Rialto PD Parking Enforcement, and the San Bernardino County Behavioral Health Department T.E.S.T., was out in the city addressing areas that generate continuous calls for service. The teams offered resources to the individuals they came in contact with. The C.O.P. team’s collaboration efforts with other city departments and county organizations not only helps to enforce the laws, it also offers additional resources and services to those in need.

Fire Department

Additional Paramedic Fire Engine Now in Service!

The City of Rialto and the Rialto Fire Department are pleased to announce that an additional staffed fire engine began serving the City of Rialto on December 26, 2016. The new unit’s official designator will be Medic Engine 205. This new fire engine will be staffed with a Captain, and Engineer and a Firefighter/Paramedic. To keep a unit like this staffed 24 hours a day, a total of nine positions are needed (3 per 24 hour period X 3 shifts). Under a traditional staffing configuration, this could cost the City up to $1.8 million per year. However, the City has been working over the last two years on a staffing

reconfiguration that transitioned staffing of its paramedic ambulances from Firefighter/Paramedics to single focus Paramedics and Emergency Medical Technicians (EMTs). Approximately 95% of the cost of staffing Medic Engine 205 is covered through the savings from this restructuring of resources and deployment. This means a significant improvement in service level for our community at very little cost.

Medic Engine 205 is currently responding out of Fire Station 201. However, that will not be the permanent home. The Rialto City Council has given direction for the construction of Fire Station 205, which will be located in a currently underserved section in the southern portion of Rialto. The additional staffed fire engine will serve the entire City of Rialto but the primary response area will include over 16,000 Rialto residents living south of Randall Avenue, the Rialto railyard, I-10 freeway, and the petroleum tank farm in southern Rialto. The new fire facility is currently in the design phase and the City is working hard to place this new engine where it’s needed most as soon as possible. The facility will eventually be home to both Medic Engine 205 and Medic Ambulance 205. Advancing in the RFD

Part of the staffing and deployment reconfiguration that allows for Medic Engine 205 to be placed in service calls for the promotion of nine RFD members to the positions of Fire Captain and Fire Engineer. Each of these positions carries a high level of responsibility

and complexity, and requires an advanced level of knowledge and experience. As such, process for selection for these positions is highly competitive and challenging, not to mention difficult from a selection process as we have many talented individuals. 2016 was an eventful year for the RFD. The reconfiguration of our staffing and deployment model, the addition of new employees and equipment, and a strong improvement in our performance benchmarks like cardiac arrest survival rates. 2016 also represent one of our busiest years on record as far as call volume and emergency responses. Call volume is measured in different ways as table 1 shows. “Incidents” represents the number of individual calls for service that came in through the 911 system for RFD. Because many of the calls require more than one RFD unit to respond, “Unit Responses” shows the number of times an RFD unit rolled to an emergency. Finally, since our units are staffed with 2 to 4 personnel, “Personnel Responses” represents the impact on individual RFD First Responders. Perhaps more important than the volume of calls is the quality of care that it given when we arrive. The RFD is known for efficient and compassionate service, but we are also committed to innovative approaches to ensure the best possible outcome. One of our key performance benchmarks is cardiac arrest survival rates. Sudden cardiac arrest is one of the leading causes of death in the United States, but we can do a lot in the pre-hospital setting to improve the odds of survival. Through our innovative approach to these

emergencies, we are now have a sudden cardiac arrest survival rate in Rialto that is approaching four-times the national average. For structure fires, we have been able to keep 90% of the fires confined to the room of origin, again through unique approaches that emphasize safety and efficiency. These are just examples of the excellent service that the members of the RFD provide. We believe that this is just the beginning of the improvements we can make for the community. Through a commitment to innovation, training, and data-driven planning and decisions, we are confident that the community members of Rialto will continue to enjoy emergency and non-emergency services that are clearly world class! Put a Freeze on Winter Fires

The Rialto Fire Department wants to remind everyone that home fires are more prevalent in winter than in any other season. This is due in part to an increase in cooking and heating fires. Additionally, the high cost of heating our homes has caused many people to search for alternate sources of home heating. The use of wood burning stoves is

growing and space heaters are selling rapidly, or coming out of storage. Fireplaces are burning wood and man-made logs. All these methods of heating may be acceptable. They are, however, a major contributing factor in residential fires. Many of these fires can be prevented. You can prevent the loss of life and property resulting from heating fires by identifying potential hazards and following the safety tips:

Never use a range or an oven as a supplemental heating device. Not only is it a safety hazard, it can be a source of potentially toxic fumes.

