2. Intersection of Morella Grove and Shannon Road, Bridgewater – Confidential Item

SUMMARY

Council approval is sought to negotiate the purchase of a section of privately owned land on the corner of Morella Grove and Shannon Road, Bridgewater to allow for the reconfiguration of the intersections of Shannon Road, Lezayre Avenue and Morella Grove, Bridgewater to improve vehicular and pedestrian safety. RECOMMENDATION That Council resolves: 1. The report be received and noted.

2. The Chief Executive Officer be authorised to enter into a contract to purchase approximately 200 m2 of land located at 23 Morella Grove, Bridgewater described in Certificate of Title Volume 5473 Folio 109 for a purchase price of no greater than $20,000 subject to a budget being provided in 2015/16 for the acquisition.

3. The subject land at 23 Morella Grove, Bridgewater described in Certificate of Title Volume 5473 Folio 109, if so acquired, will be excluded from classification as community land in accordance with Section 193(4) of the Local Government Act 1999.

4. That the Chief Executive Officer and Mayor be authorised to execute the necessary documents under seal to bring to affect the boundary realignment of 23 Morella Grove, Bridgewater described in Certificate of Title Volume 5473 Folio 109 and the Council owned land at 2 Shannon Road, Bridgewater described in Certificate of Title Volume 5331 Folio 289.

• links to activity centres. Legal Implications The installation of traffic control devices will be in accordance with Sections 17 and 18 of the Road Traffic Act 1961. Section 193(4) of the Local Government Act 1999 requires that council must, prior to the acquiring of land, resolve that the land be excluded from classification as community land, if it does not wish the land to come under the community land provisions of Chapter 11, Part 1, Division 3 of the Act. The opening of a road will need to be undertaken in accordance with the provisions of the Roads (Opening and Closing) Act 1991. Risk Management Implications

The Inherent Risk associated with the current road configuration, based on Council’s Corporate Risk Management Guide is Extreme, due to the possibility of serious injuries/death resulting from an accident at the intersection being contributed by the poor line of sight for cars and pedestrians using the intersections. The Residual Risk of the current road configuration is High, benefitting from the current controls of line marking, warning signs, street lighting and pedestrian refuge. The Target Risk projected from the completion of the improved intersection is Medium. The reason that the rating is not lower is due to the proposed works still not providing the recommended lines of sight due to the topography of the land and the road configuration. Financial and Resource Implications It is envisaged that a budget bid would be submitted as part of the 2015/16 budget process for the land purchase and civil works. Subject to final design plans being prepared, the anticipated budget is as follows:

Land acquisition and subdivision costs $ 30,000

Detailed design $ 7,000

Road construction $ 31,000 (new / renewal)

Kerbing / Stormwater $ 27,000 (renewal)

Footpath works $ 15,000. (new / renewal) $120,000

State Government has contributed $15,000 to the pedestrian refuge installed on Shannon Road in 2014, further grant funding opportunities are also being explored due to the clear safety improvements the project delivers. An independent Valuer has assessed the land to be considered for purchase at 23 Morella Grove at $20,000.

By approving the recommendation of this report, the community may expect that funding will be provided in the 2015/16 financial year to complete the purchase of the land, and undertake construction works. Customer Service and Community/Cultural Implications Strong community support for this project has been gauged from discussions with the Bridgewater Primary School administration who identified that improved safety for vehicular and pedestrians is required at these intersections. Environmental Implications Working with the Way-2-Go program this initiative will encourage walking and cycling, contributing to a healthier society, and reduction of cars on the road. The revised road alignment is across an open area of land, mostly covered by dry grass and weeds. No removal of native trees or understorey will be required. Community Engagement/Consultation An initial approach has been made to the owners of 23 Morella Grove, and they have indicated an in-principle support to selling a portion of their land. Subject to Council approval formal negotiations will be held with owners of 23 Morella Grove and a formal agreement reached. The Bridgewater Primary School Principal and the Way-2-Go project manager have also be advised of the proposed concept, but wider consultation would be undertaken as part of the detailed design phase through face-to-face consultation with the directly affected residents on Morella Grove and with the Bridgewater Primary School. Prior to finalising the design, broader community feedback would be sought through the via the school newsletter, signage and letter drops to residents in adjacent streets.

2. BACKGROUND

The proposed works originate from a request through the Bridgewater Primary School and the State Government’s “Way-2-Go” programme (which works with schools to encourage more students to walk or ride to school) whereby parents have identified their reluctance to allow their children to walk to school due to the unsafe road crossing at Shannon Street and generally heavy traffic around school pick and drop off times. A parent also directly contacted the Council, advising their child was “nearly killed” by a near miss while crossing Shannon Road, and was traumatised to the point of refusing to go to the school. Council staff confirmed the sightlines in either direction from the existing footpath are well under the minimum design requirements for both vehicles and pedestrians. A concept plan was prepared to address safety, both for pedestrians and vehicles.

With a grant from Way-2-Go, a pedestrian refuge was built on Shannon Road in the 2013/14 financial year. The proposed road realignment was left on hold pending the necessary acquisition of land, and further funding being made available through the normal budget process. Due to long lead times relating to changes to title boundaries, an immediate start to this process is necessary to ensure construction works can be completed in the 2015/16 financial year. Over past three years, Council has completed substantial footpath works along Carey Gully Rd and Mt Barker Rd, Bridgewater, with the aim of creating an interconnected series of paths that allow for safe pedestrian movement through the Bridgewater township. While this is an ongoing project with a few years still to run, this proposal is the last stage needed to complete the safe pedestrian connection to the Bridgewater Primary School.

3. ANALYSIS Shannon Road is a relatively busy collector road for the Bridgewater area, being the only access onto Carey Gully-Bridgewater Road for the surrounding streets. Morella Grove and Lezayre Ave service only a few homes, but provide the only access to the Bridgewater Primary School, leading to very high traffic volumes at morning and afternoon school pick-up times. Lezayre Ave is only one way (heading north), so when the on-street parking around the school is congested or full, parents are required to drive south along Morella Grove, loop out onto Shannon Rd and drive back onto Lezayre Avenue. The proposed works will enable cars to circulate around Lezayre Avenue and Morella Grove without having to access Shannon Road. Existing road layout:

Proposed reconfiguration:

A detailed Traffic Safety Audit indicates that existing sightlines for vehicles turning off Morella and onto Shannon Rd are only about 35m to the east (even less for the old footpath crossing point), and is obscured by a crest in the road to the west (refer to Appendix 2 attached). The realignment nearly doubles this distance to 62m to the east, and places cars at the top of the crest, giving unrestricted vision to the west. While this is still under the desirable minimum standard of 97m, it is a considerable improvement. The completed works will remove any need for students to cross through the stream of parents’ vehicles circulating around the Morella Grove / Lezayre Avenue loop. Children will only have to cross roads at the protected Shannon Street crossing, and the east bound section of Morella Grove which is within the relative safety of the 25kph zone near the school. Council staff have already undertaken an initial survey, road safety audit and a concept design. An independent valuation has been prepared. This gives a high degree of confidence that the project can physically be completed once approved. Changing boundary alignments is typically a long process (6-12 months), and if construction works are to commence in the 2015/16 financial year (ideally during the January 2016 school holidays), the negotiations with the land owner and the formal land acquisition process needs to be started as soon as possible.

Additionally the provisions of the Roads (Opening and Closing) Act 1991 which includes a public notification process will need to be complied with and can be expected to be of approximately 6 months duration. Currently a section of the road encroaches on to the north eastern boundary of Council owned land at 2 Shannon Street, near Lezayre Avenue. This allotment is used by the Country Fire Service (CFS). Given that both the road corridor and the adjacent land parcel are owned by Council, this boundary realignment is straight forward and will not affect the use of the land. See Appendix 1 of this report.

1. Introduction

1.1 Auditor and Audit Process Detail

GTA Consultants has been commissioned by Adelaide Hills Council to undertake a Preliminary

Design Stage Road Safety Audit on the proposal to realign Morella Grove in Bridgewater.

The audit was conducted by.

The audit comprised of the following process:

examination of documents listed in Section 1.5

an inspection of the site during the early afternoon of the 3rd February 2015

The conditions during the day site inspection were sunny, clear and dry.

The audit has been carried out following the procedures set out in the Austroads Guide to Road

Safety Part 6: Road Safety Audit (2009). The audit covers physical features of the project which

may affect road user safety and it has sought to identify potential safety hazards. However, no

guarantee is made that every deficiency has been identified. Further, if all the recommendations

in this report were to be followed, this would not guarantee that the site is “safe”, rather, adoption

of the recommendations should improve the level of safety of the facility.

1.2 Project Site and Details

The project is an intersection treatment, responding to a number of accidents and potential

conflicts at the intersections of Shannon Road with Lezayre Avenue, Morella Grove and Fielding

Road. The project involves realigning Morella Grove north of Shannon Road, to intersect with

Shannon Road west of the current intersection point, at Lezayre Avenue.