If you use an electric heater, be sure not to overload the circuit. Only use extension cords which have the necessary rating to carry an amp load. TIP: Choose an extension cord the same size or larger than the appliance electrical cord.

Avoid using electrical space heaters in bathrooms or other areas where they may come in contact with water.

If windows are used as emergency exits in your home, practice using them in the event fire should strike. Be sure that all the windows open easily. Home escape ladders are recommended.

Be sure every level of your home has a working smoke alarm, and be sure to check and clean it on a monthly basis.

Curb, Gutter and Sidewalk Improvement Project – Zone 3

On December 13, 2016, the City Council awarded a contract with Tryco General Engineering for the Zone 3 Curb, Gutter, and Sidewalk Improvements project. The work consists of installation of new, removal, repair and replacement of curbs, gutters, driveway approaches, sidewalks, and curb ramps in various locations throughout the City of Rialto. The contractor is in the process of executing contracts and the project is anticipated to begin Concession and Restroom Facilities Procurement at Three City of Rialto Parks

On December 13, 2016, The City Council authorized the release for bids for building procurement of concessions/restroom upgrades at three City parks. The project will consist of:

New installation of a concession stand and restroom facility at Frisbie Park

Removal of the old restroom and installation of a new upgraded restroom at Andresen Park

Removal and the old concession stand and restroom and installation of a new concession stand and restroom facility at Rialto Park.

Pepper Avenue/SR-210 Interchange Project

The City in conjunction with Caltrans and SANBAG have been working together on the construction of on/off ramps (final phase) at Pepper Avenue and the SR-210 freeway. On November 30, 2016, the Invitations for Bids for the project was advertised. The project

consists of constructing a new diamond interchange at SR-210 and Pepper Avenue, widening of Pepper Avenue from Pepper Avenue and SR-210 to Highland Avenue, construction of ramps, new traffic signals, signage, electrical improvements, drainage improvements, landscaping, and plant establishment. Windy Day Trash Tips

On extremely windy days it can be difficult to keep your trash barrels upright and at the curb on collection days. BURRTEC Waste suggests that you follow these three (3) simple steps listed below in order to keep your trash out of your neighbor’s yard. This will also insure that the trash is collected.

1. On EXTREMELY WINDY DAYS do not place your barrels at the curb.

2. If during the following week you have extra trash due to the windy conditions, place any extra trash in plastic bags.

3. On your regular trash day, the driver will collect both the barrels and any bags placed at the curb.

Christmas Tree Recycling Information

After the Christmas holiday please remember to recycle your live Christmas trees. Burrtec will be collecting your trees curb side on your regular trash collection days. Before placing your live tree at the curb:

1. Remember to remove all ornaments, lights, tinsel, and stands from the tree.

2. If your tree is taller than 6 feet, be sure to cut it in half before you recycle it.

Seeds of Hope Outreach has been serving the community for more than 5 years. Our goal is to feed, serve, educate and employ individuals, families and communities with love and support, and to lend a hand to those who are down and out.

Seeds of Hope Outreach was established in 2007. The original inception was a home for men. From the home for men the desire to feed the hungry and hurting was born. Since that time they have distributed food to more than 30 organizations who help the poor. A few of the organizations they have assisted are: Mary's Table, Cooley's Outreach, Bibleland, Agape Foster Youth Services and the earthquake victims in Mexico. It is their vision to help those in need of education and employment. Seeds of Hope Outreach is committed to making this world a better place.

We cannot accept explosives, medical waste, abandoned waste, or business waste.

**THIS SITE IS FREE TO ALL RESIDENTS OF SAN BERNARDINO COUNTY.**

Used Tires – Rialto City residents can bring up to 9 used tires to the Public Works Office at 335 W. Rialto Avenue on Community Clean-Up days free of charge. We will not accept tires from businesses, including semi-trucks.

Electronic Waste – Bring your televisions, microwaves, computers

and monitors, and other electronics to the south parking lot of City Hall to be recycled. Businesses are welcome.

Usable Items – The Salvation Army will be accepting usable household items

(such as clean clothing, furniture, sports equipment, etc.) in the south parking lot of City Hall.