Shannon Road is a two-way road aligned in an approximately east-west orientation, configured

with one vehicle lane in each direction. The carriageway width is variable ranging from 6.3m to

7.1m (approximately) and set within a road reserve ranging in width from 13.4m to 20m

(approximately).

Shannon Road is subject to the default urban speed limit of 50km/h and carries approximately

1730 vehicles per day1.

Morella Grove is a two-way road aligned in an approximately north-south orientation, configured

with one vehicle lane in each direction. The carriageway width is variable ranging from 6m to 7m

(approximately) and set within a road reserve ranging in width from 14m to 20m (approximately).

Morella Grove is subject to the default urban speed limit of 50km/h and carries approximately 280

vehicles per day1 near the intersection with Shannon Road.

Morella Grove intersects Shannon Road very close to the intersection of Lezayre Avenue and

Shannon Road, as seen on Figure 1.1.

Lezayre Avenue is a one-way road (northbound only) aligned in an approximately north-south

orientation, configured with one vehicle lane. The carriageway width is variable ranging from

4.1m to 4.6m (approximately) and set within an approximately 11m wide road reserve. The road

functions as a local road.

Lezayre Avenue is subject to the default urban speed limit of 50km/h and carries approximately

200 vehicles per day2.

Fielding Road is a two-way road aligned in an approximately north-south orientation adjacent

the intersection with Shannon Road, configured with one vehicle lane in each direction. The

intersection of Fielding Road and Shannon Road is almost a 4 way intersection with Morella Grove

The carriageway width is variable ranging from 5m to 6.3m (approximately) and set within a road

reserve ranging in width from a minimum of 27m (in the north-south orientated section).

Fielding Road is subject to the default urban speed limit of 50km/h and carries approximately 80

vehicles per day2.

No pedestrians or cyclists were recorded as being involved in any of the three incidents. The

above crash data does not indicate a pattern in crashes in the vicinity of the subject site.

1.3 Recommendation Ranking

Some recommendations which are considered to have a greater potential as hazards have

been highlighted as IMMEDIATE ATTENTION or IMPORTANT. Notwithstanding this, it is noted that ALL

recommendations should be addressed during the next stage of the project.

1.4 Responding to the Audit Report

As set out in the road safety guidelines, responsibility for the road design always rests with the

designer/project manager, and not with the auditor. A project manager is under no obligation to

accept all the audit recommendations. Also, it is not the role of the auditor to agree to or

approve of the project manager’s response to the audit. Rather, the audit provides the

opportunity to highlight potential problems and have them formally considered by the project

manager, in conjunction with all other project considerations.

This formal road safety audit report should be responded to in writing. If any recommendations in

this report are rejected by the Project Manager, then in each case reasons for this rejection

should be included in the written response. Acceptance of a recommendation may require no

further comment, but an explanation of how or when the action will be taken may be useful, and

should be provided where possible. To assist the project manager with this process, the table of

findings and recommendations contains an area for a formal response.

2.4 Intersections

2.4.1 Visibility/Sight Distance

Sight distance to the west of the intersection is limited with a sight

distance of approximately 80m to the termination of Shannon

Road at Bridgewater Road available to the west. This is

approximately 15m less than the existing sight distance available

from Morella Grove to the west. Given the proximity of the

Bridgewater Road / Shannon Road intersection it is likely speeds of

vehicles turning onto Shannon Road from Bridgewater Road will

be in the order of 30 to 40km/h. 40 km/h requires a desirable site

distance of 73m, which is available, and considered appropriate

given the constraints of the site.

The required 123m site distance for a design speed of 60km/h with

a reaction time of 2.0 seconds is not available. The posted speed

limit of 50km/h with 2.0 seconds reaction time gives a required

sight distance of 97m. The proposed intersection design achieves

approximately 62m sight distance to the east. This is an increase

from the existing arrangement of approximately 35m sight

distance to the east. While not achieving the desirable minimum

of 97m sight distance, the 62m achieved is a considerable

improvement to the current arrangement.

The new intersection will increase separation between the Morella

Grove intersections on Shannon Road which will improve safe

operation for entering traffic.

The new intersection comprises realigned T intersection of Morella

Grove with Shannon Road to the approximate location of the

realigned to commence at a T intersection with Morella Grove

There is potential for conflict between vehicles turning right from

Morella Grove onto Lezayre Avenue and vehicles turning onto

Morella Grove from Shannon Road. Low volumes of traffic

The realignment of Morella Grove will create a reverse curve

Two existing driveway accesses off the east side of Morella Grove

will need to be modified to access the road network and

accommodate the proposed footpath. It would be desirable that

these properties gain access to the realigned road and not back

turnaround area on the existing Morella Grove pavement. Further
